A Study of the Standard Structure for the Social Disaster and Safety Incidents Data (사회재난 및 안전사고 데이터 분석을 위한 표준 구조 연구)

  • Purpose: In this paper, we propose a common dataset structure which includes the incidents investigation information and features data for machine learning. Most of the data is from the incidents reports of the governmental part and restricts on the social disaster and safety areas. Method: Firstly, we extract basic incidents data from the several incident investigation reports. The data includes the cause, damage, date, classification of the incidents and additionally considers the feature data for the machine learning. All data is represented by XML standard notation. Result: We defined the standard XML schema and the example for the incidents investigation information. Conclusion: We defined the common incidents dataset structure for the machine learning. It may play roles of the common infrastructure for the disaster and safety applications areas

A Study on Modification of Industrial Accident Indicator Considering Working Environment Change (근로 환경 변화를 고려한 산업재해지표 수정 방안에 관한 연구)

  • Although the working environment has changed significantly compared to the past, such as the implementation of the five-day work week and the aging of the population, it is not reflected in the current industrial accident index calculation such as frequency rate, severity rate, and safe T-score. In this study, statistical data were used to understand time-series trends such as increase in life expectancy, working age, shortening of working hours, and average age of death by accident. As a result of time series trend analysis of statistical data, life expectancy increased to 83.3 years, and the legal working age was raised to 65 years due to the aging of the population. Also, with the advent of the 5-day work week since 2001, the average annual working hours decreased to 2008.1 hours. It can be confirmed through statistical data that these phenomena are applied to the current working environment due to a complex action, and these environmental changes affect the calculation results of the industrial accident index.

A study on the method of measuring the usefulness of De-Identified Information using Personal Information

  • Although interest in de-identification measures for the safe use of personal information is growing at home and abroad, cases where de-identified information is re-identified through insufficient de-identification measures and inferences are occurring. In order to compensate for these problems and discover new technologies for de-identification measures, competitions to compete on the safety and usefulness of de-identified information are being held in Korea and Japan. This paper analyzes the safety and usefulness indicators used in these competitions, and proposes and verifies new indicators that can measure usefulness more efficiently. Although it was not possible to verify through a large population due to a significant shortage of experts in the fields of mathematics and statistics in the field of de-identification processing, very positive results could be derived for the necessity and validity of new indicators. In order to safely utilize the vast amount of public data in Korea as de-identified information, research on these usefulness metrics should be continuously conducted, and it is expected that more active research will proceed starting with this thesis.

  • Sophisticated Air Navigation System has contributed to enhancing the capacity of airspace capacity, leading to an efficient airspace environment. However, it has acted as a factor increasing the probability of collision. When an aircraft fails to maintain vertical separation and instead exhibits lateral positional errors, it does not necessarily lead to a collision. However, as the lateral positional accuracy increases, the randomness of aircraft positions decrease, resulting in an elevated probability of collisions. Consequently, The International Civil Aviation Organization has introduced Strategic Lateral Offset Procedures(SLOP), intentionally deviating aircraft from the centerline of airways. Likewise, South Korea also operates Offset procedure. The Y579 was operated using the Offset before its conversion to a dual airway and the analysis of the Offset track revealed that it was being operated similarly to a unidirectional dual airway. This paper develops a safety assessment methodology applicable to unidirectional dual airways, and applies it to perform a safety assessment of the Y579 Offset procedure.

  • 최근에 기후변화로 인한 한반도에 내습하는 태풍에 빈도는 점차 증가하고 있다. 2020년도 8월 26일 태풍 '바비', 9월 2일 태풍 '마이삭', 9월 7일 태풍 '하이선'은 일주일 내의 간격으로 한반도를 내습하였다. 한반도에 내습한 태풍 중에서 마이삭과 하이선은 동쪽 해역을 지나가면서 강풍과 많은 강우를 초래하였다. 그 결과 특정 원전은 자동 가동중지가 발생되는 사태를 야기 시켰다. 본 연구에서는 원자력 발전소 인근 해역에서 폭풍해일에 의한 가능최대파고 높이를 추정함으로써 발전소 안전성에 대한 검토에 목적을 두고 있다. 이를 위해 첫 번째로 '2019 전국 심해 설계파 산출 보고서'를 바탕으로 원전 인근 해역 심해 설계파 지점에 대해 파고, 주기, 해상풍과 같은 변수들을 분석하였다. 그 결과를 바탕으로 100년부터 1000만년까지의 변수들을 예측하였다. 두 번째로 해도자료를 바탕으로 GIS를 통한 지형자료를 구축하였다. 구축된 지형자료를 바탕으로 SWAN 모델의 기초자료를 구성하였다. 세 번째로 추정된 변수들과 구축된 지형자료를 바탕으로 100년부터 1000만년까지의 시나리오별 SWAN 시뮬레이션을 통해서 원전 인근 해역에 대한 가능 최대 파고 높이를 분석하였다. 그 결과를 바탕으로 특정 원전인근 해역에서의 평균적인 파고 높이에 대한 재해도 곡선을 추정하고 제시하였다. 본 연구를 바탕으로 향후 확률론적인 분석 방법을 적용하여 불확실성을 고려한 재해도 곡선 추정 과정의 기초자료로 활용될 수 있다. 또한 EurOtop을 적용하여 파고 높이에 따른 원전부지의 Overtopping을 추정하고, 최종적으로 폭풍해일에 의한 원전부지의 2차원 침수해석의 기초자료로 활용할 수 있을 것으로 판단된다. 이를 통해 홍수 방지 및 예방과 관련한 홍수저감 활동과 관련된 통제실 외부 시설물에 대한 수동 조작에 대한 안전성 평가가 이루어질 수 있겠다.

