A Study on Establishment of Buffer Zone of Radioactive Waste Repository (방사성패기물 처분시설에서의 완충공간 설정에 대한 고찰)

  • A new proposed repository has a final capacity of 800,000 drums radioactive waste. Most of foreign repositories have a general practice of segregating control zones which mainly contributes to classification of degree of control, whether it is called buffer zone or not. Domestic regulatory requirements of establishment of buffer zone in a repository are not much different from those of nuclear power plants for operation period, in which satisfactory design objective or performance objective is the most important factor in determination of the buffer zone. The meaning of buffer zone after closure is a minimum requested area which can prevent inadvertant intruders from leading to non-allowable exposure during institutional control period. Safety assessment with drinking well scenario giving rise to the highest probability of exposure among the intruder's actions can verify fulfillment of the buffer zone which is determined by operational safety of the repository. At present. for the repository to be constructed in a few years, the same procedure and concept as described in this paper are applied that can satisfy regulatory requirements and radiological safety as well. However, the capacity of the repository will be stepwise extended upto 800,000 drums, consequently its layout will be varied too. Timely considerations will be necessary for current boundary of the buffer zone which has been established on the basis of 100,000 drums disposal.

Experimental study on the suppression of fire fighting by using Compressed Air Foam system (압축공기포(Compressed Air Foam) 소화시스템을 이용한 구난역 열차 화재 진압에 관한 실험적 연구)

  • Since the Daegu subway fire accident, people's perception of safety has increased, and all materials inside the train have been changed to incombustible materials. However, there is still a lack of development of fire extinguishing systems. Train components are mostly made of steel plates, and therefore it is very difficult to extinguish the train fire by using general fire extinguishing equipment. In this regard, this paper investigated rapid and easy methods of extinguishing the train fire by using compressed air foam systems through full-scale fire tests. To extinguish the fire of train at rescue station, window breakers were used to quickly destroy the train windows, and the compressed air foam system was inserted inside the train. As a result, the train windows were destroyed in 5 seconds, and the 11.88-MW fire was put out in 30 seconds by the compressed air foam discharged from the compressed air foam system inserted inside the train. For the future work, there is a need for further experimental studies to prevent the spread of fire and protect tunnel structures with the use of compressed air foam systems.

Experimental study on applicability of Air-Curtain system in train fire at subsea tunnel rescue station (해저터널 열차 화재 시 구난역 에어커튼 시스템의 성능에 관한 실험 연구)

  • Visibility is very poor in tunnel fire because of confined space where the fire may easily lead to the mass casuality incident because of fast smoke spread. In this test, air curtain and the fan were installed at rescue station in a bid to make use of rescue station in safe way during the train fire in undersea tunnel and a full-scale fire test was conducted to identify the applicability of air curtain system. Air curtain system was installed at a real rescue station and the test was continued for 2 minutes till heptane which was used as fire source was completely burned out. When air curtain was working, difference in temperature between inside and outside the platform was $160^{\circ}C$ and carbon monoxide measured inside the platform was less than the case of no air curtain system by 160 ppm. Thus a full-scale fire test demonstrated that the air curtain system installed at rescue station in undersea tunnel was able to effectively block the heat and smoke generated from the fire.

  • Installation of digital tachograph, black box, and ADAS have been enforced to commercial vehicles for preventing violent driving and accidents by the Traffic Safety Act in Korea. Nevertheless, the damage caused by road hazards has increased 1.5 times in 2016 compared to 2013. So, developing new technologies that can identify road hazard using the sensors installed in commercial vehicles are conducting by the Ministry of Land, Infrastructure and Transport. As a part of the technologies, this research analyze the error range of GPS installed in commercial vehicles that vary according to the driving speed. As a result, the average error was 9.72m at the driving speed of 100km/h, and the error was 2.1 times larger than the average error of 4.69m at the driving speed of 40km/h. The event point proper integration/separation range(m) was analyzed to be 20m with a recognition rate of 90% or more at the same point regardless of driving speed. The results of this research can be used as basic data for improving the accuracy of location-based data would be collected using commercial vehicles.

