CASE Study: Policy implications of HAZUS analysis

  • 대형태풍 카트리나가 준 주요 교훈 중의 하나는, 위험도 분석에 기반한 종합적인 재해경감 프로그램의 중요성이다. 미국에서는 이를 위해 다양한 위험도 분석(risk analysis) 프로그램 개발에 노력해 왔다. HAZUS(Hazarda-US) 프로그램은 대표적인 자연재해 예측 시스템으로서, 위험요인 파악(hazard identification), 지역사회의 취약성 분석(vulnerability of the society), 그리고 피해결과예측(loss estimation)의 세 가지 요소로 구성된다. 1992년 지진을 대상으로 개발된 이 프로그램은 현재, 지진 홍수 허리케인 윈드에 대해 피해예측을 할 수 있는 HAZUS-MH MR3가 사용 중에 있다. FEMA에서는 주정부에서 HAZUS를 활용, 피해 예측에 기반한 재해경감 정책을 추진할 수 있도록 다양한 재정적 기술적 지원을 하고 있다. 이에 따라, 2004년 머릴랜드 주에서는 미국 최초로 주 전역에 걸친 홍수피해 예측을 실히하고 이를 바탕으로 다양한 경감정책을 추진하였다. 머릴랜드 주정부에서 Salisbury 대학에 의뢰하여 수행한 홍수 피해 예측 과정은, 조사구역 및 위험요인(홍수) 결정, 사용 데이터 확정, 수문학적 분석, 수리학적 분석, 피해예측(건물 용도별 피해면적, 건물 용도별 피해액, 건물 재질별 피해면적, 건물 재질별 피해액, 지역의 경제학적 피해)의 과정으로 수행되었다. 홍수피해 예측 결과, 100년 빈도 홍수가 재현될 경우, 주 전체 면적 중 13%이상의 지역에서 약 80조 이상의 피해액이 예측됨에 따라, 종합적인 재해경감 대책의 필용성이 제기되었다. 이에 따라, 머릴랜드 주정부에서는 홍수피해예측 결과를 토대로, 주정부 재해경감 예산 재분배, 홍수터 보호, 건물규제 강화, 토지이용계획 재조정 등 보다 과학적이고 종합적인 재해경감 프로그램을 추진하였다. 머릴랜드 주정부의 이번 연구는 주정부로서는 최초로 HAZUS를 활용하여 주 전역에 걸친 피해예측을 실시한 것으로서, 피해예측 시스템이 어떻게 주정부의 과학적 피해경감 프로그램에 기여할 수 있는 지를 보여주는 사례이다.

  • South Korea has experienced various social problems during rapid economic development, and now attempts to address them through social economy and advanced technologies. This approach, however, requires comprehensive research on not only phenomenal issues but also their fundamental causes and regional/cultural contexts as Design Thinking Process does. This study aims to draw implications for applying Design Thinking Process into the entire process of solving social problems, from field research, idea refinement, and solution design. Limitations of Design Thinking-based social problem solving are also drawn through comparative analysis on various cases. In conclusion, the process of refining ideas and developing product/service can be utilized by social enterprises, ventures, NGOs, etc. as a guideline in addressing social problems.

  • This study found the following results through the comparative analysis of the history and development process of the Korean·U.S. women's soccer. First, the Korean women's soccer has a long history compared to U.S. soccer. However, the environmental factors such as the Korean war made the long years of gap. Second, to vitalize the women's soccer team in school, the legal and financial base are needed. School Sports Promotion Acts needs to be revised based on the Title IX in U.S. Third, in terms of professional soccer, many women's soccer players play abroad and are recognized. However, women's professional soccer players treatment is not enough compared to men's soccer. Therefore, corporate's financial support and the proper distribution of budget from the Korea football association are required.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

  • The Fixed book price policy, a portion of publication and printing promotion act applied from February 2003 in the South Korea, is a system of fixed book prices that administered by a government body. The publishing industries had been attempted to lower the discount rate and to extend the application scope. The amendment for the attempts was passed in April 2014, and implemented from November 2014. From the library point of view, this amendment caused a reduction of buying library materials. For this reason, the agenda about expansion of material budget in libraries has been recognized as the alternative. The purpose of this study is to analyze the stance and role of libraries as actors in the policy process. Based on this, this study also attempt to identify usefulness and improvement point of Policy Network Model. For this purpose, this study identifies actor's internal characteristics as an improvement point that previous studies did not identified.

