  • 본 논문에서는 발전공기업 재난관리담당자의 사업연속성관리 역량 내재화 방안을 연구하였다. 발전공기업은 2001년 전력산업구조개편특별법에 따라 한국전력공사에서 6개 회사로 분사되었다. 국가핵심기반시설인 발전공기업은 핵심업무 중단으로 인한 국민생활과 산업시설 기능 정지를 예방하기 위해 2014년 이후 사업연속성관리체계를 적용하고 있으며, ISO 22301 및 재해경감 우수기업 인증을 취득하였다. 그러나 사회적인 이슈와 국가정책 등으로 발전공기업의 강도 높은 재난관리가 요구되고 있어, 재난으로 인한 핵심업무 중단 발생의 예방, 대비, 대응 및 복구관리를 통한 사업연속성 확보를 위해 재난관리당당자의 역량 내재화가 필요하며, 내재화의 구체적인 추진방안은 사업연속성관리요소 업무반영, 사업연속성관리를 반영한 리더 육성 및 인사제도와 연계 등이다.

Case Analysis of the Information Internalization of Korean SW Developers in China (중국 진출 SW기업의 정보내재화 방식 분석)

  • 본 인구에서는 5개의 국내 SW기업들의 사례를 활용하여 해외진출 노력을 분석한다. 국제신생벤처 이론 ((INU theory; International New Venture theory) 관점에서 중국시장 진출에서 발생하는 독특한 해외 진출 장애구간 즉 캐즘 (chasm)의 극복 방식과 기업의 성과와의 관계를 살펴본다. 특히 시장선점 (MS) 전락과 고객동반 진출 (CF) 전략에 따른 핵심역량과 지식 및 네트워크 구축 빙식의 차이와 외진출성과 차이와의 관계를 도출한다. 사례분석 결과 캐즘을 극복할 기업들은 진출 후 자식의 획득, 네트워크의 구축 면에서 정보를 내재화 (internationalization)하는 방식을 가지고 있음을 밝혔다.

Effect of internal and external capabilities and activities of a company on absorptive capacity and performance (기업의 내부 및 외부역량과 활동이 흡수역량과 성과에 미치는 영향)

  • Innovation is essential for the survival of a company in the fierce competitive environment of the global era of borders along with rapid technological development and changes from the environment. It is very important to secure your own competitive advantage. In this study, the relationship between internal R&D capability and organizational support as a company internal factor and external R&D capability, external knowledge search, and absorptive capability as a company external factor on performance was examined. As a result of the analysis, it was found that internal R&D capability, organizational support, and external knowledge search had a significant effect on absorptive capability, and innovation performance had a positive effect on new product performance. However, the mediating effect of absorptive capacity has not been verified, suggesting that absorptive capacity has a low correlation between innovation performance and new product performance, or that other important factors act between absorptive capacity and performance variables. The results of this study are expected to be utilized as useful guidelines when establishing R&D strategies in companies.

  • This research focused on the major determinants for the technology roadmap utilization of the R&D project after the adoption of the technology roadmap in the R&D intensive organization. The study was performed based on both theoretical study and qualitative case study approaches. The results of this study are summarized as in cases where the R&D project team has higher organizational capability - specifically, relation and research capability, even more technology roadmap is used. In terms of the needs of times, this study regarding the technology roadmap utilization is anticipated to be a good reference for the R&D-oriented organizations and technology-related studies in coming years.

국제선급협회 선박 사이버복원력 규정 분석 및 대응방안

  • 국제선급연합회(International Association of Classification Societies: IACS)에서는 2022년 선박 및 기자재시스템 사이버 복원력 달성을 위한 공통규칙 UR E26, E27을 발행하였으며, 이 규정은 2024년 1월 이후 건조 계약되는 선박에 의무적으로 적용될 예정이다. 현존선의 경우, OT 시스템 네트워크 변경 및 사이버보안 기능을 신규 구현하기가 어렵기 때문에 사이버 위험관리에 한계가 있으나, 본 규정을 통해 신조선 건조 단계에서 설계 보안 (secure by design)을 고려한 선박 사이버 복원력 네트워크 및 기능 구현이 가능하다. 사이버복원력 생태계가 잘 형성되기 위해서는 선주, 조선소, 제조사, 선급 등 주요 이해관계자의 역할이 중요하며 향후 다양한 프로젝트를 통한 사이버복원력 체계 내재화, 재직자 사이버보안 역량 강화, 선박 사이버안전 기술 지속적 연구가 필요하다.

