The Design of a Place Branding Model for Public Libraries and Its Application to Creating a Public Library Brand Image (공공도서관을 위한 장소브랜딩모형의 설계와 브랜드이미지의 창조)

  • In this study, a place branding model for public library was designed to revitalize public libraries' user visits by modifying and extending the Cai(2002)'s Place Branding Model. By applying this model, an example of creating a brand image of a public library was presented, and it was verified that this example is suitable as a brand image. To this end, literature research on the place branding models and brand marketing was conducted, and the types and contents of marketing suitable for the place branding model of public library were founded. And to verify that the example of the public library's brand image created by applying this model is suitable as a brand image, A survey of user perception was conducted on the brand image and brand identity of the applied library for this model, and the results of the survey were used to analyze the correlation and simple regression between these two variables. In this way, this study is meaningful in increasing the realization and real potential of place branding for promoting public libraries' user visits through the design and application of a conceptual model that embodies the place branding of public library.

Design and Implementation of Social Media Platform for Sound Communication: POCHAK (건강한 소통을 위한 소셜 미디어 플랫폼의 설계 및 구현: 포착)

  • The original purpose of SNS was to facilitate online networking among people. However, in recent years, this purpose has been faded, and the platform has become more of a means of self-promotion than genuine self-expression. This paper proposes and implements POCHAK, a social media platform designed to address the aforementioned issues and facilitate "sound communication." The POCHAK platform does not permit the users to take their own photos, thereby eliminating the potential for photos being manipulated and retouched. The POCHAK platform only allows other people to take photos of users only through the in-app camera. Furthermore, the photos cannot be edited during the upload process and cannot be saved before uploading, thus requiring users to upload the photos in their original form. In this paper, we implemented the POCHAK platform as an iOS app, application server, data management server, and photo storage server, and verified its feasibility by utilizing it in the field. We are sure that the POCHAK platform will be a new type of SNS platform that regains the original purpose of SNS and enables sound communication.

A Study on the Applicability of University Facilities to Future Higher Education (국내 국립대학시설의 미래교육 적용 가능성에 대한 실태조사 기초 연구)

  • With the rapid advancement of the fourth industrial revolution, universities need to nurture talents that can lead and respond to the future society based on the demands of higher education and job changes. A huge change from lecture-centered learning to student-centered learning forces university facilities to be renovated depending on the diversity of teaching-learning methods. This research proposes design principles and government policies on renovation of the university facilities in Korea. Literature review found educational factors (i.e., individuality, diversity, convergence, community, and publicness) and architectural factors in higher education. A case study on floor plans of the universities in Korea showed that the facilities are not suitable for student-centered learning in terms of educational and architectural factors. This finding was confirmed in a field survey.

  • This paper discusses Chip On Film (COF) technology, one of the key technologies in flexible packaging to enable miniaturization and flexibility of electronic devices. COF attaches Display Driver IC (DDI) directly to a flexible polyimide substrate, enabling lightweight and reduced thickness for high-resolution displays. COF technology is primarily used in high-performance display panels, such as organic light emitting diode (OLED) displays, and plays a key role in portable electronic devices, such as smartphones and wearable devices. This study analyzes the key components of COF and advances in bonding technology. In particular, the introduction of modern bonding techniques, such as thermo-compression bonding and thermo-sonic bonding, has led to significant improvements in bonding reliability and electrical performance. These bonding techniques enhance the mechanical stability of COF packages while maintaining high electrical connectivity in fine-pitch structures. This paper will discuss the future development of COF bonding technology and its challenges and explore its potential as a next-generation display and advanced packaging technology.

Possibilities and Challenges of the Citizen Participation in Regional Planning : Case of Jecheon Citizen Group for Urban Planning (시민참여형 지역계획 수립의 가능성과 과제 - 제천시 시민계획단 운영 사례를 중심으로 -)

  • The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.

A Study on Technology Transfer in IT Industry (IT 산업계의 기술이전에 관한 연구)

  • The Korean government is actively pursuing an ambitious IT strategy to establish Korea as one of the leaders in the world IT market. To implement the strategy, successful technology transfer from research institutions to market should be achieved. Comprehensive literature identifies sixteen variables affecting the process and results of technology transfer. The research results in four key factors in technology transfer: Communication, Distance, Equivocality, and Motivation. Communication refers to the degree to which a medium is able to efficiently and accurately conveys task-relevant information and media while distance involves both physical and cultural proximity. Equivocality refers to the degree of concreteness of technology to be transferred while motivation involves incentives for and the recognition of the importance of technology transfer activities. Further analysis shows that there are four distinctive clusters and they show very contrasting characteristics in terms of four key factors. The careful mapping of the four clusters on the four key factors show very informative technology transfer patterns, the Technology Transfer Grid.

