전력계통의 주파수조정예비력(Frequency Regulation Control)은 부하 변동에 대응하여 규정된 주파수를 유지하고 안정된 전력계통 운영이 가능하도록 단시간 내에 응동할 수 있는 예비력이다. 본 논문은 우리나라 전력계통에 적합한 위와 같은 주파수조정예비력을 제시하고 전력산업 구조개편에 따라 분리된 발전사업자들이 전력시장에서 대부분의 주파수조정예비력을 담당하는 화력발전소 예비력 확보 방안을 연구 검토한 것이다.

전기통신설비에 대한 기술기준은 통신망 운용에 대한 정책이기도 하며 또한 통신사업자에 대한 관리체계이기도 하다. 기술기준은 전기통신망에 대한 법령으로서 통신망의 총체적인 설계 목표가 된다. 기술기준으로 다루어야 할 범위와 기준의 수준 등은 통신망 환경에 따라 다르게 운용되며, 권고적 성격을 띠고 있는 표준과는 달리 강제규정으로 운영되고 있다. 기술기준은 특성상 통신망 환경을 반영하여 규정되어야 하기 때문에 각국에서의 고유의 통신망 환경에 맞는 기술기준 체계 및 조직을 구축하고 기술기준 업무를 수행하고 있다. 본 고에서는 국내외 주요국의 기술기준 체계 현황 및 상호간의 차이점을 종합적으로 비교.분석하고 향후 발전전망을 나타내었다.

통신 사업자는 많은 상호 독립적인 보이지 않는 네트워크를 제공하기 위해 가상의 네트워크를 운영한다. 기업 입장에서는 인트라넷이 주로 웹과 기타 IP 기술에 기초하는데, 이를 투명성 있게 확장하기 위해 IP VPN의 요구가 증가했었다. VPN은 사용자의 요구에 따라 WWW 및 멀티미디어 서비스 등의 IP 서비스를 수용하는 방향으로 전개되고 있다. 그러나 IP VPN으로 가는데 있어서의 단점인 터널링과 암호화에 따른 오버헤드 문제를 해결해야 하는데, 이를 위하여 인터넷 솔루션으로 도입하여 있는 MPLS 망을 기반으로 하여 VPN을 제공하면 터널링이 주는 오버헤드 없이 서비스를 제공할 수 있다. 본 논문에서는 MPLS 망에서 VPN을 지원하는 방안을 제안하고, MPLS VPN 제어 요소 및 동작 절차를 설계하였다.

대법원이 2012년 3월부터 4월까지 사이에 선고한 공정거래 사건 관련 판결 중 일부를 소개한다. 그 중 컨테이너 전용장치장(Container Yard) 운영 사업자의 운송관리비 징수행위와 관련된 대법원 2012. 4. 26. 선고 2010두4858 판결, 수입자동차 딜러들의 가격담합과 관련된 대법원 2012. 4. 26. 선고 2010두11757 판결, 대법원 2012. 4. 26. 선고 2010두18703 판결이 중요한 의의를 가지고 있는 것으로 보인다. 특히 수입자동차 딜러들의 가격담합과 관련된 위 판결에서는 부당한 공동 행위에 있어서의 관련 시장획정 문제 등이 자세히 다루어졌다.

Korea Highway Corporation has played a role of the construction and operation of the highway for the past for 40 years. The private sector since the 90s has made highway construction and operation. Central government and local governments were paid at subsidy in least operating income to 1.5896 trillion won for private operators from 2001 to 2008. Thus, Korea Highway Corporation will have important implications for understanding the cost structure. Korea Highway Corporation, a general analysis of the input element is used efficiently. And the operation of labor and capital estimated highly of the substitution elasticities. Korea Highway Corporation are judged to need financial separation of a strategic outsourcing(business) enabled and the construction(maintenance and management) and business institutions. In addition, currently running at highway the operation of institutions combined to configure a new institution, if that institution invigorate the hi-pass, more of the country's highway believe to be increase operational efficiency.

Through this study, the following proposals were made to secure the operability of local governments' records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments' RMS structure.

Each university in Korea has connected its campus network to outer network with a variety methods since every year KREN adopted an open bid in selecting a network service company. In particular many universities connected two or more outer networks have faced more complex decision problems about their network operations due to the intricacy of the networks. So, those university needs the system which helps the managers to select the optimum operating method for their campus networks. In this paper, campus network traffic efficiency based on utilization was analyzed using the manager's answers to the questions for traffic management. And, by the result of analysis, the link strategy to outer networks was suggested for the universities running simultaneously two outer networks.

제주도의 풍부한 바람자원과 육지에 비해 높은 SMP로 많은 풍력사업자들이 제주지역에 풍력단지를 조성하기 위해 노력을 기울이고 있다. 향후 대규모 풍력단지가 조성된다면 풍속변화에 따라 생산되는 전력의 변동은 커질 것이다. 이러한 풍력발전기의 가변성으로 인한 출력변동은 계통의 주파수와 국지적인 모선 전압의 변동을 유발할 수 있다. 따라서 전력계통 신뢰도와 안정성을 위하여, 계통 운영 상황을 고려한 풍력발전기 운영이 요구된다. 본 논문에서는 PSS/E를 통해 가상 계통을 구현하여 풍력발전기의 무효전력 공급 유 무에 따라 계통에 미치는 영향을 선로의 무효전력과 모선 전압 측면에서 분석하였다.