A Study on Improvement Plans of SMEs Support Policy for Information Security in Korea (국내 중소기업 정보보호 지원 정책 개선 방안에 관한 연구)

  • This study aims to analyze problems and deduce improvement plans for information security support policies for SMEs in Korea. To this end, an effective support policy necessary for reinforcing cyber safety nets to enhance the level of information security of domestic SMEs based on the analysis results by analyzing the status and problems of the previous research review and analysis, the current status of information security of SMEs and the information security support policies of major SMEs at home and abroad. I would like to suggest improvement measures. Reinforcement of awareness, legal basis, voluntary capacity building, joint response system, professional manpower and budget support, cyber security construction, untact era support, and regional strategic industry security internalization were suggested. This can be used as the government's information security support policy to raise the level of information security of SMEs in preparation for the post Covid19.

A Study on the Development and Validation of Home Economics Teaching-Learning Materials for Critical Multicultural Education : Focusing on Media Literacy (비판적 다문화교육을 위한 가정과 교수.학습 자료 개발 및 타당화 연구 : 미디어 리터러시를 중심으로)

  • The objectives of this study are to introduce a critical perspective of the multicultural education in home economics education, to develop teaching-learning materials and to apply them in classes for the purpose of enhancing students' multicultural competence for a validity test. For these purposes, family life culture sections from six high school technology and home economics textbooks were analyzed based on the contents and elements of multicultural competence. After recomposing the family life culture sections, this study developed 12-session teaching-learning materials with an emphasis on media literacy. Among them, 4-session plans were taught in classrooms for 247 students in the 10th grades. To test the validity of the plans, a questionnaires was given to the students as a pre- and post-test. The data were analyzed with paired t-tests. The results showed significant pre and post differences in all sections of multicultural competence except the section of 'general cultural understanding'. This implied that the developed teaching-learning materials were effective in helping students overcome ethnocentrism and enhance the understanding of cultural differences.

CIA-Level Driven Secure SDLC Framework for Integrating Security into SDLC Process (CIA-Level 기반 보안내재화 개발 프레임워크)

  • From the early 1970s, the US government began to recognize that penetration testing could not assure the security quality of products. Results of penetration testing such as identified vulnerabilities and faults can be varied depending on the capabilities of the team. In other words none of penetration team can assure that "vulnerabilities are not found" is not equal to "product does not have any vulnerabilities". So the U.S. government realized that in order to improve the security quality of products, the development process itself should be managed systematically and strictly. Therefore, the US government began to publish various standards related to the development methodology and evaluation procurement system embedding "security-by-design" concept from the 1980s. Security-by-design means reducing product's complexity by considering security from the initial phase of development lifecycle such as the product requirements analysis and design phase to achieve trustworthiness of product ultimately. Since then, the security-by-design concept has been spread to the private sector since 2002 in the name of Secure SDLC by Microsoft and IBM, and is currently being used in various fields such as automotive and advanced weapon systems. However, the problem is that it is not easy to implement in the actual field because the standard or guidelines related to Secure SDLC contain only abstract and declarative contents. Therefore, in this paper, we present the new framework in order to specify the level of Secure SDLC desired by enterprises. Our proposed CIA (functional Correctness, safety Integrity, security Assurance)-level-based security-by-design framework combines the evidence-based security approach with the existing Secure SDLC. Using our methodology, first we can quantitatively show gap of Secure SDLC process level between competitor and the company. Second, it is very useful when you want to build Secure SDLC in the actual field because you can easily derive detailed activities and documents to build the desired level of Secure SDLC.

The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment (공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과)

  • Occupational ethical awareness is a system of norms and standards of behavior and an important component of professionalism that affects organizational performance and commitment. The purpose of this study is to examine the mediating effect of professionalism on the relationship between job ethics and organizational commitment of civil servants. A survey was conducted on 300 central government officials with more than one year of employment. 261 copies were used for the final analysis. The results are as follows. First, the vocational ethics of civil servants had a significant effect on professionalism. The higher the years of service, the higher the level of ethics. Second, the work ethic of public officials had a significant effect on organizational commitment. These results can be interpreted as the internal commitment of civil servants to the state of work ethic. Third, the mediating effect of professionalism was verified in the relationship between public morality and organizational commitment. Based on these results, the public ethics of public servants are the basis for accepting public values and goals. Vocational expertise with embedded codes of conduct and value systems influences organizational commitment. As a practical implication for improving the ethical ethics of public officials, education programs for improving ethical consciousness according to job titles and duties were provided, and the ethical ethical competence was presented.

  • A Korean Retail Company 'Homeplus' has accomplished great growth in a short period. The main factor behind it, which is Hexagon leadership, is based on the manager's experience and management philosophy. It focuses on leaders and the ability to build basic traits of leaders. The main points are organization managing foundations such as people, work, performance, management, facilitation, training and growth. It also includes specific analysis that are applicable right away on success, failure, efficiency and effectiveness of management. The important factor for hexagon leadership is that it focuses on traits of leaders than the skills. Through training, the members of the organization can internalize the six fundamentals, which create a synergy when performed together. Positive results can be found from 'Viewpoint', which is the evaluation method of the Homeplus.
