  • Korea Aerospce Research Institute(KARI) has been developing the first civilian rocket, Korea space launch vehicle (KSLV-I), which can put the small size satellite into designated orbit. Developing launch vehicles contains a lot of uncertainty due to large scale, complexity, and technical difficulty. The uncertainty may become risk in the areas of business and technology which causes schedule delay, cost increase, and design changes of subsystems and components. This study describes the technical risk identification methods using FTA and procedures of planning and implementation of risk assessment and reduction of launch vehicle propulsion system.

Precautionary Principle for the Protection of Space Environment against Solar Electromagnetic Storm (우주전파재난과 우주법상의 사전주의 원칙에 관한 연구)

  • Solar flare and storm may give an adverse effect upon electromagnetic environment around the Earth, so that various kinds of satellite cease to normally function. This kind of space storm disaster is characterized by the uncertainty about when and what size. Recently the UN has been paying attention to this plausible disaster. Particularly the COPUOS has taken the view that this disaster would threaten the sustainable space environment. The precautionary principle, rooted and excercised in the environment protection filed, has been adopted in the case of disaster with uncertainty. The reports and opinions given by the expert and representatives of the member States have stated that the precautionary principle should be adopted for the purpose of dealing with this disaster. On the other hand, it is advanced that the principle has been already included in the space law principle enshrined in the 1967 Space Treaty. The Treaty has adopted the freedom of navigation and use of the outer space for the interest of all States as the basic principles. Sustainable environment is necessary for implementing the principle. Therefore, the rules for the protection of sustainable space environment should be based upon the space law principle.

Development of a Software for Re-Entry Prediction of Space Objects for Space Situational Awareness (우주상황인식을 위한 인공우주물체 추락 예측 소프트웨어 개발)

  • The high-level Space Situational Awareness (SSA) objective is to provide to the users dependable, accurate and timely information in order to support risk management on orbit and during re-entry and support safe and secure operation of space assets and related services. Therefore the risk assessment for the re-entry of space objects should be managed nationally. In this research, the Software for Re-Entry Prediction of space objects (SREP) was developed for national SSA system. In particular, the rate of change of the drag coefficient is estimated through a newly proposed Drag Scale Factor Estimation (DSFE), and is used for high-precision orbit propagator (HPOP) up to an altitude of 100 km to predict the re-entry time and position of the space object. The effectiveness of this re-entry prediction is shown through the re-entry time window and ground track of space objects falling in real events, Grace-1, Grace-2, Tiangong-1, and Chang Zheng-5B Rocket body. As a result, through analysis 12 hours before the final re-entry time, it is shown that the re-entry time window and crash time can be accurately predicted with an error of less than 20 minutes.

2019 Incheon FIR Aerial Collision Risk Analysis (2019년도 인천 FIR 공중 충돌 위험도 분석)

  • In order to maintain the safety of the airspace with ever increasing traffic volume, it is necessary to thoroughly analyze the collision risk with the current data. In this study, collision risk analysis was conducted using Detect and Avoid (DAA) Well-Clear (DWC) metrics, risk induces developed for the DAA systems of unmanned aerial vehicles. All flights in year 2019 that flew within the Incheon Flight Information Region (FIR) boundary were analyzed using the recorded Automatic Dependent Surveillance-Broadcast(ADS-B) data. High risk regions as well as trends by airports and seasons were identified. The results indicate that the risk is higher around the congested area near Incheon International Airport and Gimpo International Airport. Seasonally, the risk was highest in August that coincides with the Summer vacation period. The result will be useful for the baseline data for various aviation safety enhancement activities such as revision of routes and procedures and training of the field specialists.

  • As urban traffic congestion and environmental pollution are becoming significant issues in major cities, Urban Air Mobility (UAM) is gaining attention as an efficient solution. In this study, we conducted a geographic information system (GIS)-based spatial analysis and clustering algorithm considering the actual data of the terrain and infrastructure in the Busan area, through which we were able to select the location of vertiports and corridors (flight routes) for the UAM operation. Based on the Gimhae International Airport, which is expected to be the center of the UAM infrastructure system in the Busan region, we judged that three vertiport locations in the target area were suitable. Subsequently, we used the A* (A-star) algorithm considering Ground Risk to select a flight path that minimized both risk and distance. Through this, we confirmed a risk reduction effect of 80.168% compared to the minimum distance route.

