Comparison of Airworthiness Certification System between Korea and U.S. (국내 항공인증과 미국 인증체계의 비교)

  • From design to serial production, aircraft should go thorough complicated certification procedure from airworthiness authority such as Type Certificate, Production Certificate and Certificate of Airworthiness. On the other hand, aircraft components are mandated to receive Technical Standard Order Approval and Production Manufacture Approval before commercial use. As domestic aircraft and LRUs are currently under development, Bilateral Aviation Safety Agreement is promoted for the purpose of increasing aviation safety as well as foreign export. This paper describes the basic aircraft certification procedure and compares the difference in the certification system of US and Korea. Thorough this, it is attempted to suggest a requirements for establishing international certification system.

  • 과학기술위성 3호의 주탑재체인 MIRIS (Multi-purpose InfraRed Imaging System)는 우주관측카메라 (Space Observation Camera, SOC)와 지구관측카메라 (Earth Observation Camera, EOC)가 독립적인 시스템으로 구성되어 있다. 지구관측카메라는 유효 구경 100 mm, F/5의 광학계로 3-5 마이크론 파장영역을 관측하며, 국내에서 개발된 적외선 검출기의 우주 인증 시험과 유사시 한반도 적외선 감시를 주요 목적으로 하고 있다. 고도 700km에서 지상을 볼 때 약 42m/pixel의 공간분해능을 나타낼 것으로 기대하고 있다. 지구관측카메라의 인증 모델(Qualification Model)은 냉동기를 제외한 모든 부품이 국내기술로 제작되었으며, 미러 본딩 및 릴레이 렌즈 조립 기술, 적외선 영상 검교정 기술 등 다양한 경험과 도전을 제공했다. 이 발표에서는 지구관측카메라 인증모델을 이용하여 수행한 주요 시험 과정을 소개한다. 국내 회사 (주)i3 system에서 제작된 적외선 검출기는 $320\times256$ HgCdTe array (평균 양자효율 80% 이상) 이며 77K에서 정상적으로 운영된다. Micro Stirling Cooler에 의해 듀어는 전원을 켠 후 5분 이내에 검출기 운영온도인 77K까지 내려간다. 적외선 광학계의 정렬, 시스템 MTF 측정, 흑체 측정 및 검교정 작업을 수행한 후 야외에서 다양한 경우에 대해 Field Test를 진행했다. 이 발표에서는 Field Test 과정과 이를 통해 얻은 결과를 발표하고, FM (Flight Model) 제작에 있어 수정해야 할 사항들을 제안해 본다.

A Study on the Icing Certification of Rotorcraft (회전익 항공기의 결빙 인증에 대한 연구)

  • Modem rotorcraft is required to have the capability to operate in all-weather conditions. Also icing condition is important issue to aircraft safety and certification. And rotorcraft icing research has come a long way during the past few decades. The aircraft icing is the most difficult to handle. So, icing-related accidents, incidents and operating problems still occur regularly in service, despite improvements in design and test techniques. By reviewing icing certification requirement of FAR(Federal Aviation Regulations) and KAS(Korean Airworthiness Standard), this paper describes methods how to demonstrate safety in the flight and consideration of icing when rotorcraft is required TC(Type Certification).

  • The Airworthiness Certification from the government has an increasingly important role due to the dramatic growth of military aircraft development industry. It is a mandatory process of qualifying the flight safety within the aircraft's operational boundaries throughout its life cycle. The introduction of airworthiness certification has resulted in development paradigm shift from one requirement for one consumer need to the common requirement for many needs. This research paper provide the refinement of airworthiness certification criteria related to the flight control law and the verification methods which comply with its criteria.

  • There are typically two categories of Flight Test Programs- commercial and military. Commercial flight testing is conducted to certify that aircraft meets all applicable safety and performance requirements of government certifying agency. Military programs differs from commercial in that the government contract with the aircraft manufacturer to design and build an aircraft to meet specific mission capabilities. The final phase of military aircraft flight test is the Operational Test(OT). OT is conducted by a government-only test team with the dictate to certify that the aircraft is suitable and effective to carry out the intended mission. This paper presents the current trends of military aircraft airworthiness certification using civil aircraft certification practices.

  • Liquid Composite Molding (LCM), an Out of Autoclave (OoA) composite manufacturing process, has big advantages when making large and complex structures of airplanes. Since the importance of LCM process is increasing, FAA has suggested recommended guidance and criteria for the development of material and process specifications for LCM materials and process. The importance of LCM process is also raised by domestic composite material suppliers and OEM. This study suggested structures of material specifications and process specification of LCM materials. Material qualification method for LCM process and material was also developed in this study.

  • 사이클로트론 가속기를 이용한 양성자 우주환경의 모사시험이 수행되었다. 모사시험에 사용된 사이클로트론은 양성자를 약 106-108protons/$\textrm{cm}^2$/s의 선속에서 200MeV까지 가속할 수 있다. 가속된 양성자는 우주에서 사용될 전자 소자에 입사되었으며, 양성자 조사에 의한 소자의 누적 반응과 순간 반응이 모두 관찰되었다. 주된 순간 반응은 저장된 데이터의 변화였으나, 간헐적인 기능 정지 현상도 관찰되었다. 누적 반응은 소자 내에서 소모되는 전류의 증가로 나타났다. (중략)

  • This study describes the design and implementation of power supply of dehop/rehop transponder of EQM(Engineering Qualification Model). We materialized the interface of the PLDIU and power supply of a satellite bus, and minimized the potential for the occurrence of such erroneous operation circuit ESD through the WCA of the space environment. We designed a reliable power supply through simulation for TID about space radiation and simulation of the vibration generated during it launched, and we confirmed that it satisfies the environmental test specification through the test space environment after production.

  • Civil aircraft noise certification standard is based on the ICAO Annex 16 Vol. 1. And, the standard uses A-Weighted SPL, EPNL and SEL method depending on the aircraft category. Korean noise standards, KAS 36 and other nation's CS 36 and FAR 36 noise standards were developed and revised according to the international noise standards, ICAO Annex 16. And, the national noise requirements are equivalent each other. The small airplane noise certification requires only take-off noise level with A-Weighted SPL in dB(A) unit. The first Korean aircraft noise certification was performed for the KC-100 certification in August 2012 with Korean authority and U.S. FAA. The noise certification requires much knowledge and experience in flight tests and noise data processing. In this study, the noise test requirements, test conditions and data correcting methods are shown with the test examples.

Comparative Analysis of the Software Certification: RTCA DO-178C and RESSAC (RTCA DO-178C와 새로운 RESSAC 소프트웨어 인증기술의 비교 분석)

  • RTCA DO-178C is a development guideline to ensure aircraft system airworthiness. However, there is an opinion that the application of DO-178C to the development of UAV of more than MTOW 150 kg is over regulated because the severity of the risk from UAV is lower than that of normal aircraft. To address issue, EASA and FAA have been working on the Re-Engineering and Streamlining the Standards for Avionics Certification(RESSAC) project since 2016 with the goal of establishing a new certification scheme that simplifies existing aircraft certification procedures and standards. This paper analyzes the current DO-178C certification process and presents advantages by comparing and analyzing the new RESSAC certification process, which simplifies processes and outputs in comparing with the DO-178C certification process, while it ensures flight safety of the vehicle.
