A Study on Symbolism of Dongjo in Royal Palaces of Choseon Dynasty and Its Way of Operation - Focusing on Donggwol in 17th-18th century - (조선 궁궐, 동조(東朝)의 상징성과 $17{\sim}18$세기 대비전 조영에 관한 연구)

  • Choseon Dynasty, from many aspects, saw the institutional establishment of its royal palaces in the 17th and 18th century, with 'donggwol (east palace)' as the most representative form in the era. In that period, palaces were managed in the best way that fits the royal etiquette and order to maintain the Confucian framework of the times. While the royal palace was the place for the king to conduct state affairs, it was also a compound for the royal family to lead a life in. Since the royal family was also based on the Confucian system, women in the royal palace seldom revealed their existence to outside world. Yet daebi,(a Queen Mother) who was often called 'dongjo,' enjoyed the highest level of honor not only as a member of the royal family but in the hierarchical order of the dynasty. As they often engaged themselves in political affairs, daebi raised their reputation through rites and rituals. So, in the 16th century, they largely used Changgyeong-gung palace in the eastern part of the royal compound since they sometimes had to go out of the royal residence. While it was called 'dongjo' because it was seated in the eastern part, it was also used as a word symbolizing daebi. And, therefore, it has become a general principle of royal palaces to build the palace for daebi in the eastern wing of the compound. However, the residence for daebi was not always built in the eastern part in the 17th and 18th century and, instead, edifices for daebi were sometimes erected in several points within the royal compound. Beside, daebi's residence in this period had additional spaces for ceremonies since they had a number of official events there. Construction of daebi's residences in this era was not confined to the symbolic institutions and they became the peculiar palaces with specific characteristics for official ceremonies of the queen mothers. Consequently, it could be said that the architectural style of dongjo, which was the place of the supreme female in the hierarchical order, stemmed from donggwol where daebi spent the longest time of the royal life.

The Political Geography of Place Names : The Decisions of City Names in the Process of Administrative District Reorganization (지명의 정치지리학: 행정구역개편으로 인한 시 명칭 결정을 사례로)

  • Human being has used place names to differentiate one place from another. Place names are the products of collective human cognition in that a place name is chosen when it successfully represents the identity of a place. In addition, place names have been changed by the competition and struggle between social agencies and the political imperatives of hegemonic groups to impose their identity on the places. Recent geographic studies on place names have focused on the social and political processes behind the change of place names. In this vein, the purpose of this study is investigating the debates on the decision of city names in the process of the administrative reorganization in mid 1990s by the lens of political geography. Residents in cities and counties tried to justify their arguments by emphasizing historical backgrounds and popularity of their names. Additionally, economic power and potential were mobilized for the political resources to win over the battle over city names. The result, however, shows that the decision of newly consolidated cities' name was mainly made by the amount of political resources, such as population and number of seats in local assemblies. Several regions tried to use city names to negotiate with counterparts. In sum, the decision of place names is the product of political competitions, and the place name becomes the symbol of territorial identity. Place names have been in the center of disputes in local politics even after the name was decided, which suggest further studies on reasonable solution to mitigate the disputes to be expected when additional reorganization of administrative districts.

Regulatory Reform for Service Development (서비스발전을 위한 규제개혁의 새 패러다임)

  • Despite that Korea has tried radical efforts in the global flow of regulatory reform in the past twenty years, the result was not radical at all, but rather disappointing. One examines the possibility of paradigm shift in regulatory reform based on new theoretic perspectives. Regulatory reform, one argues, is not just a neo-liberal approach to cut off overflowing regulation. It is a highly conflictual struggle in state order to move from industrial age paradigm to service age paradigm. In the process of the great shift states become integrated into the world of life constructed by the exercise of civil rights. The relation between the civic socio-economic life and the state apparatus became totally different. Past effort for deregulation missed this point without correct recognition of the role of civil freedom and rights in service economy. One treats three typical forms of regulation whereby conventional rules and regulations effectively damper the development of services: reciprocal perspective in contract management, industrial mind in urban and spaces design, and old way of human capital management. According these analyses a new initiative of regulatory reform is proposed to take place at the National Assembly.

The History and Performative Aspect of Bhutan Paro Tshechu (부탄 파로 체추 <참>의 역사와 연행양상)

  • Bhutan's mask dance drama, Cham is performed in the festival of Tshechu. Originating from the 17th century, Tschechu is a religious ritual as well as a traditional festival held to commemorate the birth of Padmasambhava, who spread Buddhism in the kingdom of Bhutan. Bhutanese Cham and Tibetan Cham share similar traits in their content of , , and in their characters of Pawo and Pamo. Meanwhile, , , , , , , , are distinctive performances of Bhutanese cham. Moreover, the clown character Atsara in Bhutanese cham is a character that does not appear in the Tibetan Cham. Atsara, a humorous character, can be identified by its use of a long phallus ornament on the head or by a distorted face mask with a phallus in its hand. Bhutanese Cham, originally from Tibet, is a religious mask dance drama handed down in Lamaism temples. In later generations, new performances reflective of Bhutan's history, myth, legends, and religion were added in large amount. Thus, the Cham of Bhutan now has very independent and characteristic aspects.

