Motivation Crowding Performances of Independent TV Production Programing Quotas (방송 외주정책의 제작인력 동기구축 성과)

  • During the last 25 years, independent TV production programing quota policy has been actively evaluated in various aspects except in the field of production personnel. This study focuses on production personnel who has been neglected among the debate of independent TV production programing policy. Especially, this study tries to explore the effect that the policy has brought to production personnel's motivation. After in-depth interviews with 4 professionals and 6 media major senior college students, this study finds that both broadcasting and independent company professionals evaluated the policy performance in negative way. They insist the policy constricts their motivation for production. College students agreed they become unwilling to entering the production filed. The policy should be reconsidered and turn to positive incentives and rewards to motivate production personnel.

  • 국민의 편의성과 효율성 제고를 위한 온라인 대국민 서비스가 증가함에 따라 보안 사고들이 빈번하게 일어나며, 인적작원을 통해 많은 개인정보가 유출되고 있다. 이에 따라서 정부에서 ISMS와 PIMS 인증제도를 통하여 안정성을 확보하기 위한 제도를 내놓았다. 하지만 두 가지 인증제도의 중복항목으로 담당자들의 업무 부담이 늘며 이를 통합을 발표하였다. 저자는 인증제도의 인력항목을 좀 더 효율적으로 관리 할 수 방안을 제시하고자 한다.

The Study of the Aternative Boadcasting System: in the Case of the Channel 4 in Britain (대안적 방송제작시스템 연구 : 영국 채널4의 외주제작시스템을 중심으로)

  • In this article, Channel 4 in Britain is the main theme since its alternative broadcasting system can shed the light to the Korean case. Korea is getting into the era of multimedia and including webcastings there are over thousands channels are available. However the infra-structure fur the broadcasting contents never seems to be matured to match its need. Instead Korean production system is rather vertically integrated into the Networks(KBS, MBC and SBS) which oligopolise the broadcasting in terms of supply. Even though 'Program Quota Regulation' has been established under the new Broadcasting Art(1999), the old habits die hard and still the independent producers have the unfair relationships with the Networks. Under this circumstance, Channel 4 can be the good example to show how well the alternative system can serve to the diversity of broadcasting and the taste of the minority. Channel 4 took almost 20 years to establish since there were enormous amount of debates about its public missions, ideal broadcasting system, whom it should serve for, etc. between all the social sectors including the independent producers. The social agreement was reached on the point that the new broadcaster should not produce but publish and it is called the 'publishing broadcaster'. In this sense, it can be managed effectively with comparatively little fund and at the same time, it can always have all different sorts of contents as well as genres very freely through 'commissioning process' or buying programs from even the most innovative producers. The 'commissioning process' is one of the key points which makes the Channel 4 so unique. The commissioning process is literally open to anybody, in particular, to the small scale producers with much innovative ideas. Channel 4 will support financially as well as with facilities and human resource to produce the program once after their program idea is accepted by the commissioning editor. Even better side of Channel 4 is about their financial success. From the beginning, the 'funding formula' helped in great deal to make the Channel 4 doing all sorts of innovative experiments. The history of 'funding formula' and its contribution are explained in the article, too. With all this effort, the article is hoped to bring discussion about the alternative broadcasting system which might help to prepare the new era of broadcasting.

A Study of Interaction between Broadcasting Policy and Behavior Routes of Broadcasting Organization (방송 정책과 방송사 조직 내부 관행 간의 상호작용 연구: 외주 정책 사례를 중심으로)

  • This study analyzes interactivity between formal policy and informal trade practices at outside production market of broadcasting production environment in Korea. For this, this study raises three topics. First, the trait of historical context of policy making at outside broadcasting production policy: Second, the trait and meaning of path dependency behavior in the process of trade practices between over-the-air TV Organization and independent production companies : Three, the meaning of interactivity between formal policy and informal trade practices at outside broadcasting production market. Major findings of this study are : the trait of policy making was concentrated on the quantitative rates of the outside production program. And, the trait of trade practices was unfair rivalry in accordance with the custom of insider dealing. The chief cause of the conflict structure of outside broadcasting production market is lacked in policy complement at the qualitative dimension.

TV Program Writers' Copyright: Focusing on Writers of Informative TV Programs and TV Documentaries (구성다큐 방송작가의 저작권 인식과 제도 정착에 대한 연구)

  • This study aims to explore how the copyright for writers of informative TV programs and documentaries is protected in the reality of broadcasting. For this study, 12 writers and the head of copyright department of the Korea TV & Radio Writers Association were interviewed in depth for research. Our interview findings suggest that writers have worked without written agreement signed by some form of legally binding contract. Instead, they have made verbal contracts. Writers should be aware of the reality of copyrights and request to readjust of basic copywriting fee from the Writers Association and each broadcasting station.

  • 건설업은 공사수행을 포함한 대부분의 기업 활동이 인력에 대한 의존도가 높은 산업으로서 원가구성 측면에서도 외주비와 재료비를 제외하고 가장 큰 원가항목이 인건비다. 따라서, 건설업의 인력관리 강화는 효율적인 인력 운용과 원가관리를 위해서도 가장 중요한 관리항목이다. 본 연구에서는 건설업에서 체계적인 인력 및 시간관리를 통해 인력운용의 효율을 높일 수 있고, 업무시간 실적 정보에 의해 업무에 대한 성과관리의 정확성을 높일 수 있는 제도운영 및 시간관리 시스템 (TMS: Time Management System) 구축 방안을 소개하였다. 이러한 시간관리는 높은 수준의 인력 및 업무 관리를 가능하게 하고 업무에 대한 우선순위 결정과 적정 시간 분석으로 관습적이고 비효율적인 업무요소를 파악하여 효율적인 인적자원 관리를 하고자하는 건설사뿐만 아니라 프로젝트 산업 군에 속하는 여러 기업들에게 도움을 줄 것으로 기대한다.

