우리나라의 산업안전 ·보건 수준은 ＇81년 산업안전보건법이 제정됨으로써 획기적으로 발전하여, 80년대부터 산업재해 발생율이 감소추세를 보여왔다. 정부정책 측면에서 보면, '80년 이전까지는 주로 사후 보상문제에 치중하였고 산업안전보건법이 제정된 이후부터 본격적인 재해예방 정책이 수립 ·추진되기 시작하였다. 그러나, 이러한 변화 속에서 사업장 안전 ·보건관리 체계는 규제완화에 따른 안전보건관리체계 약화, 안전보건관리체계의 중복, 법집행의 실효성 미약, 공공-민간의 효율적인 역할 수행체계 미흡, 근로자의 참여부족 등 많은 문제점들을 안고 있다. 따라서 본 논문에서는 미국, 영국, 독일, 일본 등 우리보다 앞서있는 선진국의 산업안전보건체계를 재해통계제도, 안전보건 관련법, 재해예방기관의 활동 등의 측면에서 살펴보고 우리나라의 관리체계와 비교하여 개선 및 발전 방향을 모색하고자 하였다.

"인터넷 모범상점 인증제도"는 전자상거래 분야의 지침 역할을 수행할 수 있는 모범적인 비즈니스 모델을 발굴하여 관련업계에 제시하고, 국가간 전자상거래를 대비하여 민간 자율적인 규칙을 제정.시행함으로써 국제적 신뢰를 확보하기 위한 기반을 마련할 것으로 보인다.

To get social recognition and the basis of development of public libraries in the 21st century, the knowledge information age, Public libraries must recognize their social role clearly and perform it effectively. For performance of advisable social role of public libraries, this study proposed that 1) establishment Library's Bill of Rights, 2) abolition of the function of‘reading room’of libraries, 3) reform of the assessment system and introduction of certification system for improvement in service quality, 4) an epoch-making improvement of library collections.

이 소문은 I.S.O.(국제표준화기구)의 활동 중 도서관관계의 기준 제정의 근황을 알려주는 가장 친절한 설명이다. 특히 T.C46에서 제정한 권고안의 목록과 앞으로 제정될 부분에 대한 명세는 이 분야에 관심을 둔 여러 연구자의 관심을 끌게 하리라 생각된다. 필자는 ISO에 관한 몇 가지 문제에 관심을 기우려 왔다. 그 이유는 이 기관의 역할은 결국에는 세계의 모든 곳에 활동을 집약시키게 될 것이며 그 규제를 받지 않을 수 없게 되리라는 점과 그것이 바로 도서관이 전진하는 필연적 노정의 하나라는 점에서 였다. 이 예상은 결코 그릇된 것이 아니었다. 최근에 ISDS(국제연적간행물데이터 씨스팀)을 요위한 ISSN, ISBDCS등의 중요 규법이 전부 ISO와의 협의 하에 이룩되고 있음은 이를 말하여 주고 있는 사실인 것이다. 원문은 11p.에 달하는 분량인데 이를 간추려 반량으로 발취하여 번역하여 보았다. 따라서 U.S. Participation in I(SO) via ANSI와 Other Relavant ISO Technical Committee라는 표제가 붙은 두 절을 제외한 것이고 기타 명세목록도 제외한 것임을 밝혀 둔다. 원문은 Library Resources & Technical Sevices Fall 1974. 18(4) p.325-335에 실려 있다.

The standard is a nation's one of the most important industrial issues that improve the social and economic efficiency and also the basis of the industrial development and trade liberalization. This research analyzes the enactment and the utilization of Korean industrial standards(KS) of various industries. This paper examines Korean industries' KS utilization status based on the KS possession, enactments and inquiry records. First, we implement multidimensional scaling method to visualize and group the KS possession records and the nation's institutional issues. We develop several hypothesis to find the decision factors of how each group's KS possession status impacts on the standard enactment activities of similar industry sectors, and analyzes the data by implementing regression analysis. The results show that the capital intensity, R&D activities and sales revenues affect standardization activities. It suggests that the government should encourage companies with high capital intensity, sales revenues to lead the industry's standard activities, and link the policies with the industry's standard and patent related activities from R&D. Second, we analyze the impacts of each KS data's inquiry records, the year of enactments, the form and the industrial segment on the utilization status by implementing statistical analysis and decision tree method. The results show that the enactment year has significant impact on the KS utilization status and some KSs of specific form and industrial segment have high utilization records despite of short enactment history. Our study suggests that government should make policies to utilize the low-utilized KSs and also consider the utilization of standards during the enactment processes.