Memory of Slavery in France and the "Mémorial ACTe" in Guadeloupe (프랑스의 노예제 기억과 과들루프의 노예제 기념관 <메모리알 악트Mémorial ACTe>)

  • The culture of memory in France regarding slavery and slave trade has slowly been expanding its horizons: from limited perspective focusing on abrogation of slavery to inclusion of discussion on real experiences and suffering of African slaves. This change has been particularly noticeable since the 150th anniversary of abrogation of slavery in France in 1998. It was the year that citizens of French overseas territories that had internalized this painful and shameful history of suffering formed a visible social movement. For the last two decades, the French government has also demonstrated consistent, proactive and prompt response to discussions of issues rooted in slavery in overseas territories, wherein slavery is the root of fundamental problems. In particular, when the Taubira Law (2001) was passed in the Senate, the Committee for the Memory of Slavery was established. This committee has since contributed to better assessment and understanding of French history of slavery and slave trade. Such was the profound as well as significant change in public perception as well as in legal and social aspects that culminated in the 2015 establishment of $M{\acute{e}}morial$ ACTe, Caribbean Centre of Expression and Memory of Slavery and the Slave Trade in Guadeloupe. Reflecting on those historic moments in recent French history, this paper examines major debates in French society regarding establishment of the $M{\acute{e}}morial$ ACTe. It assesses how Aleida Assmann's "cultural memory" was created with the establishment of $M{\acute{e}}morial$ ACTe and how it has contributed to the new cultural identity of French overseas territories.

  • 100년의 역사를 지닌 한국지질자원연구원(KIGAM)은 국내 유일의 지질자원 전문연구기관으로서 그간 생산한 조사 연구데이터는 우리나라 과학기술의 귀중한 역사적 학술적 가치가 큰 유산으로써 보존 가치가 매우 크다고 할 수 있다. 하지만 현재 KIGAM의 상황은 최종성과물 위주로 자료관리가 이루어지고 있으며, 조사 연구 과정에서 생산된 암석 토양 지하수샘플이나 조사 탐사장비를 통해 얻어지는 자료는 연구자 또는 연구실 팀에서 개별적으로 관리하고 있다. 이러한 자료관리체계는 자료의 공동 활용이 어렵고, 자료를 보유하고 있는 연구자의 퇴직이나, 조직개편으로 인한 팀 실의 분리 과정에서 자료의 손실과 훼손 가능성이 높고, 누가 어디에 어떤 자료를 무슨 형태로 보관하고 있는지 찾기 어려워 자료의 재활용도가 떨어질 뿐만 아니라, 이로 인한 중복 조사 연구 가능성도 배제할 수 없다. KIGAM은 지질자원분야 국가데이터센터 구축을 목표로 연구과정에서 생산되는 연구데이터의 체계적인 관리와 공유, 활용체계 구축을 위해 2015년도에 기획사업을 통해 중장기 로드맵을 포함한 추진전략을 수립하였으며, 한국과학기술정보연구원(KISTI)의 DataNest를 기술이전받아 지질자원 연구데이터 리포지토리 시스템(GDR: Geoscience Data Repository)를 개발하였다. GDR 시스템 개발을 위해 연구데이터 분류코드를 작성하였으며, 2016년부터 데이터관리계획(DMP: Data Management Plan)을 주요사업 연구계획서 양식에 포함시켜 제출하도록 하였다. 과거 KIGAM은 연구데이터를 수집, 관리하기 위해 몇 차례에 걸쳐 시도를 했지만 실패한 경험을 가지고 있다. 실패 요인에는 (1) 관련 정책, 제도, 조직, 인력, 예산 등 데이터 관리 인프라 부재, (2) 연구사업에서 생산된 데이터는 개인소유라는 인식 및 공유 의식 부족, (3) 데이터 관리 활동은 귀찮은 것이고, 시간 낭비라는 인식, (4) 데이터 관리 공개 공유 활동에 대한 보상체계 부재 등을 꼽을 수 있다. 즉, 제도를 포함한 인프라 부족과 경영진과 구성원의 인식부족이 제일 큰 원인으로 판단된다. 성공적인 연구데이터 관리를 위해서는 지속적이고 꾸준한 투자가 이루어져야 하지만 경영진의 의지에 따라 사업이 중단되기도 한다. 이러한 과거의 실패 요인에 대한 해결 없이 지난 1년 6개월 정도의 GDR 운영은 지지부진하였다. 이러한 문제점을 해결하기 위해서는 국가차원의 제도적 뒷받침이 따라야 한다. 즉 국가 R&D 성과물 관리차원에서 연구데이터를 주요 성과물로 관리해야 할 것으로 판단된다. 연구사업계획서에 DMP를 포함시키고, 연구주제 및 분야별로 데이터센터(혹은 데이터 리포지토리)를 지정하고, 국가 R&D에서 생산되는 연구데이터를 의무적으로 제출하도록 하는 것이다. 또한 데이터센터의 안정적이고 지속적인 운영을 위해 연구사업비 항목에 데이터 관리비를 신설하여 데이터센터의 운영비로 사용하도록 하면 예산문제도 어느 정도 해결 될 수 있을 것으로 본다. 또한 데이터 제출 및 인용도에 따라 데이터 생산부서 혹은 생산자에게 평가점수를 부여하는 등 보상체계 마련을 위한 연구도 필요할 것으로 보인다. 국가 R&D 연구데이터의 수집, 관리, 공유, 활용을 제대로 성공시키려면 국가 R&D 최고정책결정자의 지속적인 관심과 지원이 필수적이다.

