A Study on Improvement Plan for Selecting Boundary Areas to Respond to Chemical Accidents and Terrorism (화학물질 사고·테러 대응을 위한 경계구역 선정 개선방안 연구)

  • This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.

  • Air transport today is a means of transport that is optimized for exchanges between nations. Around the world, has experienced an increase in operating and the number of airline route expansion that has entered into the international aviation agreements in order to take advantage of the air transport efficient, but the possibility of the occurrence of air transport accidents increased. When compared to the accident of other means of transport, development of air transport accidents, not high, but it leads to catastrophe aviation accident occurs. Air Transport accident many international transportation accident than domestic transportation accident, in the event of an accident, the analysis of the legal responsibility of the shipper or the like is necessary or passenger air carrier. Judgment of the legal order of discipline of air transport accident is a classification of the type of air transport agreement. Depending on the object, air transport agreements are classified into the contract of carriage of aviation of the air passenger transportation contract. For casualties occurs, air passenger transportation accident is a need more discussion of legal discipline for this particular. Korean Commercial Code, it is possible to reflect in accordance with the actual situation of South Korea the contents of the treaty, which is utilized worldwide in international air transport, even on the system, to control land, sea, air transport and welcoming to international standards. However, Korean Commercial Code, the problem of the Montreal Convention has occurred as it is primarily reflecting the Montreal Convention.   • 처방전달시스템은 처방의 수행은 의사가, 그에 따른 의약품조제는 약사가 수행함으로써 의약품의 오․남용을 방지하기 위한 의약분업의 실시에 따른 국민불편의 최소화와 약화사고에 따른 인증문제 등을 지원하기 위한 정보시스템이다. 처방전달시스템은 환자 개인정보의 허용된 범위 내에서의 공유와 공유를 위한 각종 개인정보 보호장치, 처방의 안전한 전달을 위한 내용의 비밀보장과 위변조방지 및 송신자와 수신자의 인증을 위한 장치가 필수적으로 필요하다. 또한 자료의 생명주기 측면에서 본다면, 처방전의 생성은 병․의원에서 이루어지며 소멸은 약국 및 환자에의해 이루어진다. 자료의 유통과정에 살펴보면 처방전달시스템의 주요성공요인은 정보의 생산자인 병․의원(의사)의 적극적인 정보제공의지와 이를 지원하는 편리한 정보시스템의 구축이라고 할 수 있다. 정보의 생산자인 병․의원 정보시스템 환경은 다양하고 복잡하기 때문에 기존의 애플리케이션을 이용하면서 처방의 전송을 위해서는 기존 애플리케이션 및 플랫폼에 독립적이며 자료의 적합한 취합과 통합이 가능하도록 지원하는 시스템이 필요하다. 처방전달 메시징시스템은 이러한 복합적인 정보시스템 환경을 지원하며 동시에 처방정보의 안전한 전달을 위해 플랫폼으로 실행될 수 있는 시스템을 말한다. 또한 처방의 비교적 짧은 생명주기와 지역적 생산, 유통구조를 적합하게 지원하기 위해 지역별 독립시스템의 구축과 공통정보 활용을 위한 중앙시스템과의 역할분담 모델에 근거한 분산시스템의 구축이 요구된다. 본 연구에서의 처방전달 메시징시스템은 일반적인 메시지서비스의 특성을 기본으로 자료전달을 위해 자료 암호화와 복호화, 송신자와 수신자에 대한 인증 및 자료접근 제한기능을 제공하며 각 클라이언트와 서버간의 실시간 연결 혹은 지연연결을 지원하는 독립적인 애플리케이션이다. 이러한 처방전달 메시징시스템을 구성하는 각 요소에 대해 정의하고 개념적 모델을 설계하고자 한다.에게 청구되며, 소비자에게 전송 되는 청구서는 사용자DB를 참조하여 사용자가 미리 정의한 원하는 형태로 변환되어 전달되며, 필요시 암호화 과정을 거치는 것이 가능해야 한다. 전송된 청구서는 전자우편의 경우, 암호해독이 가능한 전용 브라우저를 통해 열람 되며, 이는 다시 전용 브라우저를 통해 지불인증이 승인되어 청구 제시서버에게 전송된다. Surrogate Models and Genetic Algorithm Application to Approximate Optimization of Discrete Design for A60 Class Deck Penetration Piece (A60 급 갑판 관통 관의 이산설계 근사최적화를 위한 대리모델과 유전자 알고리즘 응용)

  • The A60 class deck penetration piece is a fire-resistant system installed on a horizontal compartment to prevent flame spreading and protect lives in fire accidents in ships and offshore plants. This study deals with approximate optimization using discrete variables for the fire resistance design of an A60 class deck penetration piece using different surrogate models and a genetic algorithm. Transient heat transfer analysis was performed to evaluate the fire resistance design of the A60 class deck penetration piece. For the approximate optimization of the piece, the length, diameter, material type, and insulation density were applied to discrete design variables, and temperature, productivity, and cost constraints were considered. The approximate optimum design problem based on the surrogate models was formulated such that the discrete design variables were determined by minimizing the weight of the piece subjected to the constraints. The surrogate models used in the approximate optimization were the response surface model, Kriging model, and radial basis function-based neural network. The approximate optimization results were compared with the actual analysis results in terms of approximate accuracy. The radial basis function-based neural network showed the most accurate optimum design results for the fire resistance design of the A60 class deck penetration piece.

