본 연구에서는 해외의 대표적 성공적 멘토링 제도인 미국의 SCORE 제도를 벤치마킹하고, 한국의 멘토링 제도를 조사하여 한국의 실정에 맞고 인재 양성에 도움이 되는 새로운 멘토링 제도를 제시한다. 이를 통해 1. 훌륭한 멘토의 조건, 2. 성공적인 운영 방식, 3. 적절한 멘토링 운영 기관 형태, 4. 사회적 기업 창업 멘토링과 일반 영리 기업 창업 멘토링의 비교 및 발전 방향 등을 알아본다. 멘토링 제도의 연구를 통해 제안된 새로운 멘토링 방안과 구조를 토대로 기존의 멘토링 실시 기관의 운영체제, 방안이 개선되는 효과가 있을 것으로 기대된다. 이와 함께 새로운 멘토링 기관의 운영체제와 운영 방안을 국가 정책과 관련 기관들에 제시하는 의의가 있다. 특히 한국의 정부 중심 멘토링 제도 및 기관과 비교해서, 미국의 SCORE 제도가 민간 주도적 성격과 함께 대학교 중심으로 SCORE Center를 운영하고 기술 창업을 주도하는 것에 대한 비교를 통하여 한국 멘토링 거버넌스의 새로운 방향을 정책적으로도 제시한다.

The main purpose of this Study is to present the means of activation of public culture & arts institutions in the future through analysis of the operational competency of public culture & arts institution. Summary of the results of the analysis of this Study is as follows: Firstly, the variables in the operational competency of the existing public culture & arts institutions are found to be (1)artistic value, (2)convenience and (3)organization management while the performance variable includes (4) operational performance. Secondly, although there is no major difference in the artistic value for each of the public culture & arts institutions, other variables, namely, convenience, organization management and operational performance were found to be different between the institutions. Therefore, it would be necessary to pursue activation of operational performances and industry through differentiation of the contents of the artistic value in order to achieve real progress in the culture and the arts industry in the future.

본 발표는 국가 멸종위기종의 보전을 위해 환경부에서 지정하는 서식지외보전기관의 그간 성과와 향후 운영방향에 대한 것이다. 서식지외보전기관은 서식지내에서 보전이 어려운 야생동 식물을 서식지외에서 체계적으로 증식 보전할 수 있도록 연구경험, 인력, 시설 등이 갖추어진 연구기관을 심사해 환경부에서 지정하고 지정대상기관이 운영하는 제도이다. 국립낙동강생물자원관은 최근 3년간 멸종위기식물 4종(섬개현삼, 분홍장구채, 대청부채, 큰바늘꽃)과 일반식물 1종(고란초)의 현장관리 및 증식연구 등을 통해 보전기반을 마련하여 현장평가를 거쳐 환경부로부터 2018년 1월 30일 지정서를 교부받았다. 이에 지금까지의 연구결과와 향후 연구방향에 대해 발표하여 관련분야 전문가의 고견을 받아 서식지외보전기관의 관리와 운영에 반영하고자 한다.

국내외 자동화 및 생산시스템 관련 교육기관에서 생산시스템의 제어 및 운영을 위한 기자재로써 교육용 FMS(Flexible Manufacturing System)를 도입, 운영하고 있다. 하지만 상당수 교육기관에서 당초의 도입목표를 제대로 달성하지 못하고 있는 실정이다. 본 논문에서는 교육기관에서 생산시스템 교육을 위해 필요한 교육용 FMS의 주요 기능과 역할을 정의하고, FMS 운영소프트웨어인 시스템 컨트롤러의 구축을 통한 시스템통합과 생산시스템 제어 및 운영을 위한 교육방안을 제시하고자 한다.

우리나라 기술인력 양성의 문제들을 해결하기 위한 방안의 하나로서 일반대학과 별도로 기술인력양성을 전문으로 하는 학위과정 설치의 필요성이 대두되었으며, 1996년 교육개혁의 일환으로 단설대학원제도와 전문학위제도가 시행되기 시작하였다. 그동안 여러 분야에서 단설대학원 설립이 추진되었으며, 일부에서 운영이 시작되고 있으나 과학기술분야에서는 극히 일부의 사례만이 있을 뿐이고 아직 본격적으로 활성화되고 있다고 보기 어렵다. 본고는 공공연구기관에서 시행되는 단설대학원의 사례들을 조사 분석함으로써 우리나라 과학기술계 출연연구기관에서의 바람직한 운영모델을 제시하고자 한다. 일본의 총합연구대학원대학과 연계대학원제도, 중국 국가연구소들의 학위수여제도, 프랑스 국가연구소들의 석 박사과정, 독일 연구기관들의 박사과정 등을 소개하였다. 이어서 우리나라에서 현재 진행되고 있는 단설대학원 설립 추진현황을 분석하고, 각 국의 학위과정 운영사례를 연합대학형, 개별법인형, 겸직교수형, 공동운영형, 연구소 독자운영형의 5가지로 분류하고 각각의 특징을 비교하였다. 끝으로 우리나라 과학기술계 출연연구기관의 단설대학원 설립의 활성화방안으로서 독자운영형, 공동운영형, 연합법인형의 세가지를 제시하고 각 대안의 추진방안을 논의하였다.

