여성의 기업가정신이 창업성과에 미치는 영향: 경력단절여성창업자 대상으로 회복탄력성 조절효과검증

  • 대한민국은 2017년 이후 저출산·고령화사회로 진입하였고 생산가능인구가 감소함에 따라 노동생산성이 낮아지고 있으며, 여성의 경력단절 문제가 심각한 사회문제로 대두되고 있다. 정부에서는 여성가족부와 고용노동부가 함께 여성의 경력단절 예방과 해결을 위해 다양한 지원창업과 경제활동을 장려하고 있지만 현실에서의 재취업장벽과 열악한 노동환경, 일과 가정의 양립 문제 등으로 인해 경력단절 여성들 특히, 고스펙·고학력의 여성들은 취업이 아닌 창업을 선택하고 있으나 창업의 성공률은 그다지 높지 않아 다양한 대비책이 요구되는 실정이다. 여성 기업가는 창업부터 성장하기까지 수많은 위험요소에 노출되어 있으며 이러한 위험요소를 체계적으로 관리하고 극복하는 노하우를 쌓아 잘 활용하였을 때 경제활동의 핵심주축으로 성장할 수 있으며 창업이라는 혁신적이고 생산적인 활동으로 전환해 일자리 창출 및 기업의 혁신과 나아가서는 국가경제발전에 기여할 수 있는 토대가 될 수 있다. 본 연구의 목적은 여성의 기업가정신이 창업성과에 미치는 영향을 실증 분석하는데 있다. 경력단절여성 창업자를 대상으로 기업가정신이 창업성과에 미치는 영향과 회복탄력성이 조절효과를 갖는지 여부를 확인하고자 하였다. 여성기업가 특유의 소비자의 욕구를 세심하고 활동적으로 파악하여 생활밀착형 아이디어가 풍성면모와 창조적인 아이디어를 갖고 적극적으로 실행해보고자 하는 진취적인 성향과 회복탄력성이 창업성과에 영향을 미칠 것이라는 상황에 초점을 두고 연구모형을 설정하였다. 이를 위해, 기업가정신의 구성요소를 '혁신성', '진취성', '위험감수성'을 독립변수로 구성하였고, 창업성과의 주요구성요소인 '재무성과', '비재무성과'를 종속변수로 설정하였다. 또한 회복탄력성을 조절변수로하는 연구모형을 상정하였고 이는 여성의 기업가정신과 창업성과의 관계에서 회복탄력성의 조절효과여부를 확인하여 여성의 기업가정신교육과 회복탄력성의 중요성을 밝히고 활성화를 목적으로 하고 있다. 본 연구는 여성의 기업가정신이 창업성과에 긍정적 영향을 미친다는 것을 규명했다는 점에서 시사점을 갖는다. 심각한 사회문제로 떠오르고 있는 여성의 경력단절 문제를 해소하기 위해 향후 중소벤처기업부 및 여성가족부, 고용노동부 등에서는 여성창업자를 대상으로 체계적인 기업가정신교육과 회복탄력성에 관한 교육을 시행할 것을 제언한다.

Analysis of Employment Effect of the Minimum Wage Using Time Series Data (시계열 자료를 이용한 최저임금의 고용효과 분석)

  • We analyze the effect of the minimum wage on employment using time series data forr groups of individuals most affected by the minimum wage: young males (18 to 24 years old), young females (18 to 22 years old), old males (60 years and older) and old females (60 years and older). Our findings are as follows. First, a unit root test says that the variables like minimum wages and employments are non-stationary variables and they have cointegrational relations each other. It says that in this case, VEC is more suitable than OLS or VAR. Second, an increase of the minimum wage is found to have a weak but persistently negative effect on employment.

A Comparative Study of family gap in Welfare States :The Role of family policy and labor market structure (복지국가의 '자녀유무별 여성임금격차(Family gap)' 비교연구 : 가족정책과 노동시장구조의 영향을 중심으로)

  • This study examines the association between family policies and family gap using data for 14 OECD countries. As family policies have different assumptions about women's roles and include variant sub-policies, this study identify two distinct family policies: 'employment support policy' to support women as employed workers and 'caregiving support policy' to support women as caregivers. Meanwhile, women's wage cannot be determined by the effect of 'only' family policy. Therefore, analysis model includes variant macro structure supposed to affect women's labor status and wage, like labor market structure, wage structure(compression), women's social status and economic status, and examines interaction effects between family policies and these labor market and social structures using Fuzzy-Set Qualitative Comparative Analysis (FSQCA). The FSQCA result shows that relatively low family gap is associated with the conjunctual causation of developed 'employment support policy' and compressed wage structure.

