A Study on Comparative Analysis of Socio-economic Impact Assessment Methods on Climate Change and Necessity of Application for Water Management (기후변화의 사회경제적 영향평가 방법론 비교분석과 물관리 부문 적용 필요성에 관한연구)

  • Although it is uncertain that the cause of changed pattern of the natural disaster related to water (i.e. flood and drought) is due to excessive carbon dioxide yielded from economic activity or the increased number of sunspots, it is apparent that there have been unusual climate change that directly affects the water resource management. Due to such a frequent unusual weather activities, there have been increased natural disaster and the most direct and major reason is considered as climate change. As we see, the climate change necessarily causes social costs. Especially, the effects on the water resource due to flood and drought take the considerable part of such costs. Therefore, this study is basic work to develop a new economic analysis technique to be used in pursuing appropriate adaptation project in field of the amount of cost damage through analysis of the effects of the climate change on the water resource. The models appeared in many reports for cost assessment of climate change were various (e.g., PAGE, DICE, AIM, IMAGE, MERGE, and etc.) and this report summarizes general characteristics of each model. To assess the effects of climate change of the water management, we defined the field of the water management on climate change. The results help post-study in field of the climate change's social-economic effect assessment, can be employed for the prioritizing process of the national fund's investment.

Developing Bibliometric Indicators for Analysis & Evaluation of National R&D Programs (국가연구개발사업의 과학적 성과분석을 위한 새로운 계량지표 개발에 관한 연구)

  • Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.

Accuracy and Economic Evaluation for Utilization of National/Public Land Actual Condition Survey Using UAV Images (국공유지 실태조사 활용을 위한 UAV 영상의 정확도 및 경제성 평가)

  • In this study was to survey method of national/public land actual condition survey to utilization of UAV, in order to evaluate the economic and accuracy. we carried out the comparative evaluation of the cadastral status surveying in terms of accuracy of parcel checkpoint, economical costs. The results are summarized as follows. First, average position error of the orthoimage was 0.033m in X error, 0.023m in Y error when the RMSE average calculated 0.046m from the intersection of plane distance connections. Secondly, it was appeared the accuracy of the orthophotograph is 0.076m at the maximum RMSE of the UAV orthoimage check point and 0.042m at the minimum RMSE compared with the VRS-GNSS survey results. Thirdly, when the allowable error specified in the implementing regulation of the current cadastral survey is applied, all of the checkpoint of 0.360m tolerance corresponding to the scale of 1/1,200 is satisfied. Finally, UAV utilization method in national/public land actual condition survey is 26,497,436(KRW) cheaper than cadastral survey method for In the economic evaluation of national/public land actual condition survey. Therefore, as a result of this study shows that the method of utilizing UAV in the national/public land actual condition survey satisfies legal standards in terms of accuracy and economical aspect is a way to further reduce the local government budget.

A Study on the Current Status and Diagnosis of Risk Management: Focusing on University Archives (기록관의 위험관리 현황 진단 연구: 대학기록관을 중심으로)

  • The purpose of this study is to improve the level of records management by enhancing the risk management in university archives. Through surveys and post-interviews, the current status of risk management in university archives was investigated, the results of the investigation were analyzed to identify problems and limitations in risk management in university archives, and the following suggestions for improvements were made. First, the legal effects of risk management should be strengthened in the Public Records Management Act, and matters related to risk management should be stipulated. Second, the National Archives of Korea should actively intervene to identify problems in risk management in university archives and provide appropriate support for problem-solving. Third, the identity of university archives as independent organizations should be secured for the implementation of professional and active records management tasks. Fourth, standards and manuals reflecting risk management practices for university archives should be prepared. Fifth, a sufficient budget must be secured to meet all necessary requirements for risk management. Lastly, cooperation in the performance of records management and risk management tasks should be achieved by raising awareness of university archives and their records management tasks among the heads of the institutions and members of the organizations.

