Based on the theory of news media's agenda-setting function, this study analyzed Korean public's most important problems (MIP) and the degree of public consensus on the importance of those MIP's. The analysis was done in terms of both time and social strata. According to the findings, economy, social welfare, and political issues were in the for tier of the MIP list. The analysis of issue diversity (H-statistic) also demonstrated a relatively high degree of agenda consensus among Korean public despite some fluctuation in the consensus level, which appears to be higher than that among the American public. A decrease in the degree of agenda consensus with the passage of time appealed to be a general phenomenon across diverse social strata. However, the degrees of consensus-building were different in light of education, socioeconomic status, and the size of residential area. Those who are more educated, have more economic power, and live in a larger city had more chances to experience agenda consensus. These results seem to be basically attributable to the presumed positive relationship between these demographic variables and media exposure. The different degrees of public consensus according to the different levels of those demographic variables suggest that a closer investigation into the various influences on the importance of public issues among the respondents should be done in future studies.

세계전파통신회의 (WRC; World Radiocommunication Conference)회의는 국제전기통신연합 (ITU)에서 규정하는 국제 전파법 제개정을 위해, 3-4년 간격으로 개최되는 전파통신 관련 최고회의라고 할 수 있다. WRC-15회의는 2015년 11월 2일 - 11월 27일에 걸쳐 스위스 제네바에서 개최될 예정이며, 과학업무 관련 의제들은 다음과 같다. 즉, 7145-7235 MHz 또는 7-8 GHz 대역의 지구탐사위성(지구대우주)업무의 1순위 분배연구, 지구탐사위성업무용 연속 600MHz 대역 분배방안 연구 (8,700~10,500MHz대역 내), 우주선 근거리통신용 관련 규정 재검토, 윤초삭제와 관련된 세계협정시(UTC) 개정 또는 대처방안 연구가 있다. 그리고 모바일광대역 응용 실현을 위한 이동통신업무 추가 분배 및 IMT 추가 지정 연구, 7150-7250MHz (우주대지구), 8400-8500MHz (지구대우주)에서 고정위성업무 추가 분배연구, 나노 위성 및 피코 위성 규제 관련 연구들이 있다. 따라서 본 발표에서는 WRC-15회의의 과학업무 의제들 가운데, 국내전파망원경 운용에 영향을 미칠 수 있는 주파수 대역 및 윤초 관리 등과 관련된 주요 과학업무 의제를 소개하고 이에 대한 향후 대응책 검토를 하고자 한다.

This study examines whether cyberspace produced by computer mediated communication(CMC) would perform the public sphere through the agenda-setting process. By doing this, this study focused on how the cyberspace agenda is set and on how the characteristics of cyberspace and the mass media influence the cyberspace agenda-setting process. Through this study, the possibility of cyberspace as the public sphere is found although the characteristics of cyberspace decide this possibility. In particular, in order for cyberspace to contribute to enhancing democracy as a form of alternative media, the interaction among cyberspace, mass media and the off-line arena is a necessary condition. The interaction between cyberspace and mass media regarding the Sungsoo Women's Middle School violence case provides two very important points. First, cyberspace helps the individual agenda to be adopted by mass media as the media agenda. Second, mass media confirmed the credibility of cyberspace agenda through reporting. In addition, this study reveals that cyberspace would perform as the public sphere only when the interaction between on-line and off-line is provided.

This study investigated and analyzed the degree to which the '3rd Library Comprehensive Development Plan' established in Korea is related to the UN SDGs agenda, including whether the library does business or services related to the UN agenda. As a result, first, IFLA welcomed the UN 2030 Agenda by supporting the UN 2030 Agenda, that is, by presenting the library's specific implementation strategy to achieve the 17 goals of the SDGs. Second, all 14 Core tasks of the '3rd Comprehensive Library Development Plan' were found to be closely related to UN SDGs. Among them, it was analyzed that the convenience of access to user information, including the linkage of library information services, and the strengthening of library services tailored to the life cycle were most strongly related to this agenda. The results of this study are expected to help the community, government, local governments, and the public to appreciate the social contribution and value of the library.

국제전기통신연합(ITU)는 지구상의 인류가 사용하는 전파의 공정한 사용과 국가별 분쟁조정을 위한 각종 회의를 주재하는 UN산하의 국제기관으로 현재 200 여 회원국이 참여하고 있다. 그리고 이를 위한 국제법 제정과 각종 연구결과와 기술문서 작성, 사전의견조율 등은 세계전파통신회의(WRC) 및 ITU산하의 관련 연구그룹(SG7)과 작업반(WP7D)에서 이루어진다. 따라서 기존에 제정된 ITU의 각종 기술문서(권고서, 보고서 등) 또는 의제 관련 연구결과를 WRC 의제 특성에 맞도록 결과를 도출하는 작업은 향후의 국제법 제정에 있어서 매우 중요한 변수로 작용한다. 이에 우리나라의 관련 주관청(미래부 전파정책국)에서는 매년 2회 개최되는 ITU-R 연구그룹회의에 정부 대표단을 파견하여, 과학업무(전파천문, 기상, 과학위성 등)와 관련된 기술문서 개정과 WRC의제 연구동향을 주시하면서 우리나라 이익과 관련된 사항에 대한 의견개진을 추진하고 있다. 특히 2019년 및 2023년에 개최되는 WRC-19, 23회의 의제를 위해, 태양활동의 감시, 원활한 기상위성운영, 80-1,000GHz 대역의 전파천문 보호 등에 대한 연구가 관련 연구그룹(SG7)에서 본격화되고 있으며, 이에 대한 지속적인 동향분석과 국내의 입장정리 또는 관련 ITU 기술문서에 대한 정부차원의 적절한 대응정책이 필요하다. 따라서 본 발표에서는 WRC-19 및 WRC-23의제와 관련하여 2016년 4월 5-8일에 스위스 제네바에서 진행되었던 ITU-R 제7연구반 산하작업반별 회의의 공유연구와 주요 결과를 소개하고, 향후 우리나라의 입장, 대응방안 등에 대해 알아보고자 한다.

