A Study on Minimum Separation Distance for Aboveground High-pressure Natural Gas Pipelines (지상 고압 천연가스 배관의 최소 이격거리 기준에 관한 연구)

  • In Korea, the minimum separation distance between aboveground high-pressure natural gas pipeline and buildings is regulated by Korea gas safety (KGS) code. In this paper, The technical backgrounds for the revision of the KGS code related to the minimum separation distance was presented. A consequence-based approach was adopted to determine the minimum separation distance by a reasonable accident scenario, which was a jet fire caused by the rupture of one inch branch line attached the gas pipeline. Where, the higher thermal radiation flux threshold was selected for workers in industrial area than for people in non-industrial area, because the workers in industrial area were able to escape in a shorter time than the people in public. As result of consequence analysis for the accident scenario, we suggested the KGS code revision that the minimum separation distances between high-pressure natural gas pipeline installed above ground and buildings should be 30 meter in non-industrial area and 15 meter in industrial area. The revised code was accepted by the committee of the KGS code and now in effect.

Determining Ideal Distance between Consecutive Exit Ramps (고속도로 연결로상 연속 분류지점 간의 이격거리 검토)

  • When an expressway intersects another expressway, a unique connector needs to be designed between the two consecutive exit ramps. In such a case, it is important to design a connector such that there is enough distance for drivers to find their way safely. A current design manual in Korea prescribes the minimum length of the connector as 240 m. In this research, we have suggested a method for calculating the minimum length of a connector in order to check the feasibility of the currently prescribed length. For this purpose, we have attempted to determine the total perception-reaction time and lane-changing time required by a driver. For determining the driver's perception-reaction time, we have used the driver's decision time in addition to the conventional 2.5 s of perception-reaction time for stopping sight distances. We have considered both the design speed and the average travel speed for the calculation of the length. To evaluate the accuracy of the new method, we have chosen four sites on expressways for which relatively high accident rates were recorded. As a result, we could verify that the current limit (240 m) was sufficient for drivers to be able to change lanes in the given specific geometry. However, the prescribed limit should be revised in case the drivers' decision time is considered to be their perception-reaction time. All new approaches for calculating the ideal length of a connector have been carried out by taking into account the design speed as well as the average travel speed. Owing to the characteristics of the specific geometry for two consecutive exit ramps and the large difference between the design speed and the average travel speed in the objective areas, it is more realistic to use the proposed method by keeping the decision time equal to a driver's perception-reaction time, in order to determine the ideal distance that should be maintained between two consecutive exit ramps.

Development of a Calculation Model for an Optimal Safe Distance between Ship Routes and Offshore Wind Sites (선박 통항로와 해상풍력단지 간 최적의 이격거리 산정 모델 개발)

  • Globally, several countries with sea are using eco-friendly energy resources through offshore wind power development by overcoming the weak point of the existing power generation method. The sea has the advantage of being able to develop large scale wind farms in wide waters, but the installation of marine structures threatens the safe operation of vessels. Accordingly, a standard guideline for safe navigation by analyzing the mutual effects between ship routes and offshore wind site was presented by the PIANC. Nonetheless, the standard guideline calculated the same safe distance in all situations. Therefore, this study developed a calculation model for an optimal safe distance between ship routes and offshore wind sites by reflecting the ship's maneuvering, encounter situations, environmental force, traffic density, offshore wind power generators, and channel types. As a result of the validation simulation, the developed model showed that the optimal safe distance was secured.

  • 본 연구는 건설기계에 의한 협착 및 충돌재해의 예방을 위해 사용하고 있는 스마트 안전관리 시스템 중 건설기계 근접 방지시스템의 재해예방 효과를 분석하여 그 안전성을 실증하고자 하였다. 건설기계 중 재해다발 및 위험성이 높은 굴삭기를 대상으로 스마트 안전관리 시스템의 유무에 따라 근로자(1,000명 기준)의 행동 변화를 라이다 센스 장비를 활용하여 분석하였다. 근로자-건설기계와 최단 이격거리, 위험구역 내 근로자의 체류시간, 위험구역 주변 근로자의 이동 경로 및 체류시간에 따른 근로자의 분포도 등 근로자의 행동 패턴을 분석한 결과스마트 안전관리 시스템을 설치한 건설기계가 미설치한 건설기계보다 근로자와의 이격거리 확보와 위험구역내 체류시간을 단축한 결과를 도출하였다. 이는 스마트 안전관리 시스템이 건설기계와 관련한 협착 및 충돌 등에 의한 재해로부터 근로자의 안전성을 확보한 결과라 분석되었다.

A Study on the Safety Distance of the Fuelling Facilities by the Radiation Heat in the Fire at the Gas Station (주유소 내 부대시설 화재발생시 복사열에 따른 주유설비 안전거리에 관한 연구)

  • Various research has been done on fires and explosions at gas stations at home and abroad. However, only studies of off-site damage in the event of fire at the gas station were conducted, and research on fire at the auxiliary facilities in the gas station was insufficient. The gas station is a place where anyone can easily access dangerous goods. As the risk of fire increases due to the recent increase of auxiliary facilities such as convenience stores and car repair shops in gas stations, it is important to detect the effects of fire on the main oil refinery in case of fire and to verify the validity of existing regulations. In this thesis, we conducted a study to find out the effect of radiation heat on the separation between fixed and fixed oil reactors in the event of fire at an auxiliary facility. Simulation was modelled using FDS 5.5.3 Version, and the size of the fire source was configured with 13 fire assessment devices and the heat emission rate per unit area was entered. Simulation shows that the separation distance of 2 m does not secure the safety of the gas pump in the event of fire at the auxiliary facilities, and radiation heat does not damage at the separation distance of at least 4 m. Accordingly, facilities that can block radiant heat in the event of fire at auxiliary facilities, and measures to limit the use of auxiliary facilities or to re-impose the separation between buildings and fixtures will be needed.

