A Study on the Behaviors of Complex System Revealed in the Sizes of Public Libraries in Korea (우리나라 공공도서관의 규모에 나타나는 복잡계 현상에 관한 연구)

  • This paper conducted the empirical analysis of the behaviors revealed in the eight size distributions of the public libraries in Korea. As a result, the behaviors of complex system appeared in all eight size factors. This means that the sizes of public libraries in Korea were highly polarized. Especially, the zipf's law were found in the size factors such as gross area, number of staffs, volume of books, total budget. And the highly uneven distributions were occurred in the size factors such as membership, number of users, number of borrowers, number of borrowed books. This research outcomes show that a new policy of public libraries is needed to resolve the polarization revealed in the sizes of public libraries in Korea.

  • Hate crimes should be viewed as a social problem, not a personal crime, and a preventive system should be established to have an acceptance system for people who can engage in antisocial behavior outside of the social integrated value norms. In particular, in order to reduce tragic hate crimes, society and the government should actively work to resolve polarization, and personality education linked to families, schools, and society should be provided, and policies to establish social safety network such as social security systems should be prepared. In addition, it is necessary to switch to a society in which principles are emphasized, and a society that cares for the weak rather than the strong, rather than the expedient policy of words.

  • Recent information and technology is strongly targeted at the young generation, but little research has been undertaken on the older generation. The 55~79 age group was over 1,000,000 people in 2012. As a result, the problems of the information gap and of job creation for older people is becoming a critical social challenge. Because of this need, this research aims to suggest study method to reduce the information gap through informatization education for people of advanced age. Through this, older people can be mentors and play a key role in society as well as contributing to reduce social conflicts. This research is undertaken based on elderly IT volunteers, and is expected to solve the information gap problem through advanced age IT education and job creation with talent donation.

  • 2020년대에는, 7조개의 스마트 디바이스의 급증, 70억의 인구, 새로운 고품질 매체에 대한 요구가 급증하면서, 새로운 이동통신 환경 및 비즈니스 모델의 변화에 대한 선제대응이 필요하고, 현재 셀률라의 1000배의 용량, 사용자당 Gbps 서비스, 그리고 사용자당 1000분의 1의 에너지효율을 높이면서도, 사용자와 인터액션과 감성을 만족시키는 서비스에 대한 선도적인 연구개발이 필요하다. 이를 통해서, 현재 이동 통신 사업자들의 투자 대비 수익 감소에 따른 불합리한 투자 및 수익 구조를 개선할 수 있을 것으로 예상한다. 이러한 기술을 바탕으로 5G 이동통신 네트워크는 Early Adpater 시장뿐 아니라, 보편적 모바일 핵심 인프라기반으로 미래의 사회 문제를 해결하고 지식의 양극화를 적은 비용으로 해소할 수 있어야 하며, 또한 창조지식 국가 실현을 위한 성장엔진으로, 새로운 혁신 산업 및 지식산업의 생태계를 창조함으로서, 산업 육성 패러다임의 역할을 할 수 있어야 한다. 본 고에서는 이동통신 환경 및 서비스 변화를 예측하면서, 5G 이동통신에서 실현해야 할 이동통신 기술의 비젼과 그 추진 전략에 대해서 살펴보고자 한다. 그 구체적인 추진 전략으로서 국가 정책 및 연구 개발 활성화 방안을 수립하고, 그 실행을 위한 민관 연합의 협력 기구인 5G 포럼의 구성과 역할에 대해서 살펴본다.

  • 최근 디지털 교과서를 중심으로 교육 인프라가 전환되었다. 본 연구는 디지털 교과서의 상용화와 맞춤형 교육을 제공하기 위해 가상현실 기반 맞춤형 언어학습 시스템을 제안하였다. VR 에서 말하기, 듣기, 쓰기의 상호작용이 가능한 시스템을 구현하였고 자기주도적 맞춤형 학습이 가능하도록 학습요소를 시각화 하였다. 본 연구에서 제안한 자기주도적 맞춤형 학습이 가능해짐에 따라 코로나-19 로 인해 양극화된 교육 격차의 해소가 가능할 것이다.

An Analysis of Regional Types of Rural Areas (농촌지역의 유형화와 특성 분석)

  • Recently, Korean agriculture and rural areas face a huge crisis due to the change in the market environment of agricultural products under WTO and FTA. Thus, rural policy needs to break from the agriculture-centered sectoral perspective and to develop the various potentials in rural areas. The transformation of rural policy is also required from the aspect of increasing regional differentiation in rural areas. In this context, the paper aims to classify the regional types of rural areas and analyse their features in geographical location, population, farming, public finance and so an. The result of analysis shows that rural areas can be classified into 5, 9 or 15 regional types by stages. This implies that there is significant regional differentiation ill rural areas. However, there is regional polarization as much as differentiation in rural areas. In this point, rural policy should catch up regional polarization as well as diversity in rural areas.

  • The 2020 Digital polarization in accordance with rapid information and communication technology (ICT) development arises as an important issue in the society of the time in S. Korea. And at that time of 2020 S. Korea society due to the multicultural families of nearly one million people are expected to start full-scale multicultural society. So this study has been developed ways to bridge the gap as the digital divide with a discussion of multicultural society policy relevant to advent of the era of the informatization. Also under changing environment of this new paradigm, this study proposed that the future strategic direction like expanded and enhanced information services relevant to multicultural families in S. Korea. So this study focused on the strategy consulting of multicultural society policy with e-Government of S. Korea by the application of 'scenario planning' as a foresight method. As a result, A desirable future vision of multicultural society policy with e-government in S. Korea is to build 'open platform' based on ICT-integrated data services.

The Effects of Medical Expenditure on Income Inequality in Elderly and Non-Elderly Households by Income Class (소득계층별 노인과 비 노인가구의 의료비 지출이 소득불평등에 미치는 영향)

  • This study aims to identify the inequalities and characteristics of health care expenditure of the elderly and non-elderly households by income level. As a result, health care expenditure of elderly households was statistically significantly higher than that of non-elderly households. As a result of calculating the concentration index of health care expenditure by income level, inequality was higher in order of non-elderly households, elderly households, and total households. In order to confirm the effect of health expenditure on household income inequality, we calculated the concentration index of income excluding total health care expenditure from total income. As a result, inequality was higher in order of elderly households, whole households, and non-elderly households. There was not much difference in inequality of health care expenditure among elderly households and non-elderly households. And, the health care expenditure of elderly households was much higher than that of non-elderly households. Also, inequality of health care expenditure by income group was serious. There should be no cases where the medical care support policy for elderly households can not use necessary medical services.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.
