Contingent Valuation of Wildlife-Vehicle Collision Prevention Projects (조건부가치측정법을 이용한 야생동물 교통사고 예방사업의 경제적 가치 추정)

  • With the continuous expansion of highway network and its traffics, neighboring wildlife habitats are splitted into smaller and more isolated patches. The infrastructures contribute to the wildlife-vehicle collision by creating barriers to animal movement. This kinds of traffic accidents are dangerous factors to the drivers' safety and the facilities on the highway as well as to the wildlife themselves. One of the most common ways to prevent habitat fragmentation are fauna crossings and fences. The cost of the mitigation measures to prevent wildlife-vehicle collision could be monetized. However their economic benefits are difficult to be measured. Using contingent valuation method, this study tries to estimate the economic valuation of wildlife collision prevention projects on the Korean highways. The result shows that 43.88% of Korean household had the positive willingness pay to the projects. Moreover, we found that the recognition of the project or the favourable attitude to the environmental issues could raise the willingness-to-pay. Therefore, active public relation on the project could make the friendly public opinion and increase the number of the household which has the positive willingness-to-pay on the project.

  • 본 논문은 철도 건널목(교차로)에서 발생하는 차량, 보행자 및 야생 동물 사고 등의 상황에서 발생하는 위험 요소를 설정하고 철도 건널목(교차로)의 운행상황을 확인할 수 있도록 모형 철도 주변에 유형별 센서들을 설치하고 데이터를 인지하여 시스템에 저장하고, 유효한 데이터 분석을 통해 Orange3 머신러닝 기법을 적용한다. 철도 건널목에 관련된 이미지 중 위험인자로서 차량, 보행자 및 야생동물등의 객체를 감지하고 데이터를 수집하여 활용한다. 또한 이러한 데이터들은 이용자 상황에 맞는 철도 데이터 운영 시스템으로 적용할 수 있도록 위험 예측 시스템을 제안한다.

  • This study found that wildlife crossing created through environmental impact assessments didn't reduce the number of wildlife accidents on the road by review of "A Study on the Legal and Institutional Review for Reproving Bio-Mobile in Environmental Impact Assessment(2018)". Specific considerations to be reviewed at each stage of the environmental impact assessment consultation were presented for practical site application. Therefore, in this study, the consultation steps for environmental impact assessment were presented in five stages, including planning, design, construction, monitoring, maintenance and management, and detail of the items to be reviewed by public officer. It will be able to prevent loss of habitats and improve biodiversity by improving the practice and institutional problems that were planned and designed at the time of construction.

  • The objective of this study was to estimate the roadkill occurrence of water deer (Hydropotes inermis), a representative roadkill species in South Korea. For this estimation, I analyzed national road statistics and roadkill statistics, and then reviewed case studies that estimated the number of deer roadkill in other countries to apply the estimating methods to our case. As a result, the estimated number of water deer vehicle collision was at least 60,000 per year in South Korea.

  • 본 논문에서는 실제 주행하는 철도가 지나가는 터널에서 유발되는 안전사고 및 주변에 거주하는 주민들과, 서식하는 야생동물들에게 피해를 입힐 수 있는 소음과 진동을 감지하고, 철도가 터널을 운행하는 상황을 구현하여, 너털에서의 위험 요소들에 대한 상황 데이이터들을 센서를 통해 데이터 수집을 진행하고 다양한 위험 상황으로부터 실시간 감지를 통해 데이터들을 분석하고 적절한 상황 지원을 위한 실시간 인지시스템 모델을 설계하고 지원한다.

  • In this paper, we studied accident-aware smart streetlights to prevent secondary accidents when driving on highways. It used Arduino and sensors to inform drivers of weather conditions, incorporated functions such as LED brightness control according to sunlight and night driving vehicles, and used Raspberry Pi camera OpenCV to learn various traffic accidents, natural disasters, and wildlife.

  • This study had targeted the Manjong Junction~Hongchun interchange section of Jungang highway in order to analyze the efficiency and improvement of the highway wild-life fences. Being analyzed wild-life fence as an effective facility for the prevention of road-kill, it had founded that the wild animals did not jump over even the two layer guardrail, concrete barrier and noise barrier, fence for rock fall. For the section with high road-kill decrease effect after installing the wild-life fence, the effect was higher at wild-life fence with the height of 1.0m where the door had not been installed and the well connected points of road facility than the area with fence height of 1.5m. The road-kill decrease effect was also high at the well managed areas even if the door has not been installed. Also, road-kill had occurred by concentrating around the end of wild-life fence after installing the fence, Moreover road-kill had also occurred around the cutting section. The door of wild-life fence had higher amount of road-kill occurrence as the installation interval was closer. it was analyzed that the door management has a lot of effect on road-kill decrease. The fence for rock fall, two layer guardrail and concrete barrier having the effect of wild-life fence installed on the road would have to be installed by connecting with wild-life fences through proper facility improvement. Although the door should not be installed if possible, it should be installed as automatic door or gravity door to prevent the door from leaving the door open. An escape route has to be formed for the prompt escape away from the road for the animals entered through the ending section of the fence. The eco-corridor has to be made by restoring the soil layer of dual purpose eco-corridor forming a planting area. Also, the dead body after the accident has to be disposed to the outer section of the road immediately in order to prevent the secondary road-kill by the predator from the road-kill. The fence has to be installed as 500m or longer in both ways, in other words 1,000m or longer, from the targeted spot of minimum accident prevention while connecting up to the bridge or box culvert, etc that are next road facilities if possible to guide wild animals safely to the eco-corridor.

  • Smart Highway is the intelligent highway that improves a traffic safety, reduces incidence of traffic accidents, and supports intelligent and convenient driving environment so that drivers can drive at high speeds in safety[1]. In order to implement the highway, it is required to gather a dangerous data such as obstacle, wild animal, disabled car, etc. To provide the situation information of the highway, it has been gathered traffic information using various sensors. However, this technique has problems such as the problems of various information gathering, lack of accuracy depending on weather conditions and limitation of maintenance. Therefore, in order to provide safe driving information to driver by gathering dangerous condition, radar system is needed. In this paper, we used a developing 34.5GHz RWR(Road Watch Radar) radar for gathering dangerous information and we verified performance of obstacle detecting and resolution through field test.

  • The objective of this paper was to investigate the potential of road-crossing structures as biological corridors that can overcome wildlife habitat fragmentation caused by road construction. Snow tracking on animal trace adjacent to and under bridges, underpasses, and culverts of eight rural highways in Korea was carried out. A total 89 structures were monitored and the results follow. First, the probability of road crossing increases with the increasing cross sectional size of crossing structures. Second, small to medium sized carnivores such as raccoon dog, leopard cat, and Siberian weasel use all types of structures. Finally, water deer, or large herbivore crossed only under bridges. Consequently, further studies are necessary to identify suitable types of road crossing structures that can mitigate the probability of road-kills and habitat fragmentation of water deer.
