The BTL (Build-Transfer-Lease) contract of construction project serves as a part for early establishment of industrial foundation for social overhead capital. However, project cost of BTL contract is focused on initial construction cost. Accordingly, operation cost is lowly evaluated because there is no standard criterion for estimating maintenance cost for the facility. The low operation cost can be a factor that reduces service quality of facility operation. This study suggests a resonable method for estimating cost and manpower in the operation phase by using the existing practical data for wastewater treatment plant by BTL contract. The results of the study can be used for evaluating rough operation cost and manpower of similar plant project by facility size.

This study aimed to analyze the operating expenses and to estimate the standard child-care service cost in family childcare centers. The subjects were 442 family childcare centers in Korea and the data were analyzed with descriptive statistics by using SPSS 18.0 programs. The main results were as follows. Firstly, as the result of operating expenses analyses of family childcare centers, monthly average staff wages were 5,120,000 won and average general operating costs per month were 5,114,170 won. Therefore, monthly average operating costs of family childcare centers were totally 10,234,170 won. Secondly, the four standard child care service costs were calculated on the basis of the directors holding an additional teacher's position concurrently, whether the additional cooking staff were employed or not, and the type of lunch/snack materials.

This study aimed to analyze the trends of studies on estimation of cost for early childhood education and child-care services provided by both the kindergarten and child-care centers. A total of 21 papers including academic journals and policy research reports were collected. The papers were analyzed with the annual trends, research contents, and estimation methods of cost for early childhood education and child-care services. The main results of this study were as follows. Firstly, the studies on estimation of cost for early childhood education were performed earlier than the ones on estimation of cost for child-care services. The research contents were composed of analyzing operating expenses and estimating cost for early childhood education and child-care services. Secondly, there were similarities in the estimating processes of cost for early childhood education and child-care services, but the definition of operating expenses used for the estimation of cost differed. Thirdly, there were differences in the items of operating expenses inputted to estimate cost and in the calculation procedures of items in studies. Finally, based on the results, this study suggested what future studies and policy should consider in the estimation of cost for early childhood education and child-care services.

To reduce global warming, there are so many studies, investments and efforts. The Post Combustion $CO_2$ Capture technology is one of these efforts. But the technologies are having trouble with reducing operating prices. And CCS technology which is using amine solvent uses high price amine solvent. There is solvent losses naturally when operating plant. The solvent loss makes operating and maintenance price higher. In this study, how the washing column of treated flue gas affects the losses of amine solvent and operating was studied.

Recently, the lawn has plenty of uses in parks, school grounds, golf courses, gardens, etc. So the lawn market is expected to grow. But the cost of running for lawn management has increased, and there are also environmental issues by using pesticide. In this study, we propose Smart Lawn-management System based on Image Processing which increase the efficiency of management and reduce expenses of operation.

LPG충전소는 프로판을 가정용 용기에 충전하는 용기충전소와 LPG자동차에 부탄을 충전하는 자동차 충전소로 구분할 수 있다 현재 LPG 충전사업은 도시가스공급망 확대에 따른 프로판사업부문의 물량감소 등으로 용기충전소의 위상은 반감된 반면 부탄을 중심으로 한 LPG자동차충전소는 LPG자동차가 140만대에 육박하는 등 규모의 확대로 위상이 제고되고 있다. 즉 용기충전소의 사업적 이익 및 투자환경이 퇴색된 반면 자동차충전소의 경우 충전소수 및 운영비(종사자수, 운영비) 등에서 적은 비용과 인원으로 더 큰 효과를 얻을 수 있다는 점에서 LPG 충전업계의 큰 관심을 끌고 있다.(중략)

Operation a subway company requires high amount of early construction, operation and maintenance costs. Seoul Metro, one of the public subway companies in Seoul, Korea, has undergone operational deficit from its establishment, and the main reason is that the early construction and operation cost exceed the total revenue. Therefore, detailed researches on current operation system and possible alternatives are conducted to settle down finance trouble of the company. In particular, problems on operation and ticketing systems are analyzed, and based on that, necessity and detailed plan of railroad pass for one day are introduced and analyzed.

