담수호는 하구에 방조제를 축조하여 인위적으로 조성된 저수지로, 배수갑문을 통해 적정수위를 유지하면서 이수 목적의 수자원으로 재활용할 경우 경제적이며 효율적인 수자원이 될 수 있다. 한편, 담수호는 유역의 최하류에 위치하므로 담수호의 통합적 수자원 관리를 위해서는 상류 유역 특성과 유입 오염물질 및 수체 특성에 대한 종합적인 이해를 바탕으로 수문, 수질, 염도 등 다양한수자원 요소를 고려하여 적절한 관리방안을 수립할 필요가 있다. 따라서 본 연구에서는 유역모형 및 호소모형을 연계하여 담수호의 내외 수위차를 고려한 배수갑문 운영 시나리오에 따른 호내 수문 및 수질 측면에서의 영향을 정량적으로 분석하였다. 충청남도 서산시에 위치한 간월호를 대상으로 HSPF (Hydrological Simulation Program-FORTRAN) 모형을 적용하여 상류유역의 장기유출량 및 수질 모의를 수행하여 호내 유입량 자료로 활용하였다. 호소 내 수리-수질 모의를 위해 3차원 수리해석 모형인 EFDC (Environmental Fluid Dynamics Code)와 호소수질모의 모형인 WASP (Water Quality Analysis Simulation Program)을 연계하여 배수갑문 운영에 따른 호내 수문 및 수질 변화를 모의하였다. 본 연구의 결과는 향후 수문 및 수질 영향을 고려한 담수호의 최적 수자원 관리방안 수립하는데 기초자료로 활용될 수 있을 것으로 기대된다.

국토해양부에서는 건설사업의 생산성을 향상시키고 건설사업의 효율성을 제고하기 위해 건설기술관리법 제15조의 2에 따라 건설공사지원통합정보체계의 구성.운영에 관한 법률을 마련하고 1998년부터 건설사업정보화(Continuous Acquisition Life-Cycle Support : CALS)를 추진중에 있다. 건설사업정보화의 일환으로 건설공사비의 상당부분을 차지하고 개인의 소유권과 관계되어 있어 민원 소지가 많은 보상자료를 관리하기 위해 용지보상시스템이 기 개발되어 운영중에 있으나 보상비 지출의 핵심과정인 지급단계가 국가재정정보시스템과 별도로 운영중에 있어 체계적인 보상자료 관리 및 보상비 지급의 이력관리가 제대로 이루어지 지고 있지 않다. 이는 곧 부적절한 보상비 집행으로 인한 국고예산 낭비의 소지가 있고 보상비 집행에 대한 대민 신뢰도 저하로 인해 다수의 소송으로 이어질수 있다. 이에 기존의 보상비 집행업무 프로세스 개선 및 건설CALS 용지보상시스템과 디지털예산회계시스템의 연계를 통해 보상비 집행의 투명성을 확보하고 민원인들에게 대민행정에 대한 신뢰도를 높일 수 있는 방안을 제시하고자 한다.

The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

The purpose of this study is direction of the Information Society situations and problems of voluntary activities. In the United States of 50 percent Population have experiences of voluntary Activities in 1995. But Korea peoples had been experience of voluntary service activities not so much. In order to solve these problems and improve the voluntary service activities situation today that is information society, the followings are proposed here so that the voluntary service can be performed effectively. Through the schools, mass media, and meetings of various groups, a program should be offered widely to educate about voluntary service activities. This study is based on the volunteers management at community society with Data base information communication. (1)Searching the necessity and problems of volunteers at community centers in Local government (2)Studying the support volunteers Activities management and demand of volunteers activities management through the Data base, (3) Participation of team services management from local Government. (4) Exploring the improvements based on the study. For effective management of volunteer activities management use Information communication System that have data base. And also training of volunteers have more computer using technique through education contained with lectures and drill.

