The purpose of this study was to investigate the status of the operation of small libraries in Seoul and to assess the perception of their importance and satisfaction. For this purpose, 861 small libraries in Seoul were surveyed on the overall operational satisfaction, operational improvement, and the importance of operation. As a result, it was discovered that there is a demand for increased operational support for small libraries, enhanced publicity, improved education and treatment of volunteers, improved quality of the book collection, and continuously improved space and facilities. Furthermore, the public and private libraries should be classified to reflect operational characteristics of the operating entity, rather than implementing the uniform budget support and guidance management.

해상교통안전진단제도가 도입된 이후 다수의 안전진단이 수행되고, '11년 6월 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 미비사항을 개선하고, 진단전문기관을 지정하는 등 정착 단계에 이르렀다. 하지만, 안전진단제도가 운영되는 단계에서 심사과정에 대한 다양한 개선요구사항이 대두되고 있다. 즉, 당연직 중심의 심사위원회 운영으로 해상교통안전만을 중시한 보완요구, 다단계의 보완지시에 따른 전반적인 심사처리기간 장기화 등으로 자칫 제도자체의 실효성에 의문을 제기할 우려가 있다. 따라서 본 연구에서는 심사위원회 운영상 문제점을 분석하여 개선사항을 도출하였다. 또한, 시설물 안전진단, 해역이용협의평가, 환경영향평가 등 유사제도의 심사체계 사례분석 및 영향평가제도에 대한 감사원 감사결과를 분석하여 원활한 업무처리 및 합리적인 운영방안을 제시하였다. 향후 과제로는 고시(지침)에 근거한 전문기관 설립근거를 해사안전법에 반영하고, 원활한 심사진행을 위해 사업특성 및 해상교통에 미치는 영향정도에 따라 심사과정을 이원화하여 운영할 필요가 있다.

소프트웨어 중심 사회에서 소프트웨어의 개발과 운영에 대한 효율성을 극대화하기 위해 운영 조직과 개발 조직을 통합한 개발운영조직 통합관리 방법론을 적용하고 있다. 클라우드 환경을 이용하여 서비스를 중단 없이 운영하는 지속적 배포 시스템에서 개발운영조직 통합관리를 적용 하였을 때, 운영 조직의 요구사항과 사용자의 요구사항 등으로 인한 작은 규모 크기의 배포가 빈번하게 발생하게 된다. 이와 같은 시스템은 다양한 보안 위협으로부터 안전하지 않다. 따라서, 본 연구에서는 클라우드 환경에서 지속적 배포시스템의 개발운영조직 통합관리에서 발생할 수 있는 문제점과 보안에 대한 개선사항을 제시하고자 한다.

섬진강댐은 100년빈도 홍수에 대응토록 설계되어 홍수조절 능력이 타 다목적댐 대비 상대적으로 취약함에 따라 댐운영 체계 개선이 필요하다. 이에따라 K-water는 홍수시 피해를 최소화 할 수 있도록 댐운영과 관련한 홍수대응 체계를 개선하였다. 주요 개선대책은 섬진강 홍수조절용량 추가확보, 홍수기 강우특성을 고려한 홍수조절, 하류주민 및 기관과 소통에 기반한 정보 공유체계 확립, 디지털 트윈 기반 댐 운영 의사결정시스템 구축이다. 섬진강댐의 건설홍수조절용량은 3천만m³으로, 타 다목적댐 설계빈도인 200년 대비 홍수대응 능력이 미흡하다. 이에따라, 섬진강댐은 '21.1월부터 '22.12월까지 홍수기 제한수위를 기존 197.7m에서 2.5m 낮춘 194.0m로 시범운영하고 있다. 이를통해 기존 3천만m³에서 9천만m³까지 6천만m³의 홍수조절용량을 추가 확보하였다. 이와 연계하여 홍수기 동안 섬진강댐 운영수위 기준을 별도 수립하여 홍수기 전·후반으로 나누었으며, 전반기(~7/31)는 '20년 홍수상황에서 발생한 더블피크 집중호우(360mm)에 대응가능한 홍수조절능력을 확보하고, 후반기(8/1~)는 홍수조절능력을 최대한 확보함과 동시에 차년도 용수공급을 대비할 수 있도록 운영수위를 개선하였다. 그간 수문방류 정보는 '댐 관리규정'에 따라 방류개시 3시간 전까지 방류계획을 하류지역의 지자체 및 주민에게 통보하였으나, 하류주민들이 충분히 사전준비하기에 시간적으로 부족하다는 의견을 제시함에 따라 수문방류 24시간전 사전 안내토록 '수문방류 예고제'를 도입, 시행하였다. '댐 홍수관리 소통회의'를 통해 댐 운영기관-정부기관-주민이 댐 운영에 대한 전반에 대해 함께 공유하고 운영 제약사항 및 개선사항을 공동 발굴하여 대책을 마련하는 체계를 구축하였다. 댐 운영 개선사항과 더불어 댐방류 의사결정시, 실시간 하류하천 상황에 대한 확인이 어려움에 따라, 3D기반 의사결정 지원시스템인 Digita Twin Platform을 개발 및 구축하여 '22년부터 섬진강댐 운영에 시범적용을 추진하고자 한다.

