도로, 교량, 하폐수처리장, 공동구와 같은 도시기반시설은 u-City 구축에 있어 근간이 되는 요소로서, 도시민에게 편리한 삶을 제공해주는 동시에 지속적인 유지관리가 수반되어야 할 시설들이다. u-City는 이러한 도시기반시설을 u-IT기술을 활용하여 융복합, 지능화 함으로써 도시민에게 보다 유이한 서비스를 제공하고, 관리자에게 보다 효율적인 유지관리 업무를 수행할 수 있도록 하는 공간으로서, 현재 이에 대한 연구개발이 활발히 진행되고 있는 추세이다. 본 논문에서는 이러한 취지에서 도출된 도시기반시설 서비스와 관련 요소기술 개발 내용을 소개하고, 현장 적용성 시험에 필요한 테스트 베드 구축 내용을 고찰하고자 한다. 이 테스트 베드는 현장 적용 상태에서의 성능을 검증하고 실용 가능한 수준으로 고도화 하기 위하여 구축된 횡단보도가 포함된 왕복 6차선 도로로서, USN 센서 및 싱크노드, 봉합 콘트롤러가 설치되어 원격으로 상황을 감시할 수 있도록 구성되어 있다.

건설현자의 경우 고령근로자가 많고, 현장 구성원의 이동이 잦기 때문에 사고가 많이 발생할 수밖에 없습니다. 하지만 근로자들이 보호구를 착용하고, 현장에서도 안전시설을 확실히 설치해둔다면 그 피해는 크게 줄일 수 있다고 확신합니다. 사고는 한순간의 방심과 과오를 통해 발생합니다. 현장 관계자 모두가 이 사실을 명심하고 항상 기본을 지키는 습관을 가지시기 바랍니다. 또 현장에서는 질 좋은 보호구와 안전시설을 통해 근로자들의 근원적인 안전을 확보해주시기 바랍니다. 우리(주)기성의 30여명 임직원들도 우리나라 산업현장의 특성에 맞는 제품들을 꾸준히 연구 개발해나가면서, 산업 안전을 지키려는 많은 분들의 발걸음에 동참해나가도록 하겠습니다.

현재 하천의 유량측정을 위해 국내외에서 설치, 운영되고 있는 자동유량측정시설은 대부분 초음파유속계를 이용한 실시간 하천유량측정시스템이다. 이러한 초음파유속계는 도플러 방식 초음파유속계(ADVM)와 이동 시간차 방식 초음파유속계(UVM)로 구분되는데, 한강대교 등에 적용된 ADVM 방식에 비해 UVM 방식은 초음파 도달거리의 특성으로 인해 대부분 중소규모의 하천에 적용되어왔다. 이러한 UVM 방식을 하폭이 넓고 홍수시 수위변화가 심한 대규모하천에 적용하기 위해서는 여러 회선을 다층으로 구성하여 설치할 필요가 있는데, 한강의 여주지점은 16개의 회선을 5개의 층으로 구성하여 측정의 정확도를 높이고 홍수시 수위상승시에도 다양한 회선으로 유속을 측정할 수 있도록 하였다. 본 연구에서는 여주지점에 설치되어 운영 중에 있는 이동 시간차 방식 자동유량측정시설의 운영결과를 검토하고 측정치에 대한 검증을 위해 2008년 1월부터 12월까지의 유량측정결과를 검토하였다. 평 저수시는 유속계와 ADCP 이동보트를 이용한 연속측정결과와 비교하였으며 홍수시에는 봉부자 측정결과와 비교하였다. 기존 실측은 2008년 2월부터 12월까지 저수위 및 중 고수위에 걸쳐 실시하였으며, 프라이스유속계 22회, 이동식 ADCP 6회 그리고 부자를 이용한 방법 6회등, 총 34회가 이루어졌으며, 비교 결과 수위 1.5m 이하의 저 평수기에 평균 5.5%의 오차를 보였으며, 홍수시 검증측정유량과의 비교결과 7.6%의 오차를 보였다.

The purpose of this study is to suggest institutional reformation of public office facilities by analysis the status of services on welfare for the aged and disabled. For this study, we have researched and analyzed on two different aspects. The aspects are space composition of public office facilities, welfare systems and service support within region. And we can get the following important points as conclusion; (1) We need to consider on not only access for public office facilities site but also the connection on business such as block plan on zone and connection between quarters. Architectural plan has to be considered. (2) Most of the public office facilities use human service resources as a supporting system for shortage of convenient facilities. Variety of welfare services are required. (3) We need to secure various programs and space for local peculiarities and social demand.

The purpose of this study was to analyze spatial composition of elderly skilled nursing facility and to provide basic information for setting up the detail facility architectural guidelines. The results of the study were following: the residential spaces of the facilities in this study were more or less overcrowded since their capacity were more than 5 elderly residents. The dimensions of some residential spaces did not even come up to the standard of elderly welfare law in force. On the other hand, the facilities had a tendency to use a space with multiple purposes or to allocate a space but to leave it with no use. Moreover comparing with the 1st floor, which was mainly for the staffs and had enough space to spare, the upper floor which was for the elderly residents, was crowded with nursing staffs and elderly residents and had densely closed residential and public spaces. For the problem solving, law and regulation modification is needed according to the case study about the usage and using frequency of each facility space. And the crowded area for the elderly residents could be enlarged through the reduction(or combination) of the rarely used spaces and moving a few residential spaces into the 1st floor.

