Green Port Strategies for Reducing Air Pollution in Port of Incheon (대기오염 저감을 통한 인천항의 Green Port 전략)

  • In the energy-climate era, pollution emissions from port activities have a significant issue in international shipping and port community. Thus international organization such as IMO and developed countries are seeking to develop various reduction strategies against air pollution. However Korea has recently conducted several studies concerning air pollution in port industry. The main purpose of the paper is to suggest emission reduction strategies for bulk terminal in Port of Incheon, which handles large amount bulk cargoes as a gateway for the metropolitan area. For this aim, the clean air strategies of the world major ports were considered and air pollution reduction strategies were suggested. The main findings of this paper are as follows. First, the emission reduction strategies for container terminal are should be integrated based on technologies changes, operational changes and market-based measures. Second, the emission reduction strategies for bulk terminal can be effective when use innovative measures during loading, unloading and storage process such as telescopic cascade trimming chute, snake sandwich equipment, dry fog system and dome structure. Finally, investigation on actual conditions of air pollution in Korean ports and development of environmental evaluation scheme for persisting monitoring should be conducted.

  • IMO(International Maritime Organization) is existed the movement for revising ISM Code so that the maintenance history and the trouble information given trading in a ship can be transferred. An empirical analysis was made on the influence that will have upon shipping industry through surveying on the recognition on ISM Code revision in employees of the relevant field and on the expected problems given being amended ISM Code as the above. In conclusion, the positive effect is judged to be more in the aspect of ship safety, which is the aim of ISM Code, rather than the negative effect, which may take place given being revised ISM Code. In other words, the clean market can be formed through this because fairness is maintained on both sides given trading in a ship by which opening the maintenance record and the trouble history is applied equally to a buyer and a seller. Ships can be reduced a loss of time and cost in preventing similar problems and seeking solution that may appear in important equipments, through this maintenance record. Also, based on these materials, it comes to be available for analyzing a risk of ship and preventing and managing a risk, thereby being increased ability of maintenance and repair in a ship, resulting in being judged to likely contributing to ship safety and environmental-pollution prevention.

Strategies for Balancing the Competitiveness between Engineering and Construction in the Korean Infrastructure Industry (국내 토목산업의 설계-시공 균형발전 방안 도출에 관한 연구)

  • In the recent global construction environment, EPC contracts that integrate planning, design, procurement, and construction have been widely used for industrial facilities. Similarly, as the importance of the engineering capability such as project management consulting(PMC) and front end engineering design(FEED) has been increased, design-build contracts also have been gradually adopted for infrastructure projects. Whereas, the Korean infrastructure industry has fragmentary features which mainly emphasize on the construction sector. Therefore, this study aims at developing strategies for enhancing the engineering capability and for balancing the competitiveness between engineering and construction sectors in the Korean infrastructure industry. To this end, the authors first carried out market analysis for both global and domestic market. Then, a structured survey and expert in-depth interviews were sequentially performed in order to reflect practitioners' perspectives and needs for institutional strategies. As a result, five strategies drawn from this study are as follows: 1) rearranging the government's roles for supporting the engineering sector; 2) establishing institutional bases being compatible with global standards; 3) fostering value-added workforce for undertaking complex tasks; 4) constructing an consortium between an engineering association and general contractors; and 5) building a nationwide collaborative networks for overseas market expansion.

Impact of Conflict within Social Welfare Organization on Job Performance : Moderating Effect of Participatory Decision-making (사회복지조직 내 갈등이 직무성과에 미치는 영향 : 참여적 의사결정의 조절효과)

  • This study sought to find out the impact of conflicts in social welfare organizations on job performance and to find out the effects of controlling participatory decision-making in their relationships. To that end, a survey was conducted on workers at social welfare centers in Seoul, Gyeonggi Province and Chungcheong Province, and 360 copies were finally used for analysis and Correlation and hierarchical regression and statistical significance analysis of the adjustment effects were performed. As a result, conflicts within the organization, job performance, and participatory decision-making showed a negative correlation, and as participatory decision-making in the relationship between conflict within the organization and job performance showed a controlled effect, the impact of conflicts within the organization on job performance was reduced. These results suggest that participatory decision-making can alleviate conflicts within an organization and at the same time increase job performance. Based on this, the following suggestions were proposed: They include conflict management strategies in the guidelines for social welfare subjects, establish guidelines for conflict management, provide training for workers, engage workers in employee evaluation and compensation system development, and operate permanent organizations such as the Conflict Handling Committee after investigating conflicts within social welfare organizations.

