A Study on Personal Information Protection Management Assessment Method by DEA (DEA 모형을 이용한 개인정보보호 관리수준 평가방법에 대한 연구)

  • Recently, with the growing number of services using personal information, government offices' tasks have become more dependent to personal information. Various policies and systems have been made and managed for the safe use of personal information in the circumstances that inevitably require the use of personal information, but the personal information privacy incidents and their scale are on a constant increase. Thus, Korea has been implementing personal information protection management system since 2008 to examine whether public organizations observe the personal information protection act and to how well they manage the personal information, and to improve what is insufficient in the process. However, despite high scores of the outcomes of the system, questions about the effectiveness of the outcomes and about the actual manage level are being raised. Thus, this study seeks to analyze public organizations' activities to protect personal information and the effectiveness of their foundation efforts for them by using the DEA model, and to propose a new model to enhance the effectiveness of the outcomes of personal information protection management system by reflecting them into the outcomes of system, using the derived effectiveness.

An Study on Privacy Policy Research Trend: Focused on KCI Published (개인정보보호정책에 관한 연구동향 고찰: KCI등재지를 중심으로)

  • Since the Korean privacy policy was legalized in 2011, the related academical researches have been lasted in various fields. Upcoming so-called 3 data laws would be implemented, it is meaningful to review privacy policy studies for exploring future research direction. For this purpose, the total of 146 journals from 2011 to 2019 were reviewed by the content analysis following as research subjects, methodologies and constructions of studies. As results, the numbers of the researches have been conducted on protection policies themselves for improvement, comparing with other countries' policies and also digital finance information protection were deeply discussed. Some of technology based protection applications were experimented and suggested. The major research characteristics was mainly focused on case analysis and criminal laws and policies were developed as protection contingencies. However, most research objects were focused on the protection regulations, not deregulation, therefore, researchers in future study need to explore more digital industry-centric tasks which are practically applied in safer ways. Further, social agreement in using private information will be an essential to prevent indiscriminate use.

  • The growing number of electronic financial transactions (e-banking) has entailed the rapid increase in security threats such as extortion and falsification of financial transaction data. Against such background, rigid security and countermeasures to hedge against such problems have risen as urgent tasks. Thus, this study aims to implement an improved case model by applying the Fraud Detection System (hereinafter, FDS) in a financial corporation 'A' using big data technique (e.g. the function to collect/store various types of typical/atypical financial transaction event data in real time regarding the external intrusion, outflow of internal data, and fraud financial transactions). As a result, There was reduction effect in terms of previous scenario detection target by minimizing false alarm via advanced scenario analysis. And further suggest the future direction of the enhanced FDS.

Study on pH Reducing Method of Recycled Fine Aggregate for Embanking or Covering (성복토용 순환잔골재의 pH 저감방법에 관한 연구)

  • The aim of the research is to suggest an economical and sustainable method of reducing pH of recycled aggregate as an embanking and a covering materials. Because of the unhydrated cement based materials on the surface of the recycled aggregate, it causes a severe problem on environment with leaked high alkali water from embankment and covering by using recycled aggregate. In this research, to reduce the pH of recycled aggregate, regarding the recycled fine aggregate, eight different methods were tested and analyzed with three different categorized: natural treatment, artificial treatment, and chemical treatment. From the results of experiment, it was considered that the most efficient method of reducing pH of recycled aggregate was the chemical treatment using acid such as $CO_2$ acceleration or monoammonium phosphate (MAP), and diammonium phosphate (DAP). Especially, using MAP and DAP, fertilizers, is the most efficient method of reducing pH with its time duration and performance.

  • With the ever increasing demand for data communication methods, powerline communication has become in interesting alternative method for data communication in home networking. For the purpose of home safety, several sensors will be installed at door, windows, gas alarm, etc. When considering home networking, the sensor data as well as other types of data should be supported in powerline communication. Usually the sensor data do not have priority over isochronous traffics (voice, video traffic), but in the case of urgent situation at home, the data of sensor being aware of the situation should be transmitted earlier than others. The objective in this paper is to develop a method for supporting an urgent data in home networking using powerline communication. We propose a modified algorithm of HomePlug 1.0 and show the results of computer simulation.

Analysis of the Electrodeless Fluorescent Lamps' Radio Interference Characteristics by Operating Frequencies and Structures (무전극 형광등 시스템의 구동 주파수 및 방식에 따른 특성 분석)

  • The electrodeless fluorescent lamp is relatively new luminaire and has been known as the high energy saving lamp which has long life and environment-friendly. But these kind of lamps have some risks to cause harmful radio interference unavoidably due to its own inductive characteristics. In this paper we measured the radio disturbance characteristics of the induction lamp with the operating frequency at 250 kHz, and compared the values with the limits of relevant standards. Finally we have estimated the interference protection distance between the induction lamps and some services around their operating frequencies, and considered the desirable future scopes and limits of the applications for these kind of lamps.

  • The Smart Ship is considered one of the most discussed and novel topics in developing technological period. In this reason, the amount of running researches on it is evolving so fast. As a proof, the faced drawbacks such as the departure of ships, their safety, exchanging data, traffic and data monitoring system are being solved by presenting advanced technologies and innovations like Cloud, BigData, IoT and etc. Expanding the utilization of these technologies in the Marine world emphasizes not only the departure of the ships in the water but also they focus on solving the problems of the ships connected with the communication to the ports. In this paper, we present an IoT based smart reporting and mooring system for vessels and ports. In the proposed system, the ships automatically send all the data about themselves to the port and after getting the data, ports automatically send the information about possible spaces to moor for the ships using the sensors at the port. The intended system gives an amenity to minimize the time, effort and the cost while mooring the vessels.

