In BTL project, the operation cost covering upcoming 20 years is usually alloted more than construction cost although its plan is made in short time. Therefore, it is a key issue to forecast and to analyze operation risks in the process of making contract in order to successfully finish the BTL project and to ensure the profitability of business. However, only a few domestic professional management companies are capable to carry out funding and facility management. To manage the potential risks efficiently in BLT project, it's essential to prioritize the risk factors by means of considering economical risk level, non-economical risk level and occurrence frequency. Thus, this study suggests risk analysis model for improving efficiency of BTL project from operation company's perspective by means of survey. The suggested risk analysis model is expected to establish a risk management strategy which can improve the efficiency of management affairs in BTL project.

The mutual risk management in port is really important for operating the enterprise between container terminals who provide port service and shipping liners who use the port service. This study is performed to contribute to obtain the competitive power of domestic shipping and harbor industry by getting solution of mutual risk management which can make Win-Win strategy on each other as an alternative idea. We suggested two kinds of management models to promote common benefits between container terminals and shipping liners. It is necessary to push positive support and cooperation from government and belonging related organizations for activating the Gwangyang port. In this study, we presented the efficient method to manage mutual risks between container terminals and shipping liners.

Once it has been built, a container terminal is impossible to move to another location. It is hard to rectify wrong decisions in a container terminal. This highlights the importance of decision making for a container terminal. The port management about a container terminal has developed from a cargo interface location between sea and land transport, to the standardization of information and procedures due to globalization among global shipping and terminal operators. This research focuses on the current states of market and management for global container terminal operators by investigating up-to-date data for them. The current market states for global container terminal operators are analyzed by using by Herfindahl-Hirschman Index. The analyses of current management states for global container terminal operators are divided into profitability analysis, activity analysis, and bankruptcy risk analysis. Finally, global container terminal operators are clustered into three groups by the current management states.

항로표지 관리운영시스템은 항로표지 상태정보의 감시제어 및 정보 제공 등을 위하여 지방청별로 설치시기 및 용역사에 따라 다양하게 운영하고 있다. 항로표지 관리운영시스템을 도입한 지방청들은 표준화되지 않은 관리운영 S/W를 현장 상황에 맞게 변경하여 각 지방청별로 관리운영 S/W의 구축 및 관리운영 예산의 중복투자 및 관리측면에서 어려움이 있다. IALA(국제항로표지협회)는 해사 안전 분야 국제표준인 S-100에 따른 항로표지 정보 표준인 S-201 규격을 개발 중에 있다. 이에 e-Navigation 도입을 대비하여 고도화된 항로표지 정보의 체계적이고 지속적인 제공을 위해 S-201을 적용한 항로표지 관리운영시스템의 표준 S/W 개발이 필요하다. 본 연구에서는 현재 운영 중인 항로표지 관리운영 시스템의 현장조사를 통하여 현황을 조사 분석하였다. 그리고 S-201 구조를 기반으로 한 항로표지 관리운영시스템용 DB 구조를 설계하였으며, 사용자 편의성 및 시스템 관리 효율성을 개선한 새로운 표준 시스템을 설계하였다.

항로표지 관리운영시스템은 항로표지 상태정보 및 해양기상정보의 감시제어 및 정보 제공 등을 위하여 지방청별로 설치 시기 및 용역사에 따라 다양하게 개발되어 운영하고 있다. 항로표지 관리운영시스템을 도입한 지방청들은 표준화되지 않은 관리운영 S/W 및 데이터 베이스를 현장 상황에 맞게 변경하여 각 지방청별로 관리운영 S/W의 유지보수 예산의 중복투자 및 관리자의 관리 운영측면에서 어려움이 있다. IALA(국제항로표지협회)는 해사 안전 분야 데이터 교환 국제표준인 S-100에 따른 항로표지 정보 표준인 S-201 규격의 개발이 진행중이다. 이에 e-Navigation 도입을 대비하여 고도화된 항로표지 정보의 체계적이고 원활한 제공을 위해 S-201을 적용한 일원화된 항로표지 관리운영시스템의 표준 S/W 개발이 필요하다. 본 연구에서는 S-201을 적용한 DB 구조를 설계하였으며, 사용자 편의성 및 시스템 관리 효율성을 개선한 새로운 항로표지 관리운영시스템 S/W를 개발하고 있다.