Changes of Directing Capability Displayed in the Visual Expressions in TV Dramas (TV 드라마 영상표현에 나타난 연출 역량의 변화)

  • A writer's text signals are converted into visual ones as a director exerts his fundamental capability to interpret and direct. On the other hand, his situational capability comes into play as the production environment changes. Such latest developments as the increasing popularity of production outsourcing, the sapped advertising market, and the growth in the number of the media channels and consequently heightened level of competition have led to changes in the way of advertising and production sponsorship. In turn, directors are faced with a new environment, where they are now required to pick up the role of an advertising director. Given that the production costs have been rising faster than the advertising revenue, such change in the director's situational capability seems to be part of the overall drama industry's evolution.

  • Recently, ICT companies do not directly design, develop, produce, operate, maintain, and dispose of products and services, but are outsourced or outsourced companies are increasingly in charge. Attacks arising from this are also increasing due to difficulties in managing vulnerabilities for products and services in the process of consignment and re-consignment. In order to respond to this, standards and systems for security risk management of ICT supply chain are being established and operated overseas, and various case studies are being conducted. In addition, research is being conducted to solve supply chain security problems such as Software Bill of Materials (SBOM). International standardization organizations such as ISO have also established standards and frameworks for security of ICT supply chain. In this paper, we presents ICT supply chain security management items suitable for domestic situation by comparing and analyzing ICT supply chain security standards and systems developed as international standards with major countries such as the United States and EU, and explains the necessity of cyber security framework for establishing ICT supply chain security system.

The Effect on Aviation Industry by WTO Agreement on Trade in Civil Aircraft and Policy Direction of Korea (WTO 민간항공기 교역 협정이 항공산업에 미치는 영향과 우리나라의 정책 방향)

  • For customs-free and liberalization on the trade of aircraft parts, the WTO Agreement on Trade in Civil Aircraft was separately concluded as plurilateral trade agreement at the time of launching WTO in 1995, and currently 33 countries including the United States and the EU are acceded but Korea does not. Major details of the Agreement on Trade in Civil Aircraft include product coverage, the elimination of customs duties and other charges, the prohibition of government-directed procurement of civil aircraft, the application of the Agreement on Subsides and Countervailing Measures, and the consultation on issues related to this Agreement and dispute resolution. Article 89 paragraph 6 of the current Customs Act was newly established on December 31, 2018, and the tariff reduction rate for imports of aircraft parts will be reduced in stages from May 2019 and the tariff reduction system will be abolished in 2026. Accordingly, looking at the impact of the Agreement on Trade in Civil Aircraft on the aviation industry, first, as for the impact on the air transport industry, an tariff allotment of the domestic air transport industry is expected to reach about 160 billion won a year from 2026, and upon acceding to the Agreement on Trade in Civil Aircraft, the domestic air transport industry will be able to import aircraft parts at no tariff, so it will not have to pay 3 to 8 percent import duties. Second, as for the impact on the aviation MRO industry, if the tariff reduction system for aircraft parts is phased out or abolished in stages, overseas outsourcing costs in the engine maintenance and parts maintenance are expected to increase, and upon acceding to the Agreement on Trade in Civil Aircraft, the aviation MRO industry will be able to import aircraft parts at no tariff, so it will reduce overseas outsourcing costs. If the author proposes a policy direction for the trade liberalization of aircraft parts to ensure competitiveness of the aviation industry, first, as for the tariff reduction by the use of FTA, in order to be favored with the tariff reduction by the use of FTA, it is necessary to secure the certificate of origin from foreign traders in the United States and the EU, and to revise the provisions of Korea-Singapore and Korea-EU FTA. Second, as for the push of acceding to the Agreement on Trade in Civil Aircraft, it would be resonable to push the acceding to Agreement on Trade in Civil Aircraft for customs-free on the trade of aircraft parts, as the tariff reduction method by the use of FTA has limits. Third, as for the improvement of the tariff reduction system for aircraft parts under the Customs Act, it is expected that there will take a considerable amount of time until the acceding to the Agreement on Trade in Civil Aircraft, so separate improvement measures are needed to continue the tariff reduction system of aircraft parts under Article 89 paragraph 6 of the Customs Act. In conclusion, Korea should accede to the WTO Agreement on Trade in Civil Aircraft to create an environment in which our aviation industry can compete fairly with foreign aviation industries and ensure competitiveness by achieving customs-free and liberalization on the trade of aircraft parts.

Case Study on the Leadership Shifts in Smart Phone Industry: Rise of China and Falling Behind of Korea (스마트폰 산업에서의 주도권 이전: 중국의 부상과 우리나라의 쇠퇴에 관한 사례 연구)

  • Since mid and late 2000s, the smartphones has been widely diffused and Korea ranked first in global smartphone market in 2011 thanks to its rapid adoption of Android operating system, technology capability accumulated in featurephone development, vertical integration on smartphone production and premium positioning. However, Korea fell behind because of the rise of another latecomer, China, in four years (2015) after it recorded the top position globally. How did the leadership change occurred in the smartphone industry so rapidly? In order to answer the question, we investigated three favorable windows of opportunity for the rise of China, which are technological, demand, and institutional, and the strategic responses of Chinese firms as well as the rigidity and complacency with the past success of Korean firms. Our findings contribute to the extension of 'catch-up cycle' theory as well as provide in-depth insights for strategies and policies settings to overcome the recent rise of China in information and communication technology sector for Korea.