Improvement of ISMS Certification Components for Virtual Asset Services: Focusing on CCSS Certification Comparison (안전한 가상자산 서비스를 위한 ISMS 인증항목 개선에 관한 연구: CCSS 인증제도 비교를 중심으로)

  • Since the advent of Bitcoin, various virtual assets have been actively traded through virtual asset services of virtual asset exchanges. Recently, security accidents have frequently occurred in virtual asset exchanges, so the government is obligated to obtain information security management system (ISMS) certification to strengthen information protection of virtual asset exchanges, and 56 additional specialized items have been established. In this paper, we compared the domain importance of ISMS and CryptoCurrency Security Standard (CCSS) which is a set of requirements for all information systems that make use of cryptocurrencies, and analyzed the results after mapping them to gain insight into the characteristics of each certification system. Improvements for 4 items of High Level were derived by classifying the priorities for improvement items into 3 stages: High, Medium, and Low. These results can provide priority for virtual asset and information system security, support method and systematic decision-making on improvement of certified items, and contribute to vitalization of virtual asset transactions by enhancing the reliability and safety of virtual asset services.

A Study on Aviation Safety and Third Country Operator of EU Regulation in light of the Convention on international Civil Aviation (시카고협약체계에서의 EU의 항공법규체계 연구 - TCO 규정을 중심으로 -)

  • Some Contracting States of the Chicago Convention issue FAOC(Foreign Air Operator Certificate) and conduct various safety assessments for the safety of the foreign operators which operate to their state. These FAOC and safety audits on the foreign operators are being expanded to other parts of the world. While this trend is the strengthening measure of aviation safety resulting in the reduction of aircraft accident. FAOC also burdens the other contracting States to the Chicago Convention due to additional requirements and late permission. EASA(European Aviation Safety Agency) is a body governed by European Basic Regulation. EASA was set up in 2003 and conduct specific regulatory and executive tasks in the field of civil aviation safety and environmental protection. EASA's mission is to promote the highest common standards of safety and environmental protection in civil aviation. The task of the EASA has been expanded from airworthiness to air operations and currently includes the rulemaking and standardization of airworthiness, air crew, air operations, TCO, ATM/ANS safety oversight, aerodromes, etc. According to Implementing Rule, Commission Regulation(EU) No 452/2014, EASA has the mandate to issue safety authorizations to commercial air carriers from outside the EU as from 26 May 2014. Third country operators (TCO) flying to any of the 28 EU Member States and/or to 4 EFTA States (Iceland, Norway, Liechtenstein, Switzerland) must apply to EASA for a so called TCO authorization. EASA will only take over the safety-related part of foreign operator assessment. Operating permits will continue to be issued by the national authorities. A 30-month transition period ensures smooth implementation without interrupting international air operations of foreign air carriers to the EU/EASA. Operators who are currently flying to Europe can continue to do so, but must submit an application for a TCO authorization before 26 November 2014. After the transition period, which lasts until 26 November 2016, a valid TCO authorization will be a mandatory prerequisite, in the absence of which an operating permit cannot be issued by a Member State. The European TCO authorization regime does not differentiate between scheduled and non-scheduled commercial air transport operations in principle. All TCO with commercial air transport need to apply for a TCO authorization. Operators with a potential need of operating to the EU at some time in the near future are advised to apply for a TCO authorization in due course, even when the date of operations is unknown. For all the issue mentioned above, I have studied the function of EASA and EU Regulation including TCO Implementing Rule newly introduced, and suggested some proposals. I hope that this paper is 1) to help preparation of TCO authorization, 2) to help understanding about the international issue, 3) to help the improvement of korean aviation regulations and government organizations, 4) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

A Study on the Australian Law Regarding RPAS (Remotely Piloted Aircraft System): Need for an International Approach

