Demand for leisure facilities such as mooring facilities for berthing leisure vessels and floating pensions based on floating bodies is increasing owing to the rapid growth of the population and related industries for marine leisure activities. Owing to its relatively light weight as a fluid, inclination is easily generated by waves and surcharges flowing to the coast, resulting in frequent safety accidents because of the low stability. As a solution to this problem, a motion reduction device for floating bodies is proposed in this study. The device (motion reduction device based on the air pressure dif erence) was attached to a floating body and the effect was analyzed by comparing the results with those of a floating body without motion reduction. The effect analysis was further analyzed using a computer analysis test, and the method for increasing the stability of the floating body was studied, and its the effect was verified. Based on the analysis of the test results, the stability of the floating body increased with a motion damping device is higher than that of the floating body without a motion reducing device as the wave momentum reduces, owing to the air pressure difference. Therefore it was concluded that the use of such a device for reducing motion a floating body is useful not only for non-powered ships but also for powered and semi-submersible ships, and further research should be conducted by applying it to various fields.
This study was aimed to classify the intertidal macrozoobenthic community status after 2 years of Sea Prince oil spill, and oil spill effects along oil spreading track from heavily impacted to unaffected reference site. Field sampling was initiated in late February and continued through November 1998 seasonally, after 2.5 years of oil spill. 7 rocky sampling sites were selected among coastal regions coated and/or affected by the Sea Prince spilled oil. Identified species was 158 species, 65 family, 24 order, 9 class, 5 phylum. Mollusca was the dominant faunal group comprising 100 species (63.3%), and followed by 38 species of Crustacea (24.1%), 12 species of Echinodermata (7.6%), 5 species of Porifera (3.2%), and 3 species of Cnidaria (1.9%). On Dugpo of Sori Island, the fewest species was collected from 28 species to 35 species seasonally among sampling stations. But far away Dugpo toward Gamak Bay, the number of species increased, collecting the maximum on Sohwoenggan Island. At the wreck site of Sori Island, especially the species number of attached animals such as poriferans and anthozoans was very low compared to another site. The density and biomass on the higher tidal zone increased toward the low affected sites, but biomass on middle tidal zone decreased. The invertebrate biomass of study area was dependent on the sessile animals. The major dominant species were small-sized barnacles, Chthmallus challengeri, periwinkles, Littorina brevicula, mussels, Septifer virgatus, and so on. The biomass of C. challengeri and L. brevicula on the higher tidal zone was highest in the wreck site of Sori Island and decreased further and further. However, mussels on the middle tidal zone showed the inverse trends because of the larger individual size of mussel inhabited in Sori Island than those of another sites. As a result of community analysis, the effect of oil spill was not found distinctly. Several ecological indices and cluster analysis did not show the meaningful variation with oil track despite of the conspicuous differences among tidal heights. These indicate that the macrozoobenthic community level of oil spreaded zone recovered in some degree after the Sea Prince oil spill accident, but population or individual levels of dominant sessile animals took more recovery times.

A marine air drone is a new device that can be used to respond to and prevent marine casualties. Determining the districts where marine air drones can be deployed helps the government decision makers identify efficient policy. The aim of this study is to develop a model using the fuzzy-analytic hierarchy process (F-AHP) and additive ratio assessment (ARAS) method to evaluate appropriate districts for deploying marine air drones. To verify the applicability of the proposed model, a case study was performed with respect to the Korea coast guard (KCG) districts. Since the deployed marine air drones are characterized by a high degree of overlap between the evaluation attributes. the F-AHP is used to determine the weights of identified criteria. The results of this study, show that missing people from the shore was the most important criterion for deployment of the drone. For ranking the local districts of the KCG, the ARAS is applied in the case study with the single goal of 50% reduction in marine casualties. Consequently, the highest priority district was identified as Mokpo, followed by Incheon, Seogwipo, Taean, Wando, Yeosu, Pohang, Tongyeong, Gunsan, Bolyeong, Jeju, Buan, Donghae, Sokcho, Ulsan, Uljin, Busan, Changwon, and Pyeongtaeg.

