  • 최근 환경규제가 강화되면서 친환경적인 전력생산 요구 등의 외부환경 변화에 따른 우리나라의 전력구조가 기존의 중압 집중형 발전을 탈피한 분산전원 발전에 대한 관심이 증대되고 있는 실정이다. 특히, 분산전원으로서의 전력생산은 공급의 안전성, 경쟁력 및 에너지의 지속성 등이 요구되어지는데, 재생에너지가 가지고 있는 에너지 지속성의 한계 및 설치의 제약성을 탈피할 수 있는 시스템으로 현재 연료전지시스템이 가장 근접해 있는 실정이다. 즉, 도시가스 인프라가 우수하고 인구조밀 지역이 많은 우리나라의 특성상 각 가정 및 건물에 쉽게 설치하고 공급의 안전성을 갖는 건물용 연료전지는 최근 가장 각광받고 있는 분산전원 시스템 중의 하나이다. 올해부터 모니터링사업의 일환으로 수용가에 설치 될 연료전지 시스템이 얼마나 안정적으로 전기와 열을 각 가정에 공급하고 시스템의 안전성을 확보하는 가는 건물용 연료전지의 분산전원으로서의 가능성 및 국민의 수용성을 증대시키는 중요한 역할을 할 것이다. 연료전지시스템은 상용전력과 연계되어 있기 때문에 시스템의 안정성 뿐만 아니라 상용전력의 변화에 대응하여 안정적인 운전을 하는지에 대한 평가가 필수적이다. 이에 따라 본 연구에서는 가정용 연료전지시스템의 성능 및 안전성평가의 일환으로 계통연계형 전력변환장치의 성능 및 안전성을 평가 하고자 한다. 연료전지 검사를 위한 계통연계형 전력변환장치의 시험평가 항목으로는 크게 정상특성성능시험, 보호기능성능시험, 과도응답특성성능시험 및 외부사고성능시험 등으로 나뉘어진다. 본 연구에서는 외부사고 성능시험 항목들인 출력측 단락시험, 계통전압 순간정전?순간강하시험 및 부하차단 시험 등을 통하여 외부사고에 대한 성능 및 안전성을 평가하였다. 외부사고 성능시험의 주 목적은 시스템의 이상 운전이 아니라 외부의 영향에 따른 시스템의 안전성 및 전력품질을 평가한다. 출력측 단락시험을 수행하기 위해서 전력변환장치를 정격 출력 전압, 정격 출력 주파수 및 정격 출력에서 운전한 후, 교류 전원장치는 단락 전류를 검출하여, 사고 발생 후 0.3초 이내에 개방하도록 설정하였다. 여기서, 단락 저항 Rsc를 정격 전류의 10배 이상에 해당하는 부하와 같은 값으로 설정하였다. 스위치 SWSC를 폐로하여 단락 상태를 만들며, 이 때 전력변환장치의 출력전류와 차단 또는 정지 시간을 측정하였다. 실험 결과에 대한 판정기준은 단락전류를 검출하여 0.5초 이내에 개폐기 개방 또는 게이트 블록 기능이 동작하여 시스템을 안정하게 정지시키고 시스템 어떤 부위에도 손상이 없어야 한다. 실험 결과 파워컨디셔너의 출력전류 및 차단 또는 정지된시간이 40ms로 나타났고, 출력전류의 파형도 매우 안정함을 볼 수 있었다. 이와 같이 모든 실험을 수행한 결과 외부사고에 대하여 시스템이 안전하게 정지하는 등 연료전지 시스템의 안전성을 확인하였다.

Review on Studies for External Cost of Nuclear Power Generation (원자력발전 외부비용 연구들에 대한 검토)

  • External cost is cost imposed on a third party when producing or consuming a good or service. Since the 1990s, the external costs of nuclear powered electricity production have been studied. Costs are a very important factor in policy decision and the external cost is considered for cost comparison on electricity production. As for nuclear fuel cycle, a chosen technology will determine the external cost. However, there has been little research on this issue. For this study, methods for external cost on nuclear power production have been surveyed and analyzed to develop an approach for evaluating external cost on nuclear fuel cycles. Before the Fukushima accident, external cost research had focused on damage costs during normal operation of a fuel cycle. However, accident cost becomes a major concern after the accident. Various considerations for external cost including accident cost have been used to different studies, and different methods have been applied corresponding to the considerations. In this study, the results of the evaluation were compared and analyzed to identify methodological applicability to the external cost estimation with nuclear fuel cycles.