An Empirical Study on the Effects of Fertility Rate and Female Labor Supply on Economic Potential (출산율 및 여성고용 제고 정책이 성장잠재력에 미치는 영향)

  • The purpose of this study is to analyze the effect of policy boosting fertility and labor participation rate on potential GDP growth rate. To do this, we employ a growth accounting approach, which decomposes per capita GDP into two parts. The first one is the change of dependency ratio and the other is the change of labor input. The labor input is again decomposed into the qualitative and quantitative parts. The quantitative part considers the change of labor participation rate and working time. The qualitative aspects is based on the trend of productivity of labor. From the scenarios of NSO(National Statistics Office), the effect of the fertility-raising policy on per capita potential GDP growth rate is calculated and projected to the year of 2050. We also forecast the policy effect inducing high labor participating rate of female labor and beyond 55-year old labor. The baseline results show that the per capita GDP growth rate will show mid 4% to the year of 2010, gradually declining to 3.94% by 2020, 3.03% by 2030, 2.41% by 2040. The high fertility rate scenario will not have effects on the potential growth by 2030, but show 0.10%p higher per capita GDP growth rate than that of baseline scenario result. By the high female labor participation policy, the per capita GDP growth rate will reach 0.04%p higher per capita GDP growth rate than that of baseline scenario. Based on the results of this paper, we conclude that the quantitative labor input cannot solely account for the trend decline of potential GDP, and the qualitative aspect, like labor productivity, is much more important element to sustain and boots the economic growth.

The American Route of the Reconciliation between Work and Family (미국 중산층 여성 일-가정양립 경로의 역사적 형성과정에 관한 연구)

  • This study is focused on the historical route in which reconciliation between work and family has been operating in the United States whose welfare standards are low, by using analytic narratives, from late 19th century to early 20th century. The first step saw an increase in the social advancement of unmarried women due to the increase in employment in the occupation of white-collar, as well as the increase of women in the Academy and in educational institutions. In the second step, the social advancement of married women was increased by the enforcement of the New Deal, consumption capitalism, and World War II. In the third step, the sphere of highly-educated women was expanded to a professional one through active measures aimed at gender equality, and the women's liberation movement of the 1960s took place. The United States' path model was completed in the fourth step. This study show that the most important factors have a significant influence to complete route of the American's Route were individual efforts of women (capacity building through the academic and the powerful women's movement) and the individual employment relationship in labor market. This study shows that individual efforts of women, especially in building capacity through the academic and the powerful women's movement, and the labor market, whose individual employment relationship is well-developed, have a significant influence on completing the route of the highly educated middle-class women in America.

The Effects of Marriage and Childbearing on Labor Market Outcomes and Subjective Well-Being among Women (결혼과 출산이 여성의 노동시장 성과와 생활만족도에 미치는 영향)

  • We estimate the effects of marriage on women's labor market outcomes and subject well-being. To resolve the endogeneity problem of marital status and timing of marriage, we use the difference-in-differences event study method which compares the trends of the outcome before and after the event between treatment and control groups. For robustness, we use four different control groups. The results show that the probability of working drops significantly by about 10%p in the first year of marriage and the effect becomes as large as 46%p by the 5th year of marriage. Also monthly earnings decrease substantially. We find that marriage increases subjective well-being, while the effect is not persistent.

A Study of the Employment Condition and Labour Experience of Elementary After-School Care Teachers: A Case of Gwangju Metropolitan City (초등돌봄교사의 고용형태와 노동경험에 관한 연구: 광주광역시 사례를 중심으로)

  • This study examines the employment conditions and labour experience of elementary after-school care teachers in South Korea. Based on the empirical data collected through in-depth interviews with after-school care teachers in Gwangju Metropolitan City, the study considers multifaceted problems faced by after-school care teachers in their workplace. The after-school care class is part of educational policies initiated and rapidly expanded by the Ministry of Education, resulting in the substantial increase of non-regular school workers. The irregularization of after-school care teachers illustrates that the common problems faced by female non-regular workers, such as social discrimination, exclusion and inequality, are also transplanted into the typical public sector. In the case of Gwangju Metropolitan City, during the past two years there have been evident increases both in under 15-hour short time contract care teachers and outsourcing of care classes. Temporary part-time contract care teachers suffer relentless job insecurity and experience poor working conditions, exclusion and discrimination within the workplace and labour alienation. In order to minimize the organized resistance of care teachers, school authorities implicitly individualize and isolate care teachers through hierarchization, the division of labour and the spatial division of classes between indefinite and temporary contract teachers.