This study attempted to present the monthly distribution of the inshore gill netters for the prevention of propeller failure caused by the damage of fishing gear by the merchant vessels in the West Sea. This study was conducted using the transmitting device of fishing location (V-Pass) data for 1 year in 2014. The grid intervals are $30minute{\times}30minute$ ($latitude{\times}longitude$) based on the section of the sea. A total of 56 sections were analyzed by constructing a grid. The results revealed that the section no. 194 with the highest density index showed no fishing gear damage accident. But the section no. 193 with a relatively lower density index showed more frequent fishing gear damage accident. It is because the section no. 193 is included in the main route of the merchant vessels. Based on this analysis, it is found that the fishing gears are not damaged in proportion to density index but risk of damage exists according to the main routes of merchant vessels. Therefore, for the safe navigation of the merchant vessels, notifying the waters of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.67^{\circ}{\sim}126^{\circ}$ at longitude, as a navigational warning area from May through September, will prevent marine accident, such as propeller failure and fishing gear damage. Accordingly, when the merchant vessels navigate in the section no. 193 and 203, the area of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.5^{\circ}{\sim}125.67^{\circ}$ at longitude is recommended for the safe navigation.
Recently, considerable number of bridges crossing over navigable waterways are under construction for the connection of coastal islands with mainland and the optimization of logistic system However, the most planned bridges have been initiated without paying much attention to ships safety aspects but with great emphasis on the economic factors, it has often been confronted with difficult social issues arising from opposing views and conflicts between building bodies and affected port users. The main reason for the conflicts is the lack of standards or specifications on the bridge design The proper location and scale of sea bridges are suggested in this paper considering fairway design criteria of both domestic and foreign countries, status analysis on the designs of existing and planned bridges, investigation findings of bridge-related marine accidents, the views of pilots and navigators collected through questionnaire. Since there is no general domestic or international design rules on bridge's scale, the design standards proposed in this paper may be useful at initial design stage of bridge.

Cheonan, Republic of Korea Navy patrol ship sank had happened by an unknown incident in the vicinity of Baekryeongdo southwest 1.6km(1 mile) sea at 21:45 on March 26, 2010. In terms of coastal researcher's point of view, it is meaningful to provide the sea condition of basic data necessary for search and rescue, more detailed predictions and inference data through the numerical simulations. Thus, in this study, we investigated the weather, wave, tide, tidal current, bottom soil conditions, and suspended sediment are investigated at the coast of Baekryeong-Daechung islands. And based on these data, the characteristics of sea conditions were analyzed. The tidal period at the time of incident corresponds between neap tide to mean tide. Until April 3-4 after March 26, the date of incident, the strongest velocity was progressed towards the spring tide. Thus, it was considered to be difficult to search and rescue operations. Also, because the ebb tide was in progress during 21:00 to 22:00, mass transport seems to be prevailed to the southeast. In particular, as the sudden turbulence due to the irregular topography existed was anticipated, we had carried out particle tracking experiment. From this experiment, depending on the situation of flow, the initial movement of the particles were directed to the southeast but it turned out moving towards the offshore based on the long term prediction. Through this result, it is considered that the scope of the search operation should be expanded towards the open sea.