This study is to focus on the National Curriculum and the Geography National Curriculum in England. First, it is studied the background of the National Curriculum establishment by the Education Reform Act(1988) in England where had been carried out curriculum policy allowing teacher to plan curriculum in school level for a long time. Secondly, the background of included Geography in the Foundation Subjects is investigated. Thirdly, the structure of the National Curriculum and the improvement of the Geography National Curriculum from the 1991 version to the reviewed versions of 1995 and 2000 are explained. And finally, the impact of the National Curriculum on geography education in curriculum planning in school level, teaching material and the status of school geography is explored.

국제물품매매계약은 당사자간의 합의에 의해서 이루어진다. 그러나 국제간의 물품매매에 관련하여 모든 상황을 특정계약에 반영하는데는 한계가 있다. 따라서 특정계약에 대한 해석과 판단의 기준이 되는 하나의 보편적이며 합리성에 기초를 둔 준거법이 필요하게 된다. 이러한 준거법은 어느 특정국가의 사범으로 충분할 수도 있지만 국제거래가 안전하고 원활하게 실행되기 위해서는 그것이 세계 어느 나라에 있어서도 같은 내용의 통일적인 법에 의하여 규율되는 것이 바람직하다. 특히 경제적 합리성에 기초를 둔 거래법의 분야에서는 이론적으로 법의통일은 가능하며 실제적으로는 로마의 사법통일협회(UNIDROIT)나 국제연합 국제상거래위원회(UNIDROIT)에 의하여 지금까지 어느 정도 통일사법 제정의 필요성이 꾸준히 제기 되어 왔다. 이러한 목적을 수행하기 위하여 UNICITRAL(국제연합 국제상거래위원회)이 1980년에 발표한 국제물품매매계약에 관한 UN 조약-비엔나협약(CISG)은 국제간의 물품매매에 관한 계약법으로서 중요한 역할을 수행하고 있다. 비엔나협약(CISG)의 법리적인 근거는 "자주적인 준거법의 제정 및 그 적용상의 통일성"에 있다는 것이다. 또한 그 내용을 보면 첫째, 지역적 의미를 가지는 법률용어의 사용을 피하고 대신 격지간의 계약시 실제로 발생하는 현실적 사례의 관점에서 법안을 작성하고자 하였고 둘째, 그 내용을 달리하고 있는 각국의 사법을 통일하는 것에 의해 모든 사법적 법률관계에 같은 내용의 사법을 적용하는 방법, 즉 세계통일사법의 제정이라 하겠다. 본 연구는 비엔나협약(CISG)의 입법취지와 배경을 고찰하였으며 또한 통일사법으로서 협약상의 "일반원칙의 통용"을 계약성립(Formation of Contract)의 과정별로 정리하였다.

역할기반 접근 통제(RBAC)는 사용자의 역할에 기반을 둔 접근통제 방법으로 Ravi S. Sandhu가 제안한 기본 모델 이후로 다양한 모델들이 제안되어졌다 그러나 이러한 모델들은 RBAC을 구성하는 특성들에 대한 일반적인 합의 없이 이루어지고 있으며 표준 참조 모델의 부재는 RBAC의 사용과 의미에 대해 혼란을 가져오고 있다. NIST(National Institute of Standards and Technology)에서는 이러한 문제점을 해결하기 위하여 현재까지 제안된 RBAC 모델과 상용제품등을 통하하여 단일화된 RBAC 모델을 제안하였고 앞으로 표준 제정을 위한 기초로서 활용한 예정이다 본논문에서는 NIST가 제안한 RBAC 표준 참조모델을 소개한다.