본질적으로 복잡하고 다양한 특성을 가지는 우리나라(도시, 농어촌, 도서산간, 섬 등)의 물 공급 시스템은 생활수준의 향상, 기후변화 및 가뭄위기, 소비환경 중심의 요구와 한정된 수자원을 잘 활용하기 위한 운영 및 관리가 매우 복잡하다. 이로 인한 수자원 고갈과 가뭄위기 등에 관련한 대책 및 방안으로 대체수자원인 지하수 활용방안들이 제시되고 있다. 따라서, 물 관리 시스템과 관련한 디지털 기술은 오늘날 플랫폼과 디지털 트윈의 도입을 통해 네트워크와 가상현실 세계의 연결이 통합되어진 4차 산업혁명 사업이 현실화되고 있다. 물 관리 시스템에 사용된 새로운 디지털 기술 "BDA(Big Data Analytics), CPS(Cyber Physical System), IoT(Internet of Things), CC(Cloud Computing), AI(Artificial Intelligence)" 등의 성장이 증가함에 따라 가뭄대응 위기와 도시 지하수 물 순환 시스템 운영이 증가하는 소비자 중심의 수요를 충족시키기 위해서는 지속가능한 지하수 공급을 효과적으로 관리되어야 한다. 4차 산업혁명과 관련한 기술성장이 증가함으로 인한 물 부문은 시스템의 지속가능성을 향상시키기 위해 전체 디지털화 단계로 이동하고 있다. 이러한 디지털 전환의 핵심은 데이터에 관한 것이며, 이를 활용하여 가치 창출을 위해서 "Digital Groundwater Technology/Twin(DGT)"를 극대화하는 방식으로 제고해야 한다. 현재 당면하고 있는 기후위기에 따른 가뭄, 홍수, 녹조, 탁수, 대체수자원 등의 수자원 재해에 대한 다양한 대응 방안과 수자원 확보 기술이 논의되고 있다. 이에 따른 "물 순환 시스템"의 이해와 함께 문제해결 방안도출을 위하여 이번 "기획 세션"에서는 지하수 수량 및 수질, 정수, 모니터링, 모델링, 운영/관리 등의 수자원 데이터의 플랫폼 동시성 구축으로부터 역동적인 "DGT"을 통한 디지털 트윈화하여, 지표수-토양-지하수 분야의 특화된 연직 프로파일링 관측기술을 다각도로 모색하고자 한다. "Digital Groundwater(DG)"는 지하수의 물 순환, 수량 및 수질 관리, 지표수-지하수 순환 및 모니터링, 지하수 예측 모델링 통합연계를 위해 지하수 플랫폼 동시성, ChatGPT, CPS 및 DT 등의 복합 디지털화 단계로 나가고 있다. 복잡한 지하환경의 이해와 관리 및 보존을 위한 지하수 네트워크에서 수량과 수질 데이터를 수집하기 위한 스마트 지하수 관측기술 개발은 큰 도전이다. 스마트 지하수 관측기술은 BD분석, AI 및 클라우드 컴퓨팅 등의 디지털 기술에 필요한 획득된 데이터 분석에 사용되는 알고리즘의 복잡성과 데이터 품질에 따라 영향을 미칠 수 있기 때문이다. "DG"는 지하수의 정보화 및 네트워크 운영관리 자동화, 지능화 등을 위한 디지털 도구를 활용함으로써 지표수-토양층-지하수 네트워크 통합관리에 대한 비전을 만들 수 있다. 또한, DGT는 지하수 관측센서의 1차원 데이터 융합을 이용한 지하수 플랫폼 동시성과 디지털 트윈을 연계할 수 있다.

This study intended to support the effective operation of libraries by suggesting measures to resolve the problems of small libraries that experience operational difficulties caused by lack of expertise. To achieve this, the study selected 22 small libraries among the nationwide small libraries by grades, types, and users, and then conducted interviews with their operating staffs. Based on the findings of the study, certain library facilitation measures were suggested, including the provision of incentives for librarian certificate holders, the free distribution of book management programs and their training, regular book supply policies of local governments, differential supports for operation evaluation, the establishment of user service guidelines, and cooperations with public libraries.

지속적으로 발생하는 대형 해양사고에 대한 대처방안의 일환으로 진행된 국제해사기구에서의 조사 및 연구는 선박의 물리적 감항성 이외에 선박을 운영하는 인적자원의 과실에 주목하게 되었다. 이러한 인적과실에 대한 대처방안으로 1994년에 '1974년 SOLAS 협약'의 부속서로 '국제안전관리규약'이라고 하는 이른바 'ISM Code'를 채택하게 되었다. 우리나라는 1999년에 'ISM Code'를 구 해상교통안전법(현 해사안전법)에 관련 조항을 신설하여 시행하고 있다. 최근 개정된 해사안전법에서는 해운선사가 선박의 안전운항 및 해양환경보호를 위한 안전관리체제를 수립하고, 이를 이행하기 위한 사업장의 인적 구성원들이 갖추어야 할 요건에 대해서 규정하고 있다. 하지만 법률 이행당사자인 선박소유자 또는 안전관리대행업자 등은 조문내용을 해석함에 있어 명확하고 통일된 의견을 내지 못하고 있어 혼란을 야기하고 있다. 이 논문에서는 해사안전법상 안전관리책임자와 안전관리자의 자격기준 등에 관한 법률상의 문제점을 살펴보고, 이에 대한 개선방안을 제시하고자 한다.

Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

In this paper are This paper is about the efficient use operational management plan for the metropolitan public Jamsil heliport. First, understand the general operations and facilities to Jamsil heliport and raised the issue for them. And, in cases such as urban offshore heliport Jamsil heliport in New York and Texas (USA), for example, which was presented for comparative analysis and Jamsil heliport in London (UK). Operations, research is seen against a facility to install and manage a couple of airfield operations based on the subject by presenting the alternatives, thereby causing the principal operating facilities, infrastructure and security facilities even suggest ways to enhance the standards. Unlike other countries, Jamsil heliport location characteristics were excluded from the study on the safety aspects related to flight operations and for this I'm a military airport facilities coexist in the neighborhood.

This article aims to improve the cultural program for the resident writers in libraries by identifying the current status of the resident writer support project, examining users' perceptions and preferences, and investigating librarians' perceptions of the program. The research methods included an investigation (survey) of the program operation status, user perception and preference surveys, and interviews with librarians about their perceptions of the program. Data were collected from libraries with the cultural program for resident writers between May and November 2021. Findings showed there were challenges in operating the library cultural program due to the lack of resident writers' quality, frequent changes in the program formats (online or offline), and library closures during the COVID-19 pandemic. For the program improvement, suggestions were made, including inviting good-quality resident writers and writers from other fields to the program, training resident writers, advertising the programs using online and offline media, training staff, and developing programs considering user ages and preferences and diversity in local communities.
