Safety accidents on the construction scene can cause serious accidents, that take worker's life, and as the government has been making great efforts to reduce industrial accidents, the role of safety managers closely related to accidents at construction sites is becoming important. However, job stress is high due to excessive workload and inefficient work managed by safety managers in the current construction safety management system. So, it is necessary to improve and simplify the work contents. The main purpose of this study is to identify and improve tasks that need improvement and simplification of inefficient tasks, obtained through expert opinions and surveys on the level of difficulty and prevention effect of tasks in the safety manager's working stage, by using 2×2 Matrix analysis techniques. Therefore, this study will ultimately contributes reducing the occurrence of safety accidents on the construction scene.

Construction safety control system had improved constantly but the severity rate of injury don't reduced, safety level of construction don't progressed as usual. In order to reduce of the severity rate of injury safety control in site is important but it needs to improve form of system that introduce obligation of safety design and design safety appraisement, an effect use method of safety control cost. The safety control cost is problem that reduce than design cost accordance bidding rate and use a little safety facility cost compare with labor cost. This study tried reduce the severity rate of injury by propose effective improvement scheme through relevant problem analysis to the safety control cost and remove caution that the severity rate of injury don't reduced.

중대재해처벌법 시행에 따른 건설사 안전 관리 시스템 개선 방안을 제시한다. 연구방법: H 건설사에서 이행 중인 중대 재해처벌 법 대응 방안에 대한 안전보건관리체계를 안전보건진단을 통해 실무중심의 재해 예방활동의 효과를 분석하였다. 연구결과: 중대재해처벌법과 안전보건경영시스템의 연계로 재해율 감소 효과 및 안전보건경영 체계의 고도화 등이 분석되었고 중대재해처벌법 시행 전·후의 안전 활동 종합결과 분석을 통한 안전보건경영시스템 개선방안을 제시하였다. 결론: 중대재해처벌법 시행에 따른 사업주의 의식 개선, 재해예방을 위한 투자 확대, 재해예방활동의 정량화 등을 통한 실질적인 성과측정의 효과가 발현되었다.

기술지도제도는 전문기술인력을 활용하여 재해율이 높은 중ㆍ소규모 현장의 건설재해를 효율적으로 관리하기 위해 정부가 간접적인 안전관리 전문제도로 도입하였다. 하지만 IMF 이후 급격히 변화된 건설현장 안전관리 체계와 재해율 증가, 지도기관 업체의 난립과 부실한 지도업무수행 등으로 기술지도제도의 실효성에 많은 문제점이 발생하고 있다. 따라서 본 연구에서는 기술지도제도의 운영 실태와 관계 법령, 설문조사 자료를 분석하여 문제점을 도출한 후 제도 운영상의 개선 방안, 지도기관의 전문성 강화 방안, 자율적인 안전관리 유도 방안으로 구분한 내실화 방안을 제시함으로써 효율적인 재해예방대책으로서 기술지도제도의 신뢰성을 제고시키는데 그 목적이 있다.

많은 기관들이 안전관리에 적극적으로 나서지 못하는 이유 중 하나가 바로 비용 문제 때문이다. 안전관리 활동이 많아질수록 들어가는 비용은 증가하게 되고, 일부 기관은 비용을 이유로 안전관리활동을 축소하기도 하는 것이 현실이다. 이러한 문제가 해소되기 위해서는 무엇보다 경영진의 의식개선과 안전활동에 대한 안전관리자의 적극적인 노력이 절실하다. 한국기계연구원 부설 재료연구소는 이 점에서 하나의 모범사례와도 같다. 경영진의 뒷받침 속에 안전예산확보, 다양한 안전 프로젝트를 시행하고 있기 때문이다. 재료연구소를 찾아가 안전환경 조성을 위해 어떠한 활동을 펼치고 있는지 이야기를 들어봤다.