  • According to the Facility Management System (FMS) operated by the Korea Authority of Land & Infrastructure Safety, it is expected that the number of aging facilities that have been in use for more than 30 years will increase rapidly to 13.9% in 2019 and 34.5% in 2929, and end up with a social problem. In addition, with the revision of "Common Application of Seismic Design Criteria" by the Ministry of Public Administration and Security in 2017, it is mandatory to re-evaluate all existing road facilities and if necessary seismic reinforcement should be done to minimize the magnitude of earthquake damage and perform normal road functions. The seismic performance management-decision support technology currently used in seismic performance management practice in Korea only determines the earthquake-resistance reinforcement priority based on the qualitative index value for the seismic performance of individual facilities. However with this practice, normal traffic functions cannot be guaranteed. A new seismic performance management decision support technology that can provide various judgment data required for decision making is needed to overcome these shortcomings and better perform seismic performance management from a road network perspective.

  • In an era where construction projects are becoming increasingly large and complex, the Korean construction industry faces the challenge of implementing systematic and cohesive schedule management practices. This study initially delineates the concept of schedule management capabilities, systematically categorizing them into five distinct domains: law and regulations, requirements of project owners, capabilities of professionals and organizations, task capability, and the adoption of smart construction technologies for schedule management. Through a survey targeting industry professionals, this research assesses the perceived importance and the actual proficiency level in schedule management across these categories, employing an Importance Performance Analysis(IPA) to scrutinize these capabilities. The findings underscore the acknowledged significance of diverse aspects of schedule management, yet reveal discrepancies between the current proficiency levels and their perceived importance, pinpointing areas necessitating enhancement. Critical improvement needs identified encompass the planning of budgets for schedule management, development of regulations for assessing construction periods, deployment of specialized on-site staff for schedule management, and investment in advanced schedule management software solutions. Consequently, this study offers a nuanced analysis and strategic insights for enhancing schedule management practices, aiming to facilitate their effective implementation in the field.

Present Conditions of Mental Health Care in Rural Areas: Community Mental Health Program of Public Health Center (농촌지역 정신보건관리실태: 보건소 지역사회정신보건사업)

  • Objectives: This paper introduces need and supply level of rural mental health care service and especially focuses on the evaluation for the community mental health programs of Public Health Centers(PHCs) in rural areas as the facilities for primary mental health care. Methods: We defined the need as prevalance rate and service utilization rate, for which reviewed the results of the epidemiological study of mental disorders using Korean Composite International Diagnostic Interview surveyed on a nationwide scale in 2001. Supply was appraised in terms of psychiatric beds and primary mental heath care facilities such as private psychiatric clinics, facilities for social rehabilitation, PHCs running community mental health programs. For this, we reveiwed a variety of annual reports related mental health published by Ministry of Health and Welfare. To evaluate the community mental health programs of PHCs in rural areas, we selected. randomly samples out of the 3rd community health plans including the contents of community mental health programs, which submitted by 89 rural counties and 44 cities mixed with rural areas, and used the program's guideline established by central government as a standard. Results: Prevalence rates of major psychiatric diseases such as schizophrenia, alcoholism, major depression, anxiety disorder were higher in rural area than in urban area and 8.9% of psychiatric patients in both areas stayed at homes contacted with mental health manpower more than one time during the last year. Psychiatric beds were sufficiently supplied, but urban area had less beds than rural area contrary to general health care service. Psychiatric clinics were supplied very insufficiently in rural areas and PHCs bridged the gap instead. However rural PHCs got less financial support for community mental health programs from higher positioned agencies than urban PHCs. Rural community health programs not supported hardly worked out. Conclusions: Central government should consider a special policy for rural primary mental health care, because private psychiatric clinics can't be introduced in rural areas due to demand-deficiency and the financial independence of rural counties was very vulnerable.

