A Study on Roll Motion in Waves of Capsized Small Vessel Based on Loading Condition (전복사고 발생 소형선박의 적재상태를 고려한 파랑중 횡동요 연구)

  • The frequency of marine accidents of vessels in Korea is steadily increasing and it is concentrated on small vessels with less than 10 tons of gross tonnage. Therefore, preventing capsizing accidents in small vessels is important to reduce the cost in terms of human and property damage due to such accidents. However, research on the seakeeping performance of small vessels has been insufficient, and there are no domestic and international regulations on seakeeping performance. Therefore, in this study, capsizing accidents caused by poor loading conditions were investigated by examining the adjudications of the small vessels in which the capsizing accidents occurred. Hydrostatic calculations and seakeeping performance analysis were performed for a representative vessel. A vessel generally performs a six-degree-of-freedom motion during operation. In this study, the response amplitude operator and response spectrum of a representative vessel were calculated to determine the roll motion. Moreover, a short-term statistical analysis of the vessel according to the loading conditions was performed for the wave stationary status for 3 h. From the results, it was estimated that, when the loading condition of a small vessel is poor, its roll motion increases, greatly reducing its stability.

  • This paper presents the Part 1 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters. This part deals with respondents profiles; experiences onboard and ashore; familiar areas; and their subjective perception of marine risks- by factors and by areas. The subjects are chosen from different regions nationwide with connection and/or with maritime background. There are 202 responses returned and these are put into a database for analysis made through Excel programs and statistics references. The result of the nationwide responses show that 97 % of respondents have shipboard experiences onboard of different ships' types and sizes; and 88 % are directly involved in the navigation of ships. Risk Perception levels - by factors and by familiar areas - show a higher risk degree in the 3rd level ('Sometimes Increases Risks') and 4th level ('Often Increases Risk') in each respondents' response indices. The study finds that the most risky factor is the "Violation of Rules and Regulations" which has a high risk at 5th level (Very Often Increases Risk), and for the over-all familiar areas, the Manila Bay area (NCR region) garners the most risky perception, also, at the 5th level. It is, therefore, recommended by this paper to conduct a comprehensive review of the rules and regulations viable in each locality; strengthening the maritime traffic systems, structures and educating the stake-holders specifically in Manila Bay area and other busy waterways of the country. The ultimate goal of this paper is to gather information, analyze these data and develop a set of tools and techniques to be utilized as a guide in the improvement and development of maritime traffic safety in the country.

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • The IMO has recommended on VHF digital communications operation for sailing ships from 2017. And ships more than 5 tons is obliged to digital communications by fishing Vessels Act and Vessel Safety Act in domestic. The owner of all vessel is equipped to the automatic position reporting device in accordance with the Notice of the Ministry of Oceans and Fisheries to regulations, It shall be ensure to navigations safety and in order to respond quickly in the event of maritime accidents on all vessels. The info-communications station of fishery is operating the automatic position reporting system using the VHF DSC in east sea from 2012, Continuously, which is underway the install plan in south sea and yellow sea. But this plan is very difficult, because of propagation environment is poor on account of complicated coastline and many islands. This paper has analyzed the propagation coverage for position setting of coast station in south sea and the traffic zone set up by compare with RSSI and methode of navigation tracking by VMS.

