고령인구의 증대 및 출생 인구의 감소로 과소지와 대중교통 취약지역이 확산되고 있다. 이러한 인구구조의 변화는 교통약자의 독립적 이동이 더욱 불편해지고, 물류의 수송이 어려워 진다. 한편, 도심은 차량의 포화상태로 대기환경의 질이 나빠지고 도심도로는 주차장으로 변질될 뿐만 아니라, 운전자와 보행자 모두에게 안전의 위협이 되고 있다. 이러한 환경과 이동의 효율성을 극대화 하는 방안으로 친환경자동차와 자율주행기술의 접목이 연구개발 중이다. 자율주행기술은 자율주행차와 도로 인프라에 ICT가 융 복합되어 이동과 수송분야의 새로운 산업과 서비스 창출이 가능하다. 본 고에서는 교통약자의 이동과 물류의 수송을 지원하는 자율주행기술의 개발 동향을 살펴본다. 특히 광화문, K-City 등의 도심 자율주행서비스 테스트 경험을 통해 해결해야 하는 복잡한 도심 주행 환경의 인지와 교차로 및 합류로, 비정형 도로환경에서의 주행협상기술의 필요성을 소개한다. 도심의 주행 환경은 고속도로와 같은 자동차 전용도로와 달리, 신호등과 교차로, 2륜 이동체 및 버스 등이 다양하게 혼재된 것으로 인지 및 판단 기능의 고도화가 적극적으로 요구된다. 그리고, 다양한 자율주행서비스 시장을 확산하기 위해 요구되는 이동하는 공간과 시간을 메꿔 줄 미디어 콘텐츠의 역할에 대해 설명하고자 한다.

With the recent start of the 4th Industrial Revolution, markets related to autonomous driving are rapidly developing. In order to understand the rapidly developed technology trend of autonomous driving technology, we would like to investigate the characteristics and differences of level 0 to level 5 of autonomous driving. The overall configuration, recognition technology, and auxiliary technologies of autonomous vehicles are analyzed, and through this, the structure and algorithm of autonomous driving technology are identified. In addition, by manufacturing a simulated autonomous RC car using an ultrasonic sensor and a camera, the necessity of recognition technology and auxiliary technology is identified.

미래 선박시장을 주도하게 될 자율운항선박의 기술개발은 국·내외를 막론하고 활발히 진행되고 있다. 자율운항선박 기술 개발의 고도화와 단계적인 실증을 위해서 체계적인 성능시험은 필수적이며, 이를 위하여 시험해역을 포함한 육·해상 성능시험 인프라가 울산시 고늘지구 인근에 구축되고 있다. 시험해역의 안전관리와 시험선박을 지원하기 위하여 자율운항선박 성능실증센터에는 통합관제시스템이 구축되며 자율운항선박 기술 및 연계 기술의 개발과 연구에 활용될 수 있도록 기본설계를 통하여 요구사항을 반영하여 장비를 구성하였다.

연초부터 주택 시장이 다시 들썩이고 있다. 정부가 지난 1월 11일 '부동산 시장 안정을 위한 제도 개편 방안'을 발표했다. 1.11 부동산 대책에는 주택 공급 제도 개편, 서민 주거 안정, 유동성 관리 방안 등을 담고 있다. 하지만 무엇보다도 분양가 자율화이전의 '분양가 상한제'로 공급 방식을 개편하는 내용이 핵심이다.

The operational design domain (ODD) of autonomous vehicles needs to be expanded on highways and urban roads in light of the substantial commercialization of Level 3 autonomous vehicles. Therefore, this study developed a specific infrastructure autonomous vehicle-based cooperative driving service to ensure the driving safety of autonomous vehicles on city roads. The traffic operation efficiency, safety evaluation, and core evaluation indices for each service were selected and analyzed to study the effect of each service. The result of the analysis confirmed that the traffic operation efficiency and safety of autonomous vehicles were improved through the V2X communication-based autonomous cooperative driving service. On the whole, the significance of this study is in deriving the effect of the autonomous cooperative driving service based on V2X communication on urban roads with interrupting traffic flow.

Thanks to technical improvement on the vehicle to vehicle communication and the intelligent transportation system, gradual introduction of the autonomous vehicles is expected soon in the market. The study analyzes the autonomous vehicles' impacts on the network efficiencies. In order to measure the network efficiencies, the study applies the sequential procedures that combines the microscopic and macroscopic simulations. The microscopic simulation attends to the capacity changes due to the autonomous vehicles' proportions on the roadway while the macroscopic simulation utilizes the simulation results in order to identify the network-wide improvement. As expected, the autonomous vehicles efficiently utilizes the existing capacity of the roadway than the human driving does. Particularly, the maximum capacity improvements are expected by the 190.5% on the expressway. The significant capacity change is observed when the autonomous vehicles' proportions are about 80% or more. These improvements are translated into the macroscopic model, which also yields overall network efficiency improvement by the autonomous vehicles' penetration. However, the study identifies that the market debut of the autonomous vehicles does not promise the free flow condition, which implies the possible needs of the system optimal routing scheme for the era of the autonomous vehicles.