  • 뉴저지주 보건교육/건강 증진정책을 논하기전에 건강증진과 보건 교육사의 뜻을 먼저 기술하기로 한다. 건강증진이란 일상 사회생활과 행동과학의 응용에서 시작하며 교육의 효율적 작전 및 기술, 질병 역학 조사, 개인 및 가족단위 건강 위해 행위 절감, 사회연관 구축망 조성, 그리고 적게는 이웃, 더 나아가 조직체계 및 지역 사회의 네트웍 실시등을 실시한다. 보건교육 및 건강증진 전문가란 ' 전국 보건교육 인증 위원회(NCHEC) ' 에서 채택된 다음 7개 활동 영역에서 개인적, 그룹, 각주단위, 그리고 범 국가적 조직에서 종사하는자로 한다. 개인 및 지역사회 보건 교육 필요성 분석- 계회, 실행, 효율성 평가, 사업 진행 조정, 자문, 컴뮤니케이션 등의 활동범위를 들 수 있다. 공인 보건 교육사(CHES)란 대학 및 대학원에서 보건 교육학 소정의 필수 과목을 이수하고 학.석사 소지자로서 ' 전국 보건 교육 인증 위원회 ' 에서 그 자격을 인정 받고 공인 자격 시험에 합격한자로 한다. 합격자는 자기 성명뒤에 CHES란 칭호를 부치며 매 5년마다 75단위이상 인정된 전문 직업 보수 교육을 받아야 한다. 보건 교육사 고용 분야는 연방, 주, 지방 정부의 보건 교육사(10-15%) 및 건강 증진 전문가로 종사하며; 이들은 지역 사회 조직화, 프로그람 기획, 공공사업 마켓팅, 메디아, 컴뮤니케이션 자질을 갓추어야 하며; 상해 예방, 학교 보건, 지역 사회 영양 실태 향상, 그 외 모든 건강 증진과 질병 예방에 일익을 담당 하여; 의사, 간호사, 약사, 영양사,환경 위생사드의 전문분야종사자들괴 한팀이 되어 지역 사회 보건 사업에 기여한다. 쥬저지 보건 교육사들은 주법령 8조 '||'&'||' 보건행정 표준 시행령 ' 에 따라 포괄적 보건교육/건강증진 프로그램을 개발하여 총체적으로 조절 관장한다. 특희 ' 미국 학술원 의료 연구원 ' 에서 제정한 ' 10대 필수 공중 보건 사업 ' 에 기준을 두고; 1) 개인 및 지역사회 필수 보건 여건 분석 평가, 2) 보건 교육 이론에 따른 사업 계획 설정, 3) 교육 전략과 보건문제 발굴에 따라 일반 대중 대상 보건 교육 실행 (프로그람 기획, 연수 교육, 미디어 캠페인, 공중보건 향상책 옹호), 4) 사업 진행 과정 정리, 그 결과에 대한 영향력과 결과 평가, 5) 프로그램진행, 인사 및 예산관리 참여, 6) 근무향상을 위한 보수교육 프로그램 개발, 7) 보건 의료 업무 종사자 상호 협조성 향상 훈련, 8) 지역 사회자원 밭굴, 9) 적절한 고객 의뢰 체제 시행, 10) 위기 관리 컴뮤니케이션 체제 개발실시, 11) 일반 대중에게 공중 보건 향상 고취, 12) 각종 협력 지원금 신청서 작성 제출, 13) 문화/인종적으로 적절한 시청각 교재 발굴, 15) 질적 및 양적 보건교육/건겅증진책 연구 실시, 16) 비 보험 가담자, 저 보험자, 빈곤자, 이민자 색출 선도, 17) 관활 구역내 상재하는 각 건강증진 프로그램 밝혀 내서 불필요한 중복 회피등이다. 그 외에도 보건 교육사들은 사회 복지 단체인 미국 암 협회, 미국 심장 협회,미국 폐장 협회 등 각종 사회 복지 비영리단체 와 자선 사업 단체들과 긴밀희 협조하거나 그 단체 임직원으로서 건강 증진 사업에 종사한다. 병원 및 의료기관에선 임직원 보수 교육, 환자의 질병 예방및 건강증진 교육, 그리고 의료 사업장내 건장 증진업무에 종사한다. 건강 유지 의료 기관(HMO)에선 예방주사, 정기검진 촉진등을 통한 입원일수 절감, 응급실 사용도 절감등으로 의료비 감축, 삶의질 향상상에 종사한다. 사업장 보건 교육사는 스트레스 관리, 금연 및 흡연 중단선도, 체중 절감, 종업원 건강증진 생활화참여 유치, 컴뮤니케이션 개발, 마켓팅, 질병 예방등에 그 전문 직업적 노하우를 사업체 건강 증진 프로그램 개발에 접목한다. 뉴저지 2010년대 건강 증진책은 5대 목표 설정하여 현재 시행하고 있다. 특이한점은 2001년 9.11사태 이후 연방정부와 주정부의 상당한 예산 지원을 그랜트 지원금 형식으로 받아 연방, 주정부, 지방 정부, 의료 기관등에서 일사 불란하게 생물/화학/방사성 테러에 대비하는데 보건 교육사들은 시민 인지도 향상과 위기관리 컴뮤니케이션 영역에서 활약한다. 총체적인 보건 교육/건강 증진책은 다음 천년간 뉴저지 건강증진 백서와 미연방 정부 건강증진 2010에 준하여 설립한 뉴저지 건강 증진 2010 에 의한다. 그 모델을 보면; 1) 생활 습관 향상으로 위해 행위 절제; 적절한 영양 섭취 와 과체중화 차단 불필요한 투약 절제와 그 관리 흡연 탐익 절감, 금연, 흡연관련 신체/정신적 피해 관리/치료 습관성 약물 중독 조기발견 예방 낙상 예방 폭력, 의도적/비의도적 상해 예방 2) 심장질환, 암, 뇌졸중, 당뇨, 폐염, 인프루엔자등 주사망원인 질병 조기 발견 예방 책 마련; 독감.폐렴 예방 주사 실시 3) 보건 교육 대상과 표적 설정 특히 보건사업 참여 동반자 발굴하여 그 동참과 책임분담 책려; 주. 지방 정부기관, 의료 종사자, 의료 보험 업자, 대학 등 교육 기관, 연구 기관, 교육자, 지방 보건소, 지역 사회 비 영리단체, 종교 단체 및 교역자 등의 참여 촉구., 지역 사회 비 영리단체, 종교 단체 및 교역자 등의 참여 촉구.

