A study on the Estimation Function of the Operating Cost for an Urban Railway (with a focus on Medium-sized Rapid Transit) (도시철도 운영비용 추정함수개발에 관한 연구 (중간규모 도시철도를 중심으로))

  • It is necessary to estimate the operating cost for constructing an urban railway system. The present study was thus carried out to develop an estimation function of the operating cost for a MRT(Medium-sized Rapid Transit) system. We selected seven independent variables that could influence the operating cost: the rolling stocks, the number of trains in operation, the length of the lines, the number of stations, the number of passengers per day, the frequency of train operation, and the number of depots. We performed a multiple regression using Excel. Three types of regression functions were thereupon developed. All of them proved to be appropriate after comparing the results of the estimated cost. It will therefore be possible to use one of these three types, depending on the assumptions of the independent variables.

Development of the Operation Cost Models for Preliminary Assessment of the Urban Railways (도시철도 예비타당성을 위한 운영비용함수 모형의 개발)

  • In this research, we were going to make the function which can forecast the operating cost of metropolitan railroad that is performing a role of assistant highway within the city. In order to do this, based on service records of subway line 1st to 8th in Seoul, we extracted 23 variables which can affect to the operating cost, and we selected the final variable for estimate the function of operating cost from correlation among variables and influence analysis. Then, we performed regression analysis by stages using final variable. 6 independent variables are chosen for presuming the operating cost, and we obtained the final 3 variables (quantity of holding motor cars, peak quantity of possessed motor cars, and quantity of stations) as a result of regression analysis. Through this research, function of operating cost of metropolitan railroad has better applicability than existing preliminary validity, and it is used by further preliminary validity investigation and master plan or validity investigation which is accompanied by operation designing, thus we expect that it could make a great contribution to the priority order of investment for metropolitan railroad or process of policy decision.

A Study for Solving Multi-Depot Dial-a-Ride Problem Considering Soft Time Window (다수차고지와 예약시간 위반을 고려한 교통약자 차량 서비스에 대한 연구)

  • Dial-a-ride is the most widely available transit service for disabled persons or seniors in the United States and Europe. This paper studies a static dial-a-ride problem considering multiple depots, heterogeneous vehicles, and soft time windows. In this paper, we apply a heuristic based on clustering first-routing second(HCR) to a real-world large dial-a-ride problem from Maryland Transit Administration(MTA). MTA's real operation is compared with the results of developed heuristic for 24 cases. The objective function of the proposed model is to minimize the total cost composed of the service provider's cost and the customers' inconvenience cost. For the comparison, the objective function values of HCR do not include waiting cost, delay cost, and excess ride cost. The objective function values from HCR are better than those from MTA's operation for all cases. This result shows that our heuristic method can make the real operation better and more efficient.

The Cost Structure of the Lines of Urban Railway (도시철도 노선의 비용구조 분석)

  • The purpose of this study is to estimate the degree of cost inefficiency for the urban railway lines of a metropolitan city operated by public institutions in Korea and identify the causes of this inefficiency. To this end, we assume that the urban railway lines produce the output of train-km by putting three production factors of labor, electric power and maintenance and set the variable cost function model with the translog function to make a stochastic cost frontier analysis. Based on estimated result, we conclude that the cost savings for 6 years of all lines are about 6,672 hundred million won and top five lines with high inefficiency are Busan Line1, Daegu Line1, Daejeon Line1, Gwangju Line1, and Daegu Line2. The causes of inefficiency are attributable to labor and maintenance factors. The results of this study can be useful in case of finding the priorities of measures and specific plans for reducing labor and maintenance costs in the urban railway operation.

  • It has been recognized that implementing the marginal price mechanism to CBP is not acceptable due to the lack of revenue of the marginal generators. This study shows that it is not the problem of marginal price mechanism but the structural problems originated by the suspension of restructuring, the technical limits of RSC program and inaccuracy of the generation cost estimation method. This study explains the method to calculate the cost function in operating modes of the CC generators and proposes the modeling for the CC generators in RSC program. To implementing the cost function in operating modes could give an opportunity to change the price setting mechanism from average to marginal cost. The price setting mechanism based on the marginal cost will be one of the main points to provide the right price signals and to introduce a real-time and A/S markets to prepare the energy transition era.

  • The Korea railroad industry has experienced the operating deficit annually since 1980. And the ridership has been reduced since 1990. Therefore, a structural reform of the Korea railroad industry conducted at 2003. Basic principles of their structural reform are no differences among the Korea and advanced counties. But different outcomes depending on each country situation appears. These cost functions appear the existence of all economic of scale. And when increase the average transport distance annually, the average cost reduce annually. The results of structural reform by comparing before and after, the average cost was lower than previously. The Structural reform and the operation of the KTX, the two effects at the same time, the synergy effect has occurred. Because of the synergy effect, the performance is estimated to be larger. Due to the effective operation of structural reform that could reduce costs.