Analysis for External Cost of Nuclear Power Focusing on Additional Safety and Accident Risk Costs (추가안전대책비용, 사고위험대응비용의 외부비용을 반영한 원전비용 추정 연구)

  • After the Fukushima nuclear accident, the external costs of generating electricity from nuclear power plants such as additional safety compliance costs and possible accident risk action costs have gained increasing attention from the public, policy-makers and politicians. Consequently, estimates of the external costs of nuclear power are very deliberate issue that is at the center of the controversy in Korea. In this paper, we try to calculate the external costs associated with the safety of the nuclear power plants, particularly focusing on additional safety compliance costs and possible accident risk action costs. To estimate the possible accident risk action costs, we adopt the damages expectation approach that is very similar way from the external cost calculation of Japanese government after the Fukushima accident. In addition, to estimate additional safety compliance costs, we apply the levelized cost of generation method. Furthermore, we perform the sensitivity analysis to examine how much these social costs increase the electricity price rate. Estimation results of the additional security measure cost is 0.53Won/kWh ~ 0.80Won/kWh depending on the capacity factor, giving little change on the nuclear power generation cost. The estimates of possible accident risk action costs could be in the wide range depending on the different damages of the nuclear power accident, probability of the severe nuclear power accident and the capacity factor. The preliminary results show that it is 0.0025Won/kWh ~ 26.4188Won/kWh. After including those two external costs on the generation cost of a nuclear power plant, increasing rate of electricity price is 0.001%~10.0563% under the capacity factor from 70% to 90%. This paper tries to examine the external costs of nuclear power plants, so as to include it into the generation cost and the electricity price. This paper suggests one of the methodologies that we might internalize the nuclear power generations' external cost, including it into the internal generation cost.

  • If the security incidents are occurred then, the company concentrates on the quick reaction to security incidents, reports the reason of incidents, it's problem, the result of measure to the top management team. There will be the case that actively finding problems and taking it's actions with linking the internal problems whenever external security incidents are occurred or that having only interest of problems at the moment. It is important that lasting the preventing action to prevent security incidents than not concentrating on only the security incidents are occurred. To do this, the systematical and consistent method for this should be provided. In this paper, we will provide a security incident forecast system. The security incident forecast system updates the incident induction factor which helping to forecast the potential security incidents on the database inferred from the direct security incidents which are occurred inside the company as well as the indirect security incidents which are occurred outside the company and makes interact with the incident experience and the measure process systematically. The security incident forecast system is the efficient measure about the potential security incidents in taking precaution.

  • The researches have only conducted regarding construction safety management and risk on interior construction site(workers) and is insufficient about the exterior construction site(third party). As a result, ordinary people who were near construction sites have injured and hold a negative view when they think about the construction industry because construction industry have been exposed to them having a high accidents rate through media. In addition, the importance of industrial disaster prevention is emphasized at this point in time, the overall safety management system should be constructed with considering construction site external(third human) for improving the negative image of the construction industry among ordinary people. Therefore, the objective of this study is to develop the quantification model of human accident utilizing the insurance claim payout occurred construction site exterior(third party). In the future, it can be used as a reference for developing the safety management checklist in construction site interior exterior and development for forecasting control system of human accident.

  • The demand of construction risk analysis is rapidly increased to improve the competitiveness of construction companies and the sound management of the construction project. However, estimating the amount and uncertainty of the risk is difficult due to the wide range of risks in the construction industry. Moreover, most of the research on risk management of construction risk is only focused on the causes of risk without separate the internal and external risk. This study statistically analysis the internal risk and external risk based on the accidents cases which are caused at construction sites to define the difference and importances of the risk. An accident cause analysis and T-test analysis are carried out to reach the goal of study. The results of the study are expected to be used as a guideline of construction project risk analysis.

