Performance Evaluation and Suggestions Based on the 2013 Child Care Center Accreditation System (2013년도 어린이집 평가인증 운영체계 개선에 따른 성과평가와 개선안)

  • This study aims to examine the effects of the main eight items amended in the 2013 child care center accreditation system and to provide suggestions. The participants in the study were 200 child care center teachers and staff; 150 professionals consisting of public officials in charge of child care, members for the accreditation committee, and inspectors at the site; and 144 parents. They participated in an on-line questionnaire survey conducted during the end of February, 2014. The survey questions regarding the eight changed items were the same to all the three participating groups, and three more questions were asked to child care center teachers and staff. The collected data were analyzed with frequencies and percentages to present general recognition level. For a group comparison, analysis of variance was first performed among 3 professional groups, all of which has the same size. When there was not a statistically significant difference among the three groups, the second analysis of variance was done among three groups of professionals including the three groups, teachers and staff, and parents. The results showed that there were differences in recognition among the groups regarding each changed item in the 2013 child care center accreditation system, but overall, the groups evaluated the main amendments positively and the changes were considered appropriate and necessary. However, it was found that in-depth reviews are needed of procedure unification to check the basics to require legal compliance; management of unaccredited centers such as valid period reduction and no accreditation, or limit for re-accreditation application; and the burdens of child care centers about surprise visits and notice of inspection dates in advance.

Innovative Strategies for Korean Military Personnel Management in the Fourth Industrial Revolution Era: Focusing on AI Technology Adoption and Demographic Changes (4차 산업혁명 시대의 한국군 인력 운영 혁신 방안: AI 기술 도입과 인구구조 변화를 중심으로)

  • This study aims to analyze the complex impact of technological changes in the Fourth Industrial Revolution era and demographic shifts in Korea on military personnel management, and to explore innovative strategies for the Korean military's workforce operations. The research findings indicate that changes in future battlefield environments and the introduction of advanced technologies necessitate a fundamental restructuring of military personnel, emphasizing a shift towards a highly specialized and elite workforce. Key research findings are as follows: First, the military application of cutting-edge technologies, such as unmanned systems, autonomous weapon systems, and AI-based decision support systems, is expanding. Second, this technological advancement requires a restructuring of personnel to foster a technology-intensive elite force, including optimizing troop size, reorganizing unit structures, and increasing the utilization of civilian expertise. Third, strategies for securing high-tech talent include strengthening internal technology talent development programs, establishing systems to attract civilian experts, and building a talent development system through industry-academia-research cooperation. The significance of this study lies in providing a theoretical and practical foundation for building a future-oriented and efficient Korean military organization by presenting innovative measures for military human resource management systems suitable for the Fourth Industrial Revolution era. For these changes to be successfully implemented, cooperation among relevant stakeholders, including the military, government, academia, and industry, is essential, supported by comprehensive national-level planning and support.

  • 전 세계적으로 발생하고 있는 기후변화로 인하여 자연재해가 빈번한 실정이며, 특히 가뭄은 농업용수 부족과 직결되어 식량안보를 위협하는 요소가 되고 있다. 최근 우리나라에서도 통합물관리 정책 추진과 더불어 농업용수의 물절약 필요성이 강조되고 있으며, 농업용수 수요관리를 위한 실사용자인 농업인과 이해관계자들의 관심과 노력이 필요한 상황이다. 따라서 농업용수의 지속가능성 확보를 위한 물이용 절감 등 적극적인 수요관리를 위해 농업용수 거버넌스 구축이 요구되고 있다. 이에 본 연구에서는 우리나라 농업 현장에 적용 가능한 농업용수 거버넌스 구축에 필요한 주요 구성 인자를 파악해 보았다. 이를 위해 국내외의 농업 및 농촌 거버넌스 사례와 문헌조사 등을 통해 농업용수 거버넌스 구축을 위한 6개의 주요 인자를 선정한 후, 전문가를 대상으로AHP(Analytic Hierarchy Process) 방법을 이용한 설문조사 및 쌍대비교를 통해 우선순위를 도출해 보았다. 그 결과, 총 6개 주요 인자의 중요도는 '핵심주체', '법률 및 정책 구축', '예산 지원', '정보공유 및 커뮤니케이션', '상호 학습', '외부전문가' 순으로 도출되었다. 여기서 가장 높은 중요도를 차지한 '핵심주체'는 농업인을 의미하며, 이는 공사에서 담당하고 있는 현재의 공적관리체계로는 필지단위의 효율적 물관리에 한계가 있으므로, 물 사용의 주체인 농업인의 물관리 참여를 위한 거버넌스 운영에 농업인이 핵심주체로서의 역할을 하는 것이 필요하다는 것을 나타낸다. 농업인 중심의 상향식 거버넌스(Bottom-up governance) 방식으로 농업용수 거버넌스가 운영된다면, 농업용수 이해관계자들의 관심과 농업인의 자발적인 물절약 참여를 유도할 수 있을 것으로 판단된다. 또한 거버넌스 운영을 통하여 농업인 및 이해관계자의 소통과 문제 제기 및 환류 노력 등을 통해 물절약을 위한 제도개선 및 현장 실천 노력 등이 지속적으로 이루어진다면, 농업용수 지속가능성 확보에 긍정적인 효과를 나타낼 수 있을 것으로 사료된다.