  • 본 논문은 한국형 에너지관리시스템에 적용되는 발전계획 응용프로그램 기능중 최적조류계산 기능을 실제 시스템에 적용하기 위한 준비과정을 설명하고 있다. 최적조류계산 기능은 운영자가 정의한 계통모델, 제어요소, 목적함수, 제약요소를 기반으로 운영자가 선택하는 전력계통 BaseCase를 해석하여 계통운영 한계값의 위반을 제거하거나 최소화하여 전력계통의 안정성을 향상시키며, 유효전력 손실 최소화, 연료 비용 최소화 등 목적함수를 최소화하는 해를 생성하고 계통운영상의 주요 제어 및 비용권고 사항 등 계통 해석상태를 제시하는 기능을 수행하는 응용프로그램으로 K-EMS Prototype 개발 기간에 개발되었다. 이에 본 논문에서는 언급한 OPF 기능을 실제 계통 데이터를 Interface하는 과정과 검증방법들에 대해서 설명하고자 한다.

Model Structure and its Solution of Analytical Research on Transit Network Design (대중교통 노선망 설계에 관한 해석적 연구의 모형 구조와 풀이)

  • The planning procedure of a transit operation consists of design, operation, and evaluation according to the research characteristics. There are some review studies on the operation and evaluation procedure, but the research on the design procedure has not yet been organized systematically. In this study, the research on transit system design was reviewed and the model structure and its solution method were arranged. The decision variables of the design procedure are network structure, line spacing or position, stop spacing, dispatching headway, and fleet size. In the analytical research on design procedure, system total cost is generally used as the objective function. System total cost is comprised of user cost, which is the sum of user access, waiting, and travel cost, and operating cost. Total cost of the transit system, used as the objective function, has the unique minimum because it is differentiable. There is a certain decision variable that makes the derivative of the objective function equal to zero and the second derivative of the objective function is positive. Therefore the decision variable that makes the first derivative of the objective function zero is the optimum that minimizes the objective function, and each of the cost components of the objective function become the same. This study is expected to help understanding about the research on the design procedure of transit operation planning and to help be a catalyst for relevant research.

  • We may consider the inducement of demand to public transportation as a solution to relieve traffic congestion and pollution. Subway has merits as moving on schedule, transporting more people than bus. But subway is required a vast investment in the early stage of construction has a huge debt. So it runs into red figures, and on this account, services of subway are falling more and more. Development of subway's operation cost function is useful to understand structure of subway's operation and catch the relations of operation cost and actual results. In addition, we can present the policy that is a helpful to the operation as development of operation cost function. But there are short of studies about operation cost deal with a subway comparison with local train. Because local train has many lines and data, on the other hand, subway has one to four lines and less data. Most of previous studies sought the operation cost function of Seoul. So this study aimed to develop and apply the operation cost function of Seoul, Incheon, Busan and Daegu area using full allocation method. In this study, we considered the number of passengers, track-km, train-km, revenue as actual results. By appling the operation cost function, we compared the average cost of each city and confirmed the existence of economies of scale about the number of passengers, train-km.

  • 본 연구는 다목적 유전자알고리즘을 이용해서 상수도관망의 펌프 스케쥴링을 최적화하는 방안을 도출하기 위한 연구이다. 상수도관망의 시스템을 모의하기 위한 방법으로는 EPANET을 이용해서 각각의 결정변수에 관한 펌프운영비용을 산정하였으며, 이렇게 계산된 편익함수의 값을 다목적 유전자알고리즘의 목적함수로 이용해서, 펌프스케쥴링에 관한 여러 가지 대안을 제시하였다. 상수도관망의 운영을 위해서는 안정적인 용수공급이 가능하면서도 최소한의 에너지비용을 필요로 하는 펌프운영방식을 필요로 하게 되는데, 이때 용수수요량의 변화 등 운영여건이 바뀌게 되더라도, 수리적 안정성이 확보되는 범위내에서의 최적 운영방안이 필요하게 된다. 이와 같은 펌프운영방안의 최적화는 상당히 많은 수의 결정변수를 요구하게 되고, 결정변수의 탐색범위 또한 상당히 넓은 경우가 대부분이기 때문에, 국부최적해에 수렴하는 현상이 나타나지 않고, 넓은 범위의 결정변수 영역을 빠르게 탐색할 수 있으며, 여러 가지 대안을 효율적으로 제시할 수 있는 다목적 유전자알고리즘을 사용하였다. 본 연구를 통하여 개발된 상수도 관망 펌프 스케쥴링 기법을 이용하면, 운영여건의 변화에 따른 펌프운영비용의 최소화 여부를 검토할 수 있으며, 이를 바탕으로 각 단계별 수도시설을 종합적으로 고려한 경제적 운영방안의 검토가 가능할 것으로 판단된다.