A variety of decarbonized energy sources are being developed globally to realize carbon neutrality (Net Zero) by 2050 as a measure to address the global climate crisis. As the Korean government has also established a Renewable Energy 3020 policy and promoted energy development plans using solar or wind power, large-scale offshore development projects not present before in coastal waters, such as offshore wind farms, are being promoted. From ships' point of view, offshore facilities present obstacles to safe navigation, and with the installation of marine facilities, ship collisions or contact accidents between ships and marine facilities may occur in the narrowed water areas. In addition, there are concerns about environmental pollution and human casualties caused by marine accidents. Accordingly, we review overseas and domestic offshore wind farm development plans, analyze whether institutional devices are in place to ensure the safe passage of ships in wind farm areas, and study the safe operation of large-scale offshore wind farms and safe passage of ships along the Korean coast by comparing overseas legislative cases with domestic laws and presenting a proposal to illuminate the legal blind sectors.
Objective: The purpose of this study is to measure the workload of Korea coastal ship crew members, to investigate whether they are following work-break time regulations and to identify the main causes of their workload. Background: According to the US Coast Guard, about 33% of human casualties are reported to be due to fatigue, and 30% of marine casualties reported by the British Marine Accident Investigation Agency (MAIB) are attributed to crew fatigue. But the coastal ship are not managed for business hours and breaks despite the harsh environment. Method: The workload of duty crew members on the 100 domestic coastal vessels was measured. It was also investigated whether they are following domestic and international work-break time regulations. Finally, the marine accidents resulted from the fatigue of the crew was analyzed. Results: As a result of workload analysis, the workload on the 42~62% of the vessels exceeded the standard of working time on the related regulation. The workload increased with the number of inbound and outbound ports. Especially, in the system where there are two seafarers, the workload exceeded the working time requirement. As a result of the marine accidents analysis on 100 vessels, it was found that collision and grounding occurred due to fatigue, workload and drowsiness in 7 marine accidents out of 30 marine accidents. Conclusion: It is necessary for the shipping companies to introduce an operation management manual for the management of the crews' workload and reasonable crew arrangement. It is also required for crew members to easily record work times and for shipping companies to manage the record. It would be possible to prevent many marine accidents by providing adequate rest to the crews and flexibly adjusting their working hours. Application: The results of this study can be used as fundamental data to manage crews' fatigue and to make job management manuals.
Polycyclic aromatic hydrocarbons (PAHs) were investigated in seawater and marine sediment from Anmyundo coastal area after oil spill. The concentrations of total PAHs in surface and bottom of seawater at August were 31.1 to 142.6 ng/L and 5.9 to 50.9 ng/L in August and November, respectively. The concentrations of PAHs in sediment were 21.0 to 102.9 ng/g D.W. and 32.3 to 57.4 ng/g D.W. in August and November, respectively. PAHs concentrations in seawater and sediment in August were higher than those in November about 2.5 and 1.4 times, respectively. Diagnostic ratio (PhA/AnT and FluA/Pyr) were investigated to identify source of PAHs in seawater and sediment. The PAHs in seawater originated from pyrolytic source and those in sediment originated from pyrolytic and petrogenic source. The glass, wood and coal origin was higher than petroleum origin on the combustion origin of PAHs in seawater and sediment. The seawater of Anmyundo costal area recovered from oil spill, but the sediments of that were weakly influenced by oil spill until now. Because this area is developed many fishing grounds, demanded Long Term Environmental Monitoring Program (LTEMP). The concentrations of PAHs on depth of sediments were investigated at station 8 and 10. The concentrations of PAHs were decreased with increasing depth.

Active radar reflector may be less familiar, since their uses have been limited to military applications, especially the enhancement of the effective radar cross-sections of missile test range in the drone aircraft and missiles. Perhaps the most widely-blown applications of radar transponders are Identification Friend or Foe(IFF) and its civilian counterpart, secondary surveilliance radar for Air Traffic Control(ATC), and most recently, as Search And Rescue Transponder(SART) in the Global Maritime Distress and Safety System(GMDSS). Since it happens frequently accidents on the sea, the problems of the contamination more seriously considered. The conventional navigation buoy and utilities are not sufficient to maintain the safety of the sea and thus new structured concept must be considered. Therefore, this paper propose and implement the active radar reflector with a enhanced structure. The results are shown that the performance of the system is significantly improved comparing with the conventional utilities.
