The Effect of the Performance of Firefighting Construction Supervision Personnel on the Completion Inspection of Firefighting Facility Construction in Apartments (소방공사감리원의 업무수행능력이 아파트 소방시설공사의 완공검사에 미치는 영향)

  • In this study, results of completion inspection are investigated according to the performance of the firefighting construction supervision personnel and according to the necessity of clean air supply in a performance test of the firefighting construction supervision personnel. The results of the completion inspection are measured and the causes of defects in the fire protection facilities after issuance of a completion inspection certificate are analyzed. The findings of this investigation can be used to minimize the risk of apartment fires and improve the performance of firefighting construction supervision personnel. The results of this study are summarized as follows. First, the results of the completion inspection conducted by the firefighting construction supervision personnel varies according to particular occupation. The performance of fire facility supervisors from design companies and fire construction companies were significantly higher than the fire officers. Therefore, it is necessary to employ supervisors who have experience in supervising the construction of apartments, in order to improve the performance of fire construction supervision officers. Second, the analysis of the completion inspection results according to the necessity of a clean air supply for performance tests of firefighting construction supervision personnel showed that the necessity of a clean air supply was significantly higher for fire facility supervisors from design companies and fire construction companies than for the fire officers. In order to improve, the completion inspection should be carried out up until the completion date of the building. In addition, a system needs to be established to ensure that clients are not able to demand that a completion inspection certificate be issued on the construction completion date. Finally, it is found that defects of completion inspection after issuance of a completion inspection certificate affects the result of the completion inspection. The results of the completion inspections conducted by the fire facility supervisors from design companies and fire construction companies were affected significantly less by defects than that of the general contractors. Research shows that faults have occured in firefighting facilities after the issuance of a completion inspection certificate due to the client and the construction company demanding the issuance of the completion inspection certificate.

Because we decide on a course about completed inspection of hazardous substance, it is needed that adjust the task performed by a corporation of the exert skill and the duty performed by the task that a authorized corporation on the civil law or the commercial law To adjust the duty, the Fire Service Act, that is suitable to the purpose and principle, should constitute a measure of the duty. With the object of insure the safety of the hazardous substance, when the fire survice act establish a corporation of the expert skill. There is the will of lawmakers that need organization to have the power of the professional technology. The state excise the will that insure the safety of hazardous materials facilities on the basis of the professional technology and facilities, and construct to establish a corporation of the expert skill. Therefore as concentrate on the technology to need to insure the safety of the facilities of hazardous substance to be suitable on the purpose of laws and take responsibility and reports to a corporation of the expert skill.   • 최초 패시브하우스의 아이디어는 1988년 Prof. bo Adamson (Lund 대학, 스웨덴)와 현재 독일의 패시브하우스 연구소 소장인 Dr. Wolfgang Feist에 의해서 계획되어 졌으며, 이후 독일 헤센(Hessen)주 경제부의 지원하에 1991년 Prof. Bott / Ridder / Westermeyer의 설계로 독일의 Darmstadt 북쪽의 Kranichstein에 최초로 완공되었다. 그 이후 Wuestenrot-Stiftung와 헤센주 환경처의 지원아래 여러분야의 검사와 측정이 이루어 짐으로써 실현되어 졌으며, 그 후 독일에 약 13,000여채의 패시브하우스가 보급되었고, 여러 용도(주택, 학교, 사무실, 기숙사 등)에 적용되며 발전하고 있다.

  • Concrete is a widely used material due to its excellent compressive strength and durability. However, depending on the surrounding environment and the characteristics of the materials used in the construction, various defects may occur, such as cracks on the surface and subsidence of the structure. The detects on the surface of the concrete structure occur after completion or over time. Neglecting these cracks may lead to severe structural damage, necessitating regular safety inspections. Traditional visual inspections of concrete walls are labor-intensive and expensive. This research presents a deep learning-based semantic segmentation model designed to detect cracks in concrete walls. The model addresses surface defects that arise from aging, and an image augmentation technique is employed to enhance feature extraction and generalization performance. A dataset for semantic segmentation was created by combining publicly available and self-generated datasets, and notable semantic segmentation models were evaluated and tested. The model, specifically trained for concrete wall fracture detection, achieved an extraction performance of 81.4%. Moreover, a 3% performance improvement was observed when applying the developed augmentation technique.