Removal trajectory generation for LEO satellites and analysis collision probability during removal maneuver (저궤도 위성의 폐기경로 생성 및 폐기기동 중 충돌위험 분석)

  • Now there are a lot of expired satellites or space debris around the earth orbit and they threaten the operating satellites and manned space missions. KOMPSAT-2 that scheduled to operate the mission by July, 2013 also has to consider the space debris. This paper introduces the '25 years rules' that must be re-entered within 25 years after the space mission for LEO satellites and describes the removal trajectory design that satisfies the '25 years rules' and minimizes fuel consumption. And this paper suggests monte-carlo simulation for risk analysis that causes the approaching object to the removal trajectory. The result shows that the collision probability of worst case presents 6.0741E-07 and it need to more analysis about precise satellite safety during removal maneuver because there is no information about the object size that approaching to the satellites.

정지궤도 위성의 충돌방지를 위한 회피기동

  • 지구 정지궤도는 위성통신, 지구관측 그리고 우주과학을 위해 매우 귀중하고 제한된 자원으로 인식된다. 이에 따라 Inter-Agency Space Debris Coordination Committee (IADC)에서는 정지궤도에서 수명이 종료되는 위성에 대해서 정지궤도에 영향을 미치지 않도록 더 높은 고도로 폐기기동을 수행하도록 권고하고 있다. 그렇지만 여러 가지 사정으로 정상적인 폐기기동을 수행하지 않은 위성들이 많이 있으며 이와 같은 위성들은 정지궤도에서 운영되고 있는 위성에 접근하여 충돌위험을 야기하고 있다. 우리나라의 정지궤도 통신해양기상위성인 천리안은 2010년 6월 26일에 발사되어 동경 128.2도에서 성공적으로 운영되고 있다. 지난 2년 동안 천리안 위성의 궤도구간에 우주물체가 접근하여 충돌위험이 발생한 사례가 3 건이 있었으며 그 중 한 건인 러시아의 라두가 1-7 위성이 접근한 2011년 2월 7일에는 천리안 위성의 회피기동을 수행하였다. 다른 두 가지 사례는 2011년 6월 19일 러시아의 COSMOS 2379의 접근과 2012년 4월 6일 러시아의 SL-12 R/B(2)의 접근이다. 본 논문에서는 정지궤도 위성을 운영하고 있을 때 다른 우주물체가 접근하여 충돌위험이 발생했을 때 어떤 과정을 거쳐서 회피기동을 수행해야 하는가에 대한 문제를 다루고자 한다. 정지궤도 위성과 우주물체와의 거리차이를 최대화할 수 있는 회피기동 시각을 찾아내고 최근접 시각에 있어서 반경방향, 진행방향, 그리고 수직방향에서의 거리차이를 분석한다.

  • The scope of this paper is to show a risk management plan including how to perform risk assessment and to make a mitigation plan aspects of the communication payload system development. According to system engineering management guide of DoD of USA and risk management plan of satellite communication system, risk assessment and mitigation plan of communication payload system were performed. In this paper, it is indicated the process of risk management and risk assessment procedures as well as mathematical model for risk assessment of DoD guide. It is shown how risk assessment and mitigation plan have implemented in communication payload system development through case study.

Performance Analysis of Landing Point Designation Technique Based on Relative Distance to Hazard for Lunar Lander (달 착륙선의 위험 상대거리 기반 착륙지 선정기법 성능 분석)

  • Lidar-based hazard avoidance landing system for lunar lander calculates hazard cost with respect to the desired local landing area in order to identify hazard and designate safe landing point where the cost is minimum basically using slope and roughness of the landing area. In this case, if the parameters are only considered, chosen landing target can be designated near hazard threatening the lander. In order to solve this problem and select optimal safe landing point, hazard cost based on relative distance to hazard should not be considered as well as cost based on terrain parameters. In this paper, the effect of hazard cost based on relative distance to hazard on safe landing performance was analyzed and it was confirmed that landing site designation with two relative distances to hazard results in the best safe landing performance by an experiment using three-dimensional depth camera.
