The scale of a natural disaster grows bigger and bigger every year. The government spends much of its budget on recovering the resulting damage on a national scale. It is important to shift the paradigm from taking measures after a disaster to that of taking preventive actions before a disaster in order to bring a fundamental resolution to such problems. In taking preventive actions and policies, it is necessary to integrate various kinds of advanced technologies including IT, high-tech information gathering technology and operational technology, and to predict and evaluate natural disasters on a comprehensive level. Although Korea is a country with a strong IT sector, most information gathering is still performed in paper. In particular, information about the areas of previous landslide occurrences and slopes remains on paper, which makes it difficult to share the information and to discern the contents, and also raises the possibility of missing documents. Thus this study set out to develop an information gathering and management system for cutting slopes using PDA from the perspective of information gathering, system compatibility, and information management. As a result, field information may be gathered in a variety of forms (location, photos, and texts) real-time. A rough judgment was also made of the stability of rock slopes using the SMR method on the field.

The major changes in construction environment are that construction project is bigger and more complicated and the power of construction market changes from the supplier to the client or the user. Especially public construction enterprises have advanced to introduce the value engineering (VE) which is one of the cost management based on the owner's leading at the design phase for economical efficiency and quality improvement. According to the these efforts, the implementation of VE was legislated in the revised Construction Technology Management Act in 2000, governmental agencies, local autonomies, and construction public enterprises universally has taken the VE into consideration. In this circumstance, the scope that VE construction applied at 50 billion won projects from 2003 has been extended to 10 billion won projects in 2006. Therefore, the VE construction will be activated in the future. The cost savings and function improvement, which are the purpose of VE are not only construction public enterprises, but also every public client supported from government's budget or owned by the government. Therefore, the purpose of this study is to propose the improved process and performance index of VE for governmental agencies, local autonomies, and construction public enterprises which want to introduce or improve the VE process. This research also suggested the To-be design-phased VE process model. In addition, it suggested the To-be model of design management reflected the To-be design-phased VE process model, which is eliminated two problems reflected for the performance improvement of the As-is model of design management.

As the paradigm shifts in the era of accelerated technological development and technology convergence, the defense sector is pursuing national defense research and development through selection and concentration, as well as the expansion of investments to develop defense science and technology to the highest possible level. In addition to investing heavily in cutting-edge weapons and core technologies that are consistent with the future, the defense sector is also developing investment strategies within a limited budget. In the private sector, the PD system has been introduced in order to maximize the performance of R&D policy and to improve the professionalism and responsibility of planning & management. In accordance with this trend, in the field of defense, the PD system of defense technology with specialization is being promoted, in order to strengthen the task planning capacity and to promote the utilization of private technology. Considering the need for coherent technical support for the core technology developed by R&D, the improvement of open technology planning systems and expansion of inter-civil & technical linkage, the use of the PD system in the defense field is indispensable. In this study, we review similar cases abroad and at home to examine the introduction and management of the PD system for defense technology. This study is based on the current state of the defense technology PD system that is being pursued.
Many countries have tried to reform financing systems toward UHC and paid attention to the function of strategic purchasing. This study was performed to examine theoretical foundations and the function of strategic purchasing. And we examined the functions of strategic purchasing in Korea based on the framework proposed by Preker(2005). For this purpose, we reviewed literature related to purchasing. we defined the strategic purchasing as strategic activities to provide health care services people need within a given budget, which is carried out by certain organizations, purchasing organizations. These activities include selecting appropriate providers, designing and operating the payment system, setting the price, and determining the target populations and their needs etc. The relationships among government, purchasers and healthcare providers can be explained by the principal-agent theory. In addition to Preker's framework, we emphasized the importance of the infrastructure such as decision making support systems, information systems, health care resource management systems, or expenditure monitoring systems. The National Health Insurance Service and the Health Insurance Review & Assessment Service play major roles in performing strategic purchasing.