  • The earliest safety data programs, the FDR and CVR, were electronic reporting systems that generate data "automatically." The FDR program, originally instituted in 1958, had no publicly available restrictions for protections against sanctions by the FAA or an airline, although there are agreements and union contracts forbidding the use of FDR data for FAA enforcement actions. This FDR program still has the least formalized protections. With the advent of the CVR program in 1966, the precursor to the current FAR 91.25 was already in place, having been promulgated in 1964. It stated that the FAA would not use CVR data for enforcement actions. In 1982, Congress began restricting the disclosure of the CVR tape and transcripts. Congress added further clarification of the availability of discovery in civil litigation in 1994. Thus, the CVR data have more definitive protections in place than do FDR data. The ASRS was the first non-automatic reporting system; and built into its original design in 1975 was a promise of limited protection from enforcement sanctions. That promise was further codified in an FAR in 1979. As with the CVR, from its inception, the ASRS had some protections built in for the person who might have had a safety problem. However, the program did not (and to this day does not) explicitly deal with issues of use by airlines, litigants, or the public media, although it appears that airlines will either take a non-punitive stance if an ASRS report is filed, or the airline may ignore the fact that it has been filed at all. The FAA worked with several U.S. airlines in the early 1990s on developing ASAP programs, and the FAA issued an Advisory Circular about the program in 1997. From its inception, the ASAP program contained some FAA enforcement protections and company discipline protections, although some protection against litigation disclosure and public disclosure was not added until 2003, when FAA Order 8000.82 was promulgated, placing the program under the protections of FAR 193, which had been added in 2001. The FOQA program, when it was first instituted through a demonstration program in 1995, did not contain protections against sanctions. Now, however, the FAA cannot take enforcement action based on FOQA safety data, and an airline is limited to "corrective action" under the program. Union contracts can exclude FOQA from the realm of disciplinary action, although airline practice may be for airlines to require retraining if there is no contract in place forbidding it. The data is protected against disclosure for litigation and public media purposes by FAA Order 8000.81, issued in 2003, which placed FOQA under the protections of FAR 193.   • Future air navigation system (FANS) Committee overcomes the limitations of traditional systems, the development of worldwide new system that allows the development of air traffic management have been determined to be necessary. In order to accommodate the rapid increase in aircraft traffic and maximize the safe air navigation efficiency, ICAO is recommending a new performance-based communications and surveillance (PBCS) system. However, although utilizing wireless data link in the case of korea currently, the introduction of the PBCS is not performed normally. In this paper, we review the concept of PBCS, and aviation developed countries look to the applied case of PBCS. It also analyzes trends and status and problems of Korea and introduce future policy directions for CNS/ATM system improvement.

  • The e-navigation in IMO(International Maritime Organization) has been developed as a strategy for user oriented service followed by HEAP(Human Element Analysing Process) to assess the solutions in view of human ergonomics. Although IMO already had an interim guideline for human element assessment, it did not include appropriate human elements for user-oriented assessment, therefore there should be a need for revising the human elements of current guideline for ergonomic assessment of e-navigation. We have developed user-oriented human element checklist, threat elements caused by human external condition and error elements originated by human itself in line with the e-navigation development concept of user-based approach.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

A Study on the Tendency on Conversion of Passenger ship (여객선 컨버젼(Conversion) 동향에 대한 연구)

  • When the laws about the security of ships are revised, or voyage conditions are changed, ship owners have converted rather than built new passenger ships including cruise ships recently. As conversion causes a lot of changes in principal dimension, structural strength, hydrodynamic performance, the number of passengers, and cargo capacity, detailed pre-review is needed. But any studies on conversion have not been carried out yet, this study investigated and analyzed the trend of consulting companies' reports (Delta Marine Report, 2005, 2008). As a result, it was found that lengthening conversion brought about the main changes in principal dimension, and performance. Also it was suggested that there be factors for consideration like hull scantling, hull form, and cutting point to minimize side effects when ship owners build ships having lengthening conversion in mind.

A Study on the Development of a Training Course for Maritime Security Operatives (해상특수경비원 교육과정 개발에 관한 연구)

  • In West Africa and Southeast Asia including Somalia, piracy attacks still take place that threaten safety of ships and the lifes of seafarers. In order to protect Korean flag ships and the seafarers on board from piracy attacks, the government of the Republic of Korea established the Act to Prevent Piracy Attacks on International Ships on Dec. 27, 2016. This act legally provides for the establishment of Maritime Security Operatives (MSO) on board ships navigating high risk areas to ensure security. Furthermore, mandated training for MSOs is required to prepare them to carry out their duties effectively. In this paper, a new training course for MSOs according to domestic law is suggested through analysis of IMO documents and the MSO training provided by foreign nations.
