기후변화로 인해 다양한 재난이 복합적으로 발생하고 있으며, 특히 해안과 인접해 있는 지역은 풍랑, 지진해일 등으로 인해 다양한 위험에 노출되어 있는 실정이다. 이에 따라 각 지자체는 자연재해대책법에 의거하여 자연재해저감종합계획을 수립하고 저감대책을 마련하고 있으나, 수립 절차에 따른 비용과 시간이 많이 소요되고 있다. 따라서 위험지역의 지리적·사회적 조건을 고려한 맞춤형 재해예방기법 도출방안이 필요하다. 이에 본 연구에서는 과거 피해이력과 침수예상도 정보가 반영된 위험성평가 지도를 활용하여 위험지역 유형을 4단계(관심, 주의, 경계, 위험)로 구분하고, 단계별 구조물적 대책과 비구조물 대책의 적용방안을 제시하였으며, 구조물적 대책과 비구조물적 대책의 도출에는 지역맞춤형 요소와 특성요소를 활용하였다. 지역맞춤형 요소는 자연인자, 재해영향인자, 재해원인인자, 지형인자, 사회인자로 구분하였으며, 각 인자별로 세부인자를 선택하여 논리연산에 따라 재해예방기법을 도출하였다. 특성요소는 효율성, 시공성, 공공성으로 구분하였고, 각 구분별 세부요소를 평가하여 재해예방기법의 우선순위를 도출하였다. 본 연구를 통해 향후 해안가 복합재난이 예상되는 지역을 대상으로 지역맞춤형 재해예방기법을 도출할 수 있을 것이며, 자연재해저감종합계획 수립 시에도 활용할 수 있을 것으로 기대된다.

Purpose: This study provides prevention methods by type of construction disaster using text mining techniques. Method: Based on the database that analyzed the cases of critical disasters in the domestic construction sector, preventive measures and causes are analyzed by text mining techniques, and the contents of the analysis are visually shown. Result: This visual data represents the measures for preventing critical disasters of each process according to the importance. Conclusion: It is believed that the results will be helpful in identifying factors to be considered in preparing preventive measures for serious accidents in construction.

In this paper, we review the regulations relating to railway safety and station workers interviewed, eight urban rail accidents decreased operating agencies through the prevention research currently being conducted into the (Seoul Metropolitan Rapid Transit Corporation City, Seoul Metro, Incheon traffic mortality, etc.) the root cause for the lack of aggressive prevention measures performed on the difficulties related regulations, organizational culture and work environment, prevention of negative operating authority derived in three improvements were obtained through this direction. First proposed urban railway safety ever buy Conduct production, utilization and operating agencies college safety assistant suggests directions for safety training, organizational culture and work environment improvements in senior management. Finally, active accident prevention campaigns, and provide direction to increase the educational participation of guests. Improvement for such accidents would decrease is thought to play a role in the prevention of future operating agency established when the guidelines.

This study analyzed the direct costs of fall accidents, which have the highest accident rate, for domestic construction industry workers. Firstly, the average insurance payment per person due to fall accidents in the construction industry is around 19 million won (18,971,000 won). Given that the average number of workers suffering fall accidents over ten years is 5,863, the total cost of losses from fall accidents is about 1.1 trillion won (111,360,000,000 won). Secondly, a cost-based economic feasibility analysis was done to develop nonstructural preventive measures for fall accidents. Since there was no data expressing the costs and effects of preventive measures in terms of monetary value, the economic feasibility analysis was attempted with a focus on how much the newly introduced preventive measures can reduce the accident loss costs due to fall accidents. Thirdly, if the accident loss size is grasped and the preventive measures for the causes of fall accidents are developed and strictly implemented, the insurance fee that can reduce the accident loss costs can be determined. Further study is needed to estimate the benefit of the accident loss cost reduction seen from the cost-based approach method.

기후변화의 영향으로 인한 자연재해의 대규모화에 따라 가뭄재해가 농촌지역에 중대한 피해를 끼칠 수 있는 여지가 확대되고 있다. 그러나 4대강 살리기 사업으로 인하여 대하천의 정비가 강화되었지만 농촌지역 주변의 중소하천은 여전히 기후변화에 취약한 현실이다. 농촌지역의 가뭄재해에 대하여 국가 및 지방자치단체, 공공기관이 효과적으로 대처하기 위해서는 농촌의 특성을 충분히 고려한 대응책을 마련하는 것이 중요하며, 이에 본 연구에서는 "자연재해대책법 시행규칙" 및 "재난 및 안전관리 기본법 시행령", 그리고 "농어업재해대책법 시행규칙"에 있어서 가뭄관련 조항의 개정을 제안하였다. "자연재해대책법" 제2장(자연재해의 예방 및 대비)에서는 풍수해(제2절), 설해(제4절) 에 이어 가뭄에 대한 예방 및 대비를 규정(제5절 29조-33조)하고 있다. 제29조는 가뭄방재를 위하여 필요한 조사 및 연구를 수행하여야 함을 규정하고 있는데, 여기서 '필요한' 조사 및 연구는 시행령 혹은 시행규칙 등을 통해 명확히 할 필요가 있으며, 제30조는 가뭄재해 극복을 위해 제한 급수 및 제한 발전 등의 조치를 취할 수 있다고 규정하고 있으나, 조치를 취함으로써 발생하는 손해 배상 규정의 삽입이 필요하다. "재난 및 안전관리 기본법" 제8조(다른 법률과의 관계 등) 2호에서 제3조1호 가목의 규정에 해당하는 재난(가뭄 포함)의 예방 복구 등에 관해서는 '자연재해대책법'이 정한 바에 따르도록 규정하고 있기는 하지만, 자연재해로 인한 재난에 대해서는 소극적 규정으로 판단된다. 그리고, 제4장(재난의 예방)에 있어서 재난은 제3조1호의 가목(자연현상으로 발생하는 재해), 나목(사회적 재해), 다목(국가기반체계와 관련된 재해) 각각의 경우에 따른 예방대책의 수립이 필요하다. 각 조항의 개정은 농촌지역 가뭄재해에 대한 정책활용을 염두에 두고 개정안을 제시하지만, 법령 자체의 목적 및 타법과의 정합성 등 대한민국 법체제의 통일성 및 안정성을 최대한 반영하였다. 해당 조항의 개정으로 농촌 및 농업지역의 특성을 반영한 다양한 가뭄대응 정책의 활용을 도모하고 가뭄재해로부터 안전한 영농환경이 구축될 수 있을 것이 기대된다.
