예선이 부선에 미치는 간섭영향 계측을 위한 회류수조 모형시험

  • 예부선 운항시 부선의 전방에 위치한 예선에 의한 유동 변화가 부선에 작용하는 동유체력 변화에 미치는 영향을 회류수조 모형시험을 통하여 분석하였다. 이를 위하여 예선에 의한 간섭영향계수를 예부선의 상태변수와 간격 거리 등의 함수로 모델링하고, 모형시험 조건을 도출하였다. 회류수조 모형시험을 수행하여 예부선 상태에 따른 간섭력 계측, 파형 변화 현상 해석, 예선 간섭 유체력 분석을 수행하였다.

An Analysis of Maritime Accidents with Towing Barges for Improving Navigational Safety - Based on Cases from Maritime Verdicts - (예부선 사고의 형태와 사고 저감을 위한 제언 - 해양안전심판원의 재결 사례를 중심으로 -)

  • Barges that are towed by tugs do not have navigation capabilities and are usually connected to tugs. These kinds of combined navigation schemes have generated almost ten percent of all maritime accidents in the last five years. The study aims to reduce maritime accidents with barges towed by tugs by analyzing navigation characteristics and the current status of such combined navigation schemes. The analysis consists of the lesson learned from each verdict. The result of the study emphasizes that human factors continue to be the primary cause of maritime accidents with barges and tugs. Additionally, the research proposes that effective advertising for improving maritime safety by reducing towing barge maritime accidents should be created through associations of tugs and barges. Furthermore, relevant re-training must be conducted by maritime training institutions. The results of the study are expected to apply to the improvement of maritime safety through the advertisements to seafarers.

  • This paper is provided to improve the discrimination of the towing line for tug-barge at the night sailing. As tugboat industry develops, marine accidents by tugboats are increasing. The main cause of accidents by tugboats is operators' negligence, and that portion is over 70 percent in total marine casualties by tugboats. The biggest cause of negligence is the passing through the towing line at night time. This paper suggests the ways to hinder operators' transit and improve discrimination of towing line(s) at night time.

  • 예선은 일반적인 선박에 비해 협소한 선교를 가지고 있으며, 부선의 상태/상황 및 감시를 하기 위해 후방을 주시해야 한다. 이러한 예선의 특성을 시뮬레이션 시스템에 반영하기 위해서는 여러 고려사항이 있다. 협소한 선교를 가진다는 점은 현재 한국해양 연구원 해양시스템안전연구소가 보유하고 있는 CDS(Collimated Dome Simulator)의 조종실을 사용함으로써 반영할 수 있다. 하지만, 이 시스템은 전방에 대한 가시화만을 지원하며, 후방 가시화를 위해서는 360도 디스플레이 방식을 사용하는 것이 최적이다. 본 논문에서는 현재 보유 중인 CDS에 예부선 시뮬레이션 가시화의 특성을 반영할 수 있는 후방 가시화에 대한 개발 방안에 대해 다루고자 한다. 추가적인 장비를 조종실(선교)의 뒤쪽에 설치함으로써 CDS가 가지는 단점을 해결할 수 있을 것으로 예상된다.

A Study on Traffic Supporting System Enhancing the Safe Passage under Sea Bridge for Towing Vessels (예부선의 해상교량 안전통항을 위한 안전운항지원시스템 구축에 관한 연구)

  • Towing vessels have carried out the important role and service in the maritime industry construction, such as port and sea bridge construction, fairway dredging and sea reclamation etc. Furthermore, tugboat takes the largest portion in number of vessel at the domestic registry and barges as big as the general merchant vessel, which are getting specialized and larger, are in operation. In spite of the increase of marine accidents under this situation, there has been no proper measure for the safe navigation of tugboat in the aspect of a nation. This paper aims to propose the measure for the safe navigation of tugboat according to the frequent marine accident of tugboat with sea bridge. Therefore, we show an example of the sailing schedule and operation checklist based on the analysis of statistics and precedent of marine accident and the investigation of the actual operation state of tugboat in the aspect of a contract of carriage and a personnel setup, which should be checked by the operator of tugboat, to pass through sea bridge safely and propose the safe traffic supporting system based on electronic chart system to improve the safe navigation of tugboat.

  • In Gwangyang port, huge reclaiming work and developing harbor facilities are underway to built industrial complexes. So it is estimated that towing barges will increase and make overtaking, head-on, crossing situations with a lot of cargo vessels in narrow passages. And it is possible to cause severe marine accidents inside of the harbor. This paper has a purpose to produce some policies making navigational safety of towing-barge on Gwangyang Hysco temporary passage. So it is considered how the change of marine traffic capacity and the risk factors in passage navigation influence to towing-barge navigation. And also the questionnaire survey of pilots and VTS operator was conducted to find out what they think about the navigational safety of towing-barge incoming and outgoing in No.1 Yulchon industrial complexes.

Skeg이 부선의 선회운동과 예인장력에 미치는 영향

  • 해상에서 예부선이 항행시 부선의 선회운동으로 인하여 예부선의 안전운항에 많은 어려움을 겪고 있다. 본 연구에서는 안전한 예항업무를 위하여 실무에서 많이 사용되고 있는 2가지 부선 모델을 대상으로 skeg의 설치 유무 및 skeg의 설치 위치에 의한 부선의 선회운동과 이에 따른 예인장력을 알아보기 위해 정수중에서의 수조실험을 실행하였다. 실험결과 예인삭의 선회각도는 skeg을 설치하지 않았을 때 가장 크게 나타났고, center skeg을 설치했을 때부터 작아지기 시작하여 side skeg을 설치했을 때 예인삭의 선회각도가 급격히 작아지는 것으로 파악되었으며, 이러한 특성은 선수형상에 따라 조금씩 다르게 나타나고 있음을 확인하였다. 또한 예인삭의 선회각도가 커질수록 예인장력이 커지는 것을 알 수 있었다. 따라서 부선에 skeg을 설치하여 운항하는 것이 부선의 선회 운동을 감소시켜 최종적으로 예인장력이 작아지게 하여 안전예항업무에 도움이 될 것으로 판단된다.

해상크레인 운송선단의 안전 조종법에 관한 고찰

  • 최근들어 항만건설 및 선박블록 운송의 증가로 대형 부선을 예인하는 예부선과 침몰 선박 인양 및 해상교량공사 등을 위한 해상크레인 운송선단의 통항이 매년 증가 추세에 있다. 우리나라에서 이들 선박의 주 항로는 남해와 서해 연안으로, 이 지역은 도서가 산재해 있고 협수로가 많은 지형적 특성과 연안으로 근접하여 항해 시 강한 조류의 영향을 받으며, 또한 어망과 조업중인 어선들과 많이 조우하게 된다. 특히, 돌발적인 해양 기상적 특징을 포함하고 있다. 이러한 영향에 따라서 이 해역을 통항하는 예부선 및 해상크레인 선단의 조종성능이 크게 저하되어 해양사고의 위험성이 고조되고 있다. 이에 따라서, 이 연구에서는 해상크레인의 연안해역 예항시 안전하게 항해할 수 있는 적절한 조종 방법을 고찰하여 안전운항에 기여하고자 한다.

  • It have been known that the probability of accidental happening in towing-barge is higher than that of other merchant vessels. Because the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision accident for towing-barge is $40\%$ high than other transport system in sea A number of researches have been carried out to improve the safety policy in the towing-barge sen transportation system by the gorvernment This study examined the safety status in domestic towing-barge sen transportation system The registration status, safety operational policy and post accidental data were also examined. A survey research of experts relating to towing-barge operation also was carried out to find the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.