A Study on the Application for Domestic Remote Operator Licensing System for Maritime Autonomous Surface Ships Using the AHP (AHP를 활용한 자율운항선박 원격운영자의 국내 면허체계 적용방안에 관한 연구)

  • Maritime Autonomous Surface ships(MASS) are gradually gaining importance. Until fully autonomous ships are developed, they will likely be controlled by remote operators who are based in a Remote Operations Center. However, there is currently no internationally or domestically established licensing for them. This issue can potentially pose a risk to navigation safety due to operations being handled by unqualified remote operators. We conducted a literature review and proposed criteria for the adoption of a licensing system for remote operators. We have futher offered alternatives to integrate this license into the existing officer licensing system, and analyzed them using Analytic Hierarchy Process(AHP). Subsequently,, theprimary need to enact legislation for remote operators is observed. The most preferred approach is to include the occupation of a remote operator in the Ship Officer Act, Article 4: Occupational Categories and Class of Licenses. Therefore, it would be logical for the organizational structure of the Remote Operation Center to mirror the traditional Bridge Resource Management. This study will contribute to the efficient training of remote operators and the safe navigation of autonomous ships with a focus on human resource management.

Quantitative Safety Assessment and Effectiveness Analysis for Duplication of ATS Routes (복선 항공로에 대한 정량적 안전평가 및 효과에 관한 분석)

  • The Ministry of Land, Infrastructure and Transport duplicated a section of ATS Route Y579 connecting Jeju and Busan in 2022 to enhance aviation safety and operational efficiency. Before duplication, an offset procedure was applied to separate aircraft flying in opposite direction by deviating them to the right of their intended flight paths. However, on December 1, 2022, this offset procedure was abolished and replaced with two parallel route, Y571(towards Busan) and Y572(towards Jeju), to improve safety and efficiency. The duplication of ATS Routes has significant implications in various aspects. This study analyzes the safety of the newly established ATS Routes and compares their safety with the previously applied offset procedure to evaluate the effectiveness of the duplication. Additionally, it presents the significance from the perspective of airspace operation. A safety assessment has conducted using a modified version of the Reich CRM (collision risk model). The analysis results confirms that the level of safety improves after the duplication and that there were benefits in terms of airspace utilization.

  • The Korean government amended the Facilities Safety Act in 2018 to establish a performance-based maintenance system. This system is designed to comprehensively evaluate the safety, durability, and usage performance of facilities required to maintain their function in use, and to establish corresponding maintenance plans. However, the current maintenance system of utility tunnels is managed by a safety-oriented evaluation method, which has limitations in conducting performance evaluations that consider durability and usage performance. Therefore, in this study, safety, durability, and usage performance items for utility tunnels were selected using the Delphi method, and the weight of each item was calculated using the entropy weighting method. The results of this study are expected to be used in future performance evaluations of utility tunnels to support rational decision making when establishing maintenance plans.

It used the situation to police intervention and domestic Multi-swarm events leading research and safety management systems. Safety management for multi-swarm events did ministry of public safety and security, local government, police department, fire department etc. Activities of Safety management for multi-swarm events was checked the risk level, safety management, safety planning and training, safety management in accordance with the Manual. But, safety management of police had Manual maintenance is necessary for the police forces and take advantage of, it is necessary to clarify the mission, it is necessary to configure the risk of a step-by-step checklist for police safety tips in detail. This study for solve the problem proposed the United States, United Kingdom, Germany, France, Australia, the case of the Japanese.

  • The DfS(Design for Safety) concept is expected to be widely used to promote pro-active construction safety management. It will open up tremendous opportunities for tile owner, designer, and constructor to prevent accidents in construction projects. Construction safety management using the DfS concept is regarded as the most difficult job for the owner, designer and contractor to undertake, because an information model using the DfS concept is not utilized as a tool to support pro-active construction safety management. Therefore, there has been a growing need toward an information model during the design process ai recent practice of construction safety management have emphasized the significance of the pre-construction phase of projects. The objective of this study is to develop the construction safety information model being composed of conceptual, logical, and computerized information models as the tool that helps owner, designer and contractor find out and communicate as well as understand the hazardous nature of the construction projects during the design process.