Evaluation of Importance and Performance by Dietitians about Events Marketing at School Foodservice Operations in Busan (부산지역 학교급식 영양사의 이벤트 마케팅에 대한 중요도와 수행도 평가)

  • This research was performed to acquire dietitians' attitudes toward events marketing at school foodservice operations in the Busan area. A total of 359 questionnaires were distributed to dietitians employed at school foodservice operations in Busan from July 1 to 31, 2006 (response rate: 93%). All dietitians assessed the importance and performance of event marketing at 3.39/5.00 and 2.78/5.00. The elementary and high school had significantly (p<0.01) higher average scores of performance of event marketing than those of the middle school. The contract managed foodservices had significantly (p<0.01) higher average scores of performance of event marketing than those of the independent managed foodservices. In the Importance-Performance Analysis (IPA), high importance and high performance (B area: doing great) were seasonal event, traditional festival day event, subdivisions of the seasonal event, environment event, school event, the day event and high importance whereas low performance (A area: focus here) was health event. Event marketing increased customer satisfaction and confidence. Therefore, these results suggest that there may be a need to implement special events at school foodservice in order to increase students' satisfaction.

A Case Study on the Building of Performance Evaluation System Using BSC: Focusing On Government Agency and Public Sector (BSC를 이용한 정부 및 공공기관의 성과관리 구축에 대한 사례 연구)

  • This study is to review the main concepts of BSC(Balance Scorecard) and compare the BSCs applied in the private and the public sectors. This comparison suggests a few important aspects that must be attended when BSC is put to use in the public organization. First, the BSC used in the public sector must put the top priority to customer perspective over financial one. The primary mission of a public organization must be the "better service" for the people. Secondly, each of BSC's four main perspectives should be modified and re prioritized according to the goals and objectives of the public organization. Finally, CSFs(Critical Success Factors) and KPIs(Key Performance Indicators) must be integrated into the framework of BSC which also incorporates already existing performance management systems. This case study shows how the redundant and unrelated performance management systems(evaluation management, government task evaluation, job performance appraisal, and customer satisfaction evaluation) are merged into the BSC performance management system in the public organization.
