Awareness about Convergent Patient Safety Culture of Health Professional Working in Tertiary Hospital (상급 종합병원 종사자들의 융합형 환자안전 문화 인식)

  • This study was to measure the awareness of the patient safety culture of medical workers in various occupations working in hospitals and tried to be used as useful data. As a result of evaluating department (ward), hospital, immediate supervisor/manager, communication & procedures and frequency of accident reports, the patient safety accidents considered to be the most dangerous, technicians showed high results in the department(ward), nurses showed high results in the immediate supervisor/manager area. Radiological technologists and physical therapists recognized falls and clinical pathologists and nurses recognized before during after the test as the most dangerous patient safety accidents. To raise awareness of patient safety culture, executives and practitioners should create an atmosphere in which practitioners can prioritize patient safety, gain and manage appropriate personnel, manage cooperative systems between workers or departments.

  • 98.8% of accidents occurring in domestic companies are concentrated in small-sized workplaces with fewer than 50 employees. Therefore, this study developed a disaster safety program that can be implemented by small and medium-sized enterprises by comparing and analyzing the safety management system actively used with the laws and regulations related to industrial safety and facilities. The disaster and safety program included the scope of application, organizational structure, risk assessment, emergency response system, education and training, safety equipment provision and program evaluation, and detailed preparation methods and procedures for each item. In addition, items to be aware of when operating a disaster safety program and operational strategies were presented. After that, it was proposed to introduce the research results into the Occupational Safety and Health Act.

  • According to the Ministry of Employment and Labor's industrial accident death statistics, the number of accident deaths in the construction industry increased by 30 people year-on-year to 458, with 77.3% of the accident deaths aged 50 or older and 41.9% aged 60 or older. This study conducted and analyzed a survey to identify safety education, protective equipment, and safety consciousness for 68 elderly workers working at construction sites. As a result, the necessity of diversifying safety education using visual data was confirmed to reconsider the contradictory safety consciousness of elderly workers. It also confirmed the need to improve protective equipment, such as providing protective equipment suitable for individual bodies and periodic replacement, for workers who are passive in wearing protective equipment despite the high need for protective equipment.

  • 1996년도 UN해양법협약의 발효와 각국의 배타적 경제수역(EEZ) 선포로 연안역에 대한 관심이 국제적으로 고조되고 있는 가운데 우리나라에서도 연안역 관리법(가칭)이 제정되었다. 국토해양부는 연안역 공간이용 효율성 극대화와 부존 해양자원의 치계적인 개발과 보전을 위하여 연안역 관리법을 특별법으로 제정하였으며 1998년 중에 시행령 등 하위법령을 제정해 시행키로 하였다. 이 이후로도 연안역 특별법에 대한 연구는 계속 진행중이며, 현제 연안역은 연안어업, 수산양식장, 모래채취, 염전, 해수욕장, 관광지, 해양시설, 간척, 매립지, 공업단지 등으로 많이 이용되고 있다. 그러나 연안역 안전시설에 대한 상세 설계기준 및 시공에 대해서는 자세히 다루고 있지 않다. 연안역은 관광객이 증가하면서 안전시설과 구난장비의 미비한 실정으로 인해 인적 물적 피해가 빈번히 발생 증가하고 있는 것으로 나타나고 있다. 안전사고의 다발지역을 분석해 보면 관광객으로 인하여 방파제 주변에서의 안전사고가 증가하고 있는 상황이며, 이로 인한 인명피해도 증가하고 있다. 방파제에 대한 안전사고를 막기 위하여 우선적으로 방파제에 대한 안전사고를 해결하고자 인명피해를 막는 구난시설들에 대한 간격 등의 기준을 제시하였다. 다른 지역에 비하여 연안역은 파도에 의하여 사람이 떠내려가는 것을 고려하여 구난시설의 간격을 해안이나 다른 안전시설에 비하여 더 짧게 하였으며, 구난시설이 피해자에게 빠르게 전달되고자 멀리 던진 수 있으며, 구난시설을 잡음과 동시에 숨을 쉴 수 있는 여건이 조성되도록 연구하였다. 안전사고를 효율적으로 방지하기 위하여 인간공학을 접한 안전시설을 연구를 하였다. 인간공학이란, 인간의 행동, 능력, 한계, 특성 등에 관한 정보를 발견하고, 이를 도구, 기계, 시스템, 과업, 직무, 환경의 설계에 응용함으로 인간이 생산적이고 안전하며 쾌적하고 효과적으로 이용할 수 있도록 하는 것이다. 인간공학은 인간이 사용할 수 있도록 설계하는 과정에 있어 인간의 활용성 및 편리성을 증대하는 학문으로 보며, 설계초기 단계에서부터 인간의 요소의 체계적인 고려를 필요로 하게 되었다. 이 논문은 과거에 일어났던 사고사례들을 주시하면서 앞으로의 미래에 똑같은 사고사례가 발생하지 않도록 예방하이 위하여 인간공학과 안전시설을 통하여 연안역의 안전시설의 설치기준에 도움이 되는 자료를 제공하고자 한다.

Development of a Perception of Importance on Patient Safety Management Scale (PI-PSM)for Hospital Employee (병원 의료종사자의 환자안전관리 중요성 인식 측정도구 개발)

  • The purpose of this study was to develop a perception of importance on patient safety management scale (PI-PSM) for Hospital Employee. The PI-PSM was developed and vallidated as follows: item generation, vertification of content validity, pilot study, and test of validity and reliability. In order to verify preliminary instrument, data was collected from 280 hospital employees. Data were analyzed by Varimax factor analysis and Cronbach's ${\alpha}$. There were 21 items in final instrument categorized into 4 factors as 'concern about patient safety management (7 items)', 'confidence about patient safety management (5 items)', 'will for patient safety management (5 items)', and 'recognition about patient safety management (4 items)'. The total varience explanined was 60.4%. The internal consistency, Cronbach's ${\alpha}$. was .86, and reliability of the sucscales ranged from .69 to .87. The results of this study may useful to assess the perception of importance on patient safety management.

A Study on Setting Up National Railway Safety Target (국가철도안전목표 설정방안 연구)

  • According to the national railway safety plan 1 billion US$ have been invested in railway industry every year. As a result, railway accident rate has been reduce to half recent 6 years. Currently, Korea has 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passengers and train operating companies force to set up new safety target. Current safety target cannot reflect train operator's safety activities because they include suicide and trespass related accidents, which are hard to be controlled by the operators. In order to reflect to the national railway safety plan, new safety targets are proposed in this study.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is coneluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index.

Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic (국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가)

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.

  • The purpose of this study is to assess legal improvements needed for extended application of smart technologies in construction sites. To achieve the objective of this study, at first, a literature review is conducted to define the concept of construction safety. Secondly, the statistics of construction accidents are assessed and systems and policies for construction safety in developed countries are then analyzed. Also, the applicability of smart safety technologies in the field is examined through recent application cases of construction & related industries. Finally, institutional issues related to the application of smart technology are assessed and policy improvement directions are then introduced. As a result, additional development of smart technologies for small construction sites and continuous policy supports are required. This study will be used as a baseline data for the institutional improvement related to smart construction technologies for domestic construction sites.

  • Currently, the government's announcement of the Korean version of the New Deal Comprehensive Plan ('20.7.14), expanding the supply of hydrogen production and charging facilities, and major companies are rapidly building related facilities such as liquefied hydrogen plants and charging stations. However, safety standards for production, storage facilities, transportation, and utilization of liquefied hydrogen value chains in Korea are insufficient, and safety technologies and safety standards over the entire period of liquefied hydrogen are urgently needed.
