International Comparison of the Income Distribution (소득분배의 국제비교를 통한 복지정책의 방향)

  • When the definition of income and the equivalence scale was applied just as it was in the LIS (Luxembourg Income Study), the adjusted disposable income inequality calculated by Gini coefficients in Korea was 0.358 for the year 2000. Compare to the 1996 figure of 0.298 the increase of income inequality has skyrocketed. In addition, the adjusted market income inequality increased from 0.302 in 1996 to 0.374 in 2000. The disposable income inequality ranked the third and the market income inequality ranked at the mid level in 2000 among OECD countries. One significant finding in this paper was that the difference between the disposable income inequality and market income inequality in Korea is very small compared to those of other OECD countries. The relative poverty ratio, which is calculated by using 40% of the medium income bracket of the disposable income was calculated at 7.6% in 1996 and 11.5% in 2000. The poverty ratio in 2000 for Korea ranked one of the highest in OECD countries, also.

  • Various risk factors other than age and sex affecting human mortality have been identified and quantitatively analyzed by previous studies in many area of research. Marital status is one of key mortality risk factors which affect life expectancy directly or indirectly. Relevant results have implication on risk management for both of social and private insurance. In this paper, a mortality model to reflect mortality differential according to marital status and possible transitions among marital status is designed. Various actuarial calculations were performed and related issues were discussed.

Inconsistent Welfare Attitude and NOOMP (복지태도의 이중성 - '눔프'현상과 집단별 차이 -)

  • This paper is about the NOOMP(Not Out of My Pocket) phenomenon, the inconsistent welfare attitude for an expansion of welfare system and increase of financial resources. By analyzing the scale and influential factors of the NOOMP to the main welfare programs, focusing on the class, gender, and age group, the paper tries to investigate the relationship between the NOOMP and the inherent stratification structure of each programs. This paper uses the Additional Survey of Welfare Attitude in 2013 Korea Welfare Panel Survey. As a result of analysis, low level of NOOMP phenomenon has been observed in welfare programs for whole society members such as health policies, pension, employment policies, compared to those of targeted programs for the poor, aged, or disabled. In addition, high probability of each group of 'low incomer', 'female', and '20s or less'to the NOOMP phenomenon has been appeared, therefore, high relevance of the NOOMP and the stratification structure of welfare programs have been confirmed. These results indicate that the transition to the universal welfare programs and the improvement of welfare programs for more equal structure are needed to reduce the NOOMP phenomenon.

A study of social welfare officials' recognition about improving 'National Basic Livelihood Security Program' (국민기초생활보장제도 개선에 대한 사회복지전담공무원의 인식 연구)

  • This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.

Expectations for Social Security and Perception of Life in Old Age in a Superaged Society : An Analysis of the Differences Between Age Groups in J apan (초고령사회 일본의 사회보장에 대한 기대인식과 노후 생활 인식 - 연령계층별 차이에 주목하여 -)

  • In this study, based on survey data from Japan, I analyzed the differences between the expectations for social security and the perception of life in old age by age group. The analysis data used in this study are from the "Survey on Life Security, 2019" conducted by the Japan Life Insurance Cultural Center, which surveyed men and women aged 18 to 69. The results of the analysis are as follows. First, expectations about health insurance are higher than expectations about other forms of social security in all age groups. Second, when it comes to expectations for public pensions, both men and women have the highest average scores in their 60s. Third, the age group with the lowest average score for public health insurance, public pension, public care insurance, and survivors' pension was found to be those in their 40s. In addition, men in their 20s had a higher average score on their perception of life in old age. Fourth, the effect of social security expectations on perception of life in old age was found to be somewhat different for gender and age groups, but overall, it was found that public health insurance expectations were an important factor that had a positive impact on the perception of life in old age.

A Study on the Size, Composition, and Characteristics of Poor Elders Excluded from the Public Assistance (공공부조 수급에서 제외된 빈곤노인의 현황과 특성)

  • The public assistance scheme plays more important role in income maintenance for poor elders than the public pension does due to insufficient coverage of the public pension resulted from late introduction of it in Korea. However, only limited numbers of poor elders are financially protected by the public assistance contrary to the general perception that the elderly population most benefits from public aids. Based on data set of 2000 from the Korean Labor and Income Panel Study, this study analysed the size, composition and characteristics of poor elders excluded from the public assistance, and determinants of the elderly's participation in it. Findings of the study can be summarized as follows: (1) More than half of poor elders are excluded from the public assistance although their economic status is similar with that of recipients, which may cause income reversal between recipients and non-recipients. (2) It was identified that non-recipient poor elders especially those with same income level of recipients of the National Livelihood Guarantees(NLG) are actually in desperate need of public aids considering their serious financial conditions. (3) Participation in public assistance among the elderly is more affected by socio-demographic factors that reflect family conditions than by economic factors, which is mostly caused by the strict eligibility criteria of the public assistance that reinforces family duty of financial support for elderly relatives in Korea. Policy implications for more effective income security for poor elders include revising inappropriate eligibility criteria of the NLG concerning family obligations, expanding the coverage of the old age allowance for poor elders to near-poor elders, and providing work opportunities to non-recipient poor elders to supplement their income deficit.