  • 연구목적: 생산자와 소비자의 물리적 사회적 거리가 가까워지고, 1일 유통체계 준수에 의한 높은 신선도 유지, 먹거리에 대한 생산자와 생산정보 공유에 의한 농산물 안전성 향상 등 여러 장점 때문에 늘어나고 있는 로컬 푸드의 지속발전을 모색하고자 로컬 푸드 참여농가의 농작업 어려움 조사 및 기계화 방안 제시 조사방법: 전북 완주군 소재 용진농협에서 운영 중인 로컬 푸드 직매장에 농산물을 공급하는 농업인 21인을 대상으로 2016년 11월에 로컬 푸드의 어려운 점, 주요 생산품목, 가장 힘든 농작업, 기계화가 시급한 농작업, 농기계 도입에 어려운 점, 의견 및 건의사항을 설문 조사 분석하였음 결과 및 고찰: 로컬 푸드 참여 농가들은 4~5개 품목을 소량 생산하고, 농가에서 수확 소포장 라벨 부착 후 매장에 직접 진열하고 있었음. 농협은 정선 선별기, 소형 도정기, 포장기, 바코드 기계 등을 설치하여 농가 공동이용, 안전성 신선도 관리 등 교육, 스마트폰 앱을 매장 재고 현황을 농업인에게 실시간으로 제공 등 지원하고 있음. 조사에 응한 농업인 21명 중 60대(13명) > 50대(5명) > 70대(3명)로 모두 50대 이상이었음. 어려운 점에 대한 물음에 대해서는 '판매가 어렵다'(45%) > '인력이 부족하다'(40%) > '생산비가 많이 든다'(8.5%) > 기타(6.5%) 순이었음. '인력부족'은 파종과 수확 시기에 노동력이 집중적으로 필요한 것에 기인하고, 경지 규모가 다소 큰 농가에서는 농사일을 전문으로 하는 외국인 노동자를 고용함으로 노동력 부족 문제를 해소하지만, 소규모 농가는 품삯을 주고 고용할 경우 오히려 적자이기 때문에 고되더라도 자체 노동력으로 해결하고 있는 것으로 조사되었음. 가장 힘든 작업은 수확(81%) > 파종 정식(19%)으로 수확이 절대적으로 힘든 작업이라고 응답하였고, 기계화가 시급한 작업은 수확(71%) > 파종 정식(29%)으로 응답하였음. 힘든 이유로는 적기에 수확을 끝내야 상품성을 인정받을 수 있기 때문에 단기간에 많은 노동력이 요구된다고 응답하였음. 농기계 도입에 어려운 원인으로는, '적합한 수확기계가 없다'(48%)와 '재배면적이 적어 필요성을 못 느낀다'(29%)가 대부분이었고, 이밖에 '가격이 비싸다'(10%), '기계 정확도가 떨어진다'(10%), '기계 조작이 어렵다'(5%)로 나타났음. 결론: 로컬 푸드 참여 농가를 대상으로 농작업 기계화 현황에 대하여 조사하였음. 로컬 푸드의 지속 발전을 위한 방안을 제시하면; 첫째, 중 소농을 위한 수확기 개발이 가장 시급한 것으로 조사되었고, 둘째, 농기계가 아니더라도 우선 힘든 일을 해소하면서 편하게 자세를 유지할 수 있는 작업 보조기구 또는 편이장비의 개발 보급이 필요함. 셋째, 농가의 영세성과 지역의 특성을 고려하여 기술센터 농기계임대사업이나 시군 보조사업을 통해서 소형 농기계, 농기구, 보조 및 편이장비 보급이 확대되어야 함.

