Utilizing public data to promote renewable energy supply -Focusing on geothermal energy related data- (신재생에너지 보급 활성화를 위한 공공데이터 활용 방안 -지열에너지 연관 데이터를 중심으로-)

  • Recently, the energy industry is implementing renewable energy supply policy to reduce energy consumption. The purpose of this study is to build a database that can help promote the supply of geothermal energy system to prepare for the increase of renewable energy demand and to develop a method to evaluate the possibility of geothermal energy system installation by using database information. The data used in the study was reliable using open data provided by national agencies. We obtained information necessary for the possibility of geothermal energy system installation, constructed a dedicated database, and studied the method of calculating the geothermal well capacity by using the database information. In the future, this study will establish a local environmental evaluation standard and add information on other renewable energy to contribute to the activation of renewable energy supply.

ESCO 길을 묻다 - ESCO 20년, 국가 에너지절약에 미친 성과와 향후 전망

  • 정부, 공공기관, 기업 등 너나 할 것 없이 모든 국민이 에너지절약보다는 성장을 중시하던 90년대 초반, 에너지절약에 관심을 가진 소수가 국내에 ESCO제도를 도입, '92년 삼성에버랜드(주)를 필두로 4개사가 ESCO로 등록하여 ESCO투자사업을 시작했다. 그로부터 20년이 흐른 지금, 에너지절약은 제5의 에너지로 불릴 정도로 그 중요성을 모두가 공감하고 있으며 ESCO 또한 그 수가 240여 개로 증가했다. 에너지절약이 그 어느 때보다 중요해진 지금, 어느덧 20살이 된 ESCO의 성과를 살펴보고 향후 전망에 대해 알아보자.

공공기관, 소수력발전 개발 주도

  • 신재생에너지의 한 분야인 소수력발전은 지형이나 기후 등 자연적인 조건과 조화를 이루며 국내 부존 잠재량이 많아 보급효과가 큰 것으로 평가되고 있다. 국내의 소수력 발전 부존량은 1,500MW 정도로 알려져 있으며 시장잠재량은 2030년까지 660MW로 예측되고 있다. 국내 부존량을 모두 개발하면 연간 70만M쪼, 약 700억원 규모인 것으로 예상되고 있다. 정부는 오는 2011년까지 소수력발전 보급목표량을 80MW로 정해 소수력발전 보급을 추진하고 있다. 최근 정부의 신재생에너지 보급정책에 따른 지역에너지 보급사업, 신재생에너지 의무공급제도(RPS)와 발전차액지원제도로 소수력 개발의 필요성이 증대되면서 공공기관에서 소규모 소수력 개발이 활발하게 추진되고 있지만 본격적인 상용화에는 한계가 많다는 지적이다. 소수력 발전의 전체 시장 매출은 매년 비슷하지만 정부의 정책적 지원 및 관련 기술개발, 인허가 절차의 획기적 개선 등을 통해 국내의 풍부한 부존량을 개발하면 새로운 시장이 열릴 것으로 전망된다. 특히 세계 최고의 소수력 보급 국가인 중국의 경우 앞으로도 지속적으로 소수력 발전소를 개발할 계획이어서 해외진출에 관심 있는 설비건설 업체라면 중국 시장을 노크해볼만 하다는 게 전문가들의 의견이다. 이번 호에서는 소수력 발전 기술 및 동향과 시공사례를 살펴보고자 한다.

The Research on the Development Potential of Smart Public Facilities in Public Design - Focusing on examples of public facilities in smart cities - (공공디자인에서 스마트 공공시설물의 발전 가능성에 관한 연구 -스마트 도시의 공공시설물 사례를 중심으로-)

  • Background: In modern society, the importance of Public Design has become increasingly significant in contributing to the enhancement of urban functionality and the quality of life of citizens. Smart Public Facilities have played a pivotal role in enriching user experience by improving accessibility, convenience, and safety, and in elevating the value of the city. This research recognizes the importance of Public Facilities and explores the potential of Smart Public Facilities in solving urban challenges and progressing towards sustainable and Inclusive cities. Method: The literature review comprehensively examines existing theories and research results on Smart Public Facilities. The case study analyzes actual examples of Smart Public Facilities implemented in cities both domestically and internationally, drawing out effects, user satisfaction, and areas for improvement. Through analysis and discussion, the results of the case studies are evaluated, discussing the potential development of Smart Public Facilities. Results: Smart Public Facilities have been found to bring positive changes in various aspects such as urban management, energy efficiency, safety, and information accessibility. In terms of urban management, they play a crucial role in optimization, social Inclusiveness, environmental protection, fostering citizen participation, and promoting technological innovation. These changes create a new form of urban space, combining physical space and digital technology, enhancing the quality of life in the city. Conclusion: This research explores the implications, current status, and functions of Smart Public Facilities in service and design aspects, and their impact on the urban environment and the lives of citizens. In conclusion, Smart Public Facilities have brought about positive changes in the optimization of urban management, enhancement of energy efficiency, increased information accessibility, User-Centric design, increased interaction, and social Inclusiveness. Technological innovation and the integration of Public Facilities have made cities more efficient and proactive, enabling data-based decision-making and optimized service delivery. Such developments enable the creation of new urban environments through the combination of physical space and digital technology. The advancement of Smart Public Facilities indicates the direction of urban development, where future cities can become more intelligent, proactive, and User-Centric. Therefore, they will play a central role in Public Design and greatly contribute to improving the urban environment and the quality of life of citizens.