This study attempt to suggest a policy for the effect of using in the public libraries by the verification that are different between groups by their using patterns and types of book collections. by using patterns and system of desired-book for user. by using patterns and system of desired-book for user. The summary of results are as follows 1 The Circulation period of public library is one month per every delivery lending library. 2. The Circulation volume of public library is '100-200' books per every times. 3. There are significant differences by their using patterns and types of book collections. 4. There are significant differences by their using patterns and system of desired-book for user. 5. There are significant differences by their using patterns and placement of book collections. Their results show that library is most effective place of book collection services. 6. Circulation services must carry out only in the sphere of jurisdiction 7. A Lost books must set up treatment basis of natural reduction ratio 8. The Interference factors of delivery lending library are lacks of human power, lost books and negative attitute of user in order 9. The Effects of using a delivery lending library are a positive attitute and specialty of top management, the optimum of budget and the effect of deposit system 10. Natural reduction ratio of lost books appropriates 0.5-0.6% of total loaned books
The field of Management of Technology(MOT) emerged in response to the need for research management within U.S. public research institutions during the 1960s. Since its inception, it has proliferated significantly, being practiced in more than 809 institutions globally and over 19 institutions in Korea, encompassing both research and educational endeavors. Particularly noteworthy is the substantial investment of government resources, primarily channeled through the Ministry of Industry since 2007, which has expeditiously established a comprehensive framework for cultivating graduate-level MOT expertise, marked by both quantitative and qualitative advancements. The educational curriculum in the realm of Korean MOT deviates from foreign counterparts through distinctive pathways, exemplified by its emphasis on industry practice-oriented educational programs, standardization and isomorphism across different schools, as well as its interconnectedness with proximate academic disciplines. This research systematically undertakes an analysis of the curriculum in Korean MOT graduate schools, thereby ascertaining its intrinsic identity and distinct attributes. In this endeavor, a comprehensive examination of eleven principal MOT textbooks(three in Korean and eight in English) is conducted to delineate the primary content of the curriculum across seven thematic domains. Moreover, the study deliberates on its differentiation from neighboring academic disciplines and the definitional attributes of MOT. Subsequently, this analysis also encompasses nine Korean MOT graduate programs, projecting the seven thematic domains onto their respective curricula. The findings illuminate that within the context of Korean graduate programs, a substantial proportion of the curriculum, amounting to 62.5%, is dedicated to facets encompassing the operational aspects of technology management within corporate contexts, technology management specific to varying industries and technologies, and collaborative endeavors between academia and industry in the form of projects and seminars. Evidently, the Korean approach to technology management education is notably geared towards the cultivation of adept practitioners capable of executing technology management functions at a mid-tier managerial level, aligned with the exigencies of regional industries. Grounded in the analysis of technology management curricula, this study extrapolates implications for the future trajectory of MOT education in Korea, encompassing a consideration of the stages of industrial development. It underscores the necessity to augment the educational curricula pertaining conceptual foundation of technology and innovation, strategic perspectives of technology and innovation, and the socio-economic context of technology management.

Objectives : There has been long lasting trend of deinstitutionalization and public health centered care in management of individuals with disabling mental illness. We aimed to investigate current vocational rehabilitation state and effectiveness of system in korea. Methods : We carried basic survey via telephone and e-mail beforehand to figure out how many and which institutions are operating vocational rehabilitation programs to psychiatric patients. A questionnaire packages were sent to total of 108 institutions in Korea which were operating occupation rehabilitation program. Results : Of 108 institutions, 40.74% were returned with answers. The person in charge of vocational rehabilitation at each institution was mainly mental health social worker(48.8%), and the budget under \1,000,000 was the majority(61.5%) among surveyed institutions. The most commonly used vocational rehabilitation programs was case management(23.1%), followed by psychosocial rehabilitation program(21.2%), and on-the-job training(17.9%). The most effective program was case management(27.4%), followed by psychosocial rehabilitation program(19.8%), on-the-job training(17.9%). The main barrier of occupation rehabilitation to be conducted widely was 'worries about being excluded from beneficiary of National Basic livelihood Protection Act'. Conclusions : Our results suggest that, in spite of high demand in vocational rehabilitation programs, government financial support is still lacking.