Comparative Study on Setting-up the Civil Welfare Standard through Public-Private Partnership in Local Governments (민관협력방식의 지자체 시민복지기준 제정 비교연구)

  • The study proposes some principles that enable local governments to set-up their own civil welfare standard through the public-private partnership in the context of the participation of residents. First, the study analyzes the concept of the civil welfare standard in comparison with the national minimum. In sequence, the study tries to compare various conception, set-up process, fields and contents of the civil welfare standard in 10 local government. And the study suggests a series of some principles for setting-up the civil welfare standard, budget securing, developing core businesses, and reflecting regional characteristics. At last, the study would remind that the process of setting-up and realization of a civil welfare standard could be long-term project through the public-private partnership with civil society organizations, research institutions, local governments and local councils in region.

  • This study aims to prepare an objective project basis by reviewing the feasibility of reconstructing and remodeling Greensmart Future School project for S High School's main building, which was built more than 40 years ago, in Incheon Metropolitan City, and to apply and review an effective methodology for determining renovation and remodeling. To this end, the feasibility of reconstruction and remodeling was evaluated in the long term by synthesizing the results of quantitative evaluation through economic review and qualitative evaluation through educational functional review. As a result of the study, it was found that the reconstruction plan was advantageous throughout all alternatives in terms of economic costs, and the field survey indicated limitations in spatial functions to support students' various educational activities and applying new directions, especially the 2022 revised curriculum and high school credit system.

  • This study presents a method to efficiently advance the Republic of Korea's Unmanned Systems through the analysis of the development of the U.S. Unmanned System Policy. After the occurrence of the September 11 attacks, the U.S. developed Unmanned Systems as a part of RMA and became the leader in this area. The system went through numerous trials and errors during the development and acquisition. From these experiences, the U.S. had embodied Unmanned Systems acquisition methods by establishing Unmanned Systems Development Guidance and DoD Autonomy Community of Interest in 2012. In addition, as diverse unmanned programs started to proceed, it promoted Core Technology development sharing and simplification of functions of the Unmanned Systems to exclude budget-wasting elements such as duplication of programs. The Republic of Korea must politically build a collaborative system between industry/academia/research institute/military and apply evolutionary development strategies from the first step of the development of the Unmanned Systems the future Game Changer. In operations, concepts of the Manned/Unmanned Systems complex operation should be established and intelligent S/W, Open System, and Cyber Security technologies to materialize them developed.

Time Management Status of Small Contractors and Suggestions on Education for Time Management in Colleges (소규모 건설회사의 공정관리 현황과 대학의 공정관리 교육방안)

  • A construction manager tries to complete a construction project within its duration and budget using available resources. Schedule networks such as Bar-chart and CPM(critical path method) are used to finish the project within the duration. A survey shows that small contractors prefer Microsoft Excel to commercial time management softwares to manage construction time in their fields, because the Excel is useful to control cost with schedule and few time management experts works in the small contractors. A college produces talented graduates who are able to manage time of a construction project. But the quality and quantity of college eduction for time management is insufficient. Another survey shows that majors in Architectural engineering of local national universities have the curriculum for time management, and teach mainly the theory of network scheduling and how to make the network schedule. The several majors have classes for the theory and exercise of commercial time management softwares in several majors. It is necessary to educate time management experts able to use Bar-chart and commercial time management softwares for the small contractors.

  • In this study, in order to develop a manual for the AI convergence education competency strengthening project, project personnel were interviewed and an overall analysis of the business process was made. As a result of analysis, the manual includes methods to solve problems currently being raised in the field such as recruitment of graduate students, education program management, academic registration management, and budget management. In order to increase the continuity and efficiency of the project, it is necessary to build an administrative management site that provides information on the overall project, to strengthen publicity for general teachers about AI convergence education, and meet the educational needs and level of enrolled students.