  • In this study, it is aimed to solve the problems of energy depletion, environmental pollution, climate change and traffic congestion in the coming generations. In Korea, the usage of public bicycle, which is a short-distance transportation system, is continuously increasing. Therefore, we analyzed the public bicycles of 'Taungryei' in Seoul and 'Nubiza' in Changwon City. We also conducted in-depth interviews with Stephen Anderson based on six principles of Creating Pleasurable Interfaces. As a result, users' discomfort was found in the functional part and the usability part of the public bicycle. Also, it was confirmed that the users were satisfied with the public bicycle in the meaningful part. Therefore, public bicycles should consider the user experience aspects to complement functional and usability parts for users.

  • Background: The advancement of information and communication technology acts as a key driver in the implementation of smart cities. Smart Public Facilities leverage this technological progress to innovate urban operations, optimizing various city functions, enhancing the quality of public services, and improving citizens' accessibility and convenience. These Smart Public Facilities are introduced for the sustainable development of cities and the enhancement of citizens' quality of life. Method: This study systematically analyzed the public design policies of local governments and examined the use cases of Smart Public Facilities domestically and internationally to evaluate their functions and roles. Through this, the effectiveness and sustainability of public design policies were comprehensively reviewed, and the impact of Smart Public Facilities on urban operations and citizens' lives was analyzed from multiple perspectives. Results: The introduction of Smart Public Facilities significantly enhances the implementation and efficiency of public design policies, playing a crucial role in sustainable urban development and improving citizens' quality of life. Furthermore, positive impacts were observed in various areas such as energy management, transportation systems, and environmental monitoring. Major challenges included managing technological changes, ensuring data privacy and cybersecurity, and strengthening citizen participation. Conclusion: Smart Public Facilities serve as essential infrastructure for improving urban efficiency, sustainability, and citizens' quality of life. Successful implementation and operation require systematic management and citizen participation. Through this, Smart Public Facilities will support sustainable urban development and play a critical role in responding to environmental changes. To ensure that Smart Public Facilities function effectively as urban infrastructure, it is necessary to comprehensively evaluate their impact on the efficiency of public design policies, sustainability, citizens' quality of life, and the local economy, and to suggest concrete measures for their introduction and operation.

Formulation of "Supporting Policy of Energy Saving Facilities" for Rural Community (에너지 절약형 농촌 지역시설 보급 지원을 위한 정책 개발 연구)

  • This paper presents the real condition and problems of rural communities, shift of social paradigm, and also discussed the results and efforts of existing energy supporting policy by literature review. The aim of this study is to suggest the new supporting policy of energy saving facilities for rural communities, and to show its necessity, framework, promotion method, and connection plan with existing policy. Based on this study, mainly three results can be drawn as follows; first, this new policy is required that not only suggestive reason such as energy crisis and social atmosphere, but also, financial support and welfare service for resident of rural area. Second, the various rural facilities including residence must be planed sustainable energy saving system by this new policy. And the third, this policy should be simultaneously adopted with rural development policy, and must drive forward that is closely connected with a related policy.

  • The aim of this study to propose an efficient method in selecting the type of new and renewable energy applied in at the planning phase of buildings. This study applied geothermal energy facilities with high adaptability to buildings. This study considered the energy reduction and reduced cost by comparing the values with the energy consumption before applying of geothermal energy facilities. In order to propose more reliable criteria of economic evaluation, maintenance costs reflecting the replacement cycles and initial construction costs by drawings and specifications for installation facilities for practical geothermal energy based on construction statement for life-cycle cost analysis. The results will help to effectively select economic types of facilities for new and renewable energy of the planning phase of buildings.

  • As energy transition accelerates and transition politics intensifies, the strategy and pathway of energy transition are becoming an issue. And there is a growing interest in energy democracy as a discourse criticizing market-led energy transition and seeking fundamental restructuring of energy system. However, the imaginations of energy democracy are different from each other as a social movement discourse and a criterion for political evaluation of energy transition. This study aims to analyze the issues of energy democracy and reinterpret them from the perspective of the Commons. As various social movements are connected, energy democracy includes elements of localization, decentralization, liberalization, commoning and socialization that can conflict with each other in terms of transition strategy. In addition, the imagination of the subject of energy transition is diverging between investors, consumers, workers, and energy citizens. Thinking about energy infrastructure as the Commons in this situation helps to understand the critical issues of energy democracy and to imagine new transition experiments. Energy democracy implies that the new commons are being created across the scale of energy infrastructure in the contention of the transition to a decentralized renewable energy system.
