다목적 실용위성 1호의 데이터를 이용하여 관측기간인 2000년 6월 28일에서 2001년 8월1일까지의 고도 685km, 22:50LT(Local Time) 이온층을 조사하였다. 데이터는 이온층 측정 센서(Ionospheric Measurement Sensor)로부터 얻은 전자 온도와 전자 밀도를 이용하였으며, 자기 위도로 -60$^{\circ}$-+60$^{\circ}$ 사이의 중ㆍ저위도의 값을 분석하였다. 관측 기간은 지자기 변화를 나타내는 Kp index나 태양 활동을 나타내는 F10.7이 크게 변화한 태양 극대기 기간으로, 이중 일변화의 F10.7을 통해 전자 온도와 전자 밀도의 변화를 조사하였다. The Draft International Code of Conduct for Outer Space Activities officially proposed by the European Union on the occasion of the 55th Session of the United Nations Peaceful Uses of the Outer Space last June 2012 in Vienna, Austria is to fill the lacunae of the relevant norms to be applied to the human activities in the outer space and thus has the merit our attention. The missing elements of the norms span from the prohibition of an arms race, safety and security of the space objects including the measures to reduce the space debris to the exchange of information of space activities among space-faring nations. The EU's initiatives, when implemented, cover or will eventually prepare for the forum to deal with such issues of interests of the international community. The EU's initiatives begun at the end of 2008 included the unofficial contacts with major space powers including in particular the USA of which position is believed to have been reflected in the Draft with the aim to have it adopted in 2013. Although the Code is made up of soft law rather than hard law for the subscribing countries, the USA seems to be afraid of the eventuality whereby its strategic advantages in the outer space will be affected by the prohibiting norms, possibly to be pursued by the Code from its current non-binding character, of placing weapons in the outer space. It is with this trepidation that the USA has been opposing to the adoption of the United Nations Assembly Resolutions on the prevention of an arms race in the outer space (PAROS) and in the same context to the setting-up of a working group on the arms race in the outer space in the frame of the Conference on Disarmament. China and Russia who together put forward a draft Treaty on Prevention of the Placement of Weapons in Outer Space and of the Threat or Use of Force against Outer Space Objects (PPWT) in 2008 would not feel comfortable either because the EU initiatives will steal the lime light. Consequently their reactions are understandably passive towards the Draft Code while the reaction of the USA to the PPWT was a clear cut "No". With the above background, the future of the EU Code is uncertain. Nevertheless, the purpose of the Code to reduce the space debris, to allow exchange of the information on the space activities, and to protect the space objects through safety and security, all to maximize the principle of the peaceful use and exploration of the outer space is the laudable efforts on the part of EU. When the detailed negotiations will be held, some problems including the cost to be incurred by setting up an office for the clerical works could be discussed for both efficient and economic mechanism. For example, the new clerical works envisaged in the Draft Code could be discharged by the current UN OOSA (Office for Outer Space Affairs) with minimal additional resources. The EU's initiatives are another meaningful contribution following one due to it in adopting the Kyoto Protocol of 1997 to the UNFCCC (UN Framework Convention on the Climate Change) and deserve the praise from the thoughtful international community.
In recent years, the space sector has been changing rapidly. The militarization of outer space is openly underway. On the other hand, space commercialization by private capital called "Newspace" is emerging in the U.S. Additionally, the Artemis project, a manned space moon exploration project, is being resumed 50 years after the end of the Apollo program. Eventually, the commercial use of space resources is actively being discussed. Due to the rapidly developing space technologies, the U.N. Space Treaty, enacted in 1967, has established the norms and principles of space activities. However, it may be nearing the end of its life. To confront the challenges of a new space era, Korea must engage in various legal and policy studies to meet these changes.
한국천문연구원은 천문우주분야의 과학임무 탑재체 개발을 주도적으로 수행해오고 있다. 과학기술위성1호 주탑재체 원자외선영상분광기 FIMS 개발, 과학기술위성3호 주탑재체 다목적적외선영상시스템 MIRIS 개발, 차세대소형위성1호 주탑재체 근적외선영상분광기 NISS 개발을 수행하였고, 현재는 NASA와 국제협력으로 SPHEREx 우주망원경을 개발하고 있다. 이러한 개발 과정을 거치면서 주경 20cm 이하의 소형 탑재체 과학임무 한계와 더불어 연구 현장에서 더 큰 우주망원경의 수요가 제기되었고, 현재의 국가우주개발 중장기계획에도 2030년대 한국형 우주망원경을 포함하게 되었다. 이러한 일정에 발맞추어 한국천문연구원은 2030년대 한국형 우주망원경 독자 운영을 대비하기 위해서 2020년 1월부터 주요 사업으로 한국형 우주망원경 개발을 위한 기획연구를 시작하였다. 이 기획연구는 2년 동안 수행할 예정이며, 이 기획연구를 통해서 학계의 과학임무 요구사항을 사전에 충분히 조사하고, 국내외 산학연 전문가의 의견들을 종합 수렴하여 선도적인 과학 연구를 수행할 수 있는 우주망원경의 기본 제원을 확정할 예정이다. 이 발표에서는 이러한 기획연구의 세부 활동을 공유하고 보고하고자 한다.
경희대학교 천문대는 한국과학창의재단에서 후원하는 2013년 과학문화 민간활동 지원사업의 일환으로 "청소년, 우주를 향해 미래를 쏘다!"라는 멘토링 프로그램을 2013년 7월 23일부터 2014년 2월 28일까지 진행하였다. 본 프로그램의 참가대상은 경기지역 고등학교 1, 2학년 학생 32명이 참가하였고, 대학생 멘토 8명과 팀으로 활동하였다. 본 프로그램의 목적은 달 탐사를 주제로 한 체험프로그램을 통해 청소년들의 우주개발의 현황을 체험할 수 있는 기회를 제공하고, 체험 프로그램을 활용하여 창의력, 협동심, 자신감을 함양시키며 이공계 분야의 비젼과 진로 방향을 제시하는 것이다. 본 프로그램은 6개의 주제로 총 10회 동안 진행되었으며, 각각의 주제는 우리나라 우주개발 현장체험, 달탐사의 필요성 체험, 발사체 및 탑재체의 이해와 체험, 청소년이 바라본 우리나라 달탐사의 미래, '우주로' 체험 캠프, 최종발표회이다. 프로그램은 체험, 조사, 발표 및 토의 형식으로 진행되었다. 본 프로그램에서 기대되는 성과는 조별 활동 및 다양한 체험 실습으로 협동심 및 인성을 함양하고, 천문학/공학 분야의 전공 대학생의 멘토링으로 논리적, 체계적, 비판적인 사고를 유도하고, 학연 협력을 활용한 현장학습으로 청소년들의 이공계에 대한 흥미를 유발하고 진로 방향을 제시하며, 다양한 체험 실습 및 미래 지향적인 컨텐츠를 활용하여 천문학 및 우주과학에 대한 호기심을 자극하는 것이다. 본 프로그램에서의 최종 성과물은 기존의 달탐사와 차별적인 주제와 방법론을 고안하여 논리적이고 창의적으로 우리나라의 달탐사에 대한 방법론적인 아이디어를 유도하는 것에 중점을 두었다.