철도 이해관계자인 승객, 정부, 운영사 그리고 제작사가 철도서비스에 요구하는 핵심적인 품질인자인 안전성, 정시성, 서비스 공급비용 등은 철도시스템의 신뢰성과 밀접한 관계가 있으므로 이들을 만족시키기 위해서는 체계적인 신뢰성 관리활동이 필요하다.

국내 주요 항만으로 반입되는 모든 운송사의 수출입 컨테이너는 반드시 항만을 관리하는 터미널 운영사에 해당 컨테이너의 주요 정보를 사전에 통지해야 하며 이를 컨테이너 운송 예정 정보라 부른다. 이는 항만 터미널 운영사가 반입 거점의 컨테이너의 야드 운영과 양적하 작업 계획을 사전에 계획하기 위함이다. 현재 국내 항만 터미널 운영사로 전송되는 컨테이너 반입 예정 정보는 특정 VAN 사업자를 통하여 EDI 로 정보를 송수신한다. 따라서 국내외 운송사들이 수출입 컨테이너를 항만에 반입하기 위해서는 별도의 비용을 지불하고 VAN 사업자의 EDI 서비스를 이용해야 한다. 또한 VAN 사업자의 EDI 시스템에 장애가 발생 할 경우 컨테이너 운송 예정 정보를 전송할 다른 방법은 현재 없는 상황이다. 이에 본 논문에서는 웹 서비스 기반의 SOAP 메시지 전송을 통하여 컨테이너 운송 예정 정보를 송수신 하는 시스템을 시범적으로 구축하고 이를 소개한다. 이를 통해 운송사와 항만 터미널 운영사는 VAN 사의 EDI 시스템 이외에 컨테이너 운송 예정 정보를 송수신하는 예비 전송망을 구축 할 수 있으며 EDI 사용 비용을 줄일 수가 있다.

Investigations have been started to set the modern history and national spirit to rights after Commissions were established. Those Commissions are established and operated with time limit to finish its own missions. They creates three kinds of records as acquired materials which acquired or are donated for investigation; investigation records as investigation reports; and administrative records that created while supporting organization's operation. The Commissions use more past records to do special tasks asnation's slate clean and uncovering the truth than other agencies. In other words, the commissions take the most advantages of well-managed records, however, their record management environment and operation systems are relatively loose than other permanent machineries. It has three reasons that; first, there is no record management regulations and criteria for machineries that have time limit. This affected each commissions 'systems and 6 Truth Commissions' record management systems are built separately and on the different level; Second, members lack responsibility from frequent sending, reinstatement, change, and restructuring and that makes troubles to produce and manage records; Third, central archives pay less attention to machineries that operated limited period as the truth commissions. The Commissions rather need more systematic control because its records have historical value. To solve these problems, record management regulations have to be prepared first with features of organizations running limited time and commissions' records as acquired materials or investigation records. Furthermore, building up standard record management system for the Commissions, standardizing transfer data, imposing professional record personnel, and setting limits frequent personnel changes would finish practical problems. Besides, those records created to reveal the truth should use for education and research because Truth Commissions are established to set unfortunate history right and not to repeat it again. The records would serve as steppingstone for establishment of the Truth Record Center that does education, information work, publication, and research with the records. The record center would help using the records efficiently and improving knowledge for its people. And, the center should devote people to recognize importance of the records.

In order to achieve sustainable growth and gain competitive advantages business performance should be monitored regularly by a company. In the port industry container terminal operators are facing growing competition. A large scale of new container terminals are constructed and the number of new container terminal operators are increasing. Container shipping lines are gaining bargaining power against terminal operators in terms of negotiating terminal usage. The competitive environments result in reduced cargo handling charges and poor financial performance of container terminal operators. It becomes very important to examine how efficiently container terminal operators are operating their terminals and how to improve their performance. This paper investigates the measurement efficiency for container terminal operators in Korea using Data envelopment analysis(DEA) of DEA-CCR and DEA-BCC Model. This paper finds out which container terminal operators are inefficient and how to improve their management efficiency.

환경부는 2024년 2월 6일부터「화학물질관리법」일부 개정법률 시행에 들어갔다. 일부 개정된 화학물질관리법은 유독물질을 위험도에 따라 세분해 규제를 차등화하고 인체만성유해성물질만 취급하는 시설에 대한 정기검사 의무를 면제하며, 허가제로 운영 중인 유해화학물질 영업을 취급량 등에 따라 신고로 갈음하는 등의 내용을 담고 있다.
