  • We use a set of Korea panel data to estimate effects of legal working hours reduction on actual hours worked and employment effects, through panel econometrics methods. Taking account of sequential decrease in legal hours worked since 2004, we estimate the relationship between legal and actual working hours by size of industries. It is found that one hour reduction of legal hours per week caused 0.44 to 1.05 actual hours worked on average per week, depending on different industrial sizes. Also, estimated employment effects were not unanimously determined, rather they turn out to be clearly size-dependent, which provide different results from exiting literature. Our analysis proposed in this work can be restrictive as, for instance, there is significant lack of data for foreign workers, particularly in the small-sized industries. Subsequent empirical analysis is expected.

  • Electronic products such as appliances, computers, and cellular phones have printed circuit boards (PCBs) in common and the PCBs in the waste electronic products contain valuable metals and organic resins. In Korea, recovery and recycling of the organic resins as well as the valuable metallics from the wastes are required indeed as the most of resources are being imported from abroad. In this article, the patents and papers for the recycling of organic residues from the waste PCBs were collected and analyzed. The open patents of USA (US), European Union (EP), Japan (JP), and Korea (KR) and SCI journals from 1979 to 2012 were investigated. The patents and journals were collected using key-words and filtered by the definition of the technology. The patents and journals were analyzed by the years, countries, companies, and technologies and the technical trends were discussed in this paper. It is showed sluggish relatively activity of published papers and patent applications for polymer manufacturing technology in local and abroad.

  • The EU, the United Kingdom and South Korea are actively pursuing open banking to open financial information to fintech companies for financial structure reform and convenience of financial consumers. As open banking is gradually activated, the importance of stability and protecting users of open banking will increase. In particular, Korea has an electronic financial transaction law that has been in effect since 2007 to secure the stability and reliability of electronic financial transactions, but it is difficult to apply to participating organizations in open banking, so there is a risk of preventing security accidents and weakening user protection in open banking. Therefore, this paper examines the foreign legal system of open banking and analyzes the structure and characteristics of domestic open banking and suggests the ways to improve regulations necessary to strengthen open banking stability and user protection.

  • This study attempts to empirically investigate the excess returns of growth stocks in the Korean stock market comparing with those of value stocks. Recently, a few of IT and bio-pharmaceutical stocks with high growth potentials have accomplished dramatically high returns in the Korean stock market. Whereas, important prior studies in this line have observed negative excess returns from investment of growth stocks on average. And a few studies have reported that the distribution of excess returns from growth stocks is not normal but positively skewed. Empirical results of the present study are consistent with those of prior studies. Interestingly, the present study observed serial inverse correlation between excess returns of growth stocks and value stocks. Also, regardless of growth or value stocks, the stocks with higher PEG(=PER/ROE) showed higher excess returns.

  • Neoliberalizing nature spreads widely across diverse fields and areas. Commodifying water is the most frequent case conflicting with the stance, water as commons. This paper reviews the commodity versus commons debate in other countries leading to the importance of wider perspective considering regional contexts, and then examines the case of Jeju with that regard entirely depending freshwater on underground acquifer. In Jeju, the sale of bottled water by private corporation has been in confrontation with the declaration of water as commons by Jeju government. But, the commodity versus commons conflict over water hinders more important concerns such as the abundant use by tourism related hotels and golf courses, the free largest agricultural use, and the production and sale of bottled water by Jeju government itself. The real focus of concern should be given to the constraints on increasing water rate for tourism businesses, charging fees on agriculture, and the local development imperatives. The dual stance of Jeju government in promoting water as commodity as well as promulgating water as commons seems to be a case adding diversity to the geography of neoliberalizing nature.

  • The purpose of this study is to analyze the changes in trade and industry of Korea and suggest implications from the perspective of global value chains following the spread of COVID-19. To this end, products for prevention of epidemics which is directly related to COVID-19 and IT industries with high GVC participation were analyzed. Due to the spread of COVID-19, the variation in import and export of products for prevention of epidemics was large. In the case of masks, import and export of final goods changed drastically, but the change in intermediate goods was not significant relatively. Korea's IT industry has been differentiated according to major trading partners amid overall changes in GVCs which is summarized as higher forward participation and lower backward participation. While no particular change resulted from COVID-19 has yet been made directly, the need for diversification strategies should be taken into account at a time when the production links with China and Vietnam are close and the dependence on trade with these countries is high. The COVID-19 is still in progress, requiring corporate strategies and policy efforts to respond to changes in GVCs in the post-COVID-19 era.

  • Thanks to popularization of smart phone, mobile payment market is growing rapidly. As the obligatory use of digital certificate is abolished, easy-to-use payment that can settle with only password is being launched one after another. But its spreading speed is not fast highly. Because of concern about personal information leakage and security, unchangeability of payment habit, insufficiency of consumer protection, inadequacy of payment infrastructure and all sorts of regulations, easy-to-use payment is not activated. Recently global IT companys are entering mobile payment market competitively. It is because the sense of crisis that their survival can be dangerous from now on if they get left behind Fintech innovation and the mentality that they try to take the leadership of mobile payment market process. In this situation, the thorough preparation and a lot of effort are required to promote our autonomous easy-to-use payment growth without dependance on foreign country's. In this paper, the problems of local mobile easy-to-use payment are addressed in depth and the activation measures such as flexible and discriminative security, construction of customer protection system, law system maintenance, service differentiation are proposed.

  • The aim of this study is to examine agglomeration patterns of advertising industries and spatial networks of advertisement production in Korea. The focus of analysis is the agglomeration pattern of advertising industries within Seoul because these are agglomerated in Seoul like other business services. Analysis methods are local Moran's I index and location quotient with the regional percentages of each sector's number of employees. Clusters in Gangnam Area are related to start-up advertising firms and global agencies entering domestic advertising markets. Network analysis is used to investigate the spatial networks of TV advertisement production between advertising agencies(AA) and film productions(FP). After transformation of AA-FP network matrix to regional matrix centrality index and brokerage scores are calculated. This analysis shows individual region's different role and position in the AA-FP network. Many agencies in or out of Gangnam Area outsource most advertisement makings to film productions in Gangnam Area. Advertising industry dusters in Gangnam Area is important as of the destination of advertisement production networks and the circulation of those networks.

  • This study deals with a certified e-document authority system to securely archive e-documents by a government authorized third party. For this study, I have looked at three cases of certified e-document authority systems and compared then with the similar cases in the USA and Japan. In my conclusion, I suggest four ideas to improve the service of certified e-document authority system. First, the company providing the certified e-document authority system needs to expand to special services. Second, they need to concentrate on subject area of their business. Third, they should provide a consulting service for business archives with business customers. Finally, they can support additional services like document risk management and other digital contents archiving.
