The usage of fixed call services and public payphones decreased due to the mobile services became general communications tools and the new VoIP services are emerging. Public phone services are included in the scope of universal services and the prices of services is low and the services are easy to access anywhere. However the telecommunication markets are changed then the loss of public payphone services gets worse and the importance of public payphone have decreased. This paper reviewed the universal services regulations of public payphones in overseas countries and proposed the implications of improving the universal service regulations for public payphones.

This study attempted to provide policy recommendations in promoting new cooperatives established in agriculture based on the 2012 Cooperative Act. A questionnaire survey was conducted with 195 newly established cooperatives as the policy target of this study. The new cooperatives were classified as three kinds namely as 'Business' Cooperatives', 'Consumers' Cooperatives', 'Social Cooperatives' based on their member attributes and objectives. Interesting to note that, all of these new cooperatives born by the new Act has taken the marketing business as their main stream business. Among the three types, 'Business Cooperatives' are ranked the highest amount of capital shares per person in average, having about 30 members in size. In categorization, 'Business Cooperatives' include farmer cooperatives as majority and employee cooperatives. They are usually involved in both production and marketing and even in processing activities, and have tried to secure their business performance by e-commerce and stable business contracts. Their diverse activities are highly associated with their local community. Consumers' Cooperatives include consumer cooperatives and stakeholder cooperatives in achieving welfare of members. This type has lower share in capital but has over 30 members in a cooperative, taking marketing (distribution) business as main and often take advantage of their social network and physical store. Regional relationships are less than producer cooperatives. 'Social Cooperatives' are established by public interest and have around 10 members and lowest per capital. their business and community activity is similar to the consumer cooperatives. This study recommends the needs of designing suitable business models by these three types of cooperatives in the future, while appropriating their membership size for their tangible business operations. The government policy direction should aim to develop their new business opportunities and its management stabilization, especially in conjunction with the existing agricultural cooperatives (Nonghyup). It must be rather than to provide simply policy supports for establishment. An in-depth study is recommended in this regard.

전자상거래의 발전과 개인 중심 사회로 변화함에 따라, 매년 통상우편에 대한 접수 물량은 지속적 감소되고 있고, 비정형 우편물과 소포(택배) 접수 물량이 증가하고 있는 추세이다. 이와 같이 우편서비스 환경변화에 적극적으로 대응하기 위해 각국의 우편물류 사업자들은 우편물 접수 및 배달업무에 정보통신기술과 자동화기술을 활용하여 고객편익 증진과 우편사업의 경영개선을 목적으로 우편용 접수 및 배달 자동화기기 기술을 개발 및 도입하여 운영하고 있다. 본고에서는 우편용 접수 자동화기기와 무인 택배시스템에 대한 국외 기술동향과 최근 무인우체국 구축에 사용된 국내 우편 접수 및 배달 자동화기기 기술개발 현황을 살펴보고 추후 발전방향을 제시하고자 한다.

네트워크를 통해 어플리케이션을 임대해주는 정보시스템 서비스 모델인 ASP 모델이 IT 시장에서 새로운 비즈니스 모델로 등장하였다. 그러나 ASP 모델은 기존의 정보시스템 모델에 비해 특정 서비스에 많은 서비스제공자가 임시적으로 결합되고, 정보자산이 공중망과 데이터센터에 위치하는 특징을 가지고 있다. 그러므로 ASP 서비스를 성공적인 수행하기 위해서는 ASP 사업자가 서비스의 제공능력이 있는지에 대한 인증활동과 ASP 서비스 도입 및 운영과정이 적절하게 이루어지고 있는가에 대한 감리활동이 요구된다. 따라서 본 연구는 ASP의 특징을 분석하고, ASP 인증ㆍ감리 프레임워크를 설계를 수행하고자 한다. 이를 위해, 기존연구를 바탕으로, 분류기준을 기술적 계층, 수명주기, 공급자/고객의 관점이라는 세 가지 차원에서 정의하며, 각각의 세부항목 및 내용을 정의하고자 한다.

원자력발전소에 관한 사회전반의 관심고조와 함께 기술기준의 개발에 대한 필요성도 폭넓게 인 식된 결과 현재 발전사업자의 주도하에 정부 관련기관, 원전산업체, 하계 등이 공동으로 참여하여 "원전산업 기술기준 개발사업(2단계)이 수행되고 있다. 물론 기술기준의 개발은 매우 중요한 과 제임이 틀림없겠지만 개발된 기술기준을 어떻게 효율적으로 운영, 발전시켜 나가느냐가 더욱 중요한 과제인 바, 앞서의 검토에서 수차 강조되었듯이 미국을 비롯한 선진 원전국의 경우처럼 기술기준을 지속적으로 개발, 유지 및 보완하고 각종의 자격 인증에 관한 업무를 수행할 전담 기관을 정부, 발전사업자, 산업계, 학계 등의 적극적이고 자발적인 참여하에 하루 빨리 발족시 켜야만 산적한 현안문제를 해결하고 기술기준의 개정보완과 같은 계속성 업무를 체계적이고도 일관되게 수행할 수 있다고 판단된다.판단된다.