The importance of facility maintenance management cannot be overemphasized in that not only the value but also the performance of the facility is determined by the level of maintenance. The maintenance cost of the facility ranges from 3 to 10 times the initial construction cost depending the type and use of the facility over the life span. This maintenance importance is increased for the group of facilities and even more critical when the facilities compete for the limited budget with the limited resources such as manpower and equipment. This study analyzed sixteen public facility management corporations primarily for three items: 1) facility management system, 2) long-term rehabilitation plan, 3) the rehabilitation selection system. This paper provides and recommends the key elements of the facility maintenance management system based on the analysis of the sixteen corporations.

In order to reflect the Changes in this government's policy of making Temporary Position employees into the Public sector permanent, special security guards from Private Security firms in the National Critical Facilities protection Position are moving forward transformation to Permanent Position. Especially, the organization of the protection personnel of the National Government Buildings designated as the National Critical Facilities is comprised of various types of security personnels, protective officer, special security guards from Private Security firms, Private police guards, police officers and these types of security personnels protect for the Government Buildings. Recently, The Government Security planning division is discussing various types of transformation, Special Security guards are employed directly by the Government in order to convert them into Permanent position, Special Security guards are employed directly through a establishment of Public Security corporation, protective officers are hired by the Government, Self-guards are hired directly by the Government, Private police guards are employed directly by the Government. In order to reflect the Changes the Government policy of making Temporary position employees into the Permanent, the Special Security Guards from Private Security Firms in the National Critical Facility's protection environment, protective personnels operation characteristic under various circumstances. Especially, in the process of making Special Security Guards to Permanent position, it is necessary to take precedence over the various opinions of Special Security Guards and stakeholder.

현재, 많은 분야에서 데이터 모델링을 지원하는 GIS관련 프로그램으로 ArcObject 컴포넌트를 제안하고 있다. 특히 수자원분야에서 유역과 하천네트워크의 정확하고 효과적인 표현을 위해 ArcHydro Model이 개발되었으며 다양한 분야에서 활용되고 있다. 본 연구에서는 안성군 고삼면의 안고용수구역을 대상으로 ArcHydro Model을 이용하여 관개 네트워크를 구성하기 위해 유역경계, 하천망, 수리시설물의 위치도, 수혜구역도 등의 기본 공간자료들을 구축하고, 이 자료들을 이용하여 수리시설물에 따른 수혜구역을 가시적으로 확인가능하도록 하기 위해 하천의 위상관계를 정립하고 공간자료간의 연계성을 구성하였다. 또한 수리시설물의 농업용수 수요공급량의 정량적인 정보를 획득하기 위하여 ArcHydro Model에 한국농촌공사에서 개발한 AWDS (Agricultural Water Demand and Supply Estimation System. 농촌용수 수요공급량 시스템)와 연계하고, 시설물정보, 수요량분석, 공급량분석을 할 수 있는 메뉴를 구성하여 그 정보를 획득하였다.

A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

신월 빗물저류배수시설은 2010년 집중호우로 침수피해가 발생한 강서구 및 양천구의 저지대 침수문제 해결을 위해서 양천구의 지하 50m 깊이에 설치한 직경 10m, 길이 3.6km, 저류량 32만톤 규모의 지하 대심도 저류 터널이다. 해당 시설은 강우 발생시 유역의 중상류 하수관에서 횡월류 수문을 통해 우수를 저류터널로 유입 및 저류하고, 하류에 위치한 목동 빗물펌프장과 연계하여 배수할 수 있도록 구성되어 있다. 현재 시설의 운영은 유입부 인근에 설치된 수위계를 통해 수문 가동 여부를 판단하고 있으며, 운영 기준 및 매뉴얼은 서울기술연구원에서 지속적인 모니터링을 통해 고도화하고 있다. 본 연구의 목적은 실측 수위 기반의 신월 빗물저류배수시설 운영을 자동화하기 위한 방편으로, 딥러닝 기반의 RNN, LSTM, GRU 등의 알고리즘을 이용하여 유입부 관거 수위를 예측하는 모델을 개발하는 것을 목표로 하였다. 모델의 개발 및 검·보정을 위해 2010년부터 유역 내 구축되어 있는 강우 및 하수관 수위 자료와 목동 빗물펌프장 운영자료를 활용하였다. 현재 신월 빗물저류배수시설은 2020년 5월 준공되어 절대적인 자료 축적 기간이 부족하기 때문에, 향후 지속적인 강우-수위 모니터링을 통해 모델을 고도화하여 시설의 운영에 활용할 수 있도록 개선해 나갈 예정이다.
