RPS and FIT with Transaction Costs (수입중간재와 신재생에너지정책)

  • In 2012, Korea adopted RPS after having implemented FIT for 10 years since 2002. We show how the choice of policy between RPS and FIT affects firm's choice of intermediate goods between a domestic and a foreign supplier, given the presence of transaction costs, When transaction costs are not sufficiently high, RPS is found to create a favorable environment for the domestic provider, which has comparative disadvantage initially, to be able to enter the market and to catch up with the foreign provider. The result implies that the Korean government's decision to implement RPS was optimal, given Korea's comparative disadvantage in green energy relative to major developed countries.

  • 전세계 풍력발전 시장은 2009년말 160GW로 지난 5년간 연평균 36.1%로 성장하였으며, 2012년 310GW, 2020년에는 1,900GW에 이를 전망이다. 특히, 풍력산업은 조선, 중공업 등 우리나라가 강세에 있는 산업과 연관성이 높아 관련분야 대기업을 중심으로 시장진출이 활발히 진행되고 있는 추세이다. 본 연구는 지식경제부에서 지원하고 있는 신재생에너지기술개발사업 R&D지원실적을 토대로 풍력산업 및 기술혁신패턴을 분석하고, 이를 토대로 풍력산업 발전을 위한 기술혁신 지원전략을 연구하였다. 분석결과, 풍력시장이 급성장함에 따라 대기업을 중심으로 급진적 혁신 행태을 보였으며, 기술도입 및 선진기술의 모방이라는 전형적인 초기산업화 패턴을 보이고 있다. 이러한 기업전략은 기술혁신체제 관점에서 기술학습을 통한 기술축적이 부족하고, 부품소재 중심으로 공급사슬을 구성하는 중소 중견기업군이 취약하여 원가절감 등 시장 경쟁력에 장애요인으로 나타났다. 이를 개선하기 위해서는 첫째, 시스템 기업은 중소 중견기업을 중심으로 부품국산화 노력을 통한 경쟁력 있는 공급사슬 구현이 시급하다. 둘째, 정부는 부품소재 중심의 원천연구에 대한 지원을 확대하여야 하며 셋째, 경쟁력 있는 국가의 기술혁신체계 구현을 위해 정부 출연연구소 및 대학을 중심으로 기술축적을 위한 방안이 시급하다. 마지막으로 초기 풍력산업의 주요 수요자가 정부 및 공공기관인점을 감안할 때, 풍력시스템의 국산화 비율을 구매 조건의 핵심 평가요인으로 채택해야 할 것이다.

Assessing the public preference and acceptance for renewable energy participation initiatives - focusing on photovoltaic power (재생에너지 사업 참여에 대한 국민 선호와 수용성 분석 - 태양광 발전을 중심으로)

  • This study analyzed the public preference and acceptance regarding renewable energy projects through Choice Based Conjoint Analysis. The results show that the surveyed respondents consider the leading authority of the projects, as the most important factor when considering participating in renewable energy initiatives. Following this, the mode of participation and profit distribution and the power plant location are also viewed as important, whereas participation through decision making regarding the projects was less important. Also when participating in renewable energy projects, respondents tend to prefer to financially participating through loans or owning shares rather than volunteering support for the business such as sharing information, stating one's views, or providing cooperation and coordination. Therefore, the focus is on distributional justice, such as financial investment and profit distribution, rather than procedural justice, for instance decision making. When analyzing the part-worths utilities for the participation attribute, the respondents most preferred to receiving dividends based on earnings by owning shares with the local government in charge of the entire projects. As a consequence, the results suggest that it is important to have local government get involved and have trust-worthy governing systems in place for the initiation of the public participating-renewable energy projects.

An Analysis on Shadow Price, Substitutability, and Productivity Growth Effect of Non-Priced Renewable Energy in the Korean Manufacturing Industries (국내 제조업에 대한 비가격 신재생에너지의 암묵가격, 대체가능성, 생산성 파급효과 분석)

  • This paper analyzes the firms' optimization behavior in response to rising demand for non-priced renewable energy in the manufacturing industries by using an input distance function. The annual estimates of the shadow price of renewable energy is derived and the trend of its shadow price over time is analyzed. The degree of substitution of renewable energy for fossil-fuels is examined. The input-based Malmquist productivity index, defined as a composite of the technical efficiency and technical change measures, is measured. The contribution of renewable energy input growth to the Malmquist index is analyzed. Empirical results indicate that the shadow price of renewable energy declined at an average annual rate of 17% over the period 1992-2012. Substitutability between renewable energy and fossil-fuels was limited. On average, a 1% increase in renewable energy would decrease Malmquist index by 0.04% per year.

The Socio-technical Constituency behind New & Renewable Energy Technology Development in a Latecomer: The Case study of New & Renewable Technology Program of Korea (후발국 신재생에너지기술개발의 동력: 한국의 신재생에너지기술개발사업 사례연구)

  • The study looks at the development of new & renewable technology in a latecomer country, Korea. The main question is whether the development is driven by 'green demand' from the people or by the 'growth demand' from the industry. It also asks what are the characteristics of socio-technical constituency behind the development of new & renewable energy technology; growth-centered or environment-centered. It is found out that a 'New & renewable energy technology socio-techical constituency', consisted of NGOs, industry and government in the form of membership to New & Renwable Energy Policy Council of the government program, was established driving the development of new & renewable energy technology development in Korea. Yet, the coalition among them was based on 'the desire for growth' rather than 'the concern for environment'. The changes in authoritarian development state such as the adoption of governance approach to public decision-making process also contributed to the formation of the constituency.

The Economic Effects of the New and Renewable Energies Sector (신재생에너지 부문의 경제적 파급효과 분석)

  • The Korean government made the 2nd Energy Basic Plan to achieve 11% of new and renewable energies distribution rate until 2035 as a response to cope with international discussion about greenhouse gas emission reduction. Renewable energies include solar thermal, photovoltaic, bioenergy, wind power, small hydropower, geothermal energy, ocean energy, and waste energy. New energies contain fuel cells, coal gasification and liquefaction, and hydrogen. As public and private investment to enhance the distribution of new and renewable energies, it is necessary to clarify the economic effects of the new and renewable energies sector. To the end, this study attempts to apply an input-output analysis and analyze the economic effects of new and renewable energies sector using 2012 input-output table. Three topics are dealt with. First, production-inducing effect, value-added creation effect, and employment-inducing effect are quantified based on demand-driven model. Second, supply shortage effects are analyzed employing supply-driven model. Lastly, price pervasive effects are investigated applying Leontief price model. The results of this analysis are as follows. First, one won of production or investment in new and renewable energies sector induces 2.1776 won of production and 0.7080 won of value-added. Moreover, the employment-inducing effect of one billion won of production or investment in new and renewable energies sector is estimated to be 9.0337 persons. Second, production shortage cost from one won of supply failure in new and renewable energies sector is calculated to be 1.6314 won, which is not small. Third, the impact of the 10% increase in new and renewable energies rate on the general price level is computed to be 0.0123%, which is small. This information can be utilized in forecasting the economic effects of new and renewable energies sector.