  • The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. As a result of calculating from six ITT transportation candidates, the priority was determined in order of monorail, Autocon, and so on as ITT transportation suitable for the Busan new port..

  • 5.8GHz DSRC(Dedicated Short Range Communications) is a short to medium range communications service that supports both public safety and private operations in roadside to vehicle and vehicle communication. However the 5.8GHz frequency may cause the shadowing effect or communication blocking problem when there is an obstacle or another vehicle between RSE (Road Side Equipment) and OBE (On Board Equipment). In this paper, to solve this problem of the 5.8GHz DSRC, we propose a relay protocol based on the standard of DSRC radio communication between RSE and OBE in the 5.8GHz band made by TTA (Telecommunication Technology Association). By using the proposed relay protocol to DSRC system and intervehicle communication, we also consider a fixed relay protocol and mobile relay protocol. We expect to apply this relay protocol for the DSRC intervehicle communication and video communication between drivers and safe distance among vehicles in the near future.

  • The development of Internet technology and the deployment of smart devices provide a convenient environment for people, and this is becoming common with the technology called the Internet of Things (IoT). But the development of, and demand for, IoT technology is causing various problems, such as personal information leaks due to the attacks of hackers who exploit it. A number of devices are connected to a network, and network attacks that have been exploited in the existing PC environment are occurring in the IoT environment. When it comes to IP cameras, security incidents (such as distributed denial of service [DDoS] attacks, hacking someone's personal information, and monitoring without consent) are occurring. However, it is difficult to install and implement existing security solutions because memory space and power are limited owing to the characteristics of small devices in the IoT environment. Therefore, this paper proposes a security protocol that can look at and prevent IoT security threats. A security assessment verified that the proposed protocol is able to respond to various security threats that could arise in a network. Therefore, it is expected that efficient operation of this protocol will be possible if it is applied to the IoT environment.

  • Until now, 29 fire accidents have occurred; 22 of them were caused by the interconnection of renewable energy sources that occurred during the rest period after the lithium-ion battery had been fully charged regardless of the seasons. The fire accidents of ESS were attributed to thermal runaway due to the overcharging of a few cells with the phenomenon of self-energy balancing, which is unintentional current flow from cells with a high SOC to the low cells if the SOC condition of each cell connected in parallel is different. Therefore, this paper proposes a novel configuration and operation algorithm of the BMS to prevent the self-energy balancing of ESS and presents a hybrid SOC estimation algorithm. From the test results of the self-energy balancing phenomenon between aging and normal cells based on the proposed algorithm and BMS, it was confirmed the possibility of self-energy balancing, which is unintentional current flow from cells with a high SOC to cells with a low SOC. In addition, the proposed configuration of the BMS is useful and practical to improve the safety of lithium-ion batteries because the BMS can reliably disconnect a parallel connection of the cells if the self-energy balancing current becomes excessively high.

A Study on Fire Facilities of Urbane Buildings (도시건축물의 소방시설에 관한 연구(I))