  • 정부는 건설산업기본법 일부 개정안을 지난 8월 11일 공포했다. 개정된 건산법은 앞으로 수급인이 일방적으로 하도급계약을 해제 해지하면 계약이행보증금 지급을 요청할 수 없고 하도급공사에 추가 변경사유가 발생한 경우 그 내용과 금액, 기간 등을 명시한 서면을 교부하도록 의무화했다. 한편 하자담보책임기간은 원칙적으로 법정기간으로 하되, 공사특성 등을 고려해 도급계약에서 따로 정할 수 있도록 하는 한편, 그동안 논란이 됐던 '완공일'의 개념도 '목적물의 관리 사용을 개시한 날과 준공검사를 완료한 날 중에서 먼저 도래한 날'로 명확히 규정했다. 이밖에 건설 관련 법령의 이해도 및 윤리의식 제고를 위해 신규 건설업자에 대한 교육제도를 신설하였으며, 건설 관련 공제조합 운영위원 수 상한을 확대하여 보다 많은 대표성 있는 조합원이 운영위원회에 참여할 수 있도록 했다. 개정된 건설산업기본법은 2016년 2월 12일부터 시행된다.

  • Major design targets such as test cell type, cell flow, cell bypass ratio, approach velocity, cell depression, front cell distortion, noise level and vibration level to construct a new 150,000 lbf thrust aircraft engine test facility were established. Based on the final aerodynamic and acoustic performance tests conducted at the newly constructed test facility, it was found that the new test facility is judged to be excellent and meets design targets.

  • A large concrete dam, of which construction work had not been continued for more than 20 years because of social problem, was investigated with emphasis on its seismic performance. Mechanical properties of the concrete dam material were estimated by performing uniaxial compression tests for obtained the samples from dam body. Borehole image Processing System (BIPS) was used to investigate the susceptible faults developed in the interface between old an new concretes. Using the results of several laboratory and field tests earthquake response analysis for the dam were done, The results of such investigation show that its physical and mechanical conditions are in a good condition, and the results earthquake response analysis imply that the dam, even it consists of two different concretes, show good seismic performance.

양성자가속기연구센터의 강입자 이용시설 현황

  • 2002년 21세기 프론티어 연구개발사업으로 착수한 양성자기반공학기술개발사업이 2012년말 완료되었다. 이 사업을 통하여 이온원, RFQ, DTL, 초전도 가속관, 빔라인, 고주파 시스템, 제어 시스템 등 양성자 및 이온 가속기의 핵심 요소기술을 개발하고 100 MeV 선형 양성자가속기 및 이온가속기를 제작하여 경주에건설한 양성자속기연구센터에 설치하고 사업을 마무리하였다. 2013년 상반기에 냉각시스템 등 부대시설의 시운전, 양성자가속기와 20 MeV 및 100 MeV 빔라인 각 1기를 포함한 모든 시설의 시운전을 마무리하고, 한국원자력안전기술원의 방사선안전시설검사를 거쳐 7월부터 운영을 착수하였다. 양성자가속기는 2013년말 까지 총 2,290 시간을 가동하여 937건의 이용자 빔 서비스를 제공하였다. 기체, 금속, 대전류 이온을 공급할 수 있는 이온가속기 3대는 기업체의 공정 및 제품개발을 위한 이용을 중심으로 622건의 이용자 빔 서비스를 제공하였다. 2014년도는 양성자가속기는 연간 2,500 시간 가동, 빔 서비스 1,100건을 목표로 하고 있으며, 현재 20 MeV 및 100 MeV 각 1기인 뿐인 빔라인 증설을 준비하고자 한다. 이온가속기는 상반기에만 이용자 빔 서비스를 제공하고 2014년 11월 완공될 빔이용연구동으로 이전 설치하여 보다 양질의 이온빔을 공급할 수 있도록 장치를 보완 할예정이다. 더불어 2015년에는 3 MeV 헬륨빔과 1 MeV 기체 이온빔을 제공할 수 있는 장치도 추가로 설치할 예정이다. 빔이용연구동 및 이온가속기 업그레드가 완료되면 보다 다양한 양질의 이온빔을공급하여, 특히 중소기업의 제품 개발에 도움을 줄 수 있도록노력할 예정이다. 양성자가속기연구센터는 장기 비전인 펄스형 중성자원의 구축을 실현하고자 노력을 지속할 것이다. 미국의 SNS 및 일본의 J-PARC 파쇄 중성자원은우수한 연구 성과를 생산하기 시작하였고 우리나라도 이에 대한 수요가 생겨나도 있다. 충분한 수요가 형성되면 이미 확보한 부지와 초전도 가속기 기술을 활용하여 단시간 내에 펄스형 중성자원 구축이 가능할 것이다. 펄스형 중성자원이 구축되면 양성자가속기연구센터는 당초 목표한 양성자, 중성자 및 다양한 종의 이온을 한 사이트에서 제공하여, 입자빔을 이용한 다양한 연구개발에서 상당한 시너지 효과를 낼 수 있을 것으로 기대한다.