This research aimed to suggest an efficient improvement plan for school food services by investigating the operating situation and recognition of menu management in school food services for school food service dietitians (and nutrition teachers) in Chungbuk. A total of 328 questionnaires were distributed to school food service dietitians (and nutrition teachers) in Chungbuk by e-mail in September, 2010. A total of 265 questionnaires (80.8%) were used for the analysis. The highest allocation of nutrients and calories per day in school food services was 1:1.5:1.5 (breakfast : lunch : dinner) (38.5%). The reasoning for applying a flexible allocation of nutrients and calories per day was 'considering the ratio of students who do not eat breakfast' (59.2%). And the way to apply the flexible allocation for nutrients and calories per day was 'by agreement from the school operating committee in arbitrary data without situation surveys' (86 respondents, 49.4%), and 'by agreement from the school operating committee in analysis data through situation surveys' (80 respondents, 46.0%). The operational method of standardized recipes was 'cooking management site of national education information systems' (87.5%) and the items included in standardized recipes were menu name, food material name, portion size, cooking method, nutrition analysis, and critical control point in HACCP. The main reason for not utilizing all items of a cooking management site of the national education information system was 'no big trouble in menu management even though it is used partly (29.1%). In addition, the highest use of standardized recipe was for 'maintaining consistency of food production quantity' (74.0%).
The interest of the people in the radioactive contamination of the water has increased significantly and the study about analysis and management of radioactive materials are being actively conducted. And monitoring spots have been expanded to the range of public water as well as drinking water by publishing the rule of drinking water quality standards and examination in the Environmental Enforcement Ordinance No. 553 of Korea. In this study, US EPA was investigated as the foreign advanced cases and the way that is appropriate for the Korea was sought by analyzing investigate radionuclide, interval and management. As a result, in the selection part of investigate radionuclide, geological survey, status of nuclear power plants and the presence of the use of artificial radionuclides of the Korea should be investigated and additionally after the selection of a few radionuclides, the systems should be extended to cover all possible radionuclides by considering radioactive pollution levels in humans may be exposed due to the annual drinking water. In the part of the investigate interval, the concept(MCL, DL) should be set up for preventing concentration detection of above MCL and it needs to the maintenance and management. For example, when the concentration is more than MCL, it should be investigated on a quarterly and when the concentration is lower than MCL, it should be investigated to each different interval and management. And the US EPA divided the management area and make the roadmap for managing drinking water. The each classified area has been organized to match the state budget and labor force and the individual data have been managed effectively by HPGe, the NaI, TLD and so on.
Both as a means of improving North-South relations, as well as a necessary component for carrying out research on the past of the Korean peninsula, interest in North Korean cultural resources has been growing in South Korean society. As a result, studies have begun to look beyond North Korean cultural resources themselves and attempt to determine how cultural resources are managed in North Korea. Such studies have tended to investigate laws related to the management of cultural heritage in North Korea, but information gleaned from laws alone is limited. To provide a more complete picture, research must also investigate how cultural resource management laws are applied and enforced and also take into consideration aspects of cultural resource management that are not directed or regulated by law. In this study, we refer to the current National Cultural Resources Protection Laws in order to investigate systems of cultural resource management in North Korea. Furthermore, we conducted interviews with a former North Korean national who had until recently worked as a director of historical sites in North Korea. Through comparisons of information relating to organization, labor power, responsibilities, budget, and other factors of cultural resource management gained through the interviews and the 'National Cultural Resources Protection Laws,' we hoped to gain a fuller understanding of the reality of cultural resource management in North Korea. As a result, we were able to gain a better understanding of the organization and tasks related to cultural resource management and, at the same time, clarify some of the provisions that were unclear in the laws. Throughout the process, we were also able to determine that the management of cultural resources in North Korea is currently inadequate. However, because this study focuses on a specific region and is limited only to historical sites, it is difficult to generalize our findings to the entirety of cultural resource management in North Korea. In order to gain an objective and more accurate understanding of the current state of cultural resource management in North Korea, information must be collected at many levels to be synthesized and compared.