국가혁신체계로서 클러스터의 중요성과 더불어, 향후의 방향에 대해 논하고자 한다. 본 연구의 목적은 클러스터의 지역, 산업, 정책적인 특성을 파악하여서 미래의 발전방향을 파악해보기 위한 것이다. 일반적으로 클러스터는 지역적으로, 산업적으로 확산되는 가운데, 정책적 지원을 통한 성장을 기대하고 있다. 지역, 산업, 정책 클러스터로 구분하여 살펴본 결과, 지역 및 산업 간의 연결과 정책적 촉진(facilitate)은 불가피한 것으로 나타났다. 다만 정책은 클러스터의 진화에 필요한 합리적이고 객관적인 기준설정에 의해 실행되어야 하고, 궁극적으로 시장의 자율적 역할이 극대화되는 방향으로 전개되어야 할 필요성이 존재하고 있다. 따라서 클러스터 진화과정에서 시장의 자율 즉 새로운 비즈니스에 대한 시장의 엄격한 평가가 진행될 수 있도록 진화시키는 것이 중요하다고 하겠다.

빛의 반사시간 및 산란정보를 측정하여 기상정보를 수집하던 초기 라이다 기술은 실내외 3차원 정보를 확보하는 센서 기술로 응용 영역을 확대하고 있다. 특히 최근에는 자율주행차/스마트카를 중심으로 차량/보행자의 안전과 고도화된 자율주행 성능을 위하여 차량 주변 환경에 대한 3차원 좌표를 고속으로 획득하는 라이다 기술의 중요성이 부각되고 있으며, 이에 따라 관련 기술에 대한 이해와 동향파악이 필요하다. 이에 본고에서는 차량에 적용될 수 있는 라이다 기반 3차원 영상센서 기술 전반에 대한 리뷰를 진행하고, 자율주행차/스마트카 시장에서 핵심이슈 및 기술별 대응 특징을 소개한다. 아울러 3차원 센서기술의 글로벌 경쟁상황을 기반으로 향후 차량용 라이다 기술의 발전방향을 전망해 본다.

In times when identity-principles dominate through culture-industry, it appears to be the idea of the perfect identity-knowledge which Hegel had required for philosophy to become true. By being produced, cultures, according to the principle of production for production itself, became commodities which can be exchanged in the market. So what cannot be exchanged in the market is excluded as worthless and useless. As culture-industry gets rid of room for the new and the experience of it, the experience of what is new became impossible. In such degrees the consciousness is reificated, and the freedom as autonomy becomes an empty concept. But if there is not the freedom of will, conscious thought will not be possible, and human beings will degenerate into a simple species. Nevertheless, freedom which becomes meaningless in reality is an essential element for a human being to be human, so in the times when consciousness is reificated by means of the culture-industry, as the autonomous art awakens a reificated consciousness, it will be the antidote of a reificated consciousness which makes free thought and action possible. In this sense, this study will try to justify the aesthetic experience as shudder through the experience of what cannot be exchanged that becomes possible with critics regarding the constructive imperfection of identity-knowledge. Then it will argue that the aesthetic experience as shudder makes the autonomous art possible.

This paper's purpose is three-folded: modeling the self-regulating fire prevention system, developing a packet of practical fire prevention measures and regulations, and reviewing the applicability of fire insurance system in Korea as a main components of the self-regulating fore prevention system. The so called self-regulating fire prevention system is defined as a grand national fire prevention framework based on and promoted by the vitality and creativeness of the market (or private sector). This drastically contrasts with the existing government-led fire prevention system in Korea. The self-regulating fire prevention system has three grounds: the principle of self-responsibility, the redefinition of the fire service as a public goods, and the principle of self-selection. It seems natural that the self-regulating fire prevention system requires the function of fire insurance institution as a pivoting mechanism providing individual decision makers with a system of incentives, resulting in rational behaviors in the part of each individuals and in the well-balanced fire prevention network in the part of the overall public. In this regard, this pilfer examines the institutions and performance of the fire insurance industry in Korea and reviews the limitation of the industry as an instant replacement mechanism of the current government-led fire prevention system in Korea.