Plans for Improvement of the Airspace Structure (공역체제 개선계획)

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

  • Generally the aircraft accident caused a great loss of lives, severe property damages including aircraft's total loss and thus, affect enormous emotional and economic damages to the public. We, therefore, should try every efforts to prevent the re-occurrence of aircraft accident by examining the cause of accident closely and discovering it through aircraft accident investigation. Though the object of an accident investigation is not to apportion blame but to discover a cause or causes of an accident to prevent future accidents, the cause of an accident would play a vital role in determining the liability of the carrier, legal relationship with the third party and jurisdiction, etc. in the aviation litigation. Therefore, it is very important that aircraft accident investigation are carried out by a professional and independent agency. Also, it needs for us to be careful in applying investigation results in the courts not to be deterrent to discovering the cause of accident. Korea now has the Aviation Accident Investigation Agency Board under the Korean Ministry of Construction and Transportation, but unfortunately it is often pointed out that it lacks professionalism and independency due to the bureaucratism of the Government. We, therefore, should establish a professional and independent aircraft accident investigation agency like United States' NTSB and reflect the issues mentioned-above on the new Act.

鐵鋼 溶接部의 균열發生과 그 試驗方法

  • 철강 구조물의 용접기술에 있어 용접부의 신속성을 좌우하는 가장 중요한 요소는 용접균열에 관한 문제와 용접본드부의 취화에 관한 문제로 요약될 수 있다. 일반적으로 용접부 및 그 근방의 금속은 국부적으로 매우 높은 온도까지 급열된 후 급냉되므로, 용접부에서 각종균열의 발성 위험성이 높아지고 용접본드부를 취화하여 파양인성의 저하를 초래하게 된다. 따라서 이러한 문 제점을 극복하기 위해서는 재료의 선택이나 설계, 시공, 검사의 각 단계에서 충분한 검토가 필 요하다. 특히 최근 들어 이전보다 높은 강도의 고장력강재가 널리 사용되고 구조물의 대형화에 따라 구속조건이 증대되며 구조물의 사용 조건은 더욱 가혹 화함에 따라 상술한 문제점은 더욱 중요시되고 있다. 철강 용접부에 발생하는 균열은 용접시공시 발생되는 균열과 용접완료후 구 조물 사용중에 발생되는 균열로 대별될 수 있다. 용접시공중 발생되는 균열은 용접열싸이클로 인해 생성되는 조직, 석출물등의 치금학적 요인과 잔유응력 또는 구속응력등의 역학적 요인이 중첩됨으로서 발생된다. 또한 사용중 발생되는 균열은 상기의 두 가지 요인이외에 환경적 요인이 첨가되어 발생된다고 볼 수 있다. 이상과 같은 용접균열을 방지하기 위해서는 실 구조물 용접 조립시의 각종 조건을 재현한 시험법을 통해 용접균열 발생의 한계조건을 정량적으로 분석할 필요가 있다. 이러한 균열 시험의 결과, 적정한 용접 시공 조건이 도출될 수 있기 때문이다. 이와 같은 필요성에 의해 지금까지 다수의 용접균열 시험법에 관한 연구가 행하여져 왔고 그 중에는 각 국가의 협회나 학회의 규격으로 확립된 것도 많으며 국제규격으로 되어 있는 것도 있다. 본 고에서는 각종균열들에 대한 지금까지 밝혀진 기구들에 대해 해설하고, 그 각각에 적용되고 있는 시험법들에 대해 소개하고저 한다.C1지구의 공업.생활용수는 103units, 33units로 배분되고, 하류지구에 304units로 배분되었다. 따라서 용도별로 물배분하므로서 금호강 하루지역에 더욱 많은 물을 배분할 수 있음을 알았다.통해서 수위-유량관계(rating curve)를 규명하였다. 시험지구의 관개효율 및 용수손실 규명 등에 관한 기본자료를 수집하기 위해서는 계측시스템의 운영은 장기간으로 지속 되어야 한다며, 전기전도도와 토양수 농도, 전기전도도와 함수량의 관계를 이용한 천이상태의 오염원 농도 측정방법을 개발하였다. 특히 제안식에서는 한계함수량의 개념을 도입하여 전기전도도와 함수량관계를 추정하므로 추정식의 실험값 반영 정도를 증가시켰다. 본 연구에서 제안된 식을 이용하여 추정된 전기전도도와 함수량관계는 다른 제안식에 비하여 개선된 결과를 보여 주었고, 본 연구에서 개발한 오염원 농도 측정법을 이용하여 측정한 결과 함수량이 0.15이하에서는 측정오차가 크지만 함수량이 0.15이상일 경우 매우 좋은 결과를 보였는데 질량평형을 검토한 결과 약 5-10%의 오차율을 보였다. 따라서 본 논문에서 개발된 천이상태의 오염원 농도측정법은 용존 오염물질의 이송에 관한 정확한 실험을 제공할 것으로 판단된다.며, 수질 보전적-환경 보전 차원에서 저수관리 체계를 확고히 할 수 있는 방안을 강구하여야 할 것이다.펄스주입법에 의해 증착된 박박은 강유전성 이력을 나타내었다.지역과 비도시지역을 비교하는 조사 연구가 필요하며, 이러한 조사결과를 바탕으로 자녀의 식습관에 대한 교육을 위한 교재, 교구의 개발과 영양, 식습관 교육프로그램의 개발을 통해 가정과 학교에서 부모와 교사가 자녀의 식생활 지도 관리를 돕고 가정과 교육기관이 연계한 교육 프로그램이 활성화 될 수 있도록 지속적인 관심을 기울여 나가야 할 것이며, 이에 따른

