This study proposes improvements to the personnel management system for military officers in South Korea, addressing challenges posed by rapidly changing security environments and population decline due to low birth rates. The research identifies key issues in the current system, including lack of predictability in long-term service selection, limited opportunities for professional development, uncertainties in post-retirement careers, rigid organizational culture, and inadequate responses to demographic changes. To address these issues, the study analyzes personnel management practices in foreign militaries, including the United States, United Kingdom, and Israel, deriving valuable insights. Based on this analysis, the research suggests several improvement measures: enhancing predictability in long-term service selection, providing tailored job transition support for different military specialties, and expanding personnel exchanges between military and civilian sectors. Specific recommendations include clarifying long-term service selection criteria, introducing a phased selection system, strengthening connections between military specialties and civilian job sectors, expanding support for professional certifications, and increasing personnel exchange programs with public institutions and private companies. The study also outlines necessary legal and institutional reforms, strategies for securing and allocating budgets, and a phased implementation plan. The research proposes amendments to the Military Personnel Management Act, legislation for supporting retired military personnel, and the introduction of a performance-based budget management system. A systematic implementation plan is presented, divided into short-term, medium-term, and long-term phases.

중국조혈모세포은행(CMDP)은 1992년 창립 이후 중국 홍십자회의 관리 하에 운영되어지고 있으며 기증희망자들의 모집, HLA(조직적합성항원형) 데이터입력, 예비검색, 이식등의 일을하고있다. 전문병원과 HLA검사연구실의 전문가들로 구성되어진 위원회는 중국조혈모세포은행의 발전에 중요한 역할을 하고 있다. 중국조혈모세포은행의 예산은 주로 국영자선복권의 기금과 사회적인 도움으로 이뤄진다. 중국조혈모세포은행은 경영팀, 기증자업무팀, 과학기술팀, 교육팀 등 총 4개의 팀으로 구성되어있다. 2007년 1월말 기준 전국에 30개의 기증희망자등록지부와 25개의 HLA검사실 및 정도 관리 검사실을 가지고 있고, 50만 명 이상의 기증희망자가 등록되어 있으며, 1996년 국내 최초 비혈연 조혈모세포이식 후 583건의 이식을 하였다.

This paper studies the fiscal issues with regard to BTL (Build Transfer Lease) scheme projects, a newly introduced type of PPPs (Public Private Partnerships) in 2005 and tries to provide some policy options. More specifically, we make suggestions to work out the issues such as how to account for BTL transactions and whether to introduce annual budget ceiling system for BTL payment, while we introduce and analyze the experiences of some other advanced countries and international institutes.

해상에 설치된 등부표에 등화를 밝히기 위해서는 전력 생산장비와 전력 저장장치가 필요로 하는데 등대 및 등부표에 사용하는 등명기는 현재 태양전지와 축전지 및 광원인 등명기를 각기 별도 설치하여 운영하여 등대 관리에 많은 시간과 예산이 소요되는 단점이 있어 국제적으로 전원일체형 등명기를 사용하는 추세이다. 재생에너지를 이용해 안정적인 전원을 공급받으며, 연안 수역을 운항하는 선박이 항로표지를 쉽게 식별할 수 있고, 해양사고 발생 시 긴급 수색 및 구조시스템 외에 침몰선박의 위치를 알려주는 기술을 연구 개발하였다.

This study attempted to derive a plan for sustainable operate by identifying the status and operation condition of the community facilities of the Youth Jochiwon Project through case studies and interviews. Examining at the status and operation condition, 13 facilities are scheduled to be built in Jochiwon by 2025, but many facilities have not yet been prepared for specific operation plans. Second, the possibility of sustainable operation is positively evaluated based on creating jobs and profits through connection with other facilities and the introduction of paid system. Third, administrative support is being provided in various aspects, but there was a regret due to the limitation of the budget. It is expected that the function of health/welfare and leisure/culture can be strengthened for sustainable operation, support in term of administrative support is needed, and support and management function can be strengthened by utilizing the urban registration support center.

This research is to make clear the volunteer activity system through analysing activity of volunteers. Main suggestions are as below. In management system, integrated cooperating system, improvement of delivering system of relief goods and developing operating manual of volunteering management are discussed. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

Multi-household buildings are efficiently maintained from the mid- and long-term viewpoint according to the long-term repair coverage system etc. On the other hand, public buildings are not systematically maintained due to a lack of past maintenance cost data and inefficient budget plans, among other problems. Targeting public buildings in Incheon, this study analyzed operation costs variables. To verify the analysis results, they underwent a correlation analysis and a multi-regression analysis. With regard to public buildings electricity, gas and tap water cost, the influence power of the served life, floor area, and workforce were analyzed, revealing that electricity cost was highly correlated with workforce, while gas and tap water cost were correlated with tap water cost. Also, the correlation analysis results were verified through a multi-regression analysis, and a maintenance cost estimation model was presented using a regression equation.

A project manager of construction project must analyze risks which might happen during the construction phase and prepare a restoration method against the risks in order to get the successful project's accomplishment. Insurance is a representative kind of risk transfer method and an institution which prevents damages of the insured. In spite of increasing the ratio of construction insurance policy in the construction industry, project managers have regarded the insurance as a formal action in the budget through insurance companies' guides. These aspects make them not be able to valuate the reasonableness of premium rate and the real amount of the risks. This thesis is to present an improved method of construction insurance contract. Firstly, the status of the current construction insurance system have been anlyzed and the problems have been deducted. Secondly the development direction against the problems is presented in the research. Lastly, the procedure model is proposed for acquiring the resonable premium rate of insurance.

전 산업분야의 변화 사이클이 짧은 격변의 시대에 공공부문의 IT는 "정보시스템의 효율적 도입 및 운영 등에 관한 법률"에 따라 구축되고 운영되고 있으며, 정부의 국정기조 아래 각 기관 조직의 전략실행 수단으로 활용되고 있으며 조직목표 달성에 기여하고자 EA를 구축하고 있다. 또한 조직의 통 폐합 등 변화에 따라 기존에 운영되고 있는 시스템 및 서비스들을 효율적으로 관리하기 위해서는 작은 예산을 통하여 적기에 빠르게 모형이 표준화되고 EA 지원시스템에 목표 아키텍처로 등록되며 현행화 되는 구조개선 작업이 필요하다. 본 연구에서는 새 정부 출범시마다 변화되는 주변 환경에 따라 해당조직의 통 폐합 과정에서 추진한 지난 정부에서의 사례 제시를 통하여, 민간과 다른 특성을 가지고 프로세스의 변화에 능동적으로 대응이 어려우며 현업의 참여가 소극적인 특성을 가진 공공기관에 적합한 EA 현행화와 구조개선 사례를 제공하고 이것을 바탕으로 다른 유사 공공기관들의 업무에 활용이 가능하도록 제안 한다.

This paper classifies technical, administrative and physical areas of defects and advices made by an external audit (ISO27001) and internal audit (performed by a security team) in a company which has the management system of information security. With the classified data it finds the correlation between the budget and investment of information security, and analyze the correlation. As a result of the analysis, it has been found that as time goes on there is a consistent correlation between a administrative area and technical area of security. Specially, it has been confirmed that the relation between the scale of the budget which is not executed and the number of the defects and advices made by the audit is in direct proportion. Therefore, in this paper, so as to provide a model that can be used for validating the effectiveness of the protective investment information by statistically calculating the similarity based on the results of correlation analysis. This research is intended to help that a company makes a precise decision when it establishes a policy of information security and systematic methodology of the investment in information security.