  • 본 사고분석을 통해 154 kV 절연부싱에서의 폭발사고에 대한 원인을 규명하였다. 결과적으로, 절연부싱의 사양은 국제표준에 적합하였다. 사고당일 기록된 자료에 의하면 R상과 S상에서 거의 동시에 지락사고가 발생하였으며, 지락지속시간은 약 75 ms로써 사고의 영향을 준 시간은 약 67 ms인 것으로 나타났다. R상은 아크에 의한 탄화 흔적, S상은 아크에 의한 탄화흔적과 외부열에 의한 탄화흔적, T상은 외부열에 의한 탄화흔적, 용융흔적은 R상과 S상의 케이블접속부와 플랜지에서 각각 발생하였다. S상의 절연부싱을 이용하여 탄화패턴 중 아크에 의한 것과 일반 열에 의한 것을 분류하여 연면방전이 발생한 것을 입증하였다. 사고추정 시나리오는 현장조사과정에서 나타난 현상과 목격자 진술, 사고원인 분석자료 등을 토대로 하여 작성되었다. 따라서 사고추정을 통해 분석된 자료는 아크생성단계, 열폭주 단계, 폭발단계, 화재단계로 구성하였다. 사고원인 가능성은 사고의 원인, 형태, 영향을 통해 나타난 연결고리를 검토하여 가능성이 낮은 부분을 배제하는 방식으로 진행되었다. 절연부싱의 사고원인은 표면의 오염물질 부착 가능성이 가장 높았다. 이를 근거로 하여 제조, 시공, 관리적 측면에서의 방지대책을 고려하는 것이 바람직할 것으로 판단된다.

Development of Fault Detection Method for a Transformer Using Neural Network (신경회로망을 이용한 변압기 사고 검출 기법 개발)

  • This presents a fault detecting method for a power transformer based upon a neural network. To maintain a normal relay operating conditions, external winding faults of a power transformer and magnetic inrush have been tested under consideration of the EMTP/ATP software and internal faults of power transformer have been tested by the EMTP/BCTRAN software. The neural network has been evaluated by the proposed fault. Input variables of the neural network for the proposed model can be obtained from fundamental currents, restraining and operating currents. This algorithm uses back-propagation and the ratio of a restraining current and an operating current as relay input parameters. The ratio may enhance the fault detection since the restraining currents increase rapidly at external faults. The proposed detecting method has been applied to the practical relay systems for transformer protection. As a result, the proposed detecting method based on the neural network has been shown to have better characteristics.

Conceptual Definition and Types of Reflective Thinking on Science Teaching: Focus on the Pre-service Science Teachers (과학 수업에 대한 반성적 사고의 개념적 정의와 유형: 예비 과학교사를 중심으로)

  • Reflection in teacher education is one reform effort that has taken hold in many teacher preparation programs. However, how to define it and how to foster it in a teacher's education are problematic issues. In this study, on the basis of literature review, science teachers' reflective thinking is defined as a process of thinking that deliberates on alternatives to solve conflict between one's previous knowledge/belief/practice and internal/external factors in science teaching context. Based on this definition, three types of science teachers' reflective thinking (i.e. technical reflection, professional reflection and critical reflection) were proposed. In addition, a framework of classifying the reflective thinking's types was also developed. To investigate science teachers' reflective thinking, two pre-service science teachers who majored in physics education participated in this study. The participants presented the monthly report on reflective practice, pre/post questionnaire, and education practicum journals. Individual interviews with them were conducted before and after their teaching activities. From the analysis of the data, it was possible to categorize the reflective thinking of the participants into three types. The major type of their reflective thinking was the technical reflection. However, it was difficult to find examples of the critical reflection.

인터넷 뱅킹 서비스에서의 사고사례와 관련 법률 분류 및 분석

  • 인터넷 뱅킹 서비스 규모가 증가하면서 외부에서의 위협으로부터 안전성을 확보하기 위하여 보안기술을 도입하였다. 하지만, 악의적인 공격자에 의한 사고사례가 지속적으로 발생하고 있으며, 그 원인을 분석하기 위한 자료가 필요한 실정이다. 추가적으로 보안기술과 더불어 사고를 방지하기 위하여 국내/외에서 관련 법률을 제정하였으며, 이 또한 사고를 방지하기 위한 자료로 활용이 가능하다. 따라서 본 논문에서는 인터넷 뱅킹 서비스에서 발생하는 사고사례의 원인을 분석하기 위하여 현재까지 발생한 사고사례에 대한 조사 결과를 서술하며, 사고를 방지하기 위한 지표의 일환으로 국내/외에서 제정된 관련 법률에 대한 조사 결과를 서술한다.