Determinants of Re-Subscription Period of Early Termination Subscribers of Reverse Mortgage (주택연금 중도해지자의 재가입 소요기간 결정요인 분석)

  • This study aims to analyze the factors affecting the re-subscription period upon initial termination of the reverse mortgage subscription. The study utilized the Korea Housing Finance Corporation's database to extract the information regarding re-subscribers of the reverse mortgage from July 2007 to June 2021. The ordered logit model was employed and found that a set of user (subscriber) characteristics are influential towards the re-subscription period. Among the individual characteristics, changes in age group, marital status from married to single-living, maintaining single-living, and the initial subscription period were found statistically significant, highlighting that the increase in the initial subscription period decreased the re-subscription period. Among the housing (home equity) characteristics, changes in housing price and ownership type (single and partial ownership) were statistically significant, indicating that the change in ownership type decreases the re-subscription period. Lastly, the variables related to loan terms were found significant, revealing that changes in payout method and schedule were both increasing factors of the re-subscription period. Based on the findings, necessary policy implications can be considered to secure the returning subscribers of the reverse mortgage effectively.

A Comparative Study on the Poverty Trend and Driving Factors in Welfare States (복지국가의 빈곤 추세와 변화요인에 관한 비교연구)

  • Since the 1980s, the western welfare states have experienced a wide spectrum of socio-economic changes; changes in population composition, the economic globalization, the post-industrialization, an increasing flexibility in the labor market. etc. This study examines the trend of poverty in welfare states, and analyzes how those socio-economic changes are related to it. For these purposes, this study first calculates the poverty indices for several years in 10 welfare states using the Luxembourg Income Study database, and then decomposes the index by subpopulation and income sources. Major findings of this study can be summarized as follows. First of all, the welfare state in general has experienced an increasing trend in the degree of poverty since the 1980s. In particular, poverty has greatly intensified in the United Kingdom and the Netherlands. Many other welfare states including Canada, Germany, Sweden, and Norway have also experienced substantial increases in poverty. The increasing trend of poverty is not wholly due to changes in population composition such as increases in the aging population and one-parent(mother) families. Contrary to the traditional belief, these population groups are not as much poor as the working-age population. In particular, the degree of poverty in the elderly is less severe than in the working-age group. Furthermore, since the 1980s the market income poverty in the aging population has shown a decreasing trend in many welfare states. The degree and trend of poverty in one-parent families vary greatly across countries, owing to the labor market and income transfer policies. The most important reason for the increasing poverty trend in the welfare state is that the degree of poverty has been deepening in the working-age population. Especially, the market income poverty of the working-age population has considerably increased in every country except the Netherlands. Structural changes in the economy and the labor market may drive the increasing trend of poverty. Further studies and deliberate anti-poverty policies are needed to tackle the factors relating to the increase in the market income poverty.

A study on the Introduction Plans of Forest Land Bank System (산지은행제도의 도입방안에 관한 연구)

  • The purpose of this study is to suggest the introduction plans of forest land bank system for effective forestry management as well as the livelihood stability support of aged forest landowners. It is expected that forest land bank system can contribute to solve forestry management problems caused by small and scattered forest lands, aging forest landowners, and the increase of absentee forest landowners. This study examined an existing related case of Farmland Bank system, and suggested basic directions, main functions, priority, and agency for forest land bank system. The goals of forest land bank system include activating private forest land management, improving forest management scale, and supporting stable forestry income. Based on the examination of this study, main projects of forest land bank involve forest land sale and lease consignment, forest land reverse mortgage, forest land scale improvement project, and forest business recovery support program. In addition, this study discussed potential problems and their solutions in introducing and operating the forest land bank system. This study can play a key role to determine a basic direction and to establish policies of the forest land management.

How Did labor Flexibility Affect Occupational Welfare Provision in Korea? (외환위기 전.후 노동력 유연화와 한국 기업복지제도의 변화)

  • The purpose of this study was to empirically test whether occupational welfare in Korea would have grown since the mid 1990s. The result of this study showed that after the IMF fiscal crisis, the policies of labor flexibility in labor market initiated flexible forms of employer-provided benefits, including cafeteria plan or profit-based funds, which finally led to a decline of occupational welfare rather than a growth. Existing studies haven't agreed on trade-off of statutory and voluntary social provisions since the crisis of welfare state. However, based on the case of Korea, this study suggested archetypal development of welfare system experiencing a decline of occupational welfare paralleled with a growth of state welfare provision.