The current interconnection charge regimes is based in fully distributed costing method. Basically this method doesn't give the incument carrier the incentive to promote efficient business operations. In this paper, 1 suggest the adoption of price cap regulation to interconnection charge as incentive schemes and review important considerations in its applications. Additionally I suggest the basic structure of the network costing model for applications of incremental costing method.

우리나라 전력산업은 구조개편 이전에는 수직독점이면서 공기업인 한국전력공사 단일기업의 형태로 운영되어왔다. 2001년 한전의 발전사업 부문이 6개의 발전사업자로 분리되었고, 전력산업은 단계적으로 시장구조로 변모하는 과정 중에 있다. 이러한 전력산업의 구조 개편은 전력수급계획에도 영향을 미쳤으며 점차 '시장참여자 성격'이 강화되는 방향으로 진행되고 있음을 확인할 수 있다. 2006년의 제3차 전력수급기본계획에 이후 목표계획의 수립, 건설의향의 평가, 연료제약의 실질적 반영 등 다양한 시나리오 분석과 지역별 수급분석 등이 주요이슈가 되면서, 기존에 활용했었던 비용최소화 모형에 의존한 계획기법에 한계가 존재하게 되었다. 본 논문에서는 변화된 전력산업 환경에 적합한 발전투자계획의 방법론으로서 시장 기반의 전원계획 방법론을 제시하고자 한다.

전력시장의 효율적인 운영을 위한 전력산업 구조개편은 전 세계적으로 진행되고 있다. 우리나라의 경우 발전부문의 분할과 부분적인 경쟁의 도입되고 있다. 따라서 발전설비투자에 있어서 정부의 역할이 축소되고 점차 시장 기제 속에서 발전사업자 각각의 투자권한이 강해지고 있는 실정이다. 구조개편 이전에는 일반적으로 정부가 장기적인 전력 공급의 안정을 위해 전력공급계획을 수립하고, 독점회사인 한국전력공사가 이에 따른 발전설비투자를 시행하였다. 그러나 전력산업 구조개편 이후, 새로운 전력수급기본계획을 수립하였다. 이전과 가장 큰 차이는 발전사업자가 발전설비를 투자하는데 있어 자유롭게 사업계획을 세울 수 있게 되었다는 점이다. 본 논문에서는 발전분할 전후의 투자효율성을 비교하는 방법론을 제시하고, 그 프레임을 한국 전력시장에 적용시켜보았다.

청정에너지로 각광받고 있는 태양광발전은 지구환경문제가 작금의 관심사로 떠오르면서 더욱더 보급이 확산되고 있다. 정부에서도 태양광발전 사업자의 지원정책과 일반보급사업, 지방보급사업 및 100만호 보급사업 등의 강력한 정책적 지원으로 보급의 활성화를 위한 기반을 마련하게 되었다. 미래의 지구환경과 청정에너지에 대한 국민들의 관심 고조 등은 정부정책과 맞물려 전력계통에 대규모 대용량의 발전시스템과 다수의 시스템이 도입되면서 전력계통 운영에 작은 변화를 보여 주고 있다. 본 고에서는 태양광발전의 계통도입에 대한 검토사항과 확대 도입에 의한 영향에 대하여 고찰하고자 한다.

전력산업 구조개편 이후 여러 가지 형태의 새로운 전력시장 참여자가 나타났다. 지역 에너지 사업(CES : Community Energy Service) 사업도 이러한 새로운 시장참여자의 하나로 소비자에게 전기뿐만 아니라 열과 냉, 난방 서비스를 동시에 제공하는 역할을 수행한다. 대부분 분산전원 기술을 이용하는 지역 에너지 사업은 기존 발전 사업자들이 경험하는 환경문제나 대규모 투자에 따른 위험을 피할 수 있는 새로운 전력사업 형태로 각광받고 있다. 또한 송전망의 부담을 주지 않고 소비지에 인접하여 전력을 공급할 수 있기 때문에 송전망 투자도 절감할 수 있는 장점을 보인다. 본 연구는 지역 에너지 사업의 편익을 알아보기 위하여 부하 모델링을 통하여 지역 에너지 사업의 운영 경제성을 평가하였다. 특히 연료인 천연가스 요금과 전기부하의 변화에 따른 경제성 변화를 평가하여 민감도를 분석하였다.