Development of a Business Support System by Phase for Delivering Construction Management Contract in the Government Civil Project (공공토목사업 CM 발주를 위한 단계별 업무지원 시스템 구축)

  • Recently, the MLTM (Ministry of Land, Transport and Maritime Affairs) has announced CM business guidelines, because it is expected that the CM deliveries are going to be increased for a civil engineering industry with enforcement of the CM at Risk. In this trend, The CM business guideline, which is currently announced, is for the steps after the CM contract. However, the practical business guideline from a planning phase for the CM delivery to a selection phase of a CMr (Construction Manager) is essential for public construction projects including the civil engineering projects that the frequency of the CM deliveries is not sufficient. Therefore, this study established a standardized process model from the planning phase for the CM delivery to the selection phase of the CMr. study configured a business breakdown structure for CM delivery. A prototype system for supporting the CM delivery was also developed, and a practical operability was verified by a case evaluation based on the developed system. Hence, it is expected that this study will be utilized as a supporting system of the CM delivery business for public clients, which have not sufficient cases of the CM delivery.

  • Configuration and data management system for weapon system research and development processes should assist concurrent engineering and collaboration activities for various documents, drawings, part informations and product structure informations. In this thesis we defined the system architecture using the CBD methodology and implemented the component based system development process. Most of the configuration and data management systems consist of three layered system architecture which use the general MVC models. In this thesis we defined four layered system architecture based on EJB structure under J2EE environments. Through the four layered system architecture, we break down the general model layer into two detailed business layers and the ordinary control layer into two system dependent layers. With these four layers, we proposed the methodology that detailed the characteristics of the components. Through the CBD approach and the component based development process, we can get the representation model and implement the actual system of the configuration and data management system for weapon system R&D.

  • This study examined performance-related competencies for vocational training teachers and development process of Competency-Based Curriculum(CBC). Based on literature review of competencies, education and training of vocational training teachers, we developed competency modeling integrating job analysis, Behavioral Event Interview for vocational training teachers and Competency Dictionary and analyzed validity of competency modeling and competency need and proposed education and training program across competencies and training module. Finally we proposed necessary operating and management methods to effectively develop competencies for vocational training teachers using CBC.

  • In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

  • 최근 다양한 업무형태가 등장함에 따라 특정업종이나 기업을 대상으로 기업간 비즈니스에 대란 정보시스템 구현 및 업무 프로세스 리엔지니어링을 통한 혁신을 지원해 줄 수 있는 체계의 도입 및 구현에 대한 요구가 증가하고 있다. 기업이 해당 업무의 정보시스템 구현과 업무의 경쟁력 강화를 뒷받침하기 위해서는 현행 업무프로세스에 대한 표준화가 중요란 사항이나, 현재 기업간 업무에 대해서는 이를 뒷받침 해줄 수 있는 프로세스 및 데이터의 분류와 분석을 위한 통합화, 표준화 작업이 부족한 상태이며, 이를 기반으로 이루어지는 업종별 핵심 기능 프로세스에 대란 표준화와 개발 분야도 미비한 실정이다. 특히 보편적으로 기업간 업무가 많이 발생하는 유통 분야의 경우 이러한 업종내 업무프로세스의 표준을 체계화 하는 필요성이 크게 대두되고 있다. 최근 매우 활성화 되고있는 프랜차이즈 산업의 경우 프랜차이즈 비즈니스의 특성상 경영효율을 높이기 위해 본사의 관리 통제 하에 운영되고 있으며, 상품도 본사에 의해 통일적, 정형적으로 기획되는 둥 프랜차이즈 비즈니스 특유의 경영 특질을 갖고 있다. 그러나 업무에 대란 표준화가 되어 있지 않은 상태에서 프랜차이즈를 운영한다면 본사차원에서는 오히려 인원과 경비만 늘어 프랜차이즈의 가장 큰 장점인 다점화의 장점이 없어지게 되고, 프랜차이즈 사업을 하고자하는 가맹점 입장에서도 프로세스의 차이와 비표준에서 오는 혼란인 많아 이를 쉽고, 체계적으로 접근 딸 수 잇는 표준 프로세스 작업의 필요성이 높다고 할 수 있다. 본 논문에서는 보편적으로 기업간 업무가 많이 발생하는 유통 분야의 프랜차이즈 산업을 대상으로 기업정보시스템 구현 및 경쟁력 강화를 뒷받침하기 위해서, 기업간 프로세스 협업(collaboration) 부분의 데이터 및 서식, 이를 취급하는 기능과 프로세스에 대란 분석을 통해 업무 프로세스 모델링 방법론과 관련한 모델링 지침 및 메타모델을 이용한 표준 업무 프로세스 모델을 개발하여 기업간 업무 프로세스 표준화에 대한 체계적인 관리에 대한 방안을 연구하고자 한다.

A Study on the Performance Prediction Model for Life Cycle Maintenance of Reservoir (저수지 생애주기 유지관리를 위한 성능저하예측 모델 연구)

  • According to the Framework Act on Sustainable Infrastructure Management, which has been enforced since 2020, reservoirs should be managed to minimize life cycle costs caused by aging through preemptive management such as systematic maintenance and performance improvement. For maintenance in consideration of the life cycle, it is essential to derive the end of life due to continuous performance degradation as the common period increases. For this purpose, it is necessary to develop a performance-predicting model for reservoirs. In this study, a reservoir was divided into main complex facilities to develop a model for the maintenance of the life cycle. A model was developed for each facility. For model development, maintenance information data were collected under management by the Rural Community Corporation. The data available for model development were selected by analyzing the collected data. The developed model was used to predict the expected life expectancy of the reservoir in the current maintenance system and the expected life expectancy in the case of no action. By using the developed model, it is expected that it will be possible to support decision making in operation management and maintenance while considering the life cycle of the reservoir.
