한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

본 연구는 공공부분에서 수행한 정보통신분야 인력양성사업을 평가하기 위하여 산업연관분석방법론에 최근 내생적 성장이론의 이론적 배경을 결합하여 정보통신산업관련 인적자본을 9개 산업으로 분류한 뒤에 정보통신분야에서 인적자본의 후방승수와 전방승수라는 두 가지 관점에서 분석하였다. 본 연구의 결과는 첫째, 예산의 투입에 따라 인적자본형성이 매년 증가함에 따라, 정보통신분야 인력양성사업은 경제적 외부성이 존재하고 있음을 뒷받침하고 있다. 둘째, 정부의 IT인력양성사업 중에서 전략적인 부분으로 후방연관효과가 큰 분야는 연구(R&D)분야로 나타나 인력양성(HRD)은 연구분야(R&D)와 연계해야 효과가 높은 것을 반증해 주고 있다. 또한 다른 산업에 유발효과가 높은 분야는 정보통신 서비스 부분(IT응용기술 교육)으로 나타났다. 셋째, 인력양성사업으로 인한 부정적인 효과인 가격상승효과도 존재하는데, 사업규모도 적고 일회성 사업 등에 대한 정책적 고려가 필요하다. 마지막으로, 인력양성사업이 유발하는 경제적 파급효과를 자체 부분의 직접효과와 다른 부분에 미친 간접효과를 합하여 계산할 경우, 전체적으로 정보통신분야 인력양성사업의 경제성은 매우 좋은 것으로 나타났다.

The purpose of this study is to verify the gain and loss of cataloging outsourcing in Korea public libraries. To this end, the following specific research questions are investigated: (1) How much has cataloging outsourcing enhanced the efficiency of cataloging operations? (2) What is an influence of cataloging outsourcing on the quality of catalogs? and finally, (3) Is there any evidence to strengthen core library service by outsourcing cataloging? The data needed for this study were collected from a survey with 3 public libraries which have experienced outsourcing. To make a comparative study, a survey with 3 public libraries against outsourcing are also included.

In this days, information resources are very important in the organization. So, firms and public department eager to management and use the information resources. Our country is surveyed on Information Resource status from 1997 in the public sector. Information Resource survey contributed to check the status. But, the survey has some weakness. thus we have to redesign the Information Resource survey. In this paper, we analyzed the IRM researches, checked the IR survey's weakness, and studied the improvement methods.

The purpose of this study is to review and analyze the overlapping functions and activities of the nationwide scientific and technical information network system This study is helpful for users to gather information and for librarians and nations to reduce wastage of budgets through discarding the duplicated expenses of performing activities of the network systems. The research targets are KISTI and KERIS, which are functioning as the information network systems in the fields of science and technology. The research methods are literary reviews for theory background and analysis of their activities from internet homepages. As a result of the research, it is found and confirmed that there are some overlapping and duplicating functions and activities in the network systems.

The purpose of this research is to analyze the characteristics and problems of "Reading Cheongju" campaign which started as "One Book, One City" reading promotion campaign in 2006 and conducted three times in two years. The analysis of such steps as the selection and distribution of "one book", reading and discussion. events and programs, financial assistance, public relations, etc. documents both positive and negative aspects of its performance. "Reading Cheongju" campaign helped improve both the image of the Cheongju Information Library and the importance of reading and discussion in the community, while lacking in participation from diverse groups of community members, flexibility in spending public expenses, and cooperation among libraries and other related organizations.

Corruption in public offices can lead to corruption in overall society. Moreover, it can also result in steady growth of social expense caused by distrust in direct public relations of civil society administration. In order to devise a more comprehensive measure against corruption, it is essential to evaluate internal organization. This study suggests a scheme for improvement on fire officers' inter integrity, researched by in-depth interview. According to the study, there are numerous conventional corporate cultures remaining in the organization which fire officers are mutually trying to create reasonable and democratic corporate cultures. Furthermore, it was found out that structural issues of the organization, such as guaranteed anonymity of corruption prevention system, closed budget, et cetera, are the mostly dissatisfactory factors other than individual matters of the organizational members.

This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

비교구매는 e-Marketplace의 매출에 큰 영향력을 미치고 있으나 운영 수익은 대부분 광고에 의존한다. 하지만 인터넷 광고의 수익률은 열악한 상태이며, 종량제 기반 광고 방법의 확대로 소비자에게 덜 알려진 판매자의 제품 정보 노출 기회는 더욱 줄어들고 있다. 따라서 비교구매 사업자의 광고 수익을 높이면서 판매자 입장에서는 예산 및 제약 조건 범위 내에서 광고 노출의 효율성을 최적화하는 방법 및 시스템에 대한 연구가 필요하다. 본 연구에서는 비교도전을 이용한 비교광고 방법을 제안하고 그 실행 방법으로 판매자의 비교 도전 계획 모델을 사용하는 e-Marketplace기반 비교구매 사업자의 비교광고 시스템을 설계하고 구현하였다. 비교도전 계획 모델은 경쟁사(Competitor), 경쟁 제품(Product) 그리고 제품의 사양(Specification)에 대한 수준별 도전 정책을 적용하며, 양 사의 제품 사양 속성값들 간의 기능적 거리를 양적 수치화하여 판매자 제품이 경쟁사 제품에 가장 유사하지만 우세한(Similar but Superior) 쌍들에 대한 비교광고 포트폴리오를 구성함을 목적으로 한다. 비교도전 계획 시스템은 비교가치의 생성과 최적화의 단계로 이뤄진다 주요 5개 PC제조사의 데스크탑 제품자료를 사용하여 프로토타입을 구축하였으며, 타 비교광고 방법과 대비한 성능 평가를 수행하였다. 또한 e-Marketplace기반 비교구매 사업자의 비교도전에 의한 비교광고 표시 방법을 예시하였다.

The purpose of this study is to analyze academic research trends of the library management in Korea and to suggest its outcomes and limitations. For this purpose, the study analyzed a total of 2,567 papers from 2001 to 2010 at the five authorized journals of the National Research Foundation of Korea. As a result, library management papers were occupied by about 21.8%(560 papers) of the total paper. The sub categories showed a high performance in library management research were general management, policy and system, human resource management, measurement and evaluation. However, the organization and budget management, building and facility, marketing and PR were very weak in the research performance.
