In order to derive site selection planning factors in reforming aging industrial complex into urban high-tech industrial complex, this study selected key planning factors based on the problems of creating the urban high-tech industrial complex, innovation system theory, and external effect theory. And combined with Delphi research, the final planning factors were selected. As a result of the study, total 19 final factors were derived from 4 areas which includes efficiency planning factor utilizing the advantages of old industrial complex regeneration to maximize the efficiency of the project, corporate demand factor via increasing pre-sale rate and strengthening competitiveness, human resource planning factor by maintaining work force of the tenant to utilize and promote accumulated knowledge, and cooperative relationship building factor by enhancing connectivity with neighboring areas. These planning factors will help revitalizing the local economy through the resolution of regional conflicts caused by low distribution rates and development imbalances, which have emerged as problems in the creation of urban high-tech industrial complexes.

본 연구는 대표적인 지식기반산업인 생명의료산업클러스터인 첨단의료복합단지 조성정책의 형성과정을 분석하고자 한다. 첨단의료복합단지는 미래첨단산업육성정책, 국가산업진흥정책 그리고 지역균형발전정책이 첨예하게 대립했던 첨단의료산업 발전정책과 그 산물로서 2005년부터 시작한 첨단의료복합단지의 건립과정에 대한 경과를 분석하여 그 과정, 절차 그리고 결과를 분석해 보고자 한다. 첨단의료복합단지를 둘러싼 정책형성과정에 대한 분석은 단지 하나의 이벤트나 사건으로 머물지 않고 우리나라의 미래첨단산업정책, 국가신성장동력육성정책, 및 지역균형발전정책 등과 밀접히 관련되어 있다는 데 그 의의를 두고자 한다. 분석결과 첨단 의료산업분야의 정책형성 과정은 여러 정책행위자들이 간여하였다. 특히 해당 정책형성과정은 경제발전과정에서 보여준 한국 산업정책 고유특성이 반영된 합리적 행위자로서의 정부역할이 강하게 나타났다. 아울러 분석결과 다양한 정책행위자의 역동적인 역할이 정책형성의 여러 지점에 반영되었다는 점을 조명하였다.

전세계적으로 풍력발전은 많은 분산전원 가운데 가장 각광을 받고 있는 발전방식이다. 이미 많은 나라에서 풍력발전단지의 건설이 이루어졌으며 우리나라의 경우 제주 행원, 경북 영덕에 풍력발전단지가 건설되어있다. 제주도의 경우 관광특구라는 특수성에 기인하여 친환경적인 풍력발전단지의 건설이 앞으로 계속 이어질 전망이다. 이러한 풍력발전단지는 기존의 발전원과 달리 간헐적인 출력특성을 가지고 있으며, 이러한 출력특성은 계통에 영향을 미치게 된다. 본 논문은 제주도 계통에서 대규모의 풍력발전단지가 주는 영향을 파악하고 풍력발전단지의 적정 용량 및 위치를 계통의 안정도 측면에서 고려해본다.

This study is to produce baseline data, in its purpose of improving the quality of life of industrial workers as well as the business competitiveness, though improvements in reading culture. The data produced in this study will be based on questionnaire, regarding sub-topics of the reading environment, the status of reading culture, and remaining demands. The results argue that the responding workers in Siheung Smart Hub Complex had inadequate environment of reading, while had weak status of reading culture. We propose the ways of improvements in the reading culture of the worker in Siheung Smart Hub Complex, as well as their reading infrastructure.

Generally, it is known that the agglomeration economies appear in some industry clusters which were developed naturally. But, in Korea, most of industry clusters were built by government. This research was carried out to evaluate the performance of governments zoning investment, in other words, industry cluster policy. In this research, we use the data of manufacturing firms in Kyunggi-province. For the microeconomic analysis, we use the KIS-VALUE data of 2008. As the empirical test methods we use both multiple regressions and Propensity Score Matching. In conclusion, there is no evidences that firms in industry cluster have better performances. Surprisingly, in PSM analysis, we find the evidence that firms in industry cluster show less innovative performance.

In the course of the 20th century, a separation of industrial and residential areas issued several urban problems due to the industrialization, also new industry growth needed mixed-use industrial park. Also, necessity to make up sustainable industrial complex is emphasized. This paper attempts to make a conceptual understanding on mixed-use industrial park through the theoretical background, and chose planning elements through precedent studies and expert FGI. The analysis framework drawn from precedent studies and theories, implications were drawn from domestic and foreign case studies's actual conditions and comparison. With these Contents, there is meaning of study that projected sustainable mixed-used industrial park's plan direction to be formed in domestic hereafter.

The purpose of this study is to identify the problems of the earthquake disaster safety management in the national industrial complexes and to suggest improvement counter-measure. Literature review for the safety management system of the Korea Industrial Complex Corporation and interview with practitioners was conducted. and Seismic design application survey was conducted on 28 national industrial complexes. In order to improve Earthquake Disaster Safety Management, Counter-measures were suggested such as the reinforcement of laws and regulations related Seismic. It is expected that the improvement counter-measures presented in this study can be used as policy-making data for improving the seismic performance of the national industrial complexes in the future.

The paper evaluated the effects of port hinterlands and suggested the policies to improve them in Korea. The results of evaluation indicated that it is difficult for the effects to be evaluated so good. It seems that a lot of efforts should be made to make port hinterlands carry out their own functions well, in that, in particular, they have had so bad effects in carrying out such functions as production, international trade, and city. Policy actions were suggested including reduction of rent, strengthening international logistics networks, and governmental funding etc.

In this study, we look at the current address of industrial complexes and the government's support policies for industrial complexes so far, examine the problems and improvements of industrial complexes in the era of great transformation, and then suggest how to innovate industrial complexes, and suggest the plans and tasks. want to report. To summarize the conclusion, in order to enhance the competitiveness and innovation of industrial complexes, which are the main axis of the national economy, a governance system in which the government, regional innovation organizations, and businesses cooperate must be established to transform industrial complexes suitable for the transition period and foster excellent industrial complexes. It is urgent to actively support the policy and budget input of each government department.