Analysis of the Minimum Distance of Small and Medium-Sized Fishing Vessels near Busan Port (어선 점용면적 기초 연구를 위한 부산항 중·소형 어선의 통항 이격거리 조사 및 분석)

  • In the era of the fourth industrial revolution, Maritime Autonomous Surface Ship(MASS) are expected to emerge in the shipping industry. There has been much active research on collision avoidance systems regarding MASSs, but most of it has focused on merchant ships. A study of collision avoidance systems in fishing vessels is also essential, because Maritime Autonomous Surface Ships will encounter all type of vessels. In this study, the minimum passage distance between small-medium-sized fishing vessels and other vessels was investigated for the Ship's domain analysis. Based on the AIS data of Busan port and the adjacent area, the separation distances of fishing vessels were analyzed. The results indicated that as the speed of fishing vessels increased, the distance increased from 4L to 8L, and as length of the fishing vessels increased, the distance decreased from 10L to 6L. It is believed that the results of this study can be applied in the future to collision avoidance models for MASSs that reflect the domain of fishing vessels.

A study on the northern sea route safety convoy using ship handling simulation (선박조종시뮬레이션을 이용한 북극해 안전 호송에 관한 연구)

  • Due to global warming it is estimated that the arctic ocean route will be avaliable and traffic will increase by approximately year 2030. However, most navigation in the arctic is based on the ice breaker captains'orders, there is no exact measurement of convoy speed and distance between ships. So, this research was conducted to find out the minimum safe separation distance and minimum breaking distance via ship controling simulations, and the results are as stated. For breaking distances, for ships that have a lead distance which is 2~4 times the width of the ship and traveling less than 7 knots, crash astern and crash astern & hard rudder showed no significant difference. But ships traveling at 10 knots there was a decrease in breaking distance of 1L, from 3.5L to 2.5L. By analyzing 10 subject ships by crash astern the breaking distance for 5 knots is 0.98L~1.8L, for 8 knots is 1.9L~4.0L. The minimum safe separation distance in narrow sea-ways is 6L, but as the arctic sea-way is only one-way 3L is required. As the result, it is found that in the arctic the safe escort speed is less than 5 knots, if the escort speed is 8knots or more and by using crash astern & hard rudder to break the safe distance should be kept at 3.4L.

Evaluation of Separation Distance from the Temporary Storage Facility for Decontamination Waste to Ensure Public Radiological Safety after Fukushima Nuclear Power Plant Accident (후쿠시마 원전 사고 이후 일반인의 방사선학적 안전성 확보를 위한 제염폐기물 임시저장시설 이격거리 평가)

  • The object of this study was to evaluate the separation distance from a temporary storage facility satisfying the dose criteria. The calculation of ambient dose rates took into account cover soil thickness, facility size, and facility type by using MCNPX code. Shielding effects of cover soil were 68.9%, 96.9% and 99.7% at 10 cm, 30 cm and 50 cm respectively. The on-ground type of storage facility had the highest ambient dose rate, followed by the semi-ground type and the underground type. The ambient dose rate did not vary with facility size (except $5{\times}5{\times}2m\;size$) due to the self-shielding of decontamination waste in temporary storage. The separation distances without cover soil for a $50{\times}50{\times}2m\;size$ facility were evaluated as 14 m (minimum radioactivity concentration), 33 m (most probably radioactivity concentration), and 57 m (maximum radioactivity concentration) for on-ground storage type, 9 m, 24 m, and 45 m for semi-underground storage type, and 6 m, 16 m, and 31 m for underground storage type.

해양사고 예방용 교육.훈련 지침 및 시뮬레이션 평가 모듈 개발에 관한 연구

  • 우리나라를 비롯한 세계적인 물동량 증가로 국내 항만에 입출항하는 선박 척수의 지속적 증가, 연안 및 원양해역에서 선박간 위험한 조우상황의 빈번한 발생 등과 함께 국내 연안 해역에서의 해양사고 발생 건수가 꾸준하게 증가하고 있다. 최근 5년간의 해양사고의 주 원인으로 선원의 인적과실에 의한 해양사고가 약 90%에 달하며, 사고원인은 운항과실(항행법규위반, 조선부적절)이 대부분을 차지하고 있는 실정이다. 본 연구에서는 인적과실로 인한 사고예방을 위해 진행되고 있는 BRM과 SHS교육의 문제점을 분석하고 효과적인 교육 훈련 지침을 제시하였다. 또한 안전운항 평가 모듈 마련에 이용하기 위해 항해사들의 판단에 맡겨져 있는 초동조치 개시거리와 안전 이격거리 설정을 설문자료를 바탕으로 정량화하였다.