Consequence Analysis of Hydrogen Blended Natural Gas(HCNG) using 3D CFD Simulation (CFD를 활용한 수소-천연가스 혼합연료에 대한 피해영향 분석)

  • This study evaluated comparison of the risk according to the type of fuel by three-dimensional simulation tool(FLACS). The consequence analysis of fire explosion and jet-fire was carried out in the layout of a typical high-pressure gas filling stations using CNG, hydrogen and 30%HCNG. Under the same conditions, hydrogen had a 30kPa maximum overpressure, CNG had a 0.4kPa and HCNG had a 3.5kPa. HCNG overpressure was 7.75 times higher than the CNG measurement, but HCNG overpressure was only 11.7% compared to hydrogen. In case of flame propagation, hydrogen had a very fast propagation characteristics. On the other hand, CNG and HCNG flame propagation velocity and distance tended to be relatively safe in comparison to hydrogen. The estimated flame boundary distance by jet-fire of hydrogen was a 5.5m, CNG was a 3.4m and HCNG was a 3.9m.

  • 인류의 문명과 함께한 재난 중에서 가뭄은 역사를 거슬러 올라가면 국가의 존폐 위기를 가늠할 정도의 큰 재앙이었다. 우리나라의 가뭄상황을 파악하고 가뭄정보시스템을 구축하기 위해 국내 외의 가뭄관련 기관인 국토해양부, 기상청, 농림수산식품부, 환경부 뿐만아니라, 미국 네브라스카주 링컨대학교내에 설립되어 있는 국립가뭄경감센터(NDMC) 등에 대하여 살펴보았다. 본 연구에서는 우리나라 재난전담기관인 소방방재청에서 가뭄정보시스템을 구축함에 있어 실용적으로 유용한 시스템이 되기 위한 구축방안을 제시하고자 하였다. 국내의 물 관련 기관들이 구축해놓은 다양한 실시간 관측시스템을 연계 활용하기 위하여 가뭄관련 부처인 행정안전부, 국토해양부, 기상청, 농림수산식품부, 환경부 및 소방방재청 등에서 물 관련 현황을 파악하여 실시간 관측정보들을 파악하였다. 소방방재청에서는 국가가뭄정보시스템을 구축하기 위하여 2008년부터 연구를 시작하였으며, 우리나라 각 부처에서 구축한 가뭄관련 시스템들의 조사를 통해 생활 공업 농업용수 분야별로 시스템 구축을 위한 시사점들을 살펴보았다. 가뭄정보시스템의 구축방향 제시에 있어서는 동시접속으로 인한 인터넷 과부하를 예방하면서 실시간으로 수신되는 자료를 활용하여 좀 더 정확한 현황정보를 제공함으로써 시스템 활성화를 기하고자 하였다. 가뭄정보시스템을 구축함에 있어 내부 계산부문과 외부 표출부문으로 나누는 것이 합리적인 것으로 판단되었다. 내부 계산 부문에서는 여러 기관으로부터 수신되는 실시간 자료를 행정안전부 국립방재연구원 분석 평가 센터에서 관리하고 있는 서버에 집적하여 가뭄관련 정보를 수치적으로 계산하는 부문이다. 여기서는 강우자료를 토대로 하여 가뭄지수의 산정과 생활 공업 농업용수 분야별로 지역별 수요량과 공급량의 상태를 파악하여 실시간 가뭄지수(RDI)를 산정할 수 있도록 한다. 실시간 가뭄지수(RDI)는 지역 주민들이 가뭄으로 인한 용수량 현황을 알 수 있는 가뭄지수가 되도록 하고자 한다. 특히, 가뭄지수의 산정제시에 있어서는 가뭄지수에 따른 재해피해 상황을 제시하여 피해를 체감할 수 있도록 하며, 농어촌공사 관할 저수지의 실시간 저수율을 활용하여 공간적 분포를 고려하고 가뭄발생에 대한 간이상수도 및 마을상수도 등의 지역별 용수공급 가능성에 대한 전조정보를 파악하여 가뭄발생 이전에 사전 대응할 수 있도록 구축하고자 한다. 외부 표출 부문은 내부에서 계산된 결과 값을 인터넷의 부하를 줄이면서 자치단체 담당자들이 쉽고 빠르게 관할지역의 궁금한 정보를 파악할 수 있게 인터넷 홈페이지에 게시하여 가뭄정보를 공유하고자 한다.

Utilization of AeroMACS Infrastructure for Airports and Airlines (공항 및 항공사를 위한 AeroMACS 인프라 활용 연구)

  • AeroMACS spectrum is a national resource internationally allocated by ITU at WRC-07. AeroMACS is an airport broadband mobile communication infrastructure based on WiMAX-based IEEE 802.16e that enables real-time video, graphics, voice, and high-speed data transmission. With the approval of ICAO's development technology standards in 2008, 50 airports in 11 countries have already completed the testing of D-TAXI or A-SMGCS technology using the AeroMACS infrastructure in 2019, starting in the United States in 2009. With many advantages in safety and convenience in terrestrial telecommunications operations, the system is becoming an area of performance improvement for airport operations in accordance with ICAO's ASBU plan. This paper examines the current status of domestic development of AeroMACS and lists service areas applicable to airlines and operators. It also seeks to promote safe and efficient next-generation airport mobile communication system services by presenting feasible partners management in the mobile area and use of aircraft communication systems for active technology development.