  • 우리나라는 1960년대의 경제개발계획에 따른 공업화 시축의 추진으로 산업의 발달과 경제성장은 인구를 도시로 집중시키면서 도시건축물은 대형화, 고층화, 과밀화 현상을 가져왔다. 한편, 국민생활의 향상과 산업활동의 다양화로 화재발생의 주요원인이 되는 전기, 가스, 유류등의 사용량이 해마다 늘어나고 있어 화재의 위험을 가중시키고 있다. 최근 10연간('81~'90) 전국에서 발생한 화재사고는 9만 5,154건이 발생하여 인명피해 1만1,117명, 재산피해 1,859억 2,200만원의 많은 손실을 가져 왔으며, 이 중에는 서울에서 발생한 화재가 3만6,089건으로 전체의 37.9%을 차지하고 있다. 화재가 발생할 경우 대형 참사를 방지하고 귀중한 인명피해는 물론 경제적 손실을 최저로 줄일 수 있는 소방시설을 도시건축물에 설치하여 이에 대비하는 것이 무엇보다 귀중한 일이다. 이는 화재예방 또는 발생 초기에 이를 감지, 통보하고 피난하며 소화활동에 이르는 모든 방재 및 소화를 위한 소방시설의 유용성을 최대로 발휘할 수 있기 때문이다. 본 논문에서는 서울특별시를 중심으로 도시건축물에 설치된 소방시설의 유지 관리 실태와 화재시 소방시설의 이용실태를 분석하여 문제점을 도출하고 이에 대한 개선방향을 제시하므로서 예방소방행정의 발전을 기하고저 하였으며, 그 내용을 요약하면 다음과 같다. 제1장에서는 서론부분으로서 연구의 목적과 범위및 접근 방법을 서술하였고, 제2장에서는 도시소방행정의 특성 및 소방환경의 변화로 먼저 소방행정의 의의와 도시소방행정의 유형으로 예방소방과 진압소방 그리고 구급.구조업무등을 살피고. 도시소방환경변화에 따른 화재발생추세를 살펴 보았다. 제3장에서는 도시건축물에 설치하는 소방시설의 설치.유지 및 이용실태를 검사.분석하였다. '90년도 서울시내 소방서에서 실시한 소방대상물에 대한 소방검사와 방화관리자에 대한 설문조사를 실시하여 소방시설의 유지관리실태를 통계.분석한 결과, 소방시설이 양호한 소방대상물은 전체의 75.9%이며, 불량소방대상물은 24.1%로 나타났다. 그리고 화재가 발생한 소방검사대상물에 대한 화재현장 조사결과 화재시 소방시설을 사용한 소방대상물은 전체의 72.1%를 차지하고 있다. 제4장에서 는 소방시설의 문제점으로 \circled1 소방설비부실공사, \circled2 소방시설 유지관리능력부족, \circled3 소방검사제도 불합리등이며, 이에 대한 개선방향으로 \circled1 소방설비 시공자의 지도. 감독강화, \circled2 자체시설관리능력향상, \circled3 예방소방행정제도의 개선을 제시하였다. 제5장은 결론으로, 우리나라가 최근 경제성장과 산업의 발달로 도시건축물의 화재발생 위험이 가중되면서 이에 대한 소방안전대비책이 요구된다. 이에는 도시건축물에 방화시설과 소방시설을 완비하고, 그리고 자격있고 유능한 방화관리자 선임하여 자체 소방계획을 수립하여 시설점검, 정비와 유지관리를 철저히 한다면 어떠한 화재도 예방 또는 초기에 진압할 수 있고, 또한 입주검자에 대한 소방교육 및 훈련을 지속적으로 수행하여 나간다면 여하한 도시건축물의 소방안전도 그 목적을 달성하리라고 생각한다.

Analysis of Monitored Insulation Data Using Standard Deviation of Leakage Current Data in High-Power Cables at a Thermoelectric Power Station (화력발전소 고전력 케이블의 누설 전류 측정 데이터의 표준 편차값을 사용한 절연감시 데이터 분석)

  • From the instant of installation and operation, power cables start deteriorating. Cable systems can be maintained not only by monitoring the insulation status of the insulation layer and oversheath, but also the insulation status of the terminal and junction in high-voltage power cables. When the cable system (the cable itself and cable junctions combined) deteriorates, fire accidents happen due to dielectric breakdowns. We have invented a device to monitor the deteriorating status of cables, and installed it at Korea Western Power Co. Ltd. located in Taean, Chungcheongnam-do Province. In this paper, we present the results obtained using our device, through analysing and calculating the standard deviation of leakage current from cable insulators attached to the cables. When the standard deviation of analysed leakage current falls below a critical value, a cable system is deemed to be operating safely. But when the standard deviation of analysed leakage current is larger than the critical value, the insulation status of the terminal and junction in the cable system is considered to have seriously deteriorated. The terminal and junction in the relevant system should then be replaced preemptively in order to prevent blackout accidents of cables caused by the suspension of power supply.
