A Management Procedure of Required Operational Capability for 'Low-cost and High-efficiency' Weapon Systems Development ('저비용 고효율'의 무기체계 개발을 위한 군 작전요구성능 관리절차 개선 방안)

  • Studying the major wars of the past seventy years, the most fundamental change is the transition of weapon systems to one of convergence and cutting edge / state of the arts technology. Such transition is creating a need for drastic reforms of the weapon systems development process especially in areas of / in regards to effective utilization of IT, reduction of development period, precise establishing of operational concept and, management of required operational capability(ROC). In particular, establishing an accurate operational concept for a new weapon system and efficient management of ROC based on this operational concept is a prerequisite for a low-cost and high-efficiency weapon systems development and in the end, a successful construction of military forces. This paper examines the current management procedure of the ROC of the Korean military and proposes improvements to the procedure while taking into consideration issues of elicitation, analysis and validation of requirements engineering.

  • Defence Information System has surely required the guarantee of interoperability between systems as performing task oriented functions. To improve interoperability between them and use the benefits of component based development, defense officers are planning to develop COE like a kind of component bank concept. Defense component development methodology(ADDMe) within COE is a new approach of component based methodology for Defense environment after comparing, analyzing, and synthesizing with traditional CBDs. In this paper we introduce advanced defense component development methodology(ADDMe) and present checklist for improving interoperability between Defence component based systems which are developed with ADDMe. With our proposed interoperability's checklist, we can improve interoperability of defense component based systems through applying per each phase of ADDMe.

  • This research suggests a method to contribute to the perfect execution of duty in prospective information warfare by inspecting network-based warfare, in which its basic concepts and efficient management plans are provided; it is especially important, due to growing focus on information warfare caused by sudden improvements on information technology which affects not only civil matters but international military affairs as well. For this purpose, this research scrutinizes on the chronological organization of warfare traits during the information age, and information-warfare execution, as well as its effects, thereby providing proper management plans for network-based warfare.

  • 해양데이터 표준인 S-57을 대체하고, S-57 의 한계를 극복하기 위해 개발된 표준인 S-100은 유연성이 부족한 S-57표준의 한계점을 극복하고 다양한 도메인들의 데이터들을 조화롭게 표현하기 위해 개발을 시작하였다. 현재 몇몇의 국제기구에서 다양한 S-100 기반 제품이 생산됨으로 해서 S-100의 개념 중 하나인 '조화로운 데이터 표현'에 대한 화재가 떠오르고 있다. IHO에서는 이러한 문제해결방법을 상호운용성(Interoperability)라고 명명하고, S-100기반 제품들을 조화롭게 표현하는 방안을 4단계로 구성하여 제시하고 있다. 본 논문에서는 IHO에서 제공하는 상호운용성 표준을 분석하고, 4단계 중 제품간 객체 의미 분석을 통하여 객체의 표현법을 지정하는 2단계까지를 구현하였다. 또한 구현을 통하여, 상호운용성 표준 개발 상황을 확인하고, 향후 진행방향에 대하여 연구하였다.

  • 현재의 급변하고 있는 비즈니스 환경은 기업 내부의 인트라적인 업무 처리 뿐만 아니라, 기업과 기업간의 상호교환을 통한 업무 수행을 요구하고 있으며, 이러한 요구 사항에 적절하게 대응할 수 있는 전략 개념이 프로세스 상호운용성이다. 본 논문에서는 현재의 비즈니스 시장에서 이슈화되고 있는 프로세스 상호운용성을 실제적으로 구현하고자 하는 과정의 일환으로 워크플로우 표준 단체인 WfMC(Workflow Management Coalition)에서 제안하는 상호운용성 표준 메시지 프로토콜인 Wf-XML 2.0을 지원하는 프로세스 엔진의 시스템 아키텍쳐를 구성하고자 하며, 기반이 되는 프로세스 엔진은 자체 연구 제작된 e-chautauqua라는 워크플로우 시스템을 이용하여 프로세스 상호운용성이 가능할 수 있도록 확장 설계하고자 한다.

  • 정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

  • The recent development of information technology has been envisioned as the next technological wave and is expected to play an important role in diminishing boundaries between business organizations. Enterprises have recently resulted in a surge in workflow management, making business processes sharable among different business organizations. To make heterogeneous workflows operational, it is crucial that workflow management systems provide efficient tools for an environment supporting interoperability of business processes among different business organizations. As the potential of workflow management is becoming widely recognized, the demand for an integrated framework that facilitates interoperability among heterogeneous workflows is concomitantly growing. Despite the large body of work in the area of workflow management, few efforts are directed towards identifying conflict patterns for heterogeneous workflow interoperability of inter-organizational business processes. In this paper, we summarize state of the art research trends in workflow management research area and identify conflict patterns for heterogeneous workflows. We believe that this is one of the first attempts to conceptualize conflict patterns that exist on inter-organizational business processes. This paper opens up a novel avenue for workflow management research by supplementing the existing conceptual frameworks for workflow management.

Development Plan for the Consequence Management in Response to Large-Scale Wildfire Disasters Using Air Force Transport Aircraft (C-130) (공군 수송기(C-130)를 활용한 대형산불 재난 대응 시 사후관리(CM) 발전방안)

  • Purpose: Recently, large-scale forest fires caused by climate change, natural disasters, and human factors have been increasing every year in the East Coast and Taebaek Mountains region. Although forest fire extinguishing using helicopters is currently increasing, the need to introduce air force transport aircraft has continued to be raised due to the importance of early fire extinguishment to respond to large forest fires and the difficulty of extinguishing forest fires between sheep. This study seeks to present a plan for developing a post-fire management system for several aspects - achieving operational objectives, overcoming the operating environment, selecting a staging area, and efficient operation measures - to efficiently perform forest fire extinguishing missions using Air Force transport aircraft. Method: Based on literature research on forest fire extinguishing, forest fire extinguishing experiments using fixed-wing aircraft, and the operation status and operation method of forest fire extinguishing helicopters, the pros and cons of helicopter operation and the effects of large forest fire extinguishing using a large transport aircraft (C-130) Analyze the effectiveness of operation through analysis. Results: When extinguishing a large forest fire, an effective CM (Consequence Management) application plan was derived, including effective operation, control, command system, dispatch request, and forest fire extinguishment when integrating helicopter and fixed-wing aircraft (C-130). Conclusion: The application of the concept of CM (Consequence Management) is partially applied to some areas of chemical, biological, and radiological (CBRNE) protection in Korea, but efficient operation, control, and command systems are established when integrated operation of helicopters and large aircraft (C-130) in forest fire extinguishment. the concept of CM (Consequence Management), which is operated in advanced countries, was applied for safety management, dispatch requests, and forest fire extinguishing, thereby contributing to the establishment of a more advanced disaster and post-disaster management system.