전국에 1,000여개의 다문화 기관들이 활동 중이다. 그중 정부주도형인 여성가족부 지정 다문화가족지원센터 210여 곳을 제외한 나머지 기관들은 대부분 정부 민간 혼합형이거나 민간주도형 기관들이다. 정부주도형 기관들은 중앙정부와 지방자치단체로부터 운영비가 지원되지만 정부 민간 혼합형이나 민간주도형 기관들은 운영비를 기부금 또는 후원금에 의존한다. 그러나 경제위기의 도래로 기부금이나 후원금이 급감하는 상황에서 정부 민간 혼합형이나 민간주도형 기관들의 자립은 더욱더 어려워질 전망이다. 이러한 전망과는 달리, 지원 대상들과 다문화이슈는 지금보다 훨씬 더 늘어날 전망이다. 국내 이주민의 수는 매년 증가추세이다. 향후 2050년이 되면 전체인구의 10%가 외국인이라는 전망도 나온다. 외국인의 정주화 그리고 가족이민 증가에 따른 상이한 종교와 문화에 대한 편견 없는 이해와 대화가 강조될 것이며, 학교교육정책, 직업양성, 노동시장정책, 동등한 노동조건과 사회보장 요구, 사회적 차별에 대한 계몽정책 등 다양한 다문화 이슈도 부각될 것이다. 이처럼 다양한 분야에서 다문화 이슈를 가장 잘 다룰 수 있는 민간주도형 다문화기관의 자립 여부는 다문화 지원정책의 성패와도 연결된다고 볼 수 있다. 결국 민간주도형 다문화기관이 지금의 운영구조를 개선하고 재정적 자립을 확보하기 위해서는 다문화 관련 비즈니스모델 개발을 통해 다문화 기관들이 스스로 자립할 수 있는 사회적기업에 관심을 가질 수밖에 없다. 사천다문화통합지원센터는 비영리민간단체로 지난 13년 동안 창조적인 다문화 사업들을 추진하여 괄목할만한 성과를 거두었다. 그러나 일반 기부금이나 후원금으로 운영비를 충당하고 있는 상황에서 자립 기반 구축을 위한 비즈니스 모델 개발은 필수적이었다. 마침내 요리조리아시아 협동조합을 만들어 청소년 공정여행 프로그램인 세계로여행학교와 아열대채소 농장을 운영중에 있다. 뿐만 아니라 기업의 CSR(Corporate Social Responsibility) 해외공헌사업도 위탁받아 운영하고 있다. 본 연구에서는 사천다문화통합지원센터가 그동안 진행해 온 청소년 공정여행과 아열대채소 농장을 다문화기관의 비즈니스 모델적 측면에서 사례 분석한 후, 벤치마킹을 통해 민간주도형 다문화기관들로 확대시킴으로써 사회혁신의 기회를 증대시킬 방안을 제시하였다.

The purpose of this study is to analyze the problem of BTL business through the sensitivity analysis of financial model and presented efficiency business strategy when private business owner propose their business. For this, we analyzed the sensitivity of financial model after analyzed costs of the school facility construction case for each place of business. The results of this study are as follows. 1)As the results of the sensitivity of financial model, requirement-earning rate for the results of analysis was decreased average 2.28 points (0.5%) per increasing 0.10% and Construction costs and the maintenance costs were decreased average 10.73 points (2.38%), 6.22 points(1.38%) for increasing 1billion won. 2) The Problem of BTL business according to the sensitivity analysis of financial model was analyzed that the price consultation low investments, and estimation from personal consideration caused it. So, it was analyzed to increase maintenance costs is more efficient method than to increase construction costs.