Study of Revitalizing of Daegu International Airport (대구국제공항 활성화 방안에 관한 연구)

  • Due to the continuous expansion of the highway, the opening of the high-speed railway(KTX), etc, the demands of domestic air transport decreasing. In the circumstances, airports and local governments are spending themselves in taking a measure to activate local airports. In this aspect, this study seeks the smooth flow of human movement through the activation of Daegu International Airport by analyzing the present condition of Daegu International Airport in relation to the appearance of the high-speed railway, deducing plans for activating airports, and presenting the roadmaps for long-, mid- and short-term roles for the development of Daegu Airport, and Presents substantial fulfilling plans to secure the competitive power of Daegu International Airport by speeding up the flow of air goods of the area for the long run. It is suggested in the study that by setting up an organization exclusively responsible for activating Daegu International Airport in the city of Daegu, supporting local travel agencies to promote consistent demands, supporting aviation companies to employ Daegu International Airport as a major air base, establishing airlines with priority for airports that open newly in local cities of Japan and establishing and expanding airlines in China areas be promoted actively. Ministry of Construction & Transportation makes it a means of main airport Policy to only support Incheon International Airport to be a hub. However not only Incheon International Airport should be an amok representing the country, but also the wide Metropolitan area should supply the demands, and airports based in the West and East Coast areas need to be developed in the future. It is suggested that since air demands of domestic local airports are based on the demands of the of gin destination in neighboring region, multiple bases need to be developed. It is suggested that by developing not 1 in mega hub (Incheon International Airport) but 1 in mega hub. 2 in regional hub (the West and East Coast) and Jeju foy the tourism hub in our developing airports system.

Analysis on the International Trends in Safe Management of Very Low Level Waste Based upon Graded Approach and Their Implications (차등접근법에 근거한 극저준위폐기물의 안전관리 국제동향 및 시사점에 대한 고찰)

  • Recently, International Atomic Energy Agency and major leading countries in radioactive waste management tend to subdivide the categories of radioactive waste based upon risk-graded approach. In this context, the category of very low level waste has been newly introduced, or optimized management options for this kind of waste have been pursued in many countries. The application of engineered surface landfill type facilities dedicated to dispose of very low level waste has been gradually expanded, and it was analyzed that their design concept of isolation has been much advanced than those of the old fashioned surface trench-type disposal facilities for low and intermediate level waste, which were usually constructed in 1960's. In addition, the management options for very low level waste in major leading countries are varied depending upon and interfaced with the affecting factors such as: national framework for clearance, legal and practical availability of low and intermediate level waste repository and/or non-nuclear waste landfill, public acceptance toward alternative waste management options, and so forth. In this regard, it was concluded that optimized long-term management options for very low level waste in Korea should be also established in a timely manner through comprehensive review and discussions, in preparation of decommissioning of large nuclear facilities in the future, and be implemented in a systematic manner under the framework of national policy and management plan for radioactive waste management.
