A Study on the Impacts of Changes in Road Traffic Conditions and Speed Limits on Traffic Flow and Safety (도로교통 여건과 제한속도 변화에 따른 교통소통과 안전에 관한 영향 분석 연구)

  • In this paper, we analyzed the impacts of road traffic conditions and speed limit changes on traffic flow and safety. Travel speed and moving speed were set as traffic flow indicators and'moving speed-travel speed',speed deviation, large speed deviation ratio, and number of conflicts were set as safety indicators, and the impacts of changes in road traffic conditions and speed limits on these were analyzed. According to the analysis results, the speed limit had a significant impacts on the traffic indicators, but did not significantly affect the safety indicators. As a result of the statistical validity test, it was proven that the traffic flow index increases as the speed limit increases. However, although safety indicators often increase, their validity has not been proven statistically. Therefore, if the speed limit is set and operated by properly considering the traffic flow status according to various road conditions and changes in traffic volume, it can be said to match the speed at which drivers drive and improve traffic flow and safety. Therefore, it is expected that calculating the speed limit considering the traffic flow indicators and safety indicators presented in this paper and operating the speed limit according to changes in traffic volume will contribute to stabilizing the traffic flow on the road.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

A Study on the Suitability Impact Factors of a Comprehensive Park as an Emergency Shelter for Earthquakes (지진대피공간으로써의 공원녹지 적절성 평가지표 연구)

  • Following the September $12^{th}$, 2016 earthquake in Gyeongju-city, the observation can be made that South Korea is not a non-earthquake country. Because of its particular characteristics, urban green spaces are good sites for protection during an earthquake but studies regarding the suitability of park green spaces as a form of earthquake shelter are few, making it difficult to highlight the function of park green spaces as emergency shelters. The purpose of this study is to identify indicators for suitability impact factors of comprehensive parks as emergency earthquake shelter zones. Using the Delphi method, three rounds of survey were implemented. According to the analysis results of Average value, CVR, Consultation and Convergence, ten candidate indicators were removed in the candidate group. Twenty-seven suitability impact factors of comprehensive parks were retained, including 8 indicators in the field of safety, 6 indicators in the field of accessibility, and 13 indicators in the field of service effectiveness.

Development of an Evaluation Index for Identifying Freeway Traffic Safety Based on Integrating RWIS and VDS Data (기상 및 교통 자료를 이용한 교통류 안전성 판단 지표 개발)

  • This study proposes a novel performance measure, which is referred to as Hazardous Spacing Index (HSI), to be used for evaluating safety of traffic stream on freeways. The basic principle of the proposed methodology is to investigate whether drivers would have sufficient stopping sight distance (SSD) under limited visibility conditions to eliminate rear-end crash potentials at every time step. Both Road Weather Information Systems (RWIS) and Vehicle Detection Systems (VDS) data were used to derive visibility distance (VD) and SSD, respectively. Moreover, the K-Nearest Neighbors (KNN) method was adopted to predict both VD and SSD in estimating predictive HSIs, which would be used to trigger advanced warning information to encourage safer driving. The outcome of this study is also expected to be used for monitoring freeway traffic stream in terms of safety.

  • Purpose: The purpose of this research is to develop an evaluation index for reliable information provision and operation management of traffic safety facilities. Method: As for the analysis method, evaluation indicators were selected by grasping the current state of operation and management of traffic safety facilities, and the importance of each indicator was analyzed through the AHP survey. Result: As a result of the comprehensive importance analysis, it was found that the highest priority was given in the evaluation index for information accuracy and computer system construction. On the other hand, the evaluation index corresponding to the service management was analyzed as having the lowest priority. Conclusion: The results of this study are expected to serve as a yardstick for understanding the management level of each institution for efficient operation and management of traffic safety facilities, and it is expected to establish a foundation for providing accurate information in consideration of the commercialization of autonomous driving in the future.

  • In traffic management, gaps in understanding traffic conditions continue to exist. While the self-belonging problem indicator develops relative to speed, belonging, and self-based relative inclination, it does not apply elimination criteria that may indicate situations that contrast with attribute-specific problems. In this study, we develop integrated indicators that specify communication situations and safety levels for modeling. We review indicators of changes in traffic conditions and raise safety issues, reviewing the indicators so that ITS data can be applied, analyzing the relationships between indicators through factor analysis. We develop combined, integrated indicators that can show changes and stability in traffic situations and that can be applied in traffic information centers to contribute to the development of a traffic environment that can monitor related traffic conditions.

  • 고층건물의 최상층 수평변위는 해당 건물의 안전성 및 사용성 평가에 중요한 지표가 된다 이러한 건물의 수평변위는 주로 풍하중에 기인한다 본 논문에서는 이러한 구조반응을 풍하중에 기인한 풍속데이터로부터 직접 추정하기 위해서 인공신경망(Artificial Neural Network, ANN)을 도입하였다 이에 대한 적용성을 판단하기 위해서 고층건물을 형상화한 모형테스트를 실시하고 풍향, 풍속, 변위 값을 얻었다. 이후 인공신경망에 적용시켜 실제 실험 데이터와의 비교를 통해 타당성을 검토하였다.

A Study on the Financial Strength of General Insurers (손해보험사의 경영평가에 관한 연구)

  • The purpose of this paper is to assess the financial strength of general insurers by using A.M. Best's rating technique focusing on quantitative standards. A quantitative evaluation of fifteen larger general insurers' financial strength and operating performance relative to the Best's top group is carried out. The quantitative evaluation is done in 5 key areas; growth, efficiency, profitability, safety and liquidity. The results show that there is a big gap between domestic large insurers and American insures in all areas except stable growth of operations. Therefore, domestic insurers have to strive to strengthen financial soundness through profitability and should increase the capacity to retain more commercial business and reinsurance in order to become global players.

  • Artificial intelligence (AI) is transforming radiology with improved diagnostic accuracy and efficiency, but prediction uncertainty remains a critical challenge. This review examines key sources of uncertainty-out-of-distribution, aleatoric, and model uncertainties-and highlights the importance of independent confidence metrics and explainable AI for safe integration. Independent confidence metrics assess the reliability of AI predictions, while explainable AI provides transparency, enhancing collaboration between AI and radiologists. The development of zero-error tolerance models, designed to minimize errors, sets new standards for safety. Addressing these challenges will enable AI to become a trusted partner in radiology, advancing care standards and patient outcomes.

  • Highway traffic safety evaluation of area on the basis of the accident rate has a limitation, thus its result is dependent on the exposure variables. It works an obstacle to decision making for effective budget execution. In this paper, we developed a methodology of taking simultaneously macroscopic exposure indicators into account in evaluating the safety using least squares method. The weight of exposure indicators to make up of highway traffic safety evaluation index is that accident rate per population, accident rate per registration vehicle and accident rate per length of road is 0.29, 0.52 and 0.19 respectively and calculated the highway traffic safety index of total local governments in Korea. The methodology to calculate highway traffic safety evaluation index proposed in this paper can be utilized in executing the traffic safety policies to increase the efficiency of investment about traffic safety budget.