The purpose of the study is to identify the background of the agenda-setting to appoint library professional as the director of National Assembly Library and characteristics of the policy entrepreneur of this agenda. To this purpose an agenda-setting process in 2014 is analyzed with the Kingdon's multiple streams model. Kingdon's multiple streams model explains that an agenda is set when a window of opportunity is opened by coupling of problem stream, political stream, and policy stream. They have existed independently before setting the agenda. This study showed that the political stream was the major stream to open the window of opportunity. The lawmaker in the opposition party is identified as the leader for the agenda and the motivations, resources, and strategies of the policy entrepreneur were also analyzed. The analysis showed the agenda for library professional as the director was set without visible participation of library professionals. Therefore this study proposed the library professionals' roles for the library and information policy making process.

국제전기통신연합 (ITU)에서 주관하여 2015년 11월 2일-27일 스위스 제네바에서 개최되는 WRC-15(세계전파 통신회의, World Radiocommunication Conference)회의에서는 28개 의제에 대해서는 의제별 주파수대역별로 국제전파규칙(Radio Regulations)을 개정하게 된다. WRC-15 본회의에는 200여개 ITU회원국의 국가대표 3,000여명이 모여서 회의를 진행하게 되며, 원활한 회의진행과 의견 결정을 위하여 각 국가별 제안서 제출은 지양하고, 해당 지역별 국가들의 공동제안서를 중심으로 논의하게 된다. ITU에는 현재 6개의 지역(유럽, 러시아, 아랍, 북남미, 아프리카 및 아태지역) 공동체가 등록되어 있으며, 아태지역은 아태지역 전파통신협의체(Asia-Pacipic Telecommunity)를 구성하여 WRC 의제에 대응하고 있다. 지난 2015년 7월 27일-8월 1일에는 WRC의제에 대한 아태지역의 공동제안서(PACP)를 작성하기 위한 최종 회의(APG-15 5차회의)가 서울 힐튼호텔에서 개최되었다. 과학업무 의제의 경우, 5개 의제에 대한 공동제안서가 작성되었으며, 그 결과는 다음과 같다. 1) 7145-7250 MHz 대역의 지구탐사위성(지구대우주)업무의 1순위 분배 지지, 2) 9,200~9,300MHz 및 9,900~10,400MHz대역의 지구탐사위성업무의 신규 SAR용 1순위 분배 지지, 3) 우주선 근거리통신용 410-420MHz 대역 관련 거리제한 규정 삭제 지지, 4) 윤초 삭제 지지, 5) 나노 위성 및 피코 위성의 규정개정 연구를 위한 차기 WRC회의 의제 수행 지지를 들 수 있다. 따라서 본 발표에서는 7월에 개최된 APG-15 5차회의의 주요 결과를 소개하고, WRC-15회의에 대비하여 국내 전파천문업무 보호를 위한 주요 이슈에 대해 소개를 하고자 한다.

The present study was designed to study the media consonance of campaign news coverage by comparing the issue salience provided by each medium. To explore the issue of consonance, this study examined the relationship of campaign agenda at intermedia and intramedia level. The data analysis revealed that there was general consensus in setting the campaign agenda at the intramedia and the intermedia level. On the other hand, the research focus indicated there was media difference in reporting the campaign agenda over time. In the perspective of agenda-setting function, the exposure to news media with greater uniformity might result in greater agenda-setting effects, since the media makes the issues salient by giving more media attention. After all, the uniformity of issue salience among news media might influence "what issues to think about," resulting in limiting the range of democratic discussion.

우리나라에서도 산업보건전문의 제도가 채택됨에 따라서 이 제도가 효과적으로 실시될 수 있도록 많은 연구와 검토가 필요하리라 생각된다. 그래서 앞으로 산업의제도의 실시 방향설정에 도움이 되었으면 하는 바람에서 일본 [Occupational Health Journal]에 게재되어던 구미 각국의 산업의제도 내용중 대표적으로 독일, 이태리, 스웨덴, 블란서, 미국 등의 제도를 소개하고자 한다.

WRC-97에서 고고도 통신 시스템(HAPS)을 위한 U 대역의 주파수가 분배된 후, WRC-07을 통하여 HAPS 운용을 위한 기술적, 규정적 연구 내용의 결과가 검토되고, HAPS를 게이트웨이로 이용하기 위한 주파수 공유 연구 관련 WRC-11 신규 의제가 도출되기까지의 HAPS 표준개발 동향을 살펴보고자 한다. 지금까지 고고도 통신 관련 WRC 의제 및 결의서에 따라서 HAPS와 고정업무 및 고정위성업무와의 공유 연구 결과를 포함하는 많은 권고서가 개발되었으며, WRC 회의를 통하여 그 결과가 검토되었다. 본 고에서는 HAPS 관련 WRC-07 회의 주요 결과와 권고서의 주요 내용을 살펴보고 향후 추진되어질 WRC-11 의제 1.20의 내용을 분석하고자 한다.