Problem Analysis and Improvement Strategy for the Suicide Prevention Act (자살예방법의 문제점과 개선방안)

  • Suicide is Korea's first leading cause of death in their twenties and thirties. at a rate of 31.2 per 100,000 in 2010. The Korea suicide rate is over twice higher than OECD's average rate. Because of this reality the suicide prevention act(full title, the Act on Prevention of Suicide and Creation of Culture that Respects Life) was enacted in 2011. In 2008, the Korean government planned the suicide prevention programs to decrease the incidence of suicide to approximately 20 per 100,000 by the end of 2013. Despite the plan the suicide rate in Korea has increased to over 30 per 100,000 since 2009 and the plan was proved to be failed. Consequently, the government was unable to lower the suicide rate in last decade. It has shown that the reduction of suicide rate is a difficult and complex problem. This study shows that the root cause of suicide is based on social and legal exclusion and proposes that suicide prevention measures should be aimed at social cohesion and legal protection.

  • In this paper, I tried to examine the aspects of overcoming the aftermath of war through literary works. As history is continuously being reinterpreted and reevaluated, historical figures are described differently and given new meanings especially in the field of literature. It is not only important to examine these interpretations from previous generations themselves; it is also important to analyze them from a modern day perspective and look closely at their meanings. This research, by focusing on the post Manchu's invasion period, I examined the contemporary discussion. Literary works which were written in the post Manchu's invasion had different meaning comparing to the other time. Scholars at that time wanted to use historical figures as an allegory of temporary national situation. And this social phenomena was deeply related to the temporary discourses such like wipe off a disgrace by taking revenge on Qing (boksu $s{\breve{o}}lch^{prime}I$, 復讐雪恥) or loyalty to the Ming dynasty ($taemy{\breve{o}}ng$ ${\breve{u}}iri$, 對明義理). So that this research takes genre, time period, and nationality as the main variables to interpret typical historical figures and study their aspects.

  • This study examines a study of communication factor in the Chinese augury bone, as a communication text, a communication history text and a communication thought text, in terms of sender message channel audience effects, interdisciplinary research. In many respects, it is generally accepted that the Chinese augury bone have been the generic references of the Oriental culture. Based on various research results about The Chinese augury boney as a communication text, this paper explores factors of communication text related with meta-communication as the definition of communication and a structure of communication, a method of communication. The Chinese augury bone consider graphic element as communication tool, its manager as sender or communicator, the record as message, the bone as channel, its reader as audience, text understanding and behavior as effects, the augury bone producer as journalist, the tying bone in a bundle as old style book. In the Chinese augury bone, one property of communication thought is that the political ideology, which is related to the strong and weak of the graphic style and determines the naming method of kings.

  • Even after Fukuyama declared "The End of History" in 1989, the challenge to liberal democracy continues. Controversy about totalitarianism is constantly being raised both internally and externally in democratic countries and leaders, as well as the US-China war of supremacy. In this paper, I explored a hypothesis about the totalitarian process, and to explain this hypothesis, I analyzed the case of Venezuela, which was once referred to as a welfare model state. This paper presupposes Fukuyama's insistence on the universality of liberal democracy but considers the last man Nietzsche argues for the last man he assumes. Accordingly, the process of totalitarianism was viewed as a process in which totalitarianism was institutionalized and spread internationally through the linkage and interaction of the last fallen humans, the masses, and totalitarians in the international and domestic environments. According to this hypothesis, the Bol?var Revolution and Chavez show the process of transformation into a typical quasi-totalism. Although the Venezuelan people preferred democracy, they remained the last man who had become a man of "rich consciousness." While investigating this hypothesis, it was confirmed that extensive and interdisciplinary studies such as digital t otalitarianism and the development of science and technology should be followed.
