겨울방학을 맞은 어린이들을 책 앞으로 불러들이는 독서프로그램이 캠프, 독서여행 등 다양하게 열렸다. 하지만 몇몇 프로그램은 참가인원 부족으로 취소되기도 해 어린이 독서에 대한 관심 정도를 단적으로 드러내기도 했다.

일본 정부는 지난 2002년 8월 2일 각료회의에서 ‘어린이 독서활동 추진에 관한 기본 계획’을 결정하였다. 이 기본 계획은 어린이가 자주적으로 독서활동을 할 수 있도록 그 환경을 정비한다는 관점에서, 2001년 12월에 의원입법되어 공포.시행된 ‘어린이 독서활동 추진에 관한 법률’의 규정에 따라, 정부가 수립하지 않으면 안 되게 된 것이다. 이 계획을 2002년부터 2006년까지 5년에 걸친 시책의 기본 방향과 구체적인 방안을 제시한 것으로, 그 개요는 다음과 같다. 1. 가정, 지역사회, 학교를 통하여 어린이가 독서와 친해질 수 있는 기회 제공 가정교육에 관한 학습기회를 통하여 부모에게 독서의 중요성을 이해시킨다. 도서관에서의 어린이 독서활동을 추진하여 민간단체 활동을 지원한다. 학교에서의 학습활동을 통하여 독서습관을 확립하고 독서활동을 추진한다. 2. 도서자료 정비 등 제반 조건의 정비 및 충실화 도서관과 공민관 도서실 등 지역사회의 독서환경을 정비한다. 도서관 자료를 정비하고 정보화를 추진하며 사서 연수를 충실화한다. 학교도서관의 도서정비 5개년 계획, 정보화 추진, 사서교사 발령을 촉진한다. 3. 학교, 도서관및 관계기관, 민간단체의 연계.협력체제 추진 4. 사회 분위기 조성을 위한 보급.계발 어린이 독서의 날(4월 23일)을 중심으로 전국적으로 홍보한다. 홈페이지 개설로 관련정보를 광범위하게 제공한다. 일본 문부과학성은 이 기본계획에 기초하여 관계부처 등과 긴밀히 협조하여 어린이 독서활동 추진에 관한 시책을 더욱 충실히 하기로 하였다. -편집자주

독서는 어린이에게 정신적 자양분을 제공하여 그들의 꿈과 희망을 일깨우고 삶의 이정표를 올바르게 제시해주는 교육행위이다. 이 글은 어린이들이 책을 읽고 그들의 생각을 밖으로 표출할 수 있는 독서행위를 독서교육과 독서교육지도사의 측면에서 조사하여 분석한 것이다. 어린이들이 책을 가까이 할 수 있는 동기유발과 독서 후 책 내용에 대한 감상을 자유스럽게 제시할 수 있는 방법으로서 독서게시판의 교육적 효과를 실증을 통해 제시하고자 한다.

본 연구는 세 부분으로 구성되어 있다. 첫 부분에서는 문헌을 통해서 어린이를 위한 독서지도의 필요성과 어린이들이 지니고 있는 독서흥미 그리고 그에 따른 지도 방안을 고찰해보았다. 둘째 부분에서는 우리나라 공공도서관에서 이루어지고 있는 어린이를 위한 독서지도 현황을 설문조사 및 면담법을 이용하여 분석하였으며, 셋째 부분에서는 이상의 분석결과를 토대로 어린이 독서회에서 적용할 수 있는 독서지도 프로그램을 작성해 보았다.

This paper is to emphasize on important of reading books and leading instruction at the age of multi-media. And this paper observes the promotion of reading books fer children in all the world. The role of public library is a mediator for book and children. We have to restore storytelling culture for forming cooperative culture and healing heart pain in the public library. And We have to found a children's library around the children's life, especially in the local government. We have to train children's librarian Immediately In educational institution. We have to enhance the specialization of children's room librarian in the public library.

This research intends to identity problem and to suggest improvement through examples of the children for Reading Camp connected on Reading with Library Program for Children of Alienation in the National Library for Children and Young Adult and to investigate the way of effective the reading camp. The study investigated the operational practices of reading camp programs in 6 areas in the country. Further, it conducted a survey with children and librarians participated in the reading camp program. Based on the results, effective reading camp operation has been suggested and some suggestions have been made to improve administration strategies for reading camp.

90년대 초반부터 독서생활의 실천을 강조하며 어린이 독서지침서나 이론서들이 나오기 시작했다. 그러나 논술에 짜맞춘 수업용 지도서들은 교육보다 상혼에 기대 있고, 어린이 독서교육의 진지한 고민보다는 오히려 즐거운 책읽기를 방해하는 경우도 있다.

This study compares the members of children's reading and culture movement organization versus general public and their children with the aim of understanding how parents' reading activities affect children's reading activities. The study surveyed 477 elementary school students and 483 parents from five special metropolitan cities regarding their reading behaviour. Reading behavior was investigated in terms of reading frequency, book selection information source, reading awareness, and preferred books, and it was confirmed that there was a difference between members of children's reading and culture movement organization and children of the general public. Members of children's reading and culture movement organization and their children showed superior reading habits in terms of both quantity and quality than non-members and their children, and the book selection information service was used. In terms of perception regarding reading, children's reading and culture movement organization members and their children found more "joy" in reading than "help in learning" as compared to the general public and their children. In terms of reading preference, children's reading and culture movement organization members and their children intensively preferred Korean creative fairy tales and picture books while the general public and their children preferred Korean creative fairy tales, picture books, and educational comics. In order to create a healthier reading culture and environment for the long term, the development of more active reading participation methods for the general public is required.

This research intends to evaluate the validity and suitability of English reading programs at public children's libraries and provide their effective administration strategies. For this, the study investigated the current operational practices of public children's library programs. Further, it conducted the survey for parents at 'S Children's Library' in Seoul on their perceptions and satisfaction of the English reading programs. In addition, the study performed the survey of the elementary school students participating in the programs as well as the observations of their studies. Based on the results, some suggestions have been made to improve administration strategies for English reading programs.

IFLA의 어린이/청소년 도서관분과는 전세계의 어린이 청소년을 위한 도서관 발전에 초점을 맞추고 있다. 뿐만 아니라 평생학습의 중요성, 어린이의 독서, 그들의 정보를 제공받을 권리에 대한 인식을 고양시키고 있다. IFLA의 어린이/청소년분과에서는 '어린이를 위한 도서관봉사의 지침'과 '청소년을 위한 도서관봉사의 지침(Guidelines for library services for Young Adults, 원문은 http://www.ifla.org/VII/x10/pub/guidelinese.pdf 참조)'을 마련하여 각 국의 언어로 번역되기를 원하고 있다. 이에 우리 협회는 도서관의 청소년 봉사에 도움이 되기를 바라며, 송영숙 어린이 청소년 봉사위원회 위원장(서울독서교육연구회 회장)이 번역하여 '독서교육정보'(서울독서교육연구회지)2003년 제30호에 게제한 '청소년을 위한 도서관봉사의 지침'을 재수록한다. -편집자주