정부기관의 대민서비스 제공 관점이 수요자 중심으로 전환되고 대국민 만족도 측면의 중요성이 강조되면서 정부기관 콜센터의 운영 및 서비스에 대한 표준화된 품질 평가에 대한 고려가 필요하게 되었다. 본 논문에서는 정부기관 콜센터 품질 평가 기준을 운영체계 운영서비스 운영성과 관점에서 제시하여, 정부기관 콜센터의 운영효율성 제고, 상담서비스 품질 확보 및 대국민 만족도를 향상하기 위한 평가 프레임워크를 제시하고자 한다.

국민건강보험재정건전화특별법 (제정 2002.1.19 법률 제 6620호)은 건강보험의 재정적자를 조기에 해소하고 재정수지의 균형을 이루도록 함으로써 건강보험제도의 발전과 국민건강 증진 도모를 그 목적으로 하며, 제14조(특수의료장비의 설치ㆍ운영)에서 의료기관은 보건복지부장관이 고시한 특수의료장비를 설치ㆍ운영하고자 하는 때에는 보건복지부령이 정하는 바에 따라 이를 등록하여야 하며 설치 인정 기준에 적합하게 설치ㆍ운영하여야 하고 정기적인 품질관리를 받아야한다고 명시하였다. 특수 의료장비의 설치 및 운영에 관한 규칙 (제정 2003.1.14 보건복지부령 제235호)은 국민건강보험재정건전화특별법이 제정됨에 따라 특수의료장비의 적정 한 설치와 활용을 위하여 의료기관에서 설치ㆍ운영하는 특수의료장비의 등록절차 설치인정기준 및 품질관리 절차 등을 정하고 특수의료장비에 대한 관리체계를 확립하려는 것이다. 특수의료장비의 설치 및 운영에 관한 규칙의 주요 골자는 가. 의료기관에서 특수장비를 설치ㆍ운영하고자 하는 경우 보건복지부장관 또는 시ㆍ도 지사에게 등록하도록 하였는바, 이 등록에 대한 절차와 특수의료장비의 설치인정기준을 정함, 나. 특수의료 장비에 대한 정기적인 품질관리검사를 서류검사와 정밀감사로 구분하여 서류검사는 1 년마다, 정밀검사는 3 년마다 받도록 함, 다. 품질관리검사기관의 장은 특수의료장비품질관리검사성적서를 신청인에게 교부하고, 보건복지부 또는 시ㆍ도지사 및 건강보험심사평가위원장에게 검사결과를 통보하도록 함, 라. 특수의료정비를 설치ㆍ운영하는 의료기관의 개설자 또는 관리자 및 품질관리검사기관의 장이 작성ㆍ비치ㆍ보존하여야할 서류를 정함이다. 보건복지부장관에게 등록하여야할 특수의료장비는 자기공명영상촬영장치와 전산화단층촬영 장치이며, 시ㆍ도지사에게 등록하여야할 특수의료장비는 유방촬영용장치이다. 본 발표에서는 특수의료장비의 설치 및 운영에 관한 규칙에 대한 개요와 연세의료원 세브란스병원에서 시행하고 있는 특수의료장비의 정도관리 검사, 팬텀영상검사, 그리고 임상영상검사를 소개하고자한다.

IR(Institutional Repository) is an indispensable instrument for not only long time preservation of intellectual products but also for shifting commercial publishing company-dominated academic communication stream. In Korea, dCollection project of Ministry of education, science and technology has contributed on immediate, integrated circulation of distributed research products. dCollection is already one of the few integrating instrument for distributed academic resources, but it has not been university's voluntary instrument to announce their research accomplishments and to realize open access. On the other hand, Japanese government has promoted universities' IR operation through "Next generation infrastructure construction project." Even though distributing speed is relatively low, each university made ripe operating skill by their selves and realize its own purpose. This study comparatively analyzed policy and current status of Institutional Repository in Korea and Japan from various viewpoints. And also it proposed directions of development about Korean Institutional Repositories.

This study extracted quality control factors for invigorating Institutional Repository operations, and re-extracted key quality control factors with significant influence among them. Furthermore, this study developed an operating model reflecting an improvement scheme of these key quality control factors, and estimated how much effective the operating model was to the user. As a result of inspecting satisfaction for IR operating model and the general system, it has been found that librarians' satisfaction for them is higher than that of the general user. Korea's universities prefer a proxy submission mode by librarians to a self-archiving submission mode by writers. Therefore, based on the operation model developed by this study, it is suggested that Institutional Repository operation can be actively invigorated with librarians of these universities as central players.

Urban railway started its operation in August 15, 1978 in Korea. Nowadays, it is being operated in Seoul, Busan, Incheon, Deagu, GwangJu, and Daejeon, and it is playing a major role in mass transportation. Urban railways can provide rapid and convenient transportation to citizens in eco-friendly and energy saving way. However, urban railway operating organizations have been in financially difficult conditions due to the enormous debts borrowed for the construction of railways. Urban railway operating organizations are under pressure to improve its difficult financial conditions through the efficient management of the organization. The management and operation efficiency of urban railway organizations have been evaluated since 1993 by Ministry of Public Administration and Safety to make those organizations more competitive, responsible and efficient. However there are some limitations in evaluation since they do not reflect the relative size of organizations, relative newness of facilities, etc so that it's not objective and loses fairness. This study proposes an improved method for the evaluation of safety.