마리나가 활성화되어 있는 호주, 뉴질랜드, 일본, 말레이시아 마리나의 운영적 측면을 비교 분석하여 향후 운영 및 운영예정인 마리나의 수익형 모델을 요약하였다. 또한 국내 마리나 운영에 있어 미리 고려되어져야 할 사항과 개선되어져야 할 사항도 명시하였다. 마리나 관련 개발과정, 주변 인프라의 연계 구성과 프로그램개발이 시급한 면도 있지만 마리나의 운영 측면에서 파급되는 효과를 고려하여 조사 분석하였다. 향후 마리나개발계획에 따라 2019년까지 조성되는 마리나를 한국의 실정에 맞게 보다 효율적이고 수익이 발생될 수 있는 운영 모델을 제시하고자 했다.

많은 비용을 투입하여 개발된 위성은 성공적인 발사를 통해 궤도 진입을 하며, 초기 운영을 통해 안정적인 운영이 가능하다. 발사 직전부터 위성의 최초 접속 시간 사이에 발사장 점검 팀과 위성 운영 팀 간의 업무 협조에 따라 초기 위성의 궤도 확인, 통신 링크 형성 및 상태 확인 등 정상적인 임무 수행 가능 여부의 성패가 결정된다고 해도 과언이 아니다. 이를 위해 참여한 각 팀 간의 유기적인 업무 협조 절차를 수립하고, 사전 예행 연습 (리허설)을 통한 세부 절차의 보완이 필수적이다. 본 논문은 위성의 발사 당일 작업을 위해 수립한 세부 절차를 중심으로, 사전 점검을 통한 보완을 위해 수립한 리허설 계획을 설명한 후 그 결과에 따라 확인된 개선 사항에 대해 기술한다. 특히 발사업체에서 제공하는 시설 및 시스템 점검 사항, 리허설 계획 수립 시 고려할 사항 및 리허설 수행 후 개선 사항들을 정리한다.

The study aims at providing an influential model with regard to the level of satisfaction over the call center users and its operator in the National Railroad Administration, while at the same time seeking for possible ways to improve service standards in the call centers for Korean railroads. As a result, it demonstrates that; in the aspect of callers, the call center personnel are required to improve their ability and reciprocating attitude toward the uses; in the aspect of the operator, they are in need of more qualified service providing including advanced facilities. In this context, it is of outstanding importance to take into account the need and demand by both of the user and the operator as for the call center.

As the needs of library users change diversely along with the rapid developments and changes in society, libraries have gone beyond the traditional role of providing, gathering, organizing and preserving materials and information to provide various program services in culture, interests, and practicality that accommodate cultural and educational needs. Public libraries, in particular, are reflecting their role as the representative educational and cultural institutions of the community and following social changes to expand the role of libraries and manage various programs. This study aims to vitalize adult-targeted programs in representative Seoul libraries by understanding the current situation of the aforementioned programs through the past five years, and ran a survey on the satisfaction levels of those who are in charge of the programs and those who utilize the programs. The purpose of the study is to comprehensively analyze the improvements needed for running the programs and the demands of users in order to propose ways to activate library programs for adults.

본 연구에서는 현재 우리나라 홍수통제소에서 홍수예보를 위해 운영되고 있는 홍수예측모형에 대하여 개략적으로 설명하였으며, 특히 수문학적 홍수예측모형과 수리학적 홍수예측모형에 대한 운영 현황을 언급하였다. 또한 기 구축 운영 중인 구간에서 수리학적 모형의 정확도 향상을 위하여 필요한 사항들에 대한 개선방안을 도출하였으며, 본 연구결과를 통하여 향후 모형의 개선 과업에서 중요한 기초 자료로 활용될 수 있으며, 모형의 개선은 인근 주민들에게 보다 정확한 홍수정보를 제공할 수 있을 것으로 판단된다.