Software Development for the Integrated Visualization of Brain Tumor and its Surrounding Fiber Tracts (뇌종양 및 그 주변 신경다발의 통합적 가시화를 위한 소프트웨어의 개발)

  • Purpose : The purpose of this study was to implement a software to visualize tumor and its surrounding fiber tracts simultaneously using diffusion tensor imaging and examine the feasibility of our software for investigating the influence of tumor on its surrounding fiber connectivity. Material and Methods : MR examination including T1-weigted and diffusion tensor images of a patient with brain tumor was performed on a 3.0 T MRI unit. We used the skull-striped brain and segmented tumor images for volume/surface rendering and anatomical information from contrast-enhanced T1-weighted images. Diffusion tensor images for the white matter fiber-tractography were acquired using a SE-EPI with a diffusion scheme of 25 directions. Fiber-tractography was performed using the streamline and tensorline methods. To correct a spatial mismatch between T1-weighted and diffusion tensor images, they were coregistered using a SPM. Our software was implemented under window-based PC system. Results : We successfully implemented the integrated visualization of the fiber tracts with tube-like surfaces, cortical surface and the tumor with volume/surface renderings in a patient with brain tumor. Conclusion : Our result showed the feasibility of the integrated visualization of brain tumor and its surrounding fiber tracts. In addition, our implementation for integrated visualization can be utilized to navigate the brain for the quantitative analysis of fractional anisotropy to assess changes in the white matter tract integrity of edematic and peri-edematic regions in a number of tumor patients.

  • The world is focusing on e-books as the e-book market is growing rapidly as a fused industry at the crossroads of information technology and digital content. Many countries are actively participating in this new market and leveraging on its potential and growth, while Korea's market is still in its preliminary stage. There is a good reason to be concerned over the fact that access to digitalized materials that are the most relevant to the current time are not readily available. Therefore, the strategy in collecting and utilizing content must be newly refurbished. In order to do this, the legal issues and policies related to digital libraries must be considered. The most relevant examples from abroad are Google Book Search and the EU's Europeana project. Then, what are the necessary measures for Korea to materialize its own digital library? Digital libraries can significantly influence social welfare and bring forth economic effects. Social preparation surrounding this subject should continue to increase because digital libraries will change the manner in which people share and use information. Therefore, this paper aims to examine the legal and economic problems and issues related to the establishment of digital libraries as well as to provide policy recommendations.

A Method to Use the Land-Use Zoning Information to Extract the DIF Zones (기반시설부담구역 추출을 위한 용도지역지구 공간정보 적용방안 연구)

  • The current Development Impact Fee (DIF) Zoning Law allows Korean localities to designate the DIF Zone for the areas where there have been up-zoning in land-uses due to any minute additions and/or amendments in the existing clauses or provisions in the National Territory Planning Law as well as all other laws related to urban and regional planning. In reality, however, it is almost impossible to trace the sporadic and infinitesimal changes that might occur in every corner of the statutory clauses of a great number of planning related laws. This study, in an effort to overcome such practical difficulties, tries to chase the time-series zoning alterations in especially the consecutive land-use information layers of the Korea Land Information System (KLIS) as comparable analogues of the outcomes of the amendments in various planning laws. A study locality is chosen among the entire localities in the Capital Region based on the selection criteria dictated by the DIF Zoning Law such as the population- and building permit increase rate. It has been verified that the methodology suggested herein is practically applicable and successfully capable of extracting a number of DIF zones with considerable areal sizes, which could not have otherwise been possible. The consequences of this study, in this context, are expected to contribute to prevent the uncontrolled developments as the DIF Zoning Law itself was originally intended to achieve.

A Study on the Measurement Method of Personal Information Protection Investment Performance (개인정보보호투자의 성과측정방안에 관한 연구)

  • Personal information protection has become one of the most impending business issues because leakage of personal information can cause tremendous financial losses and image degradation. Consequently, personal information protection initiatives have been recognized widely in business. To invigorate personal information protection investments, performance measurement method such as cost benefits analysis or qualitative analyses are needed, which have not been studied enough in the previous studies. This study proposes a performance measurement model which can include quantitative and qualitative analyses in the context of personal information protection investments. A comparative analysis has been performed on security investment and IT investment performance measurements, which leads to choose the WiBe method (developed by the German Interior Ministry), considering the privacy characteristics and the method's applicability. In particular, the quantitative effect measured how proactive threat assessment based on the way according to the nature of the businesses and organizations of privacy and possible investment decisions. This study proposes the 16 performance indicators, which turn out to be meaningful in terms of their materiality and feasibility by conducting focus group interviews of 25 experts on personal information protection.