  • This article surveys the current international law with respect to RPAS from both the public air law and private air law perspectives. It then reviews current and proposed Australian domestic RPAS regulation while emphasizing the peculiar risks in operation of RPAS; and how they affect concepts of liability, safety and privacy. While RPAS operations still constitute only a small portion of total operations within commercial aviation, international pilotless flight for commercial air transport remains a future reality. As the industry is developing so quickly the earlier the pursuit of the right policy solutions begins, the better the law will be able to cope with the technological realities when the inevitable risks manifest in accidents. The paper acknowledges that a domestic or regional approach to RPAS, typified by the legislative success of the Australian experience, is and continues to be the principal measure to deal with RPAS issues globally. Furthermore, safety remains the foremost factor in present and revised Australian RPAS regulation. This has an analogue to the international situation. Creating safety-related rules is imperative and must precede the creation or adoption of liability rules because the former mitigates the risk of accidents which trigger the application of the latter. The flipside of a lack of binding airworthiness standards for RPAS operators is potentially a strong argument that the liability regime (and particularly strict liability of operators) is unfair and unsuited to pilotless flight. The potential solutions the authors raise include the need for revised ICAO guidance and, in particular, SARPs with respect to RPAS air safety, airworthiness, and potentially liability issues for participants/passengers, and those on the ground. Such guidance could then be adapted swiftly for appropriate incorporation into domestic laws bypassing the need for or administrative burden and time it would take to activate the treaty process to deal with an arm of aviation that states know all too well is in need of safety regulation and monitoring.

Behavior Analysis of Concrete Structure under Blast Loading : (II) Blast Loading Response of Ultra High Strength Concrete and Reactive Powder Concrete Slabs (폭발하중을 받는 콘크리트 구조물의 실험적 거동분석 : (II) 초고강도 콘크리트 및 RPC 슬래브의 실험결과)

  • In recent years, there have been numerous explosion-related accidents due to military and terrorist activities. Such incidents caused not only damages to structures but also human casualties, especially in urban areas. To protect structures and save human lives against explosion accidents, better understanding of the explosion effect on structures is needed. In an explosion, the blast load is applied to concrete structures as an impulsive load of extremely short duration with very high pressure and heat. Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, normal strength concrete structures require higher strength to improve their resistance against impact and blast loads. Therefore, a new material with high-energy absorption capacity and high resistance to damage is needed for blast resistance design. Recently, Ultra High Strength Concrete(UHSC) and Reactive Powder Concrete(RPC) have been actively developed to significantly improve concrete strength. UHSC and RPC, can improve concrete strength, reduce member size and weight, and improve workability. High strength concrete are used to improve earthquake resistance and increase height and bridge span. Also, UHSC and RPC, can be implemented for blast resistance design of infrastructure susceptible to terror or impact such as 9.11 terror attack. Therefore, in this study, the blast tests are performed to investigate the behavior of UHSC and RPC slabs under blast loading. Blast wave characteristics including incident and reflected pressures as well as maximum and residual displacements and strains in steel and concrete surface are measured. Also, blast damages and failure modes were recorded for each specimen. From these tests, UHSC and RPC have shown to better blast explosions resistance compare to normal strength concrete.

Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, information and test results related to the blast experiment of internal and external have been limited due to military and national security reasons. Therefore, in this paper, to evaluate blast effect on reinforced have concrete structure and its protective performance, blast tests are carried out with $1.0m{\times}1.0m{\times}150mm$ reinforce concrete slab structure at the Agency for Defence Development. The standoff blast distance is 1.5 m and the preliminary tests consists with TNT 9 lbs and TNT 35 lbs and the main tests used ANFO 35 lbs. It is the first ever blast experiment for nonmilitary purposes domestically. In this paper, based on the basic experiment procedure and measurement details for acquiring structural behavior data, the blast experimental measurement system and procedure are established details. The procedure of blast experiments are based on the established measurement system which consists of sensor, signal conditioner, DAQ system, software. It can be used as basic research references for related research areas, which include protective design and effective behavior measurements of structure under blast loading.

A Study on the Strength Characteristics of the FRP Bonding Method (FRP 이음방식에 따른 구조강도 특성에 관한 연구)

  • We studied about the strength characteristics of the FRP bonding method due to reduce accident on the oceans and protect life for my people. We test tension and bending strength of butt joint, lap joint, V-scarf joint, X-scarf joint. The result of test, it's pattern is similar both tension and bending strength. Tension strength and bending strength was excellent in order to X-scarf-butt joint-V-scarf-lap joint. The tension strength is the best properties X-scarf showed a 57% strength rate of the basic material, and bending strength showed a 77% strength rate of the basic material. Overall, the X-scarf 12t joint has most excellent properties of tension and bending strength. The lap joint has worst properties of tension and bending strength. We have to test having different over-lay of V-scarf and X-scarf joint each 12t, 16t, 20t. V-scarf of 20t over-lay has excellent character of tension and bending strength. But X-scarf of 12t over-lay has excellent character of tension and bending strength. The results are shown to the contrary. The ship is received a lot of stress. it's hard to compare a direction both actual and test. But we can acknowledge material basic characteristic of strength through tension and bending test. We give the four repair method; butt joint, lap joint, V-scarf joint, X-scarf joint and the reduced ratio in comparison with basic material; In addition give the separated data for V-scarf and X-scarf characteristic of 12t, 16t, 20t overlay length. For our study repair man can select good repair method in his work station.
